Permanent Residence Certificate (PRC) in Arunachal Pradesh
Arunachal Pradesh state government scheme
Arunachal Pradesh issues the domicile document as a Permanent Residence Certificate (PRC), signed by the Deputy Commissioner of the district. An applicant applies online at eservice.arunachal.gov.in with a GB/HGB and Administrative Officer verification, the father's PRC and a land document, or in person at the district Jan Suvidha Kendra. Fees are collected at the government counter rate only.
Arunachal Pradesh issues its domicile document under the name Permanent Residence Certificate (PRC). A resident who needs to prove permanent residence for a state government job, a seat under the state quota in a college, a trade licence or a welfare scheme submits a PRC, not a form called "domicile certificate". The certificate is signed in the office of the Deputy Commissioner of the district, and applications are accepted through the state's own Arunachal eServices portal at eservice.arunachal.gov.in as well as in person at the district Jan Suvidha Kendra.
What is the Permanent Residence Certificate in Arunachal Pradesh?
The Permanent Residence Certificate records that the holder is a permanent resident of a named village, circle and district of Arunachal Pradesh. District administrations such as Itanagar Capital Complex list "Permanent / Temporary Residence Certificate" as a Deputy Commissioner's office service and point applicants to the Arunachal eServices portal for online submission.
Arunachal Pradesh keeps two separate residence documents, and choosing the wrong one is the most common mistake:
- PRC, Permanent Residence Certificate. For permanent residents of the state, normally Arunachal Pradesh Scheduled Tribe (APST) families with land and a parental PRC in the district.
- TRC: Temporary Residence Certificate. For people living in Arunachal Pradesh temporarily. The Arunachal eServices portal runs six TRC categories, split by APST and non-APST status and by whether the applicant is in government service, in business, or in a general category. Each TRC category needs its own proof, an appointment order, a trading licence, or an identity card, plus either an ST certificate or an Inner Line Permit.
Who can and who cannot apply for a PRC in Arunachal Pradesh?
Who can apply. A person whose family is permanently settled in a district of Arunachal Pradesh, whose village Gaon Burah (GB) or Head Gaon Burah (HGB) and the Circle / Administrative Officer will certify that residence, and whose father or guardian holds land in the same permanent address. An urban Land Allotment Passbook or a rural Land Possession Certificate, and holds a PRC of his own.
Who cannot apply. A person who does not hold permanent resident status cannot apply for a PRC and should apply for a Temporary Residence Certificate instead. Applicants working or studying in the state on an Inner Line Permit are not eligible for a PRC. An applicant whose claimed permanent address does not match the land document, or whose GB/HGB verification cannot be obtained, is also not eligible until that verification is arranged. A person already holding a PRC for a different address must surrender the earlier certificate before a fresh one for the new address is issued.
Arunachal Pradesh does not publish a fixed minimum number of years of residence for the PRC. Instead, entitlement is established through the parental PRC, land possession in the permanent address, and GB/HGB verification. If your family has no parental PRC, for example, a first-generation settler family; discuss the case at the Deputy Commissioner's office before submitting, because the standard online checklist assumes a father's PRC exists.
Which documents are needed for the Arunachal Pradesh PRC?
The official PRC pre-requisite checklist published on the Arunachal eServices portal lists these as mandatory:
- Verification document from the GB/HGB and the Administrative Officer.
- Attested copy of the Land Allotment Passbook (urban) or Land Possession Certificate (rural) of the father or guardian, corresponding to the permanent address.
- Attested copy of the father's PRC.
- Passport-sized coloured photograph.
The same checklist lists three optional documents: an attested birth certificate, an attested copy of the applicant's tribe / ST resident certificate, and surrender of the previous PRC where the address is changing. District offices; Anjaw, for example — also ask applicants at the counter for an attested ST certificate, an Aadhaar card and two passport-size colour photographs, so carry those even though the portal marks them optional.
Every attested copy should be attested by a gazetted officer, and the name spelling on the land document, the father's PRC and the photograph identity proof must match. Mismatched spellings are the single largest cause of applications being returned.
How to apply for a Permanent Residence Certificate in Arunachal Pradesh
Online, on the state's own portal:
- Open
eservice.arunachal.gov.inand register as a citizen user with a working mobile number and email, then log in. The same login is used later to track the application. - Select District Administration as the department and choose "Permanent Residence Certificate" from the service list. The portal also lists Police, Vigilance and Finance department services, so read the department label carefully.
- Fill the application with your name, father's or guardian's name, village, circle and district exactly as they appear on the GB/HGB verification and the land document.
- Upload the four mandatory documents as scans, the GB/HGB and Administrative Officer verification, the attested land passbook or Land Possession Certificate, the attested father's PRC, and your coloured photograph, plus any optional ones you have.
- Pay the government charge shown on the portal and submit. Save or print the acknowledgement number.
- Attend verification if called. The Circle Officer or Administrative Officer may call you to confirm residence before the file moves to the Deputy Commissioner for signature.
- Download the signed certificate from the portal once the status shows it as issued, or collect the printed copy from the district counter.
Offline, at the district office:
- Collect the PRC form at the Jan Suvidha Kendra of the Deputy Commissioner's office: Anjaw district, for instance, issues the form at the Jan Suvidha Centre in the DC Office, Hawai, paying the small counter fee.
