Birth Certificate in Arunachal Pradesh
Arunachal Pradesh state government scheme
Birth Certificate in Arunachal Pradesh is issued by the Department of Economics & Statistics through the District Statistical Officer at each district headquarters, with SDOs, EACs and Circle Officers acting as Registrars of Births and Deaths. Births must be reported within 21 days, and applications are filed at the district statistical office or on the state eServices ServicePlus portal.
What is a birth certificate in Arunachal Pradesh?
A birth certificate in Arunachal Pradesh is the certified extract of the register of births maintained under the Registration of Births and Deaths Act 1969 by the Department of Economics & Statistics, Government of Arunachal Pradesh. Arunachal Pradesh is one of a small group of states; Mizoram is another: where civil registration sits with the statistics department rather than with a health directorate, a revenue office or a municipal body. That single fact explains most of the confusion families run into, because the Deputy Commissioner's revenue counters that issue Scheduled Tribe and Permanent Residence certificates do not hold the birth register.
The district administrations state this consistently:
- West Kameng; "Birth Certificate can be obtained from Office of the District Statistical Officer, Bomdila, West Kameng District", under the Department of Economics and Statistics.
- Lower Dibang Valley. The District Statistics Office, Department of Economics & Statistics, near the Helipad, Roing (PIN 792110).
- Upper Subansiri, the Department of Economics and Statistics, DC Office, Daporijo (PIN 791112).
- Changlang, birth and death certificate services listed through the district administration.
The registration chain in Arunachal Pradesh runs as follows:
| Level | Officer |
|---|---|
| District | District Statistical Officer, acting as Additional District Registrar of Births and Deaths |
| Sub-division and circle | SDO, Extra Assistant Commissioner or Circle Officer, acting as Registrar of Births |
| Capital municipal area | Itanagar Municipal Corporation, listed as the service provider for births inside its limits |
| Health institutions | The medical officer of the district hospital, CHC or PHC reports the birth |
For a state of 26-odd districts spread across some of the most difficult terrain in India, that circle-level Registrar is the important one: the Circle Officer or EAC is often the nearest government officer to a family and is supported to register the birth.
Arunachal Pradesh also runs a state eServices portal at eservice.arunachal.gov.in, built on the ServicePlus platform. The portal describes itself as "a single, unified, metadata-based portal to citizen and government alike where any service can be defined, accessed, delivered and monitored". A citizen registers once, logs in, fills the online form, uploads scanned supporting documents, submits, and is notified of the decision by SMS. The portal also carries a "Verify Certificate" link, where any office can check an issued e-certificate by entering the Application Reference Number and Token Number printed at the bottom of the certificate.
Reporting of a birth is also possible on the national Civil Registration System portal at dc.crsorgi.gov.in, which is open for events occurring in Arunachal Pradesh. Since 1 October 2023 the Registration of Births and Deaths (Amendment) Act 2023 has applied here as elsewhere, making the birth certificate the single document to prove date and place of birth and bringing the parents' and informant's Aadhaar into the birth reporting information.
Who can and who cannot apply?
You can obtain an Arunachal Pradesh birth certificate if the birth took place inside the state and you are an informant or interested party under the 1969 Act:
- The father or mother of the child.
- The head of the household where a home delivery took place.
- The medical officer in charge of the district hospital, CHC or PHC where the delivery happened, who reports it directly.
- The jail superintendent for a birth in prison, and the officer in charge of a hostel or public institution.
- The Gaon Burah or village headman, or the officer in charge, for an abandoned newborn.
- Any adult born in Arunachal Pradesh needing a certified copy of their own entry.
You cannot apply in Arunachal Pradesh for a birth that took place outside the state. Registration is territorial: a family from Tawang or Tezu whose child was born in a hospital in Dibrugarh, Guwahati or North Lakhimpur must get the certificate from the local registrar in Assam, and no Arunachal office can convert or reissue that entry. This is a live issue in the state, because many families travel out for delivery: check where the delivery actually happened before deciding which office to approach.
You are also not eligible for a fresh registration where the birth is already registered; ask for a certified copy or a correction of the existing entry instead. And no Registrar in Arunachal Pradesh can register a birth more than one year old without a Magistrate's order under Section 13(3).
There is no income test, no tribe condition and no Permanent Residence Certificate requirement for a birth certificate in Arunachal Pradesh. Where the birth happened decides which Registrar holds the record: nothing else.
What documents are required?
The district administrations state that the applicant can download the Birth Certificate Registration Form from the district website or collect it from the Registrar's office. Along with it, Arunachal Pradesh Registrars ask for:
- The completed registration form, signed by the informant.
- The report of the birth under the 1969 Act, filed by the hospital for an institutional delivery or by the head of the household for a home birth.
