What is the Free School Uniform Scheme?

The Free School Uniform Scheme is a Government of Arunachal Pradesh programme launched in 2019 under which government school students receive school uniforms free of cost. The Department of Education is the nodal agency, with the Directorate of Elementary Education handling Classes I to VIII and the Directorate of Secondary Education handling Classes IX to XII.

The Free School Uniform Scheme addresses a specific and unglamorous barrier to schooling. In a state where a large share of families depend on subsistence agriculture and where a school-going child may be several hours' travel from the nearest market, the cost of a uniform, a pair of shoes and a bag at the start of each academic year is a real deterrent to attendance, and a visible marker of poverty inside the classroom for the children who arrive without them. Supplying the uniform in kind removes both problems at once.

The scheme sits alongside the uniform support that flows to eligible children under the centrally sponsored Samagra Shiksha programme, and alongside the state's Mid Day Meals provision. Taken together these are the three in-kind supports that a government school student in Arunachal Pradesh can expect without paying anything.

What does a student receive under the scheme?

Stage Classes What is given
Elementary I to VIII 1 set of uniform, plus shoes, belt, tie, sweater and school bag
Secondary and higher secondary IX to XII 2 sets of uniform

Two points about that table are worth pulling out, because they are the two things parents most often get wrong.

First, the elementary package is broader than the secondary one in kind, not in count. An elementary student gets a single uniform set, but with the accessories attached. The shoes, belt, tie, sweater and bag. A secondary student gets two uniform sets instead. The sweater matters in a state where winter temperatures in the higher districts fall well below what a cotton uniform can handle.

Second, the benefit is in kind, not in cash. No cash-transfer component has been published for the Arunachal Pradesh scheme. Uniforms are procured and distributed through the school, so the practical consequence is that a student who is not on the school's list at indent time simply does not receive a uniform that year, and there is no way to claim the money instead.

Who is eligible for the Free School Uniform Scheme?

A student can receive the free uniform if:

  • The student is a permanent resident of Arunachal Pradesh, evidenced by a Permanent Residence Certificate or a state Scheduled Tribe certificate.
  • The student is enrolled in a government school in the state.
  • The student is in Class I to Class XII. The scheme spans the full school range rather than stopping at Class VIII.

A student is not eligible and cannot apply if:

  • The student studies in a private, unaided or privately managed school, including a government-aided private school. Government school enrolment is the defining condition of the scheme.
  • The student is not a permanent resident of Arunachal Pradesh and cannot produce a Permanent Residence Certificate or state ST certificate.
  • The student is not currently enrolled — a child out of school, or one whose name has been struck off the register for prolonged absence, is not on the school list and so is not counted in the indent.
  • The student is in a pre-primary or Anganwadi class below Class I, which falls outside the Class I to XII range the scheme covers.

There is no income ceiling, no caste restriction and no gender restriction published for the scheme. Within a government school, the entitlement is universal for permanent residents.

What documents are required?

Document Mandatory Notes
Aadhaar card of the student Yes To identify the student against the school record
Permanent Residence Certificate Yes ST certificate for the state generally accepted instead
Proof of enrolment in a government school Yes Admission record or class register entry
Passport-size photograph No Sometimes attached to the school's record
Size or measurement details No Collected by the school before the indent is placed

Most of these documents are already with the school from the admission process. In practice the school office reuses the admission file rather than asking parents to submit everything a second time.

How to apply for the Free School Uniform Scheme

The scheme is applied for offline through the school. There is no online portal and no fee.

  1. Ask the school principal or head of institution for the application form at the start of the academic session, ideally at the time of admission or re-admission. The form is also available from the Director of Elementary Education or the Director of Secondary Education depending on the student's class.
  2. Fill the form and attach the documents, the student's Aadhaar, the Permanent Residence Certificate or state ST certificate, and the enrolment record if the school asks for it separately.
  3. Give the school the student's uniform size or measurements. This is not a formality. Schools place a consolidated indent for the whole student list, and a size not recorded in time is the commonest reason a particular child is missed in a distribution round.
  4. Submit the completed form back to the school for verification. The school checks the enrolment and residence details against its own records.
  5. The school forwards the verified student list to the District Education Officer and on to the concerned Directorate, which sanctions and arranges procurement.
  6. Collect the uniform at the school when the batch is distributed, and sign the school's distribution register. Ask the school office to record the receipt against the student's name.

When are uniforms distributed?

Uniforms are distributed at or near the start of the academic session, once the school's student list has been consolidated and procurement is complete. There is no fixed statewide distribution date published, and the actual date varies by district and by school depending on when the supply reaches the school. Approach the school at admission time rather than mid-year; a student enrolling late may have to wait for the next round.

