Rural Sports and Health Promotion Scheme
Uttarakhand state government scheme
Rural Sports and Health Promotion Scheme gives Rs 17,960 to the Mangal Dal of a Gram Panchayat in Uttarakhand to install community fitness equipment. An open gym: in the village. All Gram Panchayats in the state are eligible and the proposal is passed by the Gram Sabha and sent to the regional Youth Welfare and PRD officer.
What is the Rural Sports and Health Promotion Scheme?
Rural Sports and Health Promotion Scheme is a small, fixed-value grant scheme of the Department of Youth Welfare and Prantiya Rakshak Dal (PRD), Government of Uttarakhand. The scheme puts community fitness equipment, an open gym; in the village, so that rural young people have somewhere to exercise without travelling to a town.
According to the scheme entry maintained for the department on the Government of India's myScheme portal, the scheme allocates Rs 17,960 to the Mangal Dal of a Gram Panchayat for setting up that equipment. The amount is the whole benefit: there is no separate grant for land, no salary component and no published annual maintenance allocation.
Rural Sports and Health Promotion Scheme is deliberately built on top of the existing Mangal Dal network rather than creating a new institution. The Youth Welfare and PRD Department already has 2,629 Mahila Mangal Dals and 2,495 Yuvak Mangal Dals registered across Uttarakhand, and its portal lists open gyms alongside mini stadiums, indoor gyms, khel maidaans, multipurpose halls and youth hostels as categories of youth infrastructure it maintains. This scheme is the funding line that puts an open gym in a village that does not yet have one.
Key features
- Fixed grant of Rs 17,960 per Gram Panchayat.
- Money is paid to the Mangal Dal, not to an individual.
- Purpose is limited to community fitness equipment (open gym).
- All Gram Panchayats in Uttarakhand are eligible.
- The route is entirely offline, through the Gram Sabha and the regional Youth Welfare and PRD officer.
Who is eligible for the Rural Sports and Health Promotion Scheme?
A village qualifies if:
- It is a Gram Panchayat in Uttarakhand. The scheme description places no district, altitude or population restriction.
- It has a Mangal Dal β a Yuvak Mangal Dal or Mahila Mangal Dal; registered with the Youth Welfare and PRD Department, because the money is disbursed to that group.
- The Gram Sabha has approved the open gym proposal and the site chosen for it.
- A suitable site is available, typically an existing playground, panchayat land or open space where equipment can be fixed and used safely.
You are not eligible if:
- You are an individual applying for a personal benefit. Rural Sports and Health Promotion Scheme funds a shared village asset; there is no personal cash transfer, and no villager can apply for the Rs 17,960 in their own name.
- Your proposal comes from an urban local body. The scheme is framed around Gram Panchayats and rural youth.
- Your group is a private club or unregistered association. The fund goes to a Mangal Dal linked to the Gram Panchayat.
- The Gram Sabha has not passed a resolution, or has not settled on a site. The regional officer verifies both before approval.
- You want the money for something other than community fitness equipment, such as a boundary wall, a building, or sports kits. Those are covered by other Youth Welfare and PRD schemes, not this one.
What documents are needed?
| Document | Mandatory | Notes |
|---|---|---|
| Gram Sabha resolution | Yes | Approving the open gym and the selected site |
| Site details | Yes | Location, ownership and suitability of the land |
| Mangal Dal registration details | Yes | The receiving group must be registered with the department |
| Bank account details of the Mangal Dal | Yes | The allocation is credited to this account |
| List of Mangal Dal office bearers | No | Often asked for by the block or regional office |
The department's own note on documentation is brief: papers are to be submitted in accordance with the department's guidelines. In practice the block youth welfare office will tell you the exact set it wants, and it is worth asking there before preparing the file.
How to apply for the Rural Sports and Health Promotion Scheme
- Select a site in the Gram Panchayat for the open gym. A flat, accessible piece of panchayat land or an existing playground is the usual choice, since the equipment has to be fixed in place and used in the open.
- Get the Gram Sabha to approve the proposal and the site by resolution. This is the step that converts a village idea into an official proposal.
- Submit the proposal to the regional Youth Welfare and PRD officer, along with the Gram Sabha resolution, the site details and the registration and bank details of the Mangal Dal that will receive the money.
