Death Certificate in Arunachal Pradesh
Arunachal Pradesh state government scheme
A death certificate in Arunachal Pradesh is issued by the Registrar of Births and Deaths for the area where the death occurred, the Itanagar Municipal Corporation in the capital complex, and the District Statistical Office in every other district. New registrations and corrections are processed on the Central Civil Registration System portal dc.crsorgi.gov.in, and every death must be reported within 21 days.
What is a death certificate in Arunachal Pradesh, and who issues it?
A death certificate in Arunachal Pradesh is the certified copy of the entry made when a death is registered under the Registration of Births and Deaths Act, 1969. Registering a death is a legal duty, not an optional service. Every death that occurs in the state must be reported to the Registrar of Births and Deaths for the area where it happened, and the certificate is simply the proof that the entry exists.
Arunachal Pradesh splits the registrar function across two structures, and knowing which one applies to you saves weeks.
Inside the Itanagar Capital Complex, the Itanagar Municipal Corporation (IMC) is the registration authority. The Itanagar district administration states plainly that birth and death certificates are obtained by submitting a request to the Municipal Council, and that "the certificates will be issued after verification of the details by the concerned officers from hospitals and ward offices." The IMC office sits near Rajiv Gandhi Stadium, Naharlagun, PIN 791110.
Everywhere else in the state, civil registration runs through the Directorate of Economics and Statistics and its District Statistical Offices. Changlang district's services page is explicit: birth and death certificates are applied for and obtained from the District Statistical Office in the DC Office Complex, Changlang, PIN 792120, contact 9436694427.
The recent change worth knowing is where the paperwork now lives. The Itanagar Municipal Corporation states that applications are no longer accepted through its own website, and that both new registrations and corrections to existing birth and death records go through the Central Civil Registration System (CRS) portal at dc.crsorgi.gov.in. Since the Registration of Births and Deaths (Amendment) Act, 2023 came into force, the digitally issued certificate from that portal is itself the legal certificate, you do not need a separately stamped paper version for most purposes.
Can I use the Arunachal eServices portal for a death certificate?
No, and this is the single most common wrong turn in the state. The Arunachal eServices portal (eservice.arunachal.gov.in) is the state's certificate counter for district administration services, and its published service list covers the Inner Line Permit, new government identity card, marriage certificate, Scheduled Tribe certificate, Permanent Residence Certificate, Temporary Residence Certificate, income certificate, dependent certificate and character certificate, along with police, vigilance and finance department services. Death certificate does not appear anywhere on that list.
Death registration sits with the Registrar of Births and Deaths and its own national database. Applicants who spend a fortnight hunting for a death certificate service on eServices are looking in the wrong building entirely.
Who can and cannot apply?
Who can apply. The informant for a death under the Act, in practice the nearest relative of the deceased, the head of the household where the death took place, or the medical officer in charge of the hospital or health institution where it occurred. For a death in a jail, the officer in charge reports it; for a body found or a death in a public place, the local police or the headman does. Later, any person can apply for a certified copy of a registered death, which is why insurers, banks and courts can obtain one. There is no income test, no caste condition and no domicile requirement, a death certificate follows the place of the death event, not where the family originates.
Who cannot apply. A person cannot apply to a Registrar in Arunachal Pradesh for a death that occurred in another state; the Registrar of the area where the death happened is the only competent authority, so a death in Assam or Delhi must be registered there. An applicant cannot get a death registered more than one year after the event by the Registrar alone, that route is not available without an order of a First Class Magistrate. And a family that wants to change a name, age or cause of death already recorded is not eligible to file a fresh registration for it; that is a correction, and the IMC states corrections also go through the CRS portal.
What documents are required?
- Report of Death in Form 2, signed by the informant.
- Medical Certificate of Cause of Death from the attending doctor for an institutional death. The hospital normally forwards this with its own report.
- Identity proof of the deceased, Aadhaar or voter ID, spelled exactly as the certificate should read.