- Fill the form and get the recommendation of the verifying authority, the GB/HGB and Administrative Officer.
- Submit the form with the attested documents and photographs at the same counter and keep the acknowledgement slip.
How do I check my PRC status and what does it cost?
Track an online application by logging back in to eservice.arunachal.gov.in and opening the application-status section with your acknowledgement number. For a paper application, quote the acknowledgement slip at the Jan Suvidha Kendra of the issuing district.
On cost: the PRC is issued at the government's counter charge only. Neither the Arunachal eServices service page nor the district administration pages publish a rupee figure: Anjaw district describes it simply as a minimal processing fee charged when the form is issued. Pay only at the official counter or through the portal's own payment screen, always take the receipt, and treat any agent, cyber café or "consultant" demanding hundreds or thousands of rupees to "get the PRC done" as overcharging. No middleman can move a PRC file faster; the file still waits for the GB/HGB verification and the Deputy Commissioner's signature.
Why are PRC applications rejected in Arunachal Pradesh?
The most frequent reasons district offices return a PRC file are:
- No GB/HGB and Administrative Officer verification, or a verification signed by someone outside the applicant's own village or circle.
- Land document in the wrong name or wrong address. The Land Allotment Passbook or Land Possession Certificate must be of the father or guardian and must match the permanent address claimed.
- Missing father's PRC, or a parental PRC issued for a different district than the one now claimed.
- Name and spelling mismatch across the land document, the parental PRC and the photo identity proof.
- Applying for a PRC when a TRC is the correct document. A very common error for applicants in service or business who are not permanent residents.
- An earlier PRC not surrendered when the permanent address has changed.
Where do I complain if the PRC is delayed?
For portal errors, payment failures and files that do not move, use the state's service helpline 155250 or write to serviceplus-arn@nic.in. Technical faults on the eServices platform are handled by the NIC state centre, reachable on 0360-2212919 or sio-arn@nic.in.
For anything about the merits of your file, verification refused, documents disputed, or long delay after verification: approach the Deputy Commissioner's office of your district in person. In the capital region, the office of the Deputy Commissioner, Itanagar Capital Complex, Itanagar 791113, is listed with the phone number 0360-2292199 and the email dcitanagar@gmail.com. Carry the acknowledgement number, since every enquiry starts from it.
Fact-check note: Arunachal Pradesh does not publish an official rupee fee or a guaranteed processing time for the PRC on its state portal or district websites, so neither is stated as a fixed figure above.

Frequently asked questions
What is the domicile certificate called in Arunachal Pradesh?
Arunachal Pradesh calls it the Permanent Residence Certificate, or PRC. There is no separate "domicile certificate" form in the state — the PRC is the document that state departments, colleges and recruitment boards accept as proof of permanent residence. A separate Temporary Residence Certificate (TRC) exists for people staying in the state temporarily for service, business or study.
Where do I apply online for a PRC in Arunachal Pradesh?
Apply at the Arunachal eServices portal, eservice.arunachal.gov.in. District administrations including Itanagar Capital Complex direct citizens to that single portal for both the Permanent Residence Certificate and the Temporary Residence Certificate, and the certificate is signed at the Deputy Commissioner's office of the district.
Which documents are mandatory for an Arunachal Pradesh PRC?
Four documents are mandatory. The official PRC checklist on the Arunachal eServices portal lists a verification document from the GB/HGB and the Administrative Officer, an attested Land Allotment Passbook (urban) or Land Possession Certificate (rural) of the father or guardian, an attested copy of the father's PRC, and a passport-sized coloured photograph.
Who issues the Permanent Residence Certificate in Arunachal Pradesh?
The Deputy Commissioner of the district issues it. District websites such as Itanagar Capital Complex list the Permanent / Temporary Residence Certificate as a service of the Deputy Commissioner's office, and Anjaw district routes the paper application through the Jan Suvidha Kendra at the DC office, Hawai.
Can a non-APST person get a PRC in Arunachal Pradesh?
Generally no — a person who is not a permanent resident is issued a Temporary Residence Certificate instead. The Arunachal eServices portal runs six TRC categories for APST and non-APST applicants in government service, business or general categories, each needing an appointment order, trading licence or identity card plus an ST certificate or Inner Line Permit.
How much does an Arunachal Pradesh PRC cost?
Only the government counter charge applies, and it is a small amount. Neither the Arunachal eServices services page nor the district pages publish a rupee figure; Anjaw district describes it as a "minimal processing fee" collected at the Jan Suvidha Kendra when the form is issued. Ask for the printed receipt and refuse any agent quoting hundreds or thousands of rupees.
How do I check my PRC application status in Arunachal Pradesh?
Log in to eservice.arunachal.gov.in with the same credentials used to apply and open the track-application section using the acknowledgement number generated at submission. For a paper application, quote the acknowledgement slip at the Jan Suvidha Kendra counter of the issuing Deputy Commissioner's office.
What if my PRC application is stuck or rejected?
Contact the state eServices helpline on 155250 or write to serviceplus-arn@nic.in for portal and workflow problems, and take document or verification disputes to the Deputy Commissioner's office of your district — for the capital region, the DC Itanagar office on 0360-2292199.
