What is the Chief Minister's UPSC Combined Civil Services Coaching Scheme?

The Chief Minister's UPSC Combined Civil Services Coaching Scheme is a state-funded coaching sponsorship run by the Directorate of Higher and Technical Education under the Department of Education, Government of Arunachal Pradesh. Its stated purpose is to help local Arunachal Pradesh Scheduled Tribe (APST) candidates compete in the national competitive examinations conducted by the Union Public Service Commission.

The problem the scheme addresses is straightforward. Serious UPSC preparation in India happens in a handful of cities: Delhi, Hyderabad, Bengaluru, Pune, and a full-length General Studies programme with test series and study material runs into lakhs of rupees before living costs. A candidate from Tawang, Anjaw or Longding faces that cost on top of relocating two thousand kilometres. The state's answer is to pay the coaching bill directly rather than leave it to the family.

Under the scheme, Arunachal Pradesh pays Rs 70,000 per student for General Studies coaching including study material, and Rs 30,000 per student for a three-month optional paper course. Payment is staged: 50 per cent is released when the course begins and the remaining 50 per cent after it is completed. Support runs for one year from enrolment, and the Directorate's public notice for the 2025-26 cycle invited applications for a coaching period of ten months.

The scheme sits alongside other Directorate initiatives for APST students, the Arunachal Pradesh State Stipend Scheme, the State Academic Excellence Scheme, the Incentives to UPSC Qualifiers Scheme, the Golden Jubilee Merit Award and the Commercial Pilot Licence scholarship. It is easy to confuse the coaching scheme with the Incentives to UPSC Qualifier Scheme, which rewards candidates after they clear a stage. The coaching scheme pays for preparation; the incentive scheme pays for achievement.

Who is eligible for the UPSC coaching scheme?

You can be selected if:

  • You belong to the Arunachal Pradesh Scheduled Tribe (APST) category and hold a valid ST certificate issued by the competent authority in the state.
  • You have qualified the relevant UPSC examination stage cited in the year's notice and can produce the result and the admit card.
  • You complete the counselling or selection process conducted by the Directorate of Higher and Technical Education.
  • You clear the selection test administered by the empanelled coaching institutes, which run their own entrance assessments for applicants.
  • You hold the basic UPSC eligibility, which for the Civil Services Examination means a degree from a recognised university.

You are not eligible if:

  • You are not an APST candidate. This is the hard boundary of the scheme; a non-APST resident of Arunachal Pradesh cannot apply.
  • You have not qualified the examination stage the notice requires, or cannot produce the result and admit card.
  • You have already drawn the benefit and exhausted the one-year support window.
  • You do not clear the institute's selection test after being sponsored for it.
  • You are seeking support for a non-UPSC examination outside the list the Directorate publishes.

Candidates should also keep the UPSC's own age and attempt limits in mind. The state scheme does not extend them; it only pays for coaching within them.

How to apply for the Chief Minister's UPSC Coaching Scheme

  1. Watch for the annual public notice. The Directorate of Higher and Technical Education publishes a notice on apdhte.nic.in inviting applications for the coming coaching year. The 2025-26 notice, for example, called for applications for a ten-month coaching period.
  2. Obtain the prescribed application form from the Directorate of Higher and Technical Education at Itanagar, or download it where the notice provides a link.
  3. Fill the form completely, personal details, APST certificate number, the UPSC examination and year, the stage qualified, and the coaching course applied for (General Studies, optional paper, or both).
  4. Attach self-attested copies of the APST certificate, UPSC result, admit card, graduation certificate, bank passbook page and photograph.
  5. Submit the application to the designated authority at the Directorate before the last date in the notice, and take an acknowledgement.
  6. Undergo verification. Officials of the Directorate verify the documents and the claimed examination result against the UPSC record.
  7. Appear for the institute's selection test. Empanelled coaching institutes conduct their own entrance assessment, and enrolment follows selection there.
  8. Enrol and begin the course. The first 50 per cent of the sponsorship is released at commencement and the balance after completion.

There is no online portal for this scheme. The Directorate's site is where the notice appears; the file itself moves on paper.

How is the money released?

The sponsorship is structured to protect against a student taking the money and dropping the course.

  • 50 per cent at commencement, once enrolment at the empanelled institute is confirmed.
  • 50 per cent on completion of the course.

