Caste Certificate (Scheduled Tribe Certificate) in Arunachal Pradesh
Arunachal Pradesh state government scheme
A Caste Certificate in Arunachal Pradesh is issued by the District Administration as a Scheduled Tribe (ST) certificate, applied for online on the Arunachal eServices portal at eservice.arunachal.gov.in or in person at the Jansuvidha Centre in the Deputy Commissioner's office. The application needs a Gaon Burah verification report and the father's or guardian's land passbook or land possession certificate.
What is a caste certificate in Arunachal Pradesh?
A caste certificate in Arunachal Pradesh is, in practice, a Scheduled Tribe (ST) certificate. Arunachal Pradesh has an overwhelmingly tribal population, and district portals across the state; Papum Pare, Siang, East Siang, Upper Subansiri, Lower Subansiri, Namsai, Shi Yomi: list the service under names such as "Caste Certificate", "ST Certificate", "Tribe Certificate" and "Schedule Tribe Certificate". All of them point to the same state service: Issuance of Schedule Tribe Certificate, offered by the District Administration on the Arunachal eServices portal at eservice.arunachal.gov.in.
The certificate states that the holder belongs to a tribe notified as a Scheduled Tribe for Arunachal Pradesh. Once issued, it is the document a student attaches to a scholarship form, a candidate attaches to a reserved-category recruitment application, and a family attaches to welfare applications where ST status is the entry condition.
Arunachal eServices issues the certificate as a digitally signed e-certificate, carrying an Application Reference Number and a Token Number at the bottom, so a verifying office can confirm it independently.
Who can and cannot apply for the ST certificate in Arunachal Pradesh?
Who can apply: a resident of Arunachal Pradesh who belongs to a tribe notified as a Scheduled Tribe for the state, and whose descent can be corroborated by the village authority. Because tribe is traced through the father, the documents the state asks for are built around the father or guardian: his land allotment passbook or land possession certificate, and, optionally, his own ST certificate. Minors apply through a parent or guardian on the same basis.
Who cannot apply: a person who does not belong to a Scheduled Tribe notified for Arunachal Pradesh is not eligible, however long they have lived in the state; residence alone does not create tribal status, which is why the state keeps the Permanent Residence Certificate as a separate service. A person whose family belongs to a tribe scheduled in a different state cannot apply here for an Arunachal ST certificate on the strength of that other state's certificate; ST status is state-specific and area-specific. A woman cannot acquire ST status by marrying an ST man; she is certified on her own birth family's tribe, as is the settled rule across states. Anyone who cannot produce a Gaon Burah verification report, or whose land document does not match the present address on the form, will be not eligible to have the application processed until that gap is closed.
What documents are required?
Arunachal eServices lists, for the Issuance of Schedule Tribe Certificate:
- Verification document from the Gaon Burah or Head Gaon Burah and the Administrative Officer, the mandatory local certification of tribe and village.
- Attested copy of the Land Allotment Passbook (urban) of the father or guardian, corresponding to the present address; or
- Attested copy of the Land Possession Certificate (rural) of the father or guardian, corresponding to the present address.
- A recent colour passport-size photograph.
Optional supporting documents the portal accepts are the applicant's birth certificate, the father's ST certificate, and the applicant's Permanent Residence Certificate. Attach all three where you have them, the father's ST certificate in particular resolves most descent queries before they are raised.
The single most common paperwork failure is a mismatch: the land passbook or possession certificate belongs to a different address from the one written as the present address. Fix that before you submit, not after a rejection.
How to apply for a caste certificate in Arunachal Pradesh online
- Open eservice.arunachal.gov.in and click Login, then Register. Enter your name, email ID, mobile number, a password, select the state, and complete the captcha.
- Verify your account using the link sent to your registered email, then log in with the same credentials.
- Choose the District Administration service "Issuance of Schedule Tribe Certificate" from the service list.
- Fill the application form — name, father's or guardian's name, tribe, village, present address and permanent address. Keep the present address identical to the address on the land document you are uploading.
- Upload the documents: the Gaon Burah / Head Gaon Burah verification countersigned by the Administrative Officer, the attested land allotment passbook (urban) or land possession certificate (rural) of the father or guardian, the colour photograph, and any optional documents you have.
- Submit and note the Application Reference Number. This number is how you track the file and, later, how the certificate is verified.
- Download the e-certificate from your portal account once the District Administration approves it. The certificate carries the Application Reference Number and a Token Number.
How to apply offline at the Jansuvidha Centre
- Visit the Jansuvidha Centre at your district Deputy Commissioner's office. Papum Pare district lists it at the DC office, Yupia (PIN 791110); Siang district lists it at the DC office, Pangin (PIN 791102). Every district DC office runs one.
- Collect and complete the Schedule Tribe certificate application form, attaching the Gaon Burah verification, the father's or guardian's land document, and the photograph.
- Submit at the counter and collect the acknowledgement carrying the reference number.
