What is Atma Nirbhar Krishi Yojana?

Atma Nirbhar Krishi Yojana (ANKY) is a state-funded, credit-linked subsidy scheme of the Department of Agriculture, Government of Arunachal Pradesh, launched in 2021. The name is often transliterated as Atmanirbhar Krishi Yojana, and it belongs to a family of Atma Nirbhar schemes the state runs in parallel for horticulture (Bagwani), plantation, animal husbandry (Pashu Palan) and fisheries (Matsya Palan). All of them share the same funding formula and the same application portal.

Atma Nirbhar Krishi Yojana works on a 45:45:10 pattern. The state government releases 45% of the approved project cost as a back-ended subsidy, a participating bank lends 45% as a term loan, and the beneficiary puts in 10% as margin money. A farmer setting up a Rs 2 lakh project therefore contributes about Rs 20,000 of their own money, borrows about Rs 90,000, and receives about Rs 90,000 as subsidy.

The scheme's purpose is to move Arunachal Pradesh agriculture from subsistence cultivation towards commercially viable, bankable farm units. Instead of paying out small one-time grants, ANKY pushes farmers into the formal banking system, where the subsidy reduces the effective loan burden and the bank's appraisal enforces a realistic project plan.

Main features

  • 45% state subsidy, 45% bank loan, 10% beneficiary contribution.
  • Collateral-free lending up to Rs 1.60 lakh for individuals and Rs 10 lakh for Self Help Groups.
  • Repayment moratorium of 12 months to 4 years depending on the crop or the machinery financed.
  • Participating banks are the State Bank of India, Arunachal Pradesh Rural Bank and the Arunachal Pradesh State Cooperative Apex Bank.
  • Applications are handled through a single online portal shared with the other Atma Nirbhar schemes.

Which farming activities does ANKY fund?

Atma Nirbhar Krishi Yojana funds a defined list of components rather than open cash support. According to the department's scheme material, the eligible activities include:

  • Scientific land terracing on the state's sloping terrain, so that jhum land can be converted into stable, permanently cultivable terraces.
  • Double cropping, raising a second crop on land that currently yields one.
  • Field crops: cereals, pulses, oilseeds, root crops, spices and vegetables.
  • Plantation crops, including tea and rubber.
  • Apiculture (beekeeping) units.
  • Farm mechanisation: power tillers, tractors and implements.
  • Post-harvest machinery such as threshers, dryers and mini processing units.
  • Custom hiring centres, where a group buys machinery and rents it to neighbouring farmers.

The component you choose decides your project cost, and the project cost decides the subsidy. There is no fixed rupee benefit that applies to everyone.

Who is eligible for Atma Nirbhar Krishi Yojana?

You can apply if:

  • You are a permanent resident of Arunachal Pradesh holding a valid Permanent Residential Certificate.
  • You are directly engaged in agriculture, as an individual farmer, a member of a registered Self Help Group, or a Farmer Producer Organisation.
  • You hold the minimum land area for your category: 0.50 to 25 hectares for an individual farmer, 1 to 50 hectares for an SHG, and 5 to 50 hectares for an FPO. An FPO must additionally have at least 100 shareholders.
  • You are able to arrange the 10% beneficiary contribution and are acceptable to a bank for the 45% loan.

You cannot apply if:

  • You are a bank defaulter. A pending overdue loan disqualifies the application at the bank appraisal stage, because ANKY is credit-linked and cannot be sanctioned without a fresh loan.
  • You are a government employee. Serving employees are not eligible under the scheme guidelines.
  • You are not a permanent resident of Arunachal Pradesh.
  • You hold less than the minimum land for your category, or cannot produce a land possession document or a registered lease for the land in your project.

Applicants should also note that a single project is sanctioned per beneficiary in a given round. Applying separately under ANKY and one of the sibling Atma Nirbhar schemes for the same land and the same activity is treated as a duplicate claim.

How to apply for Atma Nirbhar Krishi Yojana online

  2. Register with your name, mobile number and Aadhaar number, and verify the OTP sent to your phone.
  3. Log in and fill the multi-step application form: personal details, residence and district, land details, and the activity you want funded.
  4. Enter your project proposal: the component, the unit size and the component-wise cost. This is what the 45:45:10 split will be calculated on.
  5. Upload the documents โ€” PRC, Aadhaar, land papers, photograph, bank passbook and the Detailed Project Report.
  6. Submit the application and save the acknowledgement or reference number shown on screen.
  7. Wait for district-level verification. The District Agriculture Officer checks the land and the proposal on the ground.
  8. Once the department approves, the file moves to your chosen bank for loan sanction. Complete the bank's KYC, sign the sanction papers and deposit your 10% margin money.

How to apply for ANKY offline

  1. Visit the District Agriculture Office in your district and ask for the Atma Nirbhar Krishi Yojana application form.
  2. Fill the form and attach the PRC, Aadhaar, land document, photograph, bank passbook copy and the project report.
  3. Submit the file to the District Agriculture Officer and collect a dated receipt.
  4. Attend the field verification when the department's officer visits your land, and keep the original documents ready.
  5. Take the department's approval letter to the branch of your participating bank to complete the loan formalities.

Farmers in remote circles can also route the application through the Circle Agriculture Officer or the Agriculture Development Officer attached to their block, who forwards it to the district office.

How do I check my ANKY application status?

Log in to the same account on the Atma Nirbhar Yojana portal and open the application status or dashboard section, where the stage; submitted, verified, approved, or forwarded to bank; is displayed against your reference number. Applicants who applied offline should follow up at the District Agriculture Office with the receipt number.

Selected applicants are informed by SMS or email on the contact details given in the form, so an active mobile number matters. After bank sanction, the subsidy portion is released as a back-ended payment into the loan account, not as cash in hand, so check the loan statement rather than the savings account for it.

Why are ANKY applications rejected?

  • Land area below the minimum for the category applied under, or land documents that do not cover the area claimed in the project report.
  • No Permanent Residential Certificate, or a certificate in another family member's name.
  • Defaulter status at the bank, which stops the credit-linked file.
  • Unrealistic or incomplete project report, missing component-wise costs is the most common technical defect.
  • Government service of the applicant, which is an explicit exclusion.
  • Bank account not Aadhaar-seeded, which delays the subsidy release even after approval.

Most of these are fixable. A rejected file can usually be re-submitted in the next round once the land document, the PRC or the project costing is corrected.

Help and grievance redressal

  • Directorate of Agriculture helpline: 0360-2244252
