AICTE Short Term Training Programme (STTP) for J&K, Ladakh and NER

What is the AICTE Short Term Training Programme (STTP)?

The AICTE Short Term Training Programme (STTP) for the North Eastern Region and the Union Territories of Jammu & Kashmir and Ladakh is a faculty-development scheme of the All India Council for Technical Education (AICTE), which functions under the Ministry of Education. According to the AICTE STTP scheme document, the programme provides financial assistance of up to Rs 5 lakh to an AICTE-approved institution so it can run a six-day residential training for its teachers and staff.

AICTE designed the STTP to help faculty members in technical education "introspect and learn techniques" that prepare students to be active participants in a knowledge society. The scheme is region-specific: it targets institutions in the North Eastern states and the two Himalayan union territories, where access to regular refresher training has historically been harder.

Who is eligible for the AICTE STTP?

The STTP works at two levels. The institution that applies, and the individuals who attend.

Institutions that can apply

• AICTE-approved technical institutions located in the North Eastern Region and in the UTs of Jammu & Kashmir and Ladakh.
• The institution must hold a valid Extension of Approval (EOA) for the relevant academic year, since the grant is released on that basis.
• Each institution may submit a maximum of five proposals per year (including earlier proposals sanctioned but not completed), of which at most three can be approved.

Who can attend the training

• All teachers, and supporting technical and administrative staff, expressly including librarians: working in technical education at AICTE-approved institutions are eligible to participate.
• Preferably about 10% of participants should be industry professionals deputed by industry.
• Not more than two participants may be from the host institution or group of institutions.

Who cannot apply

• Individuals cannot apply for the grant directly. A teacher or staff member cannot receive money under this scheme; only the institution applies and the grant funds the programme.
• Institutions outside the NER and the UTs of J&K and Ladakh are not eligible under this particular STTP window, which is region-specific.
• Institutions without a current AICTE approval/EOA are not eligible.

What training does the STTP cover?

According to the scheme document, five types of training are supported:

1. Pedagogical training for teaching staff.
2. Subject-related training in Engineering & Technology, Management, Pharmacy, Architecture and allied disciplines.
3. Training on moral values, ethics, behavioural sciences and attitude.
4. Training for teachers on the orientation of newly admitted students.
5. Training for supporting technical and administrative staff, including librarians.

Each proposal is assessed by an expert committee of three members, none below the rank of Associate Professor.

What documents are required for the STTP?

The institution is not required to submit individual bills or vouchers for expenditure from recurring grants, but scanned copies of bills and vouchers must be digitised and uploaded on the portal for inspection.

How to apply for the AICTE STTP

The application is made by the institution, not by an individual teacher.

1. Confirm eligibility. The institution must be AICTE-approved, located in NER or the UTs of J&K/Ladakh, and hold a valid EOA for the academic year.
2. Choose the topic and dates — decide the type of training, fix six consecutive days and plan for at least 40 participants.
3. Submit the online application on the AICTE portal, with the topic, budget (within the Rs 5 lakh ceiling) and participant plan. Submitting an online application is stated in the scheme document as essential to conduct an STTP.
4. Get expert-committee assessment, a three-member committee evaluates the proposal, and the grant is released only after it qualifies.
5. Constitute a Programme Monitoring Committee (PMC) at the institution, chaired by the Principal/Director/Registrar with the coordinator as member secretary and two HoDs plus one subject expert as members.
6. Conduct the programme within six months of receiving funds, hold the end-of-course test, and issue certificates to those who qualify.
7. File the closure documents: utilization certificate, expenditure statement, feedback forms, proceedings and completion report; within one month of completion.

How much benefit does the STTP provide?

AICTE sanctions a maximum grant of Rs 5,00,000 to conduct one programme. Key spending rules from the scheme document:

• The full sanctioned amount is released as an advance to the institution.
• Honorarium to the Course Coordinator must not exceed 1% of the sanctioned grant.
• Honorarium to Resource Persons must not exceed 20% of the sanctioned grant.
• Overall expenditure must not exceed the sanctioned funds; any extra cost is borne by the institution.
• No registration fee may be charged to participants.

Funds sanctioned for a particular STTP topic cannot be diverted to any other programme. If an event is cancelled, the funds must be returned to AICTE immediately along with any interest accrued.

Compliance, monitoring and penalties

The institution must submit mandatory closure documents within one month of the programme; AICTE may condone a further delay of up to two months in special circumstances. Delay beyond three months invites a penalty of 10% of the sanctioned amount. If the documents are not submitted within one year, the entire grant already released, together with interest, must be refunded to AICTE. General Financial Rules (GFR) 2017 apply to the utilisation of the grant.