- Collect the certificate from the same centre, or download it from eServices, once the District Administration approves it.
The Jansuvidha route matters in Arunachal Pradesh more than in most states, because network coverage in the interior circles is uneven and many applicants find it faster to hand over papers at the DC office than to upload them.
How do I check my application status?
Log in to eservice.arunachal.gov.in and open your application using the Application Reference Number issued at submission. For an offline application, quote the acknowledgement number at the Jansuvidha Centre counter. To check a certificate someone has given you, use the Verify Certificate link on the eServices home page and enter the Application Reference Number together with the Token Number printed at the bottom of the certificate. This is the check colleges and recruiting boards run.
What does it cost, and how long does it take?
Arunachal eServices does not publish a fee or a statutory timeline on the service description for the Schedule Tribe certificate, and neither do the district service pages. Treat that as it reads: pay only the amount the portal's payment page or the Jansuvidha counter asks for, and insist on a receipt. Do not pay an agent, a broker or a "form filler" a separate charge to get a government certificate moved, the portal is open to any citizen with an email ID and a mobile number, and the Jansuvidha Centre accepts applications directly. Where a state has not published a fee, an inflated quote from a middleman is the clearest warning sign there is.
Processing time depends on how quickly the Gaon Burah verification and the Administrative Officer countersignature reach the District Administration. Applications submitted with a complete, address-matched document set move fastest.
Is the certificate valid forever?
A Scheduled Tribe certificate records descent, which does not change, so it does not carry a routine expiry the way an income certificate does. In practice, some institutions ask for a recently issued copy, and the digitally signed Arunachal e-certificate can be re-downloaded from your eServices account whenever a fresh printout is needed. Keep the Application Reference Number and Token Number safe, they are what make the copy verifiable.
Why do applications get rejected?
- The Gaon Burah verification is missing or has not been countersigned by the Administrative Officer.
- The land allotment passbook or land possession certificate does not correspond to the present address written on the form. The mismatch the portal's own document list explicitly warns about.
- The wrong document type is attached: an urban applicant uploading a rural land possession certificate, or the reverse.
- The father's or guardian's name and details on the land document do not match the parentage claimed in the form.
- The tribe named is not a Scheduled Tribe notified for Arunachal Pradesh.
- Illegible scans; attested photocopies photographed at an angle are a routine cause of a file being sent back.
Where do I complain if the application stalls?
Start at the Jansuvidha Centre of your district Deputy Commissioner's office, quoting the Application Reference Number, the DC office is the issuing authority and can tell you exactly which stage the file is at. Arunachal eServices lists 155250 as its helpline and sio-arn@nic.in as the contact for portal problems; use these for login failures, upload errors and certificate download issues. District contacts are published on each district's NIC website, for example Papum Pare at dc-ppare-arn@nic.in and Siang at dc-siang-arn@gov.in.

Frequently asked questions
Where do I apply for a caste certificate in Arunachal Pradesh?
Apply on the Arunachal eServices portal at eservice.arunachal.gov.in, under the District Administration service called Issuance of Schedule Tribe Certificate. District websites such as Papum Pare and Siang direct applicants to the same portal, and also allow walk-in applications at the Jansuvidha Centre inside the Deputy Commissioner's office.
Who issues the caste certificate in Arunachal Pradesh?
The District Administration issues it, through the Deputy Commissioner's office in the applicant's district. Arunachal eServices lists District Administration as the department for the Schedule Tribe certificate, and district portals route applicants to the Jansuvidha Centre at the DC office.
Why is a Gaon Burah verification needed?
The Gaon Burah or Head Gaon Burah is the village authority who certifies that the applicant belongs to the tribe and to that village, and the Arunachal eServices document list makes this verification, countersigned by the Administrative Officer, the first requirement. Without it the District Administration has no local corroboration of tribe.
What is the difference between a caste certificate and a PRC in Arunachal Pradesh?
A Scheduled Tribe certificate proves tribe, while a Permanent Residence Certificate proves residence in the state. Arunachal eServices lists them as two separate District Administration services with different document sets, and many benefits ask for both.
Can I apply for the Arunachal Pradesh ST certificate offline?
Yes, by visiting the Jansuvidha Centre at your district Deputy Commissioner's office. Papum Pare district lists the Jansuvidha Centre at the DC office in Yupia, and Siang district lists it at the DC office in Pangin.
How do I verify an e-certificate issued by Arunachal eServices?
Use the Verify Certificate link on eservice.arunachal.gov.in and enter the Application Reference Number and the Token Number printed at the bottom of the certificate. Employers and colleges use the same check.
How much does the Arunachal Pradesh caste certificate cost?
Arunachal eServices does not publish a fee for the Schedule Tribe certificate on its service description page, so pay only what the portal or the Jansuvidha Centre counter charges and demands a receipt for. Any agent asking for a large "processing" payment is charging you privately, not on the government's behalf.
