EWS Certificate in Arunachal Pradesh is the Income and Asset Certificate a general-category family must hold before it can claim the 10 per cent Economically Weaker Section reservation created by the 103rd Constitutional Amendment. Arunachal Pradesh's District Administration issues it, an officer of Deputy Commissioner or Extra Assistant Commissioner rank signs it, and the supporting income and residence certificates are applied for on Arunachal eServices at eservice.arunachal.gov.in.

What is the EWS certificate and how does Arunachal Pradesh issue it?

The EWS certificate certifies two separate facts in one document: that the family's gross annual income for the relevant financial year was below Rs 8 lakh, and that the family owns none of four listed categories of property. Applicants regularly confuse it with the ordinary income certificate, which says nothing about land, flats or plots. A recruitment board that asks for an income and asset certificate will not accept an income certificate instead.

Arunachal Pradesh delivers revenue-type certificates differently from most mainland states. There is no tehsildar-and-tahsil chain here. The Deputy Commissioner's office at district level, and the Sub-Divisional Officer or Extra Assistant Commissioner at circle and sub-division level, carry the certificate work directly. The national EWS format requires an officer not below the rank of Tehsildar to certify income and assets, and in Arunachal Pradesh that requirement is met by the DC, ADC, SDO or EAC, which is why the file goes to the district or sub-divisional headquarters and not to a village-level office.

Arunachal eServices, the state's citizen-service portal, runs on the ServicePlus platform and is implemented by the Government of Arunachal Pradesh with the Department of Information Technology and the National Informatics Centre. Its District Administration list carries Issuance of Income Certificate, Issuance of Permanent Residence Certificate (PRC), Issuance of Temporary Residence Certificate (TRC), Issuance of Schedule Tribe Certificate, Issuance of Dependent Certificate, Issuance of Character Certificate, Issuance of Marriage Certificate and the Inner Line Permit application. The portal's published department-wise list does not show a separate Economically Weaker Section income and asset certificate as an online service, so the practical route is to obtain the income certificate and residence certificate online, then file the EWS form itself at the Deputy Commissioner's or SDO's office.

Who can and cannot apply for an EWS certificate in Arunachal Pradesh?

You can apply if you are a resident of Arunachal Pradesh, your caste appears in none of the Scheduled Caste, Scheduled Tribe or central Other Backward Classes lists, your family's gross annual income was below Rs 8 lakh for the relevant financial year, and your family clears every one of the asset tests.

The asset tests are cumulative and every one of them must be cleared. A family owning 5 acres of agricultural land or more cannot apply. A family owning a residential flat of 1,000 square feet or more cannot apply. A family owning a residential plot of 100 square yards or more inside a notified municipality cannot apply, and the ceiling is 200 square yards outside notified municipalities. Holdings across different circles, towns and districts are added together before those tests run, so a family with land in the home circle and a flat in Itanagar must declare both.

You cannot apply if you hold a valid Scheduled Caste, Scheduled Tribe or central-list OBC certificate, however low your income. This is the decisive filter in Arunachal Pradesh, because Arunachal Pradesh Scheduled Tribe (APST) status covers a large share of the state's population and APST candidates draw Scheduled Tribe reservation instead. EWS is therefore mostly relevant to non-APST general-category residents of the state. You also cannot apply from Arunachal Pradesh on a family that actually resides in another state, the certificate must be issued where the family lives, and residence in Arunachal Pradesh has to be evidenced by a PRC or a TRC.

"Family" carries a defined meaning. It covers the applicant, their parents, their spouse, their children below the age of 18, and their unmarried siblings below the age of 18. An elder sibling over 18 earning well is not counted; a parent's pension is.

What documents are required for the Arunachal Pradesh EWS certificate?

The core set is an income certificate from the District Administration, a PRC or TRC as residence proof, Aadhaar, a signed declaration of gross annual family income for the relevant financial year, and a declaration covering agricultural land, residential flat area and residential plot area separately. A passport-size photograph is needed because the prescribed format carries an attested photograph.

Income evidence depends on how the family earns. Arunachal eServices names a salary statement for the last 12 months from the Drawing and Disbursing Officer for a government employee applying for an income certificate; a private employee gives an employer certificate or Form 16, and a family living on business or agriculture gives a return or a self-declaration supported by land papers. The portal states that supporting documents are uploaded with the online form, so scan each one as a separate, legible file rather than merging everything into one bundle.

How to apply for an EWS certificate in Arunachal Pradesh

  1. Open eservice.arunachal.gov.in and complete Citizen Registration from the Citizen Section, or use the Register Yourself button in the login popup.
  2. Log in, open the District Administration service list, and apply for Issuance of Income Certificate, with a PRC or TRC application as well if you do not already hold one.
  3. Fill the online form, upload the supporting documents, and submit. Save the Application Reference Number from the acknowledgement.
  4. Wait for the SMS notifying the decision, then download the digitally signed income certificate from the portal.
  5. Take that income certificate, your residence certificate, Aadhaar, the ration card and your signed income and asset declarations to the Deputy Commissioner's, ADC's or SDO's office and file the prescribed EWS income and asset certificate form.
  6. Collect the acknowledgement from the counter, and collect or download the signed certificate once the competent authority approves it.

If you do not want to file online yourself, a Jan Suvidha Kendra, the Common Service Centre at the Deputy Commissioner's office in each district β€” will file the eServices application for you at the notified charge.

How do I check my application status and verify the certificate?

Use the application-status option on eservice.arunachal.gov.in with your Application Reference Number, or ask a Jan Suvidha Kendra to run the query. The portal also notifies the decision by SMS. For the EWS form filed at the DC's or SDO's office, the counter acknowledgement is the reference to quote.