Help and where to check details

The STTP scheme document is published on the AICTE website (aicte.gov.in), and the scheme is also listed on the national myScheme portal. AICTE has not published a dedicated STTP helpline number; for current application windows and queries, institutions should contact their AICTE regional office or the STTP nodal officer through the AICTE portal. Because the scheme has, in past years, been placed on hold in some cycles, institutions should confirm that the current year's window is open before planning a programme.

How to check your application status

The AICTE STTP has no separate public tracking number for individual teachers, because the applicant of record is the institution, not a person. If your institution has submitted an STTP proposal, status can be checked in these ways:

• AICTE portal login: the institution's registered login on the AICTE web portal (aicte.gov.in) shows the proposal's current stage: submitted, under expert-committee review, sanctioned, or funds released. The coordinator or the officer who filed the online proposal should check this login first, since AICTE does not send routine status updates by email or SMS.
• Sanction letter and advance release: once the three-member expert committee has cleared a proposal, AICTE issues a sanction communication and releases the grant as an advance to the institution's account. If the portal still shows the proposal as "under review" well after submission, that is the clearest sign it has not yet been cleared.
• AICTE regional office: because AICTE has not published a dedicated STTP helpline, the institution's coordinator or the head of institution should follow up with the concerned AICTE regional office, quoting the proposal reference number generated at the time of online submission.
• STTP nodal officer: AICTE designates a nodal officer for the scheme; queries on pending proposals, delayed sanctions, or scheme windows being open or on hold in a given year are best routed through this office rather than general AICTE helpdesks.
• After the programme is conducted: status shifts from "funds released" to "closure pending" once the six-day training is over. The institution should track internally whether its utilization certificate, expenditure statement, feedback forms and completion report have actually been uploaded and acknowledged, since AICTE tracks closure against these documents, not against the training dates alone.

Teachers or staff who merely attended a training as participants have no individual application to track. Their only status point is whether they received a certificate, which depends on attending and qualifying in the end-of-course test conducted by the host institution.

Common reasons for rejection

Most STTP proposals or claims run into trouble for institutional, not individual, reasons. The concrete issues seen against the scheme's own rules, and how to fix each:

• No valid Extension of Approval (EOA) for the academic year. The grant is released strictly on the basis of a current EOA. An institution whose EOA has lapsed or is under dispute will not get a proposal cleared. Fix: renew and confirm the EOA before submitting the STTP proposal, not after.
• Institution is outside NER, J&K or Ladakh. This window is region-specific; institutions elsewhere in India are simply not eligible for this particular STTP scheme, regardless of how strong the proposal is. Fix: check the region eligibility before investing time in a proposal; a general-region AICTE faculty development scheme may be the right alternative.
• Proposal exceeds the five-per-year or three-approved-per-year limit. AICTE counts unfinished sanctioned proposals from earlier cycles against this year's cap. An institution that still has an old STTP pending closure and submits new proposals may find them rejected or held back for exceeding the limit. Fix: close out prior programmes (utilization certificate, completion report) before filing fresh proposals.
• Participant count below 40, or fewer than six days planned. Since the scheme funds a fixed format, six days and a minimum of 40 participants, a proposal budgeted for a shorter course or a smaller batch is not compliant and gets sent back. Fix: plan the calendar and participant list to meet both minimums before submission, not adjust downward after sanction.
• Budget breaches the honorarium caps. Course Coordinator honorarium above 1% of the sanctioned grant, or Resource Person honorarium above 20%, are non-compliant line items. Reviewers flag proposals, or later reject utilization certificates, where the budget break-up does not respect these ceilings. Fix: prepare the budget against the caps first, then fit resource-person fees and coordinator honorarium within them.
• Registration fee charged to participants. The scheme explicitly bars charging participants any fee. A programme found to have collected fees, even informally, risks the grant being questioned at the utilization stage. Fix: fund the entire programme from the sanctioned grant and institutional contribution, never from participant collections.
• Late or incomplete closure documents. Utilization certificate, expenditure statement, feedback forms and completion report are due within one month of the programme, with at most two more months condoned. Missing or incomplete submissions beyond three months attract a 10% penalty, and beyond one year the entire grant plus interest is recovered. Fix: assign the Programme Monitoring Committee's member secretary to prepare closure paperwork during the programme itself, not after, so filing happens well inside the one-month window.
• Utilization certificate not properly countersigned. The certificate needs the head of institution's signature and countersignature by the Registrar, Finance Officer or Government Auditor, or by a Chartered Accountant for private institutions. A certificate missing the correct countersigning authority is routinely sent back. Fix: confirm in advance which countersigning authority applies to the institution's category and route the certificate accordingly.
• Bills and vouchers not digitised and uploaded. Even though individual bills need not be submitted physically, scanned copies must be uploaded to the portal for inspection. Proposal closures held up on audit queries are frequently traced to this step being skipped. Fix: scan and upload expenditure records as part of the same closure filing, not as a follow-up task.
