What is Atma Nirbhar Plantation Yojana?

Atma Nirbhar Plantation Yojana, abbreviated ANPY and often written in Hindi as Atma Nirbhar Plantation Yojna, is a credit-linked subsidy scheme of the Government of Arunachal Pradesh. According to the official Atma Nirbhar Yojana portal maintained by the Department of Agriculture, ANPY is one of five sector schemes launched together under the Atma Nirbhar Yojana umbrella:

  • ANKY; Atma Nirbhar Krishi Yojana, for agriculture and field crops
  • ANBY: Atma Nirbhar Bagwani Yojana, for horticulture and fruit crops
  • ANPY, Atma Nirbhar Plantation Yojana, for plantation crops
  • ANPPY: Atma Nirbhar Pashu Palan Yojana, for animal husbandry
  • ANMPY, Atma Nirbhar Matsya Palan Yojana, for fisheries

The portal describes Arunachal Pradesh as "primarily an agrarian economy having five distinct demographical zones with its own climate and ecology", and states that the schemes were framed with "specific eligible entity and front ended subsidy structure" to make the state self-reliant in food-chain augmentation.

The defining feature of ANPY is the 45:45:10 funding pattern. The state government pays 45 per cent of the plantation cost as a front-ended subsidy, a bank lends 45 per cent, and the beneficiary contributes only 10 per cent. Because the subsidy is front-ended, it is credited into the loan account at the start rather than reimbursed after the plantation matures, which cuts the interest the farmer pays over the life of the loan.

Which crops does ANPY cover?

ANPY funds six plantation crops:

  • Arecanut
  • Betel vine
  • Coconut
  • Coffee
  • Rubber
  • Tea

These are long-gestation crops. A tea or rubber plot does not earn in year one, which is exactly why the scheme pairs a front-ended subsidy with a term loan rather than expecting the farmer to self-finance the establishment years. Fruit crops such as apple, kiwi, walnut and mandarin orange are not funded here. They belong to the Atma Nirbhar Bagwani Yojana run alongside ANPY.

Who is eligible for Atma Nirbhar Plantation Yojana?

According to the eligibility criteria published by the District Administration of Lohit, ANPY can be availed by individual farmers as well as SHGs and FPOs.

You can apply if:

  • You are a permanent resident of Arunachal Pradesh.
  • You are a farmer directly involved in agricultural activity and ready to take up plantation.
  • You meet the land area band for your category:
  • Individual farmer: minimum 0.50 hectare, maximum 25 hectares
  • Self Help Group; minimum 1.0 hectare, maximum 50 hectares
  • Farmer Producer Organisation, minimum 5 hectares, maximum 50 hectares
  • You are applying as an SHG already in existence before the involvement of the State Rural Livelihoods Mission, or as an SHG formed for the agriculture sector. SHGs formed for agriculture are given priority.
  • You are an FPO that is registered, holds at least one audited balance sheet, and has at least 100 shareholders, with all board members and members being non-defaulters to any bank or financial institution.

You cannot apply — and are not eligible; if:

  • You are a bank defaulter. The published criteria name defaulters as disqualified, and the no-dues certificate is a mandatory document precisely to test this.
  • You are a government servant. This exclusion is stated in plain terms on the district scheme page.
  • Your SHG was formed for a non-agricultural trade. SHGs formed for small scale industries such as weaving, knitting, tailoring or other business vending are explicitly not entertained or qualified.
  • Your holding falls below the floor; under 0.50 hectare for an individual, under 1.0 hectare for an SHG, or under 5 hectares for an FPO.
  • Your FPO has fewer than 100 shareholders or has never filed an audited balance sheet.

How much benefit does ANPY provide?

The financial structure has two moving parts, and it helps to see them together.

Subsidy. The Government of Arunachal Pradesh contributes 45 per cent of the assessed plantation cost, front-ended into the account.

Loan. A bank contributes 45 per cent. The collateral-free ceilings are:

Applicant Collateral-free loan limit
Individual farmer Rs 1,60,000
Self Help Group Rs 10,00,000

Own contribution. The beneficiary funds the remaining 10 per cent.

State Bank of India, Arunachal Pradesh Rural Bank and the Arunachal Pradesh State Co-operative Apex Bank are the lending partners associated with the Atma Nirbhar Yojana schemes. A project sized within the collateral-free ceiling needs no security; a larger project can still be sanctioned, but the bank may then ask for security on the amount above the ceiling under its normal credit policy.

What documents are required for ANPY?

The Atma Nirbhar Yojana portal lists a common document set across ANKY, ANBY, ANPY, ANPPY and ANMPY:

Document Mandatory Notes
Aadhaar card Yes Identity and DBT seeding
PAN card Yes Bank KYC for the credit component
Bank passbook front page Yes Account into which the front-ended subsidy is credited
No-dues certificate from bank Yes Proves the applicant is not a defaulter
Land availability certificate Yes In the format downloadable from the portal
Detailed Project Report (DPR) Yes The plantation proposal and costing
ST certificate Yes Listed among the portal's required documents

Alongside these, applicants are asked for a voter ID, residence proof, a passport-size photograph, land details, plantation details and an active mobile number for OTP and status messages.

