Chief Minister's Krishi Rinn Yojana (CMKRY)
Arunachal Pradesh state government scheme
Chief Minister's Krishi Rinn Yojana is an Arunachal Pradesh interest subvention scheme that makes crop loans up to Rs 3 lakh effectively interest free. Farmers get 4% relief on the interest, plus 3% more for repaying within one year. Apply through any bank with a Kisan Credit Card and a land holding certificate.
What is Chief Minister's Krishi Rinn Yojana?
Chief Minister's Krishi Rinn Yojana (CMKRY) is an interest subvention scheme of the Government of Arunachal Pradesh that came into effect on 1 April 2017. The Agriculture and Marketing Department is the nodal department, and the Department of Finance implements the subvention through the banking channel. The transliterated name Mukhya Mantri Krishi Rinn Yojana refers to the same scheme.
Chief Minister's Krishi Rinn Yojana does not give a farmer a grant. It pays the interest on a short-term crop loan so that the farmer borrows working capital at zero cost. The state gives a 4% interest subvention on crop loans of up to Rs 3 lakh, and adds a further 3% incentive where the farmer repays within one year. Taken together with the central interest subvention that already applies to short-term crop loans, the effect for a prompt-repaying farmer is a fully interest free crop loan.
The reason for the scheme is specific to Arunachal Pradesh. Formal credit penetration in the state's farm sector has historically been low, and many cultivators fall back on informal borrowing at high rates at the start of the sowing season. CMKRY makes the bank route cheaper than the moneylender and pairs the incentive with the Kisan Credit Card, so a farmer who uses it once has a permanent credit line for future seasons.
Main features
- Applies to short-term crop production loans and Kisan Credit Card limits up to Rs 3 lakh.
- 4% interest relief, plus 3% more for repayment within one year.
- Farmers repaying on time effectively pay zero interest.
- NABARD acts as the channel partner for reimbursing the subvention to banks.
- No separate scheme portal, the benefit is claimed at the bank branch along with the loan.
Who is eligible for Chief Minister's Krishi Rinn Yojana?
You can apply if:
- You are an active farmer in Arunachal Pradesh cultivating short-term seasonal crops.
- You hold a Kisan Credit Card, or are applying for a crop production loan.
- Your KCC limit or crop loan does not exceed Rs 3 lakh. Larger limits are allowed, but only the first Rs 3 lakh is covered.
- You have a clean repayment record with no overdue farm loan.
- You satisfy the bank's standard KYC requirements and hold an Aadhaar-seeded account.
You cannot apply if:
- You are not a farmer. The subvention attaches to crop production credit, so non-cultivators are not eligible.
- You are borrowing for perennial food crops or commercial plantation crops. These are explicitly outside the scheme.
- You are an existing defaulter. An overdue farm loan disqualifies the account from the prompt repayment incentive and from a fresh sanction.
- You cannot produce a land holding certificate for the land you cultivate.
Farmers should note that the 3% prompt repayment incentive is conditional, not automatic. Repaying after the one-year window leaves you with only the base relief, and the loan stops being interest free.
What documents are required for CMKRY?
| Document | Mandatory | Notes |
|---|---|---|
| Land holding certificate | Yes | From the Gaon Bura, certified by the Circle Officer |
| Aadhaar card | Yes | Bank KYC and account seeding |
| Aadhaar-seeded bank account | Yes | The crop loan or KCC account |
| Passport-size photograph | Yes | Standard bank KYC file |
| Kisan Credit Card | No | If already held; otherwise applied for together with the loan |
| Other KYC documents | No | Voter ID, PAN or whatever the branch's policy requires |
The land holding certificate deserves attention. Arunachal Pradesh does not have the khasra-khatauni system used in most states, and community and clan land holdings are common. The certificate issued by the Gaon Bura and countersigned by the Circle Officer is the document banks accept in place of a conventional land record, and getting it right at the start prevents most delays.
How to apply for Chief Minister's Krishi Rinn Yojana
- Approach your Gaon Bura and obtain a land holding certificate for the land you cultivate, in the format prescribed by the state government.
- Get the certificate countersigned by the Circle Officer of your circle. Without this certification banks will not process the file.
- Visit the branch of your preferred bank. A commercial bank, the Arunachal Pradesh Rural Bank or the state cooperative bank, and ask for a Kisan Credit Card or crop production loan application under CMKRY.
- Fill the application and attach the land holding certificate, Aadhaar card, photograph and any other KYC document the branch asks for.
- Submit the file and obtain an acknowledgement from the branch.
- The bank appraises and sanctions the loan and issues the KCC. Draw the amount you need for the season.
- Repay within one year to secure the extra 3% incentive and keep the loan interest free.
There is no online application route for CMKRY. The benefit is administered inside the banking system, so the branch that sanctions the loan is also the place where the subvention is applied to the account.
How is the benefit actually paid?
Chief Minister's Krishi Rinn Yojana is a subvention, not a transfer. The bank charges the loan at its normal rate, and the state's share of the interest is reimbursed to the bank through NABARD as channel partner. From the farmer's side, the interest simply does not appear as a charge on the account, or is credited back at the end of the year on prompt repayment.
