Chief Minister's Yuva Kaushal Yojana (CMYKY)
Arunachal Pradesh state government scheme
Chief Minister's Yuva Kaushal Yojana is an Arunachal Pradesh skill training scheme that pays trainees a Rs 3,000 monthly stipend, free uniforms and books, and lodging during training, with a minimum 70% placement commitment. Class X pass permanent residents apply at their nearest authorised skill centre.
What is Chief Minister's Yuva Kaushal Yojana?
Chief Minister's Yuva Kaushal Yojana (CMYKY) is a skill development scheme of the Department of Skill Development and Entrepreneurship, Government of Arunachal Pradesh, launched on 1 April 2018. The transliterated name Mukhya Mantri Yuva Kaushal Yojana refers to the same scheme. It is funded entirely from the state plan budget, which distinguishes it from the centrally sponsored skilling programmes that also operate in the state.
Chief Minister's Yuva Kaushal Yojana trains unemployed young people in employable trades and pays them while they train. The scheme's defining feature is the combination of a Rs 3,000 monthly stipend, free training, and a minimum 70% placement commitment from the training provider. The last of which turns the scheme from a certificate programme into an employment programme.
Arunachal Pradesh has a young population, a small formal private sector and a long history of youth queuing for a limited number of government jobs. CMYKY exists to build a second route: a certified skill, a placement, and in some cases a start into self-employment.
Main features
- Rs 3,000 monthly stipend during training, paid by direct bank transfer.
- Free uniforms and books supplied by the state.
- Free lodging during on-the-job training inside Arunachal Pradesh.
- Rs 300 per day for trainees sent outside the state, covering boarding, lodging, travel and training fees.
- Minimum 70% placement commitment for all trainees.
- A dedicated job portal linking trainees to private employers, and an annual state-level Skill Mela.
What training does CMYKY offer?
Chief Minister's Yuva Kaushal Yojana runs on two delivery models.
The first is in-state training: vocational courses delivered by training providers empanelled by the Department of Skill Development and Entrepreneurship, at skill centres across the districts. These cover the service, hospitality, retail, construction, healthcare, IT-enabled services and allied trades that recruit at scale.
The second is out-of-state training: specialised courses at recognised institutions outside Arunachal Pradesh, for job roles that no institution in the state can yet deliver. Trainees on this track receive a Rs 300 daily allowance meant to cover boarding, lodging, travel and the training fee itself, so that leaving the state does not become a financial barrier.
Trades and batch sizes change each year with the department's annual plan. The authoritative list of live courses at any moment is the one displayed at your nearest authorised skill centre.
Who is eligible for Chief Minister's Yuva Kaushal Yojana?
You can apply if:
- You are a permanent resident of Arunachal Pradesh and hold a Permanent Residential Certificate or domicile certificate.
- You have passed Class X or hold an equivalent certificate.
- You have an active bank account in your own name for the stipend, and an active mobile number.
- You are able to attend the full duration of the course, including any on-the-job training component.
You cannot apply if:
- You are not a permanent resident of Arunachal Pradesh. The scheme is funded from the state budget for the state's own youth.
- You have not completed Class X, which is the floor qualification for admission.
- You have no bank account in your own name, since the stipend is paid only by direct transfer and not in cash.
Individual job roles may carry their own age band or physical requirements under the National Skill Qualification Framework. A driving or hospitality role, for instance, may require a minimum age of 18. Confirm the specific course requirements at the skill centre before enrolling, because a published state-wide upper age limit for CMYKY is not available.

How to apply for Chief Minister's Yuva Kaushal Yojana
- Find your nearest authorised skill centre or empanelled training provider and ask which CMYKY courses are open for admission in the current batch.
- Collect the application form from the centre official.
- Fill the form accurately, name exactly as on Aadhaar, qualification, preferred trade, mobile number and bank account details.
- Attach the documents — Aadhaar, Class X certificate, domicile certificate, bank passbook copy and photographs.
- Submit the form to the centre official and keep the acknowledgement.
- Wait for verification of your documents and eligibility by the centre and the department.
- Join the batch on the date you are informed. Training begins, and the stipend is released to your bank account.
The scheme is administered through the skill centres rather than through a citizen self-service portal, so the centre is the place to apply, to ask about batch dates and to raise problems. State e-services for Arunachal Pradesh, including departmental service links, are hosted at eservice.arunachal.gov.in.
How is the stipend paid and how do I check it?
Chief Minister's Yuva Kaushal Yojana pays the Rs 3,000 monthly stipend by direct bank transfer into the trainee's own account. Payment is tied to attendance, so a trainee who drops below the course's attendance requirement can lose the month's stipend even if enrolment continues.
To check a missing stipend, start with the training centre's attendance and disbursement register, which records the batch's payment cycle. The two most common causes of a stipend not arriving are an inactive or dormant bank account and a name mismatch between Aadhaar and the bank record. Both are fixed at the bank branch, not at the skill centre.
What happens after the training ends?
Chief Minister's Yuva Kaushal Yojana does not stop at certification. Three things are built into the scheme on the placement side.
The 70% placement commitment binds the training provider, not the trainee. At least seven out of every ten trainees in a batch are expected to be placed, which is why providers run employer tie-ups alongside the course rather than only at the end of it.
The job portal run by the Department of Skill Development and Entrepreneurship connects certified trainees with private employers. A trainee whose batch placement does not work out should ask the centre to ensure their profile is live on the portal, because that is the route employers search.
The annual Skill Mela at state level is a recruitment and networking event where employers meet trainees directly. For candidates in districts far from Itanagar, this is often the single best chance in the year to meet hiring firms face to face.
Trainees who prefer self-employment over a job should raise it with the centre during the course. The department that runs CMYKY is also the entrepreneurship department, and skill certification is the qualifying document for several enterprise credit routes in the state.
Why do CMYKY applications get rejected?
- No domicile or Permanent Residential Certificate, or one issued in a parent's name only.
- Class X certificate not produced, or a name that does not match Aadhaar.
- Batch already full, admissions are batch-wise and seats per trade are limited each year.
- Bank account in someone else's name, which makes DBT impossible.
- Incomplete form, particularly a missing mobile number, which is how the centre communicates batch dates.
A rejection for a full batch is not a permanent bar. Ask the centre to record your details for the next intake in the same trade.
Help and grievance redressal
- Your authorised skill centre or training provider, first point of contact for admission, attendance, stipend and placement issues.
- District Skill Development Officer where the centre does not resolve a complaint.
- Department of Skill Development and Entrepreneurship, Government of Arunachal Pradesh, Itanagar, for scheme-level grievances.
- State e-services portal: eservice.arunachal.gov.in
Training under CMYKY is free. No skill centre, agent or placement consultant may charge a trainee an admission fee, a "seat booking" amount or a share of the stipend. Any such demand should be reported to the District Skill Development Officer.