How to apply for Atma Nirbhar Plantation Yojana online

  1. Open the official portal at agri.arunachal.gov.in/atmanirbhar_yojana and choose ANPY from the five Atma Nirbhar schemes listed on the home page.
  2. Register with your name, mobile number and email to create a login. Keep the mobile number active, it receives the OTP and later the status alerts.
  3. Log in and complete the personal details section: name, father's name, village, circle, district, category and Aadhaar number.
  4. Download the land availability certificate format from the portal, get it filled and certified locally, and keep the scanned copy ready.
  5. Fill the project proposal details, the crop you propose from the six eligible plantation crops, area in hectares, and the costing that forms your Detailed Project Report.
  6. Upload the documents; Aadhaar, PAN, passbook front page, no-dues certificate, land availability certificate, DPR and ST certificate.
  7. Submit the application and save the reference number shown on screen.
  8. Attend verification by agriculture department officials, who check the plot against the land availability certificate and the DPR.
  9. Once verified, the file moves to the partner bank branch for sanction of the 45 per cent loan, with the state subsidy front-ended into the same account.

How to apply for ANPY offline

Not every applicant in Arunachal Pradesh has reliable connectivity, and the District Administration's own guidance points applicants to a physical office.

  1. Visit the District Agriculture Office of your district with your Aadhaar, PAN, land papers and bank passbook.
  2. Ask the office to guide you through the online registration: district offices assist with data entry where the applicant cannot file online.
  3. Get the land availability certificate completed in the prescribed format and certified.
  4. Have your DPR prepared with the help of the District Agriculture Officer or Agriculture Development Officer, who know the crop-wise cost norms.
  5. Submit and collect an acknowledgement.

How do I check my ANPY application status?

  1. Log in to agri.arunachal.gov.in/atmanirbhar_yojana with the credentials you created at registration.
  2. Open your application dashboard to see whether the file is at registration, verification, or bank stage.
  3. If the portal is unreachable. It is a state-hosted application and has had server outages, follow up in person at the District Agriculture Office with your reference number.
  4. After sanction, confirm the subsidy credit in your loan account passbook at the branch, since the subsidy is front-ended rather than paid to you directly.

Why do ANPY applications get rejected?

  • Bank defaulter status, discovered when the no-dues certificate is checked.
  • Applicant is a government servant, an outright disqualification.
  • Land area below the minimum for the applicant category, or the land availability certificate showing a different area from the DPR.
  • SHG formed for a non-agricultural trade such as weaving or tailoring.
  • FPO without an audited balance sheet or with fewer than 100 shareholders.
  • Weak or copied DPR that does not match crop-wise cost norms for the district.
  • Aadhaar and bank account name mismatch, which stalls the subsidy credit.

Most of these are fixable. Clear the outstanding dues and obtain a fresh no-dues certificate, re-measure and re-certify the plot so the certificate and DPR agree, or reconstitute the group correctly before re-applying.

Where do I complain about ANPY?

  • Department of Agriculture, Naharlagun helpline: 0360-2244252.
  • District Agriculture Officer of your district, for verification and sanction delays.
  • Partner bank branch manager, where the file has reached the bank but the loan or the front-ended subsidy has not been credited.
  • Feedback and Contact Us sections on agri.arunachal.gov.in for written complaints to the department.

Registration on the Atma Nirbhar Yojana portal is free. No agent is authorised to charge a fee for filing an ANPY application or for "getting a sanction", and the department does not require any payment before the loan is disbursed.

Frequently asked questions

What is the subsidy pattern under Atma Nirbhar Plantation Yojana?

Atma Nirbhar Plantation Yojana follows a 45:45:10 funding pattern — the Government of Arunachal Pradesh contributes 45 per cent of the plantation cost as a front-ended subsidy, a bank lends 45 per cent, and the beneficiary contributes the remaining 10 per cent. The farmer therefore needs to arrange only one-tenth of the project cost from own funds.

How much loan can I get under ANPY without collateral?

An individual farmer can take a collateral-free loan of up to Rs 1,60,000 under ANPY, and a Self Help Group up to Rs 10,00,000. These limits follow the RBI's collateral-free agricultural lending norms, so a project sized within them does not require security.

Which crops are covered by Atma Nirbhar Plantation Yojana?

ANPY covers six plantation crops — arecanut, betel vine, coconut, coffee, rubber and tea. Fruit crops such as apple, kiwi and orange fall under the separate Atma Nirbhar Bagwani Yojana, and field crops under the Atma Nirbhar Krishi Yojana.

How much land do I need to apply for ANPY?

An individual farmer needs a minimum of 0.50 hectare and can be assisted up to a maximum of 25 hectares. A Self Help Group needs between 1.0 and 50 hectares, and a Farmer Producer Organisation between 5 and 50 hectares.

Can a government servant apply for Atma Nirbhar Plantation Yojana?

No. The District Administration's published eligibility explicitly states that bank defaulters and government servants cannot avail the scheme. This exclusion applies whether the person applies individually or as a member of an SHG.

Which banks give the loan under ANPY?

State Bank of India, Arunachal Pradesh Rural Bank and the Arunachal Pradesh State Co-operative Apex Bank are the lenders associated with the Atma Nirbhar Yojana schemes. Your District Agriculture Office routes the approved file to the branch nearest your plot.

Is ANPY applied for online or offline?

ANPY is applied for online at agri.arunachal.gov.in/atmanirbhar_yojana, where you register, log in, fill personal and project details and upload documents. Verification and the bank interface then happen offline through the District Agriculture Office.

What is the difference between ANPY, ANKY and ANBY?

ANPY funds plantation crops, ANKY (Atma Nirbhar Krishi Yojana) funds agriculture and field crops, and ANBY (Atma Nirbhar Bagwani Yojana) funds horticulture and fruit crops. All three sit under the same Atma Nirbhar Yojana umbrella with the same portal, alongside ANPPY for animal husbandry and ANMPY for fisheries.