- Identity proof of the informant, with the relationship to the deceased stated.
- Proof of place of death or residence, which decides whether IMC or a district office has jurisdiction.
- Cremation or burial ground receipt, commonly asked for when the death occurred at home.
- Magistrate's order, only where the death is more than one year old.
Carry originals plus one photocopy set of everything. The CRS portal validates uploads strictly, and a blurred scan is the most frequent cause of a returned application.
How to apply for a death certificate in Arunachal Pradesh
- Confirm who the Registrar is. A death inside the Itanagar Capital Complex belongs to the Itanagar Municipal Corporation. A death anywhere else belongs to the District Statistical Office of that district under the Directorate of Economics and Statistics.
- Collect the Medical Certificate of Cause of Death from the hospital before you leave it. Chasing it later, after the ward has closed the file, is far harder.
- Open the Central CRS portal at dc.crsorgi.gov.in and register as a general public user with a working mobile number and email, the acknowledgement and every status update go there.
- Fill the death reporting form (Form 2) with the deceased's name, age, sex, date and place of death, address, and the informant's details and relationship. The certificate is generated from exactly what you type, so match the spellings on the Aadhaar or voter ID.
- Upload the supporting documents; medical certificate of cause of death or hospital report, identity proof of the deceased and of the informant, and address proof.
- Submit within 21 days of the death. The Registration of Births and Deaths Act, 1969 fixes 21 days as the reporting period, and reporting inside it avoids late fees and affidavits altogether.
- Note the acknowledgement number shown on submission; every follow-up needs it.
- Complete verification. The Registrar checks the report against the hospital record, or through local ward-level verification for a home death.
- Download or collect the certificate once the registration is approved.
How do I apply offline in Arunachal Pradesh?
Offline is a real route, and in a state with patchy connectivity it is often the faster one.
- Visit the Itanagar Municipal Corporation office near Rajiv Gandhi Stadium, Naharlagun (PIN 791110) if the death occurred in the capital complex, and ask at the birth and death registration counter.
- Visit the District Statistical Office otherwise — Changlang's is in the DC Office Complex, PIN 792120, phone 9436694427, email dc-chang-arn@nic.in.
- Submit Form 2 with the medical certificate of cause of death, plus identity and address proofs, originals in hand.
- Ask the counter to record your report and issue a receipt carrying a reference number.
- Return with that receipt to collect the certificate once verification by the hospital and ward officers is complete.
What if the death is older than 21 days, or older than one year?
Arunachal Pradesh applies the national timeline, which breaks into three bands:
- Within 21 days. The ordinary case. Report to the Registrar and the entry is made without a late fee.
- After 21 days but within one year, the Registrar can still register the death, but a late fee applies and additional verification is required, usually a written declaration or affidavit and the written permission of the prescribed authority.
- After one year: registration requires an order of a First Class Magistrate, granted after the magistrate verifies the correctness of the details.
That last band is what traps families who discover, only at the point of a bank claim or a property mutation years later, that the death was never registered. Start with the magistrate, not the registration counter.
How do I check my application status?
Track the application on dc.crsorgi.gov.in using the acknowledgement number issued at submission. For a death reported through the Itanagar Municipal Corporation, the published contacts are the IMC help desk on 0360-2954192 and the helpline 18003453173. For a district registration, contact the District Statistical Office directly, Changlang publishes 9436694427 and dc-chang-arn@nic.in. Certificates issued electronically can be verified by entering the Application Reference Number and Token Number printed at the bottom of the certificate.
Why do death certificate applications get rejected in Arunachal Pradesh?
- The death was reported to the wrong Registrar. A district office for a capital-complex death, or the reverse.
- The 21-day window was missed with no late fee paid and no declaration filed.
- The death is more than one year old and no magistrate's order accompanies the application.
- The Medical Certificate of Cause of Death is missing for a hospital death, leaving the Registrar nothing to verify against.
