What is Dulari Kanya Yojana?

Dulari Kanya Yojana is a girl-child welfare scheme of the Government of Arunachal Pradesh, run by the Directorate of Family Welfare under the Department of Health & Family Welfare. The scheme was announced by the Chief Minister on 15 August 2016 and rolled out from 3 April 2017, and it is often written locally simply as "Dulari Kanya", meaning "beloved daughter".

Dulari Kanya Yojana works by opening a fixed deposit in the name of a girl child born in a government or government-recognised private hospital. The deposit was originally Rs 20,000, and the Arunachal Pradesh Cabinet has since raised it to Rs 30,000 and added a second component of Rs 20,000 paid at the time of the girl's admission to Class XI; taking the headline value of the scheme to Rs 50,000.

The design of Dulari Kanya Yojana ties together four public-health and social objectives that the Department of Health & Family Welfare has stated for it:

  • Reduce infant and maternal mortality by making institutional delivery the default choice, since the benefit is only available for a hospital birth.
  • Remove the preference for a male child by attaching a concrete financial value to the birth of a daughter.
  • Improve immunisation coverage, because the mother's MCP card, which records immunisation, is part of the claim file.
  • End child marriage and keep girls in school, because the deposit only matures at 18 for a girl who is unmarried and has passed Class X.

That last condition is the important one. Dulari Kanya Yojana is not a cash transfer at birth. It is a deferred benefit that the family cannot touch, and it becomes payable to the girl herself, in her own bank account, only when she has crossed the two milestones the state cares about: finishing Class X and reaching 18 without being married.

Who is eligible for Dulari Kanya Yojana?

You can claim Dulari Kanya Yojana for your daughter if:

  • The family is an Arunachal Pradesh Scheduled Tribe family, or a domiciled resident of Arunachal Pradesh, or holds a household residential certificate for the state.
  • The girl was born in a government hospital, district hospital, community health centre, primary health centre or a government-recognised private hospital in the state.
  • She is among the first two live girl children in the family.
  • The birth has been registered and a birth certificate has been issued.

You are not eligible and cannot apply if:

  • The delivery took place at home or anywhere other than a government or government-recognised institution. This is the most common disqualification.
  • The girl is the third or later daughter in the family. The scheme has a hard ceiling of two girl children per family.
  • The family is not a Scheduled Tribe family of Arunachal Pradesh and does not hold domicile or a household residential certificate for the state. A family posted in the state temporarily without residence documents does not qualify.
  • The birth was not registered, so no birth certificate exists.

There is no income ceiling published for Dulari Kanya Yojana and no occupation test. The scheme is universal within the two-daughter and institutional-delivery limits, which is deliberate. The state wanted every family, not only poor families, to choose a hospital delivery.

At the maturity stage two further conditions apply to the girl herself: she must have passed at least Class X, and she must be unmarried at the time of the claim. Neither condition is checked at birth; both are checked 18 years later.

What documents are required for Dulari Kanya Yojana?

Document Mandatory Notes
Certificate of institutional delivery Yes From the hospital where the girl was born
Birth certificate of the girl child Yes Registered with the local registrar
Mother and Child Protection (MCP) card Yes Shows antenatal care, delivery and immunisation
ST certificate or domicile / residential certificate Yes Proves the family belongs to the state
Aadhaar of both parents Yes Identification and duplicate-claim check
Aadhaar of the girl child No Added later; expected at maturity
Class XI admission slip No Only for the Rs 20,000 Class XI instalment
Class X pass certificate No Only at the maturity claim
Self-declaration of unmarried status No Only at the maturity claim
Bank passbook in the girl's name No Only at the maturity claim

Keep the original delivery certificate and MCP card safe for 18 years. The district office asks for the original file when the maturity claim comes in, and hospital records from two decades earlier are frequently hard to reconstruct.

How to apply for Dulari Kanya Yojana

Dulari Kanya Yojana is an offline scheme. There is no online application portal and no fee at any stage.

