Chief Minister's Paryatan Vikas Yojana
Arunachal Pradesh state government scheme
Chief Minister's Paryatan Vikas Yojana is a tourism subsidy scheme of the Arunachal Pradesh Department of Tourism that gives up to Rs 5 lakh to a domicile resident setting up a homestay, hotel, food court, tourist cab service or adventure-equipment unit. Registration with the Department of Tourism is compulsory, and applications go through the District Tourism Officer.
What is Chief Minister's Paryatan Vikas Yojana?
Chief Minister's Paryatan Vikas Yojana, commonly written as CMPVY and referred to locally by its transliterated name Paryatan Vikas Yojana, is a capital subsidy scheme of the Department of Tourism, Government of Arunachal Pradesh. The scheme exists because Arunachal Pradesh has 14 notified tourist circuits spread across 83,743 square kilometres but very little private accommodation and service capacity along them. Rather than build every facility itself, the state pays part of the cost when a local resident builds it.
Chief Minister's Paryatan Vikas Yojana provides a subsidy of up to Rs 5 lakh towards establishing a tourism facility. The stated objective is to develop tourism facilities in the state so that more visitors can be accommodated, and to turn that visitor spending into livelihood for local people rather than for operators from outside the state.
The scheme is one of the instruments the department has continued to rely on. The Arunachal Pradesh Tourism Policy 2025-30, published by the Department of Tourism, names CMPVY twice as a live funding route: once for farm tourism ventures, where it is grouped with Deen Dayal Upadhyaya Swavalamban Yojana (DDUSY) and NABARD's Gram Vihar, and once for tea tourism, where it is to be used for building and renovating guesthouses and bungalows on tea estates with historical value.
Which businesses does Chief Minister's Paryatan Vikas Yojana cover?
Chief Minister's Paryatan Vikas Yojana covers four broad categories of tourism unit:
- Patisseries and food courts, small food and bakery outlets serving travellers on a circuit.
- Hotels and homestays: including village homestays, which the Tourism Policy 2025-30 treats as the state's priority accommodation format because they keep earnings inside the community and need far less capital than a hotel.
- Cab services, tourist vehicles operating on the notified circuits.
- Adventure equipment, rafts, kayaks, quad bikes, zip lines and bungee-jumping equipment, which support the rafting, trekking, angling and paragliding activities the department markets.
The department's own reading of where the gaps are is worth noting. Arunachal Pradesh's circuits run through Tawang, Ziro, Mechuka, Anini, Namdapha and Pangsau Pass, and on most of these routes the binding constraint is beds and food, not attractions. That is why accommodation and catering dominate the eligible list.
Who is eligible for Chief Minister's Paryatan Vikas Yojana?
You can apply if:
- You are a domicile resident of Arunachal Pradesh and can produce a domicile or Permanent Residence Certificate issued by the Deputy Commissioner.
- You hold an active bank account in your own name for the subsidy transfer.
- You are registered with the Department of Tourism. Tourism trade registration in Arunachal Pradesh is governed by the Arunachal Pradesh (Tourism Trade Registration and Regulation) Act, 2016, and registration is a stated precondition for the subsidy.
- You can submit a project report for the facility you intend to create or expand.
You cannot apply if:
- You are not a domicile of Arunachal Pradesh. Operators from outside the state are not eligible for this particular subsidy, though they may invest under the incentives set out in the Tourism Policy.
- Your unit is not registered with the Department of Tourism. An unregistered homestay, hotel or cab operator is not eligible until registration is done.
- You have no bank account in your own name, since the benefit is a monetary transfer and cannot be released in cash.
- You are seeking money for an activity outside the listed categories. A purely retail shop, for example, or a vehicle that is not being run as a tourist cab.
Government departments, public bodies and units already fully funded from another government grant for the same asset are also outside the intent of the scheme, since the subsidy is meant to bring private investment into tourism.

How to apply for Chief Minister's Paryatan Vikas Yojana
- Register your unit with the Department of Tourism first, if you have not already done so. Registration under the Arunachal Pradesh (Tourism Trade Registration and Regulation) Act, 2016 is a precondition and the rest of the file will not move without it.
- Prepare a project report for the facility. Set out what you are building or buying, the component-wise cost, how much you are putting in yourself, and the expected occupancy or usage. For a homestay this means room count and construction cost; for adventure equipment it means the equipment list and quotations.
- Contact the District Tourism Officer of your district and ask for the Chief Minister's Paryatan Vikas Yojana application form.
- Fill the form completely as guided by the office, attach the Aadhaar card, domicile certificate, voter ID, project report and bank details, and submit the set to the designated authority.
- Wait for verification. The concerned authority checks your documents, your tourism registration and the site.
- Attend the interview and assessment conducted by the district administration. The subsidy is released only after this stage.
- Receive the sanctioned subsidy in your bank account once all formalities are complete.
Keep the acknowledgement or diary number the office gives you when you submit. It is the only handle you will have when you follow up.