- The hospital or health centre delivery record showing date, time and sex of the child and the mother's name.
- Aadhaar of both parents, now part of the birth reporting information.
- An affidavit or statement of the informant for a home birth, supported by the Gaon Burah or Circle Officer.
- Residence proof for the time of birth, to confirm the birth falls inside that circle or sub-division.
- The prescribed authority's written permission, where the report is more than 30 days but within one year old.
- A Magistrate's order under Section 13(3), where the birth is over one year old.
How to apply for a birth certificate in Arunachal Pradesh
- Confirm which Registrar holds the record. It is the Registrar for the place of birth, the Circle Officer, EAC or SDO of that circle or sub-division, the Itanagar Municipal Corporation for a birth inside the capital's municipal limits, or the hospital's designated reporting officer for an institutional delivery.
- Collect and fill the Birth Certificate Registration Form, downloading it from the district website or picking it up at the Registrar's office.
- Attach the delivery record, both parents' Aadhaar and the residence proof, adding the informant's affidavit if the delivery was at home.
- Submit the form to the Registrar — the Circle Officer, EAC or SDO, and pay the counter fee, keeping the receipt.
- Collect the certificate from the District Statistical Office of the district: Bomdila for West Kameng, Roing for Lower Dibang Valley, the DC Office complex at Daporijo for Upper Subansiri, and the equivalent office in each other district.
How to apply online through the Arunachal Pradesh eServices portal
- Open eservice.arunachal.gov.in and register as a citizen with your mobile number and email.
- Log in and open the service, then fill up the online form as the portal instructs.
- Upload the scanned supporting documents, the delivery record, the parents' Aadhaar and the residence proof, and submit.
- Wait for the SMS notification of the decision, which the portal sends to the registered mobile number, and track the application status on the portal in the meantime.
- Download the e-certificate and note the Application Reference Number and Token Number printed at the bottom, which any verifying office can check through the portal's "Verify Certificate" link.
What if the birth was never registered, or is over one year old?
Arunachal Pradesh applies Section 13 of the Registration of Births and Deaths Act 1969 in three stages:
- Within 30 days of the birth. The Registrar registers it on payment of the prescribed late fee.
- After 30 days but within one year; registration requires the written permission of the prescribed authority together with an affidavit and the late fee.
- After one year, registration is possible only on the written order of a Magistrate under Section 13(3).
For that last stage, first ask the District Statistical Officer to confirm in writing that no entry exists in the register. Then collect secondary proof of the date of birth, the health centre record if any, the school admission register, the immunisation card, a Gaon Burah's or Circle Officer's confirmation, and file the application before the Magistrate with the parents' affidavit. Take the order back to the Registrar, who then makes the entry.
Adults in Arunachal Pradesh who need a birth certificate for a passport, a central government appointment or higher study outside the state most often fall into this category, particularly where the birth was at home in a remote circle and was never reported at the time.
Why are Arunachal Pradesh birth certificate applications rejected?
- The birth was never reported to the Registrar, so there is no register entry to certify.
- The family approached the Deputy Commissioner's revenue counter rather than the District Statistical Office and the Circle Officer.
- The application was filed in the wrong circle: jurisdiction follows the place of birth, not the family's home village.
- The birth actually took place in Assam and belongs to a registrar there.
- The date of birth, sex of the child or the mother's name does not match the health institution record.
- A home birth was filed without the informant's affidavit and without the Gaon Burah's or Circle Officer's confirmation.
- The report is between 30 days and one year old and the prescribed authority's permission is missing.
- The birth is over one year old and no Section 13(3) Magistrate's order is attached.
Where do you complain, and what about agents?
For the register entry itself, the District Statistical Officer, as Additional District Registrar, is the officer to approach, and above him the Deputy Commissioner of the district. For a stuck or failed online application on the state eServices portal, Arunachal Pradesh publishes the state service helpline 155250, the National Informatics Centre office at the Civil Secretariat, Itanagar on 0360 2212919, and the email serviceplus-arn@nic.in.
Arunachal Pradesh issues the birth certificate at the government fee quoted at the Registrar's counter or shown on the eServices payment screen, and nothing beyond it. Reporting the birth inside 21 days avoids every late fee. No Circle Officer's clerk, statistical office staff member or middleman is entitled to a rupee more than the listed amount. Anyone who offers to "arrange" a birth certificate quickly is filing the same form you can file yourself, before the same Registrar, in the same queue. Take the receipt for whatever you pay and quote it in any complaint.
What do you need the Arunachal Pradesh birth certificate for?