Verification is a separate and useful feature. The Verify Certificate page on Arunachal eServices takes the Application Reference Number and the Token Number printed on the certificate and returns the verified certificate for download. Recruiters and counselling authorities use exactly this to confirm a certificate is genuine, which is a good reason to keep both numbers.

How long is the certificate valid?

Treat an EWS certificate as valid for one financial year. The prescribed national format requires the certificate to have been issued on or after 1 April of the relevant financial year, and central recruitment notifications, UPSC, SSC and NEET counselling apply that requirement literally. There is no renewal endorsement. You file a fresh application each year with an updated income figure and a fresh asset declaration.

Why do EWS applications get rejected in Arunachal Pradesh?

The most common reason is a property declaration that does not survive verification. Families declare only what they cultivate and omit ancestral or jointly held land recorded in a parent's name, and once holdings are clubbed the total crosses 5 acres. The second is an income figure with no document behind it, a salaried parent with no DDO salary statement, or a business declared with no return.

After those come procedural defects: illegible or oversized uploads, a name on Aadhaar that does not match the name on the application, and residence proof that has expired, which matters in Arunachal Pradesh because a TRC is time-limited while a PRC is not. Holding a live APST, SC or central-OBC certificate is a straight bar and cannot be cured by resubmission.

Where do I complain if my Arunachal Pradesh EWS certificate is delayed?

Arunachal eServices publishes a helpline on 0360 2212919, the 155250 citizen helpline, and the email serviceplus-arn@nic.in. Quote the Application Reference Number in every message; a complaint without it cannot be traced. For the EWS form filed at the counter, escalate within the district administration; from the Extra Assistant Commissioner or SDO to the Additional Deputy Commissioner, and then to the Deputy Commissioner, who heads the district and is the senior competent authority for these certificates.

Pay only what the government asks. The eServices payment screen shows any prescribed charge before you confirm, and a Jan Suvidha Kendra collects only the notified rate and issues a receipt. An agent promising a faster EWS certificate for an extra payment is selling you nothing the counter does not already do at the official rate, and paying one gives you no recourse when the file is rejected.

Documents required

Income certificate issued by the District Administration
Arunachal eServices lists "Issuance of Income Certificate" under District Administration. This is the base document the EWS income and asset certificate is built on.
Residence proof in Arunachal Pradesh
Permanent Residence Certificate (PRC) or Temporary Residence Certificate (TRC), both issued by the District Administration and both listed on Arunachal eServices.
Aadhaar card of the applicant
Used as identity proof on the eServices application and at the counter.
Self-declaration of gross annual family income
Salary, agriculture, business and profession income for the relevant financial year, listed member by member.
Declaration of family property holdings
Must state agricultural land, residential flat area and residential plot area separately, because EWS turns on four asset tests and not on income alone.
Salary statement for the last 12 months from the DDOoptional
Arunachal eServices names this document for government employees applying for an income certificate; other categories give employer or business proof instead.
Declaration that the applicant is not SC, ST or central-list OBC
EWS is only for castes outside the three reserved central lists, so an Arunachal Pradesh Scheduled Tribe (APST) applicant is outside it.
Recent passport-size photograph
The prescribed national EWS format carries an attested photograph of the applicant.

Frequently asked questions

Which authority issues the EWS certificate in Arunachal Pradesh?

The District Administration issues it, with the Deputy Commissioner, Additional Deputy Commissioner, Sub-Divisional Officer or Extra Assistant Commissioner signing. Arunachal Pradesh has no separate revenue-department tehsil structure of the mainland kind, so the DC's office and the sub-divisional offices carry revenue certificate work directly.

Can I apply for the EWS certificate online in Arunachal Pradesh?

Partly. Arunachal eServices at eservice.arunachal.gov.in lets you apply online for the income certificate, PRC and TRC that the EWS file depends on, but the portal's District Administration list does not carry a separate EWS income and asset certificate service, so that form is filed at the Deputy Commissioner's or SDO's office.

Can an APST candidate get an EWS certificate?

No. Arunachal Pradesh Scheduled Tribe candidates are covered by Scheduled Tribe reservation and are outside EWS by design. EWS reservation applies only to candidates whose caste appears in none of the SC, ST or central OBC lists.

What is the income limit for an Arunachal Pradesh EWS certificate?

Gross annual family income must be below Rs 8 lakh for the relevant financial year. Family means the applicant, their parents, their spouse, their children below 18 and their unmarried siblings below 18, and all sources of income are added together.

Is an income certificate the same as an EWS certificate?

No. An income certificate states family income only, while the EWS certificate certifies both income and the absence of four categories of property. Recruitment boards reject an income certificate submitted in place of the EWS income and asset certificate.

How do I check my Arunachal eServices application status?

Use the application-status option on eservice.arunachal.gov.in with the Application Reference Number issued when you submitted. The portal also sends an SMS when the department decides, and a Jan Suvidha Kendra can run the same query for you.

How do I verify an Arunachal Pradesh e-certificate?

Use the Verify Certificate link on eservice.arunachal.gov.in and enter the Application Reference Number and the Token Number printed on the certificate. The portal then displays and lets you download the verified copy, which is how a recruiter confirms a certificate is genuine.

Should I pay an agent for an EWS certificate in Arunachal Pradesh?

No. Arunachal eServices shows any prescribed charge on the payment screen before you confirm, and Jan Suvidha Kendras charge only the notified rate. Take a receipt and report anyone demanding more on the state helpline 0360 2212919 or the 155250 helpline.