How do I check the status of my application?
Chief Minister's Paryatan Vikas Yojana has no online status tracker. Follow up in this order:
- District Tourism Officer; quote your acknowledgement number and the date of submission. The DTO holds the file until it goes up for sanction.
- Deputy Commissioner's office — since the district administration conducts the interview and assessment, the DC's office knows where a stuck file is.
- Directorate of Tourism, Itanagar, for files that have been forwarded but not sanctioned. The department's public-facing site is arunachaltourism.com, which carries the guidelines, criteria and forms section and the contact page.
Once sanctioned, the money reaches the bank account you listed. Check the account itself rather than waiting for a letter.
Why applications get rejected, and how to fix it
- No Department of Tourism registration. The single most common reason. Register the unit first, then reapply.
- Domicile certificate missing or expired. Get a fresh certificate from the Deputy Commissioner's office before submitting.
- Vague project report. A one-line request for Rs 5 lakh will not clear assessment. Attach quotations for equipment and a rate-wise estimate for construction.
- Bank account not in the applicant's name. A joint or family account in someone else's name causes the transfer to fail.
- Activity outside the eligible list. Check that what you are proposing is a patisserie, food court, hotel, homestay, cab service or adventure equipment.
- Duplicate claim for an asset already subsidised under another state or central scheme for the same unit.
Where does Chief Minister's Paryatan Vikas Yojana sit among other tourism schemes?
Chief Minister's Paryatan Vikas Yojana is not the only route to money for a tourism business in Arunachal Pradesh, and the Tourism Policy 2025-30 is explicit that several should be used together:
- Deen Dayal Upadhyaya Swavalamban Yojana (DDUSY). The state's startup loan subsidy scheme, useful where the project needs a bank loan rather than a straight grant.
- UNNATI, the Uttar Poorva Transformative Industrialisation Scheme of the Department for Promotion of Industry and Internal Trade, for larger units.
- Gram Vihar of NABARD, for rural and farm tourism.
- The capital subsidy line in the Tourism Policy 2025-30 itself, which offers 20 per cent with a cap of Rs 50 lakh for high-quality wayside amenities along notified circuits, and 20 per cent up to Rs 10 lakh for caravans costing more than Rs 50 lakh, for up to two caravans per operator. The policy also offers a market-development grant of up to Rs 60,000 for domestic and Rs 4 lakh for international tourism fairs.
A homestay owner starting out is usually best served by CMPVY; a company building a wayside amenity or buying caravans should look at the policy incentives instead.
Help and grievance redressal
- District Tourism Officer of your district, the first point of contact for the application, the form and the status of your file.
- Directorate of Tourism, Government of Arunachal Pradesh, Itanagar, for escalation and for tourism trade registration questions.
- arunachaltourism.com, the department's official website, with a contact page, a feedback form and the guidelines, criteria and forms section.
Chief Minister's Paryatan Vikas Yojana has no application fee. No agent can charge you for "getting your subsidy approved", and no official will ask for a share of the sanctioned amount.

Frequently asked questions
How much money does Chief Minister's Paryatan Vikas Yojana give?
Chief Minister's Paryatan Vikas Yojana gives a subsidy of up to Rs 5 lakh for setting up a tourism facility in Arunachal Pradesh. Who can apply for Chief Minister's Paryatan Vikas Yojana?
Any Arunachal Pradesh domicile resident with an active bank account and a registration with the Department of Tourism can apply. The scheme is aimed at people running or starting homestays, hotels, patisseries and food courts, tourist cab services, and adventure operations.
What kind of tourism businesses are covered?
Patisseries and food courts, hotels and homestays, tourist cab services, and the purchase of adventure equipment such as rafts, kayaks, quad bikes, zip lines and bungee-jumping gear are the categories named in the scheme documentation.
Can I apply online for Chief Minister's Paryatan Vikas Yojana?
No. Applications are made offline through the District Tourism Officer of your district. Arunachal Tourism's website, arunachaltourism.com, carries the department's guidelines, criteria and forms section, but the completed application and documents are handed in at the district office.
Is registration with the Department of Tourism compulsory before applying?
Yes. Registration with the Department of Tourism is a stated precondition. Tourism units in Arunachal Pradesh register under the Arunachal Pradesh (Tourism Trade Registration and Regulation) Act, 2016, and an unregistered unit will not clear scrutiny.
Is there an interview before the subsidy is released?
Yes. After the paperwork is verified, the applicant is interviewed and assessed by the district administration. This is where the viability of the project report and the applicant's own contribution are examined.
Is Chief Minister's Paryatan Vikas Yojana still running?
Yes. The Arunachal Pradesh Tourism Policy 2025-30, published by the Department of Tourism, names CMPVY as an active state scheme to be leveraged for farm tourism, tea tourism and rural homestay development alongside Deen Dayal Upadhyaya Swavalamban Yojana and the central UNNATI scheme.