Since the amount is defined per student and per course head — Rs 70,000 for General Studies with material, Rs 30,000 for the three-month optional paper. A candidate taking both heads is supported up to Rs 1,00,000 in the coaching year. Confirm the payment route with the Directorate, because in practice the money is generally paid to the institute against the course fee rather than reimbursed to the student.

How do I check the status of my application?

The realistic answer is that you follow up in person or by phone with the Directorate of Higher and Technical Education, Itanagar, on 0360-2214416, quoting the acknowledgement from your submission. Selection lists and further notices for Directorate schemes are published on apdhte.nic.in, so check the notices section there periodically.

Keep a photocopy of the entire submitted file. In an offline process the Directorate holds the original, and being able to produce your own copy resolves most queries in a single visit.

Why applications get rejected

  • APST certificate missing, expired in format, or issued by the wrong authority. This ends the application immediately, since the scheme is category-restricted.
  • Result or admit card not attached, or a result that does not match the stage claimed in the form.
  • Application filed after the last date in the year's public notice. There is no rolling window.
  • Failure in the coaching institute's selection test, which is a separate hurdle from the Directorate's own verification.
  • Incomplete form. An unsigned declaration or a blank bank detail is enough to have a file set aside.
  • Duplicate benefit. A candidate already sponsored in an earlier year applying again beyond the permitted support period.

If your file is set aside for a documentary defect, the Directorate will usually accept a corrected submission within the same notice window. After the window closes, you wait for the next year's notice.

Where do I get help?

  • Directorate of Higher and Technical Education, Government of Arunachal Pradesh, Itanagar, phone 0360-2214416, and 2211717 listed as fax on the Directorate's own page.
  • Notices and forms: apdhte.nic.in, which hosts scheme guidelines, application forms and the annual public notices for the Directorate's stipend and scholarship schemes.
  • Department of Education, Government of Arunachal Pradesh, for policy-level escalation.

The application form and the sponsorship are free. No coaching institute, agent or intermediary can charge you a fee for "arranging" state sponsorship, and any demand of that kind should be reported to the Directorate.

A realistic note on what the scheme does and does not do

The Chief Minister's UPSC Combined Civil Services Coaching Scheme removes the coaching fee, which is the single largest cash barrier for an APST aspirant. It does not cover hostel rent, food or travel to a coaching city, and it does not extend UPSC's attempt or age limits. Candidates planning a year in Delhi or Hyderabad on this support should budget separately for living costs, and should check whether they simultaneously qualify for the Arunachal Pradesh State Stipend Scheme or a central post-matric scholarship for ST students through the National Scholarship Portal, both of which the same Directorate administers.

Read together, those schemes are what make a full preparation year affordable. Read alone, the coaching sponsorship pays the institute and nothing else.

Frequently asked questions

How much does the Chief Minister's UPSC Coaching Scheme pay?

The scheme pays Rs 70,000 per student for General Studies coaching including study material, and Rs 30,000 per student for a three-month optional paper course. Payment is released in two halves — 50 per cent when the course begins and 50 per cent after it is completed.

Who is eligible for the scheme?

Arunachal Pradesh Scheduled Tribe (APST) candidates who have qualified the relevant UPSC examination stage and completed the counselling or selection process set by the Directorate of Higher and Technical Education.

Can a non-APST resident of Arunachal Pradesh apply?

No. The scheme's stated purpose is to help local APST candidates compete in national competitive examinations, so a non-APST candidate is not eligible even if they are otherwise a resident of the state.

Is the money paid to me or to the coaching institute?

The benefit meets coaching expenses and is released in two instalments tied to the course — half at commencement and half on completion. Confirm the exact payment route with the Directorate, as it pays the institute directly in most cases rather than reimbursing the student.

How long does the coaching support last?

Support is available for one year from enrolment. The Directorate's own public notice for the 2025-26 cycle invited applications for a coaching period of ten months.

Which examinations does the scheme cover?

The scheme is built around the UPSC Combined Civil Services examination. The state's Government Scheme Handbook also records APST candidates qualifying other UPSC examinations such as CDS, NDA, IFoS, IES and CPO within the same support framework.

Is there an online application?

No. The application is offline. You submit the prescribed form with your APST certificate, results and admit card to the Directorate of Higher and Technical Education, and the concerned officials verify it before selection.

How do I know when applications open?

The Directorate of Higher and Technical Education issues a public notice each year on apdhte.nic.in inviting applications for the coming coaching period. There is no rolling window, so check the site or the Directorate office rather than assuming the scheme is open.