- Name, age or address spellings differ between the hospital record, the deceased's Aadhaar and the application form.
- The applicant filed a correction as a fresh registration, which the CRS portal treats as a duplicate entry.
Where do I raise a grievance, and what should this cost?
Start with the office holding the file. The Itanagar Municipal Corporation on 0360-2954192 or the 18003453173 helpline for capital-complex deaths, or your District Statistical Office elsewhere. Escalate to the Deputy Commissioner of the district, who heads the district administration, and then to the Directorate of Economics and Statistics as the state civil registration authority.
On money: death registration is a government function carried out at the fee the Registrar or the CRS portal itself charges, and nothing more. A death reported within 21 days carries no late fee at all. Late fees for delayed registration are fixed by government notification under the Act and rise with the delay. Agents and middlemen who offer to "arrange" a death certificate for a lump sum are charging you privately for a form you can file yourself on dc.crsorgi.gov.in or at the IMC counter. Always take a receipt for anything you pay, and never hand original hospital documents to an intermediary, the Medical Certificate of Cause of Death is very hard to replace.

Frequently asked questions
Where do I apply for a death certificate in Arunachal Pradesh?
Apply to the Registrar of Births and Deaths for the area where the death occurred, and file the report on the Central Civil Registration System portal at dc.crsorgi.gov.in. Inside the Itanagar Capital Complex the Registrar is the Itanagar Municipal Corporation; in every other district it is the District Statistical Office under the Directorate of Economics and Statistics, which Changlang district names directly on its services page.
Can I apply for a death certificate on the Arunachal eServices portal?
No — the Arunachal eServices portal at eservice.arunachal.gov.in does not list death certificate among its services. Its published district administration list covers the Inner Line Permit, government identity card, marriage certificate, Scheduled Tribe certificate, Permanent Residence Certificate, Temporary Residence Certificate, income, dependent and character certificates. Death registration is a separate legal machinery with its own registrars.
How many days do I have to register a death in Arunachal Pradesh?
Report the death within 21 days of the event, the period the Registration of Births and Deaths Act, 1969 sets for the whole country. A death reported inside 21 days needs no late fee, no affidavit beyond the informant's declaration and no magistrate.
Is a medical certificate of cause of death compulsory in Arunachal Pradesh?
A Medical Certificate of Cause of Death is issued by the attending doctor whenever the death takes place in a hospital or health institution, and the institution reports the death to the Registrar along with it. For a death at home with no doctor in attendance, the Registrar records the cause as stated by the informant, and Itanagar district notes that certificates are issued after verification of the details by the concerned officers from hospitals and ward offices.
What happens if the death is more than one year old?
A death more than one year old can be registered only on the order of a First Class Magistrate, under the Registration of Births and Deaths Act, 1969. No Registrar in Arunachal Pradesh can make the entry on their own authority, however complete your documents are.
Who issues death certificates in Itanagar?
The Itanagar Municipal Corporation issues death certificates for the Itanagar Capital Complex, and Itanagar district states that certificates are issued after verification of the details by the concerned officers from hospitals and ward offices. The IMC office is near Rajiv Gandhi Stadium, Naharlagun, PIN 791110.
Is there a helpline for death registration problems in Arunachal Pradesh?
The Itanagar Municipal Corporation publishes a help desk number, 0360-2954192, and a main helpline, 18003453173, for birth and death registration queries. For a district registration, contact the District Statistical Office — Changlang publishes 9436694427 and the email dc-chang-arn@nic.in.
How much does a death certificate cost in Arunachal Pradesh?
Pay only the fee the Registrar or the CRS portal itself asks for, and take a receipt every time. Registration inside 21 days attracts no late fee at all. Late fees for delayed registration are fixed by state government notification under the Act and rise with the delay, so confirm the current amount at the IMC counter or your District Statistical Office rather than trusting a figure quoted on a private website.
