AICTE Short Term Training Programme (STTP) for J&K, Ladakh and NER

What is the AICTE Short Term Training Programme (STTP)?

The AICTE Short Term Training Programme (STTP) for the North Eastern Region and the Union Territories of Jammu & Kashmir and Ladakh is a faculty-development scheme of the All India Council for Technical Education (AICTE), which functions under the Ministry of Education. According to the AICTE STTP scheme document, the programme provides financial assistance of up to Rs 5 lakh to an AICTE-approved institution so it can run a six-day residential training for its teachers and staff.

AICTE designed the STTP to help faculty members in technical education "introspect and learn techniques" that prepare students to be active participants in a knowledge society. The scheme is region-specific: it targets institutions in the North Eastern states and the two Himalayan union territories, where access to regular refresher training has historically been harder.

Who is eligible for the AICTE STTP?

The STTP works at two levels. The institution that applies, and the individuals who attend.

Institutions that can apply

• AICTE-approved technical institutions located in the North Eastern Region and in the UTs of Jammu & Kashmir and Ladakh.
• The institution must hold a valid Extension of Approval (EOA) for the relevant academic year, since the grant is released on that basis.
• Each institution may submit a maximum of five proposals per year (including earlier proposals sanctioned but not completed), of which at most three can be approved.

Who can attend the training

• All teachers, and supporting technical and administrative staff, expressly including librarians: working in technical education at AICTE-approved institutions are eligible to participate.
• Preferably about 10% of participants should be industry professionals deputed by industry.
• Not more than two participants may be from the host institution or group of institutions.

Who cannot apply

• Individuals cannot apply for the grant directly. A teacher or staff member cannot receive money under this scheme; only the institution applies and the grant funds the programme.
• Institutions outside the NER and the UTs of J&K and Ladakh are not eligible under this particular STTP window, which is region-specific.
• Institutions without a current AICTE approval/EOA are not eligible.

What training does the STTP cover?

According to the scheme document, five types of training are supported:

1. Pedagogical training for teaching staff.
2. Subject-related training in Engineering & Technology, Management, Pharmacy, Architecture and allied disciplines.
3. Training on moral values, ethics, behavioural sciences and attitude.
4. Training for teachers on the orientation of newly admitted students.
5. Training for supporting technical and administrative staff, including librarians.

Each proposal is assessed by an expert committee of three members, none below the rank of Associate Professor.

What documents are required for the STTP?

The institution is not required to submit individual bills or vouchers for expenditure from recurring grants, but scanned copies of bills and vouchers must be digitised and uploaded on the portal for inspection.

How to apply for the AICTE STTP

The application is made by the institution, not by an individual teacher.

1. Confirm eligibility. The institution must be AICTE-approved, located in NER or the UTs of J&K/Ladakh, and hold a valid EOA for the academic year.
2. Choose the topic and dates — decide the type of training, fix six consecutive days and plan for at least 40 participants.
3. Submit the online application on the AICTE portal, with the topic, budget (within the Rs 5 lakh ceiling) and participant plan. Submitting an online application is stated in the scheme document as essential to conduct an STTP.
4. Get expert-committee assessment, a three-member committee evaluates the proposal, and the grant is released only after it qualifies.
5. Constitute a Programme Monitoring Committee (PMC) at the institution, chaired by the Principal/Director/Registrar with the coordinator as member secretary and two HoDs plus one subject expert as members.
6. Conduct the programme within six months of receiving funds, hold the end-of-course test, and issue certificates to those who qualify.
7. File the closure documents: utilization certificate, expenditure statement, feedback forms, proceedings and completion report; within one month of completion.

How much benefit does the STTP provide?

AICTE sanctions a maximum grant of Rs 5,00,000 to conduct one programme. Key spending rules from the scheme document:

• The full sanctioned amount is released as an advance to the institution.
• Honorarium to the Course Coordinator must not exceed 1% of the sanctioned grant.
• Honorarium to Resource Persons must not exceed 20% of the sanctioned grant.
• Overall expenditure must not exceed the sanctioned funds; any extra cost is borne by the institution.
• No registration fee may be charged to participants.

Funds sanctioned for a particular STTP topic cannot be diverted to any other programme. If an event is cancelled, the funds must be returned to AICTE immediately along with any interest accrued.

Compliance, monitoring and penalties

The institution must submit mandatory closure documents within one month of the programme; AICTE may condone a further delay of up to two months in special circumstances. Delay beyond three months invites a penalty of 10% of the sanctioned amount. If the documents are not submitted within one year, the entire grant already released, together with interest, must be refunded to AICTE. General Financial Rules (GFR) 2017 apply to the utilisation of the grant.

The STTP scheme document is published on the AICTE website (aicte.gov.in), and the scheme is also listed on the national myScheme portal. AICTE has not published a dedicated STTP helpline number; for current application windows and queries, institutions should contact their AICTE regional office or the STTP nodal officer through the AICTE portal. Because the scheme has, in past years, been placed on hold in some cycles, institutions should confirm that the current year's window is open before planning a programme.