Why a student may not receive a uniform

  • The student was not on the school's list when the indent was placed. This is the single most frequent cause, and it is why the size and enrolment details need to reach the school office early.
  • Enrolment in a private school, which the scheme does not cover.
  • No Permanent Residence Certificate or state ST certificate on the school file.
  • Name mismatch between the student's Aadhaar and the school admission register. Get the register corrected through the school before the list goes up.
  • Supply not yet received at the school, which is a procurement delay rather than a rejection. The remedy here is to follow up, not to re-apply.

Where to raise a grievance

  1. School principal or head of institution. The first stop, since the school prepares the student list and holds the distribution register.
  2. District Education Officer (DEO) of your district, if the school does not resolve the matter.
  3. Director of Elementary Education for Classes I to VIII, or Director of Secondary Education for Classes IX to XII, Department of Education, Government of Arunachal Pradesh, Itanagar.

The Free School Uniform Scheme is free at every stage. No school, teacher or agent may charge a fee for the form, for inclusion in the student list, or for the uniform, the shoes, the sweater or the bag themselves. If a charge is demanded, that is a matter to take straight to the District Education Officer.

How to check your application status

There is no online tracking system and no application number for the Free School Uniform Scheme, because the benefit is not processed as an individual online application. It moves as a consolidated school list, so "checking status" means confirming your child's place on that list rather than looking up a case number on a portal.

  1. Ask the class teacher or school office whether your child's name is on the uniform indent list submitted for the current academic session. This is the single most useful check, since inclusion on that list is what actually determines whether a uniform arrives.
  2. Confirm the size or measurement recorded against your child's name is correct. A list entry with a missing or wrong size can still result in no uniform being handed over even though the child is technically on the list.
  3. Check with the school whether the consolidated list has been forwarded to the District Education Officer and onward to the Directorate of Elementary Education or Directorate of Secondary Education. Schools generally know which stage the batch has reached, procurement, dispatch to the district, or dispatch to the school, even without a formal tracker.
  4. If the school cannot say when the supply will arrive, follow up with the District Education Officer's office for your district, since the DEO holds the consolidated status for all schools under it.
  5. Once uniforms are distributed, check that your child's receipt is recorded in the school's distribution register. This record is what the school would point to if a dispute arises later about whether a particular student was supplied.

Because the scheme runs on an annual school-level cycle rather than a per-application timeline, the most reliable status update at any point in the year is a direct question to the school office, not a website or helpline lookup.

Documents required

Aadhaar card of the student
Used to identify the student and to match the school enrolment record. Parents' Aadhaar may also be asked for at the school's discretion.
Permanent Residence Certificate

The school admission record or the current class register entry. The scheme is restricted to students in government schools.
Passport-size photographoptional
Sometimes asked for by the school to attach to the student's application record.
Uniform size detailsoptional

Frequently asked questions

Who gets a free school uniform in Arunachal Pradesh?

Students of Classes I to XII studying in government schools in Arunachal Pradesh and who are permanent residents of the state receive free uniforms under the scheme. Students in private and unaided schools are not covered, even if they hold a Permanent Residence Certificate.

How many uniform sets does a student receive?

Elementary students receive 1 set of uniform along with shoes, a belt, a tie, a sweater and a school bag, while secondary and higher secondary students receive 2 sets of uniform. The accessory items are what make the elementary package broader than a plain uniform set.

When was the Arunachal Pradesh free school uniform scheme launched?

2019, by the Government of Arunachal Pradesh, with the Department of Education as the nodal agency. The Directorate of Elementary Education and the Directorate of Secondary Education handle the two ends of the Class I to XII range.

How do I apply for a free school uniform?

Approach your school principal or head of institution for the application form, fill it in and submit it with the student's Aadhaar and a Permanent Residence Certificate. The school verifies the enrolment and forwards the list; there is no online application and no fee.

Is any money given instead of the uniform?

No cash component has been published for the Arunachal Pradesh scheme. The benefit is given in kind — actual uniform sets and accessories distributed through the school — rather than as a transfer into a bank account, which is how uniform support is delivered in some other states.

Can a private school student get the free uniform?

No. The scheme is limited to students studying in government schools. A student in a private, unaided or privately managed school is not eligible under this scheme, whatever their family's income.

What if my school did not give me a uniform?

Raise it with the school principal first, since the school prepares the student list and places the indent, and a student left off that list will not be counted in the batch. If the school does not resolve it, approach the District Education Officer, and then the Director of Elementary Education or Director of Secondary Education as appropriate.