- Cooperate with verification. The regional officer verifies the proposal, the site and the standing of the Mangal Dal.
- Receive the allocation. Once verified and approved, the Rs 17,960 is disbursed to the Mangal Dal associated with the Gram Panchayat.
- Procure and install the equipment, and keep the bills and installation record with the Mangal Dal for the department's inspection.
There is no online application form for this scheme. The Youth Welfare and PRD portal at meroyuva.in carries departmental circulars, scheme guidelines, downloadable forms and infrastructure details, but the proposal itself moves on paper through the block and regional offices.
How to check the status of a proposal
Rural Sports and Health Promotion Scheme has no online status tracker. The practical route is to follow the file:
- Ask the Gram Panchayat secretary for the date the resolution was forwarded.
- Ask the block youth welfare office whether the proposal has been recorded and sent onward.
- Ask the regional Youth Welfare and PRD officer whether verification is done and whether the allocation has been released.
- Check the Mangal Dal's bank account for the credit.
Why proposals get stuck
- No registered Mangal Dal in the village, so there is no body that can legally receive the funds. Registering a Yuvak Mangal Dal or Mahila Mangal Dal is the first fix.
- No Gram Sabha resolution, or a resolution that approves the idea but does not name a site.
- Disputed or unsuitable land, for example private land offered informally, or a site that floods or is inaccessible in winter.
- Inactive Mangal Dal bank account, which blocks the transfer even after approval.
- Departmental funds exhausted for the year. With all Gram Panchayats eligible, sanction in a given year depends on the budget allotted. This is a queue position rather than a rejection, and the proposal is normally considered in the next cycle.
- Earlier open gym already sanctioned for the same Gram Panchayat, since the scheme is framed as one open gym per Gram Panchayat.
Where to complain or ask for help
- Youth Welfare and PRD help desk: +91 93687 76459.
- Email: youthwelfareuttarakhand@gmail.com, the department's published address for queries.
- Directorate of Youth Welfare and PRD, Uttarakhand, in person, Monday to Saturday 10:00 AM to 5:00 PM except public holidays.
- Regional Youth Welfare and PRD officer, who verifies and approves the proposal and is the right person for a delayed release.
- Chief Minister's helpline 1905, where the district and regional offices do not resolve the matter.
No fee is payable to have a Gram Panchayat's open gym proposal considered. The money is a community allocation, and the Mangal Dal that receives it is accountable to the Gram Sabha for how the equipment is bought and installed.

Frequently asked questions
How much money does the Rural Sports and Health Promotion Scheme give?
The scheme allocates Rs 17,960 to the Mangal Dal of each selected Gram Panchayat for setting up community fitness equipment, commonly called an open gym. The amount is fixed per Gram Panchayat and is meant for equipment, not for salaries or running costs.
Who receives the money under this scheme?
The Mangal Dal associated with the Gram Panchayat receives the funds, not an individual. Yuvak Mangal Dals and Mahila Mangal Dals are village-level groups registered with the Youth Welfare and PRD Department.
Which Gram Panchayats are eligible?
All Gram Panchayats in Uttarakhand are eligible under this scheme. There is no district restriction and no income test, though actual sanction depends on the funds allotted to the department in a given year.
Who approves the proposal for an open gym?
The Gram Sabha approves the site and the proposal, which is then submitted to the regional Youth Welfare and PRD officer for verification and approval. Only after that verification is the amount released.
Can an individual apply for this scheme?
No. An individual villager is not eligible to receive money under this scheme. The benefit is a community asset routed through the Gram Panchayat and its Mangal Dal, and the open gym is then open to the whole village.
Is the grant repeated every year?
The scheme provides for a one-time allocation of Rs 17,960 per Gram Panchayat for setting up the equipment. No recurring maintenance grant is published in the scheme description, so upkeep falls to the Mangal Dal and the Gram Panchayat.
Which department runs the Rural Sports and Health Promotion Scheme?
The Department of Youth Welfare and Prantiya Rakshak Dal (PRD), Government of Uttarakhand runs the scheme. Its public portal is meroyuva.in, which also lists open gyms among the infrastructure it maintains.