  1. Ask the hospital for the form before discharge. Collect the Dulari Kanya application form from the Medical Officer In-Charge (MO I/C) or the Medical Superintendent of the government or government-recognised hospital where the delivery took place.
  2. Register the birth first. Obtain the registered birth certificate for the girl child from the local registrar of births and deaths. The application cannot be completed without it.
  3. Fill the form and attach the documents — delivery certificate, birth certificate, MCP card, ST or domicile certificate and Aadhaar of both parents. Write the mother's mobile number legibly; this is the number the district office will call.
  4. Submit the form back at the hospital. The Medical Officer In-Charge or Medical Superintendent verifies the delivery record against the hospital register and countersigns the application.
  5. The hospital forwards the file to the District Medical Officer (DMO). The DMO office scrutinises the claim, checks that the girl is the first or second daughter, and sanctions the case.
  6. The fixed deposit is opened in the girl's name by the department once sanctioned. Ask the DMO office for a copy of the fixed deposit receipt and keep it with the birth certificate.

For the Class XI instalment, apply separately at the time of admission with the Class XI admission slip and the child's Aadhaar, through the same district health office route.

How to claim the money at 18

  1. Wait until the girl turns 18. The deposit does not mature earlier, and there is no premature-withdrawal facility for the family.
  2. Open a bank account in the girl's own name. District offices have asked for a State Bank of India account in the beneficiary's name; confirm the current bank with your DMO office before opening one.
  3. Collect the withdrawal form from the District Medical Officer's office.
  4. Attach the Class X pass certificate, the self-declaration of unmarried status, Aadhaar, the fixed deposit receipt and the bank passbook.
  5. Submit the form in person. The scheme requires the beneficiary herself, not a parent, to file the maturity claim. The claim is then verified against the original birth-stage file before the money is released.

How to check the status of a Dulari Kanya application

Dulari Kanya Yojana has no online status tracker. Status is checked in person or by phone at two points:

  • At the hospital, with the Medical Officer In-Charge, to confirm the file was forwarded to the district.
  • At the District Medical Officer's office, to confirm the sanction and the opening of the fixed deposit.

Ask for the file or sanction number when you submit the application. A follow-up without that number in a district office that handles several hundred births a year is slow.

Why Dulari Kanya applications get rejected

  • Home delivery. No institutional delivery certificate means no benefit, whatever else the file contains.
  • Third or later daughter. The two-child ceiling is applied strictly and is the reason parents' Aadhaar numbers are collected.
  • Birth not registered, so no birth certificate is available.
  • Delivery in a private hospital that is not government-recognised. Check the hospital's status before the delivery, not after.
  • Missing ST or domicile certificate, or a certificate in a name that does not match the parent's Aadhaar.
  • Name mismatch between the birth certificate, the MCP card and the parents' Aadhaar. Get the spelling corrected at the registrar's office before filing.
  • At maturity, failing to pass Class X, being married, or presenting a bank account that is not in the beneficiary's own name.

Most rejections are documentary rather than substantive, and most are fixable. If the claim is rejected, ask the DMO office to record the reason in writing, that written reason is what you carry to the appeal.

Where to raise a grievance

Dulari Kanya Yojana does not publish a dedicated toll-free helpline. Grievances are taken up through the health administration in this order:

  1. Medical Officer In-Charge or Medical Superintendent of the hospital where the delivery took place, for anything to do with the delivery certificate or the forwarding of the file.
  2. District Medical Officer (DMO) of your district, for sanction, deposit and maturity-claim issues. The DMO is the sanctioning authority for the scheme.
  3. Directorate of Family Welfare, Department of Health & Family Welfare, Government of Arunachal Pradesh, Naharlagun to 791110, for cases the district cannot settle.

Dulari Kanya Yojana is free at every step. No hospital staff member, agent or middleman may charge a fee to file the form, to open the fixed deposit or to release the maturity amount, and no official will ask for an OTP on the mother's or the beneficiary's mobile number.

