Formation of Mahila Mangal Dal and Yuvak Mangal Dal
Uttarakhand state government scheme
Formation of Mahila Mangal Dal and Yuvak Mangal Dal lets women and men aged 18 and above in any Gram Panchayat of Uttarakhand register a village group with the Youth Welfare and PRD Department. Uttarakhand already has 2,629 Mahila Mangal Dals and 2,495 Yuvak Mangal Dals; new groups register through the block youth welfare office.
What is the Formation of Mahila Mangal Dal and Yuvak Mangal Dal scheme?
Formation of Mahila Mangal Dal and Yuvak Mangal Dal is the village-group registration programme of the Department of Youth Welfare and Prantiya Rakshak Dal (PRD), Government of Uttarakhand. Under it, interested residents of a Gram Panchayat who are 18 years of age or above come together, form a group, and get that group formally recognised on the department's rolls, women's groups as Mahila Mangal Dals (महिला मंगल दल) and men's or youth groups as Yuvak Mangal Dals (युवक मंगल दल).
The department's own portal, meroyuva.in, describes these as registered community groups for youth and women that receive departmental support, and puts the current strength at 2,629 Mahila Mangal Dals and 2,495 Yuvak Mangal Dals across the state. Mahila Mangal Dals are described there as women-led community organisations registered under the Department of Youth Welfare and PRD, working on women's empowerment, health awareness, skill development and community upliftment, and operating in all 13 districts of Uttarakhand.
Mangal Dals are one of the oldest features of rural life in the hills of Uttarakhand. Long before they became a departmental category, village women's groups organised forest protection, water-source upkeep, festivals and social reform work. The formation scheme gives that existing habit a legal shape, so that the group can hold a bank account, receive government grants and be counted in official planning.
Why does registration matter?
Registration itself pays nothing. What it does is make the group eligible, the department deals with registered Dals, not with informal village committees. Once a Dal is on the rolls it can be considered for:
- Youth and sports activity support, including equipment and kits for village level sport.
- Cultural, awareness and social programmes routed through the department.
- Training in skills, sports and community organisation.
- The Mangal Dal Swavalamban Yojana, the department's self-employment scheme under which registered Yuvak and Mahila Mangal Dals get financial assistance of roughly Rs 50,000 up to Rs 3.5 lakh to run a group enterprise.
- Recognition and awards at block, district and state level for outstanding Dals.
That last point is the practical reason most villages register: without a registration number, the group cannot open the door to any of the money.
Who can form a Mangal Dal, and who cannot?
You can form or join a Mangal Dal if:
- You are 18 years of age or above on the date the Dal is formed.
- You are a resident of the Gram Panchayat where the Dal is being formed.
- You are willing to work on community activities. The group is expected to actually function, not just exist on paper.
- Your group can elect office-bearers and agree on bye-laws.
You cannot apply / are not eligible if:
- You are under 18 years of age. The department's minimum age for membership is
- You are applying as an individual for a personal cash benefit. This is a group registration programme; no individual grant flows from formation.
- Your village already has a functioning registered Dal of the same type and the block office does not see the need for a second one, in practice, one Mahila Mangal Dal and one Yuvak Mangal Dal per Gram Panchayat is the norm, and duplicate registrations are usually refused.
- The group is not based in a Gram Panchayat of Uttarakhand.
How to apply for registration of a Mahila Mangal Dal or Yuvak Mangal Dal
Registration is entirely offline, handled through the block and district youth welfare machinery. meroyuva.in is an information portal; it does not take applications.
- Call a formation meeting in the village. Gather the interested women (for a Mahila Mangal Dal) or the interested young men (for a Yuvak Mangal Dal), all aged 18 or above, and record who attended.
- Elect office-bearers and adopt bye-laws. Elect at minimum a president (adhyaksh), a secretary (sachiv) and a treasurer (koshadhyaksh), and write down the aims of the Dal. Keep signed minutes of this meeting.
- Get the Gram Sabha or Gram Panchayat resolution. The panchayat passes a resolution supporting the formation of the Dal in that village. This is the single document the block office will not proceed without.
- Prepare the member list. Names, ages, Aadhaar numbers and signatures of all members, with the 18-plus age visible on the list.
- Submit the file to the Youth Welfare and PRD office at the block, through the block youth welfare officer or the district youth welfare officer, along with the resolution, minutes, bye-laws and member list.
- Collect the registration certificate or number once the office approves the Dal, and then open a bank account in the name of the Dal, operated jointly by the president and the treasurer. Departmental money only moves to a group account.