That has two practical consequences. First, there is no separate bank credit to watch for — the benefit is visible in the loan statement, as interest reversed or not levied. Second, the timing of the prompt repayment incentive depends on when the bank closes the account for the year, so a farmer who repays in month eleven may still see the reversal only at the annual review.
Why is the CMKRY benefit denied?
- Repayment after one year, which forfeits the 3% prompt repayment incentive.
- Loan taken for an excluded crop; perennial food crops or commercial plantation crops.
- Loan limit above Rs 3 lakh, where the portion above the ceiling is not covered.
- Land holding certificate not countersigned by the Circle Officer.
- Existing overdue on another farm loan, which makes the account ineligible.
- Account not Aadhaar-seeded, which stalls the subvention accounting.
If your loan statement shows interest charged despite timely repayment, raise it first with the branch manager, who can confirm whether the account was flagged under the scheme at sanction. A loan sanctioned without the CMKRY tag is the usual cause.
Help and grievance redressal
- Branch manager of the financing bank: first point of contact for interest charged wrongly or a missing prompt repayment incentive.
- District Agriculture Officer for eligibility, land holding certificate and scheme coverage questions.
- Circle Officer for issues with certification of the land holding certificate.
- Lead District Manager of your district, if the branch does not resolve a subvention dispute.
No fee is payable to any agent for a CMKRY-linked loan. Banks may levy their normal, published processing charges on a crop loan, but nobody may charge for "arranging" the state's interest subvention.
How to check your application status
CMKRY has no separate scheme portal and no application tracking ID, because the subvention rides on a normal bank loan account rather than a standalone government application. Checking status means checking the loan account itself, through whichever of these applies to your stage.
If you have just applied for the Kisan Credit Card or crop loan:
- Go back to the same bank branch where you submitted the land holding certificate and KYC documents, and ask the loan officer for the file status against your acknowledgement receipt. Banks do not push status updates by SMS for this scheme, so a branch visit or phone call to the branch is the only reliable check.
- If the branch says the file is still with the Circle Officer for certification of your land holding certificate, follow up there directly rather than at the bank, since the delay sits outside the bank's control at that stage.
- Ask specifically whether the account has been tagged under CMKRY at the time of sanction. This tag is what triggers the interest subvention later, and a loan sanctioned without it will not show the interest relief even if you qualify.
If your Kisan Credit Card or crop loan is already sanctioned and disbursed:
- Check your loan account statement with the bank, either at the branch or through passbook update. The subvention shows up as interest not levied, or as an interest reversal entry, not as a separate deposit.
- Because the state routes the subvention to the bank through NABARD as channel partner, the reversal for prompt repayment is usually posted only at the bank's annual review of the account, not immediately on the day you repay. Repaying in month eleven, for instance, can still mean the credit only appears when the account is reviewed for the season.
- If the statement shows interest charged in full despite timely repayment, that is a status question to raise with the branch manager, who can check whether the account was flagged under the scheme at sanction, which is the most common reason the reversal does not appear.
Who to approach if the branch cannot resolve it:
- The Lead District Manager (LDM) of your district is the escalation point when a branch is unable to confirm or correct a subvention entry on its own.
- The District Agriculture Officer can confirm whether your loan and crop type were within the scheme's coverage in the first place, which is useful when the bank's answer is unclear on eligibility rather than on processing.
There is no helpline number or online status page published for CMKRY specifically, so these bank-and-department contacts are the only status channel that exists for this scheme.

Frequently asked questions
How much interest do farmers pay under Chief Minister's Krishi Rinn Yojana?
Farmers who repay within one year pay no interest at all. Chief Minister's Krishi Rinn Yojana gives 4% interest relief up front and a further 3% for prompt repayment inside one year, which together make the crop loan fully interest free.
What is the maximum loan covered under CMKRY?
Loans up to Rs 3 lakh are covered. If your Kisan Credit Card limit or crop production loan exceeds Rs 3 lakh, the excess does not attract the state interest subvention.
Who is eligible for Chief Minister's Krishi Rinn Yojana?
Active farmers in Arunachal Pradesh cultivating short-term seasonal crops, who hold a Kisan Credit Card or are applying for a crop production loan of up to Rs 3 lakh, and who have a clean repayment record, are eligible.
Which crops are not covered by CMKRY?
Perennial food crops and commercial plantation crops are excluded. Chief Minister's Krishi Rinn Yojana is meant for short-term seasonal crop production, not for long-gestation plantations.
How do I apply for CMKRY?
Apply at your bank branch. Obtain a land holding certificate from your Gaon Bura, get it certified by the Circle Officer, and submit it with your Aadhaar and photograph along with a Kisan Credit Card or crop loan application.
When was Chief Minister's Krishi Rinn Yojana launched?
Chief Minister's Krishi Rinn Yojana came into effect on 1 April 2017. It is a state plan scheme of the Government of Arunachal Pradesh, nodal to the Agriculture Department and implemented through the Finance Department.
What happens if I do not repay the CMKRY loan on time?
You lose the additional 3% prompt repayment incentive. The loan stops being interest free, and the account can also lose its clean repayment status, which affects your eligibility for the next season's subvention.
Do I need a Kisan Credit Card to get the benefit?
Not necessarily beforehand. Farmers who already hold a KCC get the subvention on it, and farmers who do not can apply for a KCC or a crop production loan at the same time as claiming the benefit.