Documents required

Certificate of institutional delivery
Issued by the government or government-recognised private hospital where the girl was born. This is the single document the scheme is built around — a home delivery does not qualify.
Birth certificate of the girl child
Registered birth certificate issued by the local registrar of births and deaths.
Mother and Child Protection (MCP) card
The mother's health card showing antenatal check-ups, the delivery record and the child's immunisation entries.
Scheduled Tribe certificate or domicile / permanent residence certificate
Establishes that the family is an Arunachal Pradesh Scheduled Tribe family or a domiciled resident. A household residential certificate is also accepted.
Aadhaar cards of both parents
Used for identification and to prevent a third claim by the same family.
Aadhaar of the girl childoptional
Not available at birth in most cases; the district office adds it later and it is expected at the maturity claim stage.
Class XI admission slipoptional
Required only for the second, Class XI instalment. Not needed for the fixed deposit opened at birth.
Class X pass certificateoptional
Required at maturity. The girl must have passed at least Class X to encash the deposit at 18.
Self-declaration of unmarried statusoptional
Required at maturity. The scheme is designed to discourage child marriage, so the deposit is released only if the beneficiary is unmarried at 18.
Bank passbook in the girl's own nameoptional
Required at maturity. The district office has asked for a State Bank of India account in the beneficiary's own name for the payout.

Frequently asked questions

How much money does Dulari Kanya Yojana give?

Dulari Kanya Yojana originally deposited Rs 20,000 as a fixed deposit in the girl child's name, and the Arunachal Pradesh Cabinet has since raised that fixed deposit to Rs 30,000 and added Rs 20,000 paid to the family at the time of the girl's admission to Class XI — Rs 50,000 in all. Older beneficiaries whose deposits were opened at the Rs 20,000 rate will see that amount plus accrued interest at maturity.

Who is eligible for Dulari Kanya Yojana in Arunachal Pradesh?

A girl child born in a government or government-recognised private hospital to an Arunachal Pradesh Scheduled Tribe family or a domiciled resident family is eligible. The scheme covers a maximum of the first two live girl children in a family, so a third daughter does not qualify.

When can the Dulari Kanya fixed deposit be withdrawn?

The deposit matures when the girl turns 18 years old, and it is released only after she has passed at least Class X and declares that she is unmarried. The beneficiary must submit the withdrawal form in person along with a bank passbook in her own name; the district office verifies the claim before releasing the money.

Does a home delivery qualify for Dulari Kanya Yojana?

No. Dulari Kanya Yojana is designed to push families towards institutional delivery, so only births in a government hospital, district hospital, community health centre, primary health centre or a government-recognised private hospital are covered. A home delivery, even with a certificate from an ASHA worker, does not qualify.

Where do I apply for Dulari Kanya Yojana?

Collect the form from the Medical Officer In-Charge or the Medical Superintendent of the hospital where the girl was born. The completed form with documents is verified at the hospital and forwarded to the District Medical Officer, who sanctions the deposit. There is no fee and there is no online application portal for the scheme.

Can a family get Dulari Kanya for three daughters?

No. The scheme is restricted to the first two live girl children in a family. A third or subsequent daughter is not eligible, and Aadhaar details of the parents are collected precisely so that a third claim can be detected.

What happens if the girl marries before turning 18?

The maturity claim requires a self-declaration that the beneficiary is unmarried, so a girl married before 18 cannot encash the deposit on the normal terms. Ending child marriage is one of the stated objectives of the scheme, and the maturity condition is the mechanism that enforces it.

Is Dulari Kanya Yojana the same as Sukanya Samriddhi Yojana?

No. Dulari Kanya Yojana is a scheme of the Arunachal Pradesh Department of Health & Family Welfare in which the state opens the deposit for you at no cost. Sukanya Samriddhi Yojana is a central small-savings account that a parent opens and funds themselves at a post office or bank. A girl in Arunachal Pradesh can hold both.