What does a Mangal Dal actually do?
A registered Dal is expected to run activities, and the block office keeps a rough eye on whether it does. Typical work includes:
- Sports and youth activity, village tournaments, kabaddi and volleyball teams, participation in block and district level events.
- Health and social awareness: immunisation drives, anti-addiction campaigns, cleanliness work, nutrition and maternal-health awareness.
- Environment and disaster response — forest-fire watch, water-source protection, plantation, and first-response help in a hill state where roads and communication break often.
- Skill and self-employment activity, which is where the Swavalamban Yojana becomes relevant.
- Cultural preservation; folk song, dance and festival organisation.
A Dal that runs nothing for years may be treated as defunct when the department reviews its lists, so keeping a simple activity register and meeting minutes is worth the effort.
Why registration files get rejected, and how to fix it
- No Gram Sabha resolution. This is the commonest reason. Get it passed and attested by the Gram Pradhan.
- Members under 18 on the list. Remove them or wait; the age condition is strict.
- A Dal of the same type already registered in that Gram Panchayat. Check with the block office first, you may be able to revive the existing Dal instead of registering a new one, which is usually faster.
- Incomplete member details; missing ages, missing signatures, no Aadhaar copies.
- No office-bearers elected, so the department has no one to correspond with.
- Name of the Dal clashing with an existing registered group in the same block.
How to check the status of your registration
- Keep the acknowledgement given by the block youth welfare office when you submit the file.
- Follow up with the block youth welfare officer, who is the first point of contact for Mangal Dal matters.
- Escalate to the District Youth Welfare Officer if the block level does not respond within a reasonable time.
- Call the department on +91 93687 76459 (Monday to Saturday, 10:00 AM to 5:00 PM, except public holidays) or write to ykprd.uk@gmail.com or youthwelfareuttarakhand@gmail.com, the addresses published on meroyuva.in.

Frequently asked questions
What is the Formation of Mahila Mangal Dal and Yuvak Mangal Dal scheme?
Formation of Mahila Mangal Dal and Yuvak Mangal Dal is the registration programme of Uttarakhand's Youth Welfare and PRD Department under which interested women and men aged 18 and above in a Gram Panchayat form a village group and get it recognised by the department.
Who can form a Mangal Dal?
Any group of interested residents aged 18 years or above in a Gram Panchayat of Uttarakhand can form one — women form a Mahila Mangal Dal and men form a Yuvak Mangal Dal. There is no income or education condition.
How many Mangal Dals exist in Uttarakhand?
The Youth Welfare and PRD Department's meroyuva.in portal states that Uttarakhand has 2,629 Mahila Mangal Dals and 2,495 Yuvak Mangal Dals working across all 13 districts of the state.
Does the department pay money just for forming a Mangal Dal?
No. Formation and registration bring no cash by themselves. Registration is the gateway — only a registered Dal can receive departmental grants, sports kits, training and self-employment assistance under the department's other schemes.
How do we register a new Mangal Dal?
You hold a formation meeting, elect office-bearers, get a Gram Sabha resolution, and submit the papers to the block or district Youth Welfare and PRD office. Registration is offline; the department can be reached on +91 93687 76459.
Can an individual apply for a personal benefit under this scheme?
No. This is a group registration programme, not an individual benefit. A single person cannot apply for money; the unit recognised by the department is the Dal, and grants go to the group's bank account.
What can a registered Mangal Dal do afterwards?
A registered Dal becomes eligible for departmental support such as sports and youth activities, awareness work, training, and the Mangal Dal Swavalamban Yojana, which gives registered Dals financial assistance for self-employment activities.
Is there a deadline to register?
No fixed last date is announced. Registration of new Mahila Mangal Dals and Yuvak Mangal Dals is a running process handled at block and district level through the year.
How do I check the status of a Mangal Dal registration application?
Keep the acknowledgement given by the block youth welfare office when you submit the file, follow up with the block youth welfare officer, and escalate to the District Youth Welfare Officer if there is no response. You can also call the department helpline at +91 93687 76459 (Monday to Saturday, 10:00 AM to 5:00 PM) or write to ykprd.uk@gmail.com.
Why do Mangal Dal registration applications get rejected?
Common reasons include no Gram Sabha resolution, members under 18 on the list, a Dal of the same type already registered in that Gram Panchayat, incomplete member details such as missing ages or Aadhaar copies, no office-bearers elected, or the proposed Dal's name clashing with an existing registered group in the same block.
