What is Gaura Shakti Yojana?

Gaura Shakti Yojana, launched as Mission Gaura Shakti, is a women-safety initiative of the Uttarakhand Police under the state Home Department. Its purpose is to prevent crimes against women and girls and to make sure the police react quickly when something does happen. Gaura Shakti works through self-registration in the Uttarakhand Police App: a woman registers her own details, a woman sub-inspector from her police station calls her back to confirm the registration, and from then on she has a named police contact, an e-complaint channel and quick access to help numbers.

Mission Gaura Shakti was launched on 9 September 2021 by Chief Minister Pushkar Singh Dhami. It began as a standalone app and was later merged into the single unified Uttarakhand Police App, which now carries five services together; Gaura Shakti, Public Eye, Traffic Eye, Lakshya (Nasha Mukt Uttarakhand) and Meri Yatra. Anyone searching for a separate "Gaura Shakti app" today should install the Uttarakhand Police App and open the Gaura Shakti section inside it.

The staffing behind it. Uttarakhand Police deployed one woman sub-inspector in every district and one woman sub-inspector and one woman constable in every police station to run the registrations and follow-ups. That staffing is what turns a registration form into a service, the call-back is made by a woman officer, and a registered woman knows which officer to reach.

The three-tier support structure the state has built alongside Gaura Shakti consists of:

1. Mahila desks at the police station level, staffed by women officers.
2. Women counselling cells at the district level.
3. The state women safety helpline at the state level.

What Gaura Shakti is not. Gaura Shakti carries no cash benefit, no scholarship and no subsidy. Readers often confuse it with Nanda Gaura Yojana, a cash-incentive scheme for girl children run by the Department of Women Empowerment and Child Development. The two are unrelated: one is a policing service, the other a financial scheme.

Who can register under Gaura Shakti?

You can register if:

• You are a woman or girl living in Uttarakhand, in any district, urban or rural.
• You are a woman working in Uttarakhand in a government office, a private office, a hotel, a hospital or any other workplace. Working women were the group the feature was designed for first, after concerns about the safety of women in private-sector workplaces in the state.
• You have a mobile phone that can install the Uttarakhand Police App and receive the verification call.

There is no income condition, no caste condition, no age bar and no fee. Registration is open to any woman.

You are not eligible / it will not help if:

• You are male. Gaura Shakti registration is for women and girls; men should use the Public Eye and general complaint features of the same app.
• You live outside Uttarakhand and have no presence in the state, the registration maps you to an Uttarakhand police station, so it has no value elsewhere.
• You cannot receive the verification call on the number you registered. An unverified registration is of limited use, because the call-back is the step that connects you to a named officer.
• You are looking for a cash benefit. Gaura Shakti cannot pay anything, and any website offering "Gaura Shakti Yojana money" is a scam.

What do you need to register?

Gaura Shakti is deliberately light on paperwork. No certificate, income proof or photograph is demanded, because a safety registration that needed documents would defeat its own purpose.

How to apply for Gaura Shakti registration

1. Install the Uttarakhand Police App from the Google Play Store. Check that the publisher is the official one; do not install an APK from a forwarded link.
2. Open the app and select the Gaura Shakti section from the list of services alongside Public Eye, Traffic Eye, Lakshya and Meri Yatra.
3. Complete the self-registration form with your name, mobile number, home address and, if you wish, workplace details.
4. Submit the registration and wait for the verification call. A woman sub-inspector from the police station covering your address calls to confirm your details and tell you the registration is complete.
5. Save the officer's contact and the emergency numbers shown in the app to 112 for emergencies, 9411112780 for the Uttarakhand Police women helpline and 1930 for cyber crime.
6. Use the app when you need it. File an e-complaint through the app, use the SOS option in an emergency, or look up the location and phone number of the nearest police station.

Registration is free at every step. No fee, no agent and no CSC visit is involved.

What services does a registered woman get?

• A verified police contact. After the call-back, a woman sub-inspector at the local police station has your details on record, which shortens the response when you call.
• E-complaint filing directly from the app, both instant and written, without travelling to a police station.
• SOS alert for an emergency situation.
• Nearest police station location and phone number, which is genuinely useful for a woman travelling or newly posted in a district she does not know.
• Direct numbers of senior police officers, published in the app.
• Information on rights and laws relating to women, held inside the Gaura Shakti section.
• Confidentiality. Uttarakhand Police stated at launch that the information given at registration is kept confidential.

How to check your registration status

1. Open the Gaura Shakti section in the Uttarakhand Police App and check your profile. A completed registration shows your details on record.
2. The verification call is the real confirmation. If no call has come within a reasonable period, contact the police station covering your address and ask for the woman sub-inspector handling Gaura Shakti registrations.
3. For a complaint filed through the app, track it using the reference number generated at submission and follow up with the police station named against it.

Common problems and how to fix them

• No verification call received. The usual cause is a mistyped mobile number or an address that does not map cleanly to a police station. Re-check the details in the app and call the local police station.
• App not installing or crashing. Install the current version of the unified Uttarakhand Police App rather than an older standalone Gaura Shakti build, which is no longer maintained.
• Complaint filed but no action. Escalate to the Circle Officer or the Superintendent of Police for the district; senior officer numbers are published in the app itself.
• Fake websites asking for money. Gaura Shakti has no registration fee and no cash benefit. Any site collecting payment or bank details in its name is fraudulent, and should itself be reported on 1930.

• 1930; cyber crime helpline, for online harassment, blackmail and financial fraud.
• 1064, anti-corruption helpline.

For a grievance about how a Gaura Shakti registration or complaint was handled, approach the Station House Officer, then the Circle Officer, then the Superintendent of Police for the district, all of whose contact details are published on uttarakhandpolice.uk.gov.in. The women counselling cell at the district police office is the right route where the matter needs counselling and mediation rather than a criminal case.