An Arunachal Pradesh birth certificate is the base proof of date of birth for school and college admission, Aadhaar enrolment for a child, a passport, a learner's driving licence, PAN, the electoral roll entry at 18, the Scheduled Tribe certificate, the Permanent Residence Certificate, marriage registration, scholarships, and any government appointment where age must be proved. Because each of those offices retains a copy, most families collect three or four certified copies from the District Statistical Office in one visit rather than making the journey to the district headquarters again, which, from a circle in Anjaw, Dibang Valley or Kurung Kumey, is not a small consideration.
How to check your application status
Arunachal Pradesh gives an applicant two ways to check where a birth certificate application stands, depending on whether it was filed on the eServices portal or filed on paper with the Registrar.
If you applied online through eservice.arunachal.gov.in:
- Log in to the portal with the mobile number and email used at registration.
- Open the "My Applications" or "Track Application" section on the citizen dashboard.
- Enter the Application Reference Number issued at the time of submission, if the dashboard asks for it separately from the login.
- The status shown will read as pending with the Registrar, forwarded to the District Statistical Officer, approved, or rejected with a stated reason.
- Once approved, the e-certificate becomes available to download from the same dashboard, and the SMS notification to the registered mobile number carries the same update.
- To let a third party (a school, a passport office, or any verifying authority) check that a downloaded certificate is genuine, they can use the portal's "Verify Certificate" link and enter the Application Reference Number and Token Number printed at the bottom of the certificate. This does not require the applicant's login.
If you applied offline at the Circle Officer's, EAC's, SDO's, or District Statistical Officer's counter:
- Keep the receipt given at submission; it usually carries a diary or application number.
- Follow up in person or by phone at the same office where the form was filed, quoting that receipt number, since paper applications are not visible on the online tracker unless the office has separately digitised the entry.
- If the office cannot locate the file or gives no clear timeline, escalate to the District Statistical Officer, who holds the district's birth register as Additional District Registrar, and above that office to the Deputy Commissioner.
- For an application stuck specifically on the eServices side, whether filed by the applicant or entered by an office on their behalf, call the state service helpline 155250, or the NIC office at the Civil Secretariat, Itanagar on 0360 2212919, or write to serviceplus-arn@nic.in.
There is no separate SMS-based status-check code published for this service, so the portal dashboard and the phone helpline are the two reliable channels; a purely offline applicant with no diary number to quote should ask the counter to issue one before leaving.

Frequently asked questions
Who issues a birth certificate in Arunachal Pradesh?
The Department of Economics & Statistics of the Government of Arunachal Pradesh issues the birth certificate, through the District Statistical Officer at each district headquarters. The district administrations of West Kameng, Upper Subansiri and Lower Dibang Valley all name the District Statistical Office of the Department of Economics & Statistics as the issuing office. At circle and sub-division level the SDO, EAC or Circle Officer acts as Registrar of Births.
Where do I apply for a birth certificate in Arunachal Pradesh?
Apply at the District Statistical Office of the district where the birth took place — for example the office near the Helipad in Roing for Lower Dibang Valley, the office at Bomdila for West Kameng, and the office in the DC Office complex at Daporijo for Upper Subansiri. Arunachal Pradesh also runs the eServices ServicePlus portal at eservice.arunachal.gov.in, where a citizen can register, apply online, upload scanned documents and track the application.
How do I verify an Arunachal Pradesh e-certificate?
Use the "Verify Certificate" link on eservice.arunachal.gov.in and enter the Application Reference Number and the Token Number printed at the bottom of the certificate. Any office that doubts a certificate issued through the state's ServicePlus platform can confirm it this way without writing to the district.
Within how many days must a birth be registered in Arunachal Pradesh?
A birth must be reported within 21 days of its occurrence in Arunachal Pradesh, as everywhere in India, under the Registration of Births and Deaths Act 1969. Reporting inside 21 days avoids the late fee and the permission stages that follow, and is the single most useful thing a family in a remote circle can do.
What if an Arunachal Pradesh birth is more than 1 year old?
A birth more than one year old can be registered in Arunachal Pradesh only on the written order of a Magistrate under Section 13(3) of the Registration of Births and Deaths Act 1969, after the applicant proves the date and place of birth. Between 30 days and one year, the written permission of the prescribed authority is required instead.
Can a birth in Itanagar be registered with the municipal corporation?
Yes — the Itanagar Municipal Corporation is listed as a service provider for obtaining a birth certificate for births inside the capital's municipal limits, while births elsewhere in the state are registered through the Circle Officer, EAC or SDO and certified by the District Statistical Officer. Jurisdiction always follows the place of birth.
Who do I contact if the Arunachal Pradesh online application is stuck?
Call the state service helpline on 155250, or contact the National Informatics Centre office at the Civil Secretariat, Itanagar on 0360 2212919 or by email at serviceplus-arn@nic.in, as published on the Arunachal Pradesh eServices portal. For the register entry itself, the District Statistical Officer of the district is the right officer.
Does an Arunachal Pradesh birth certificate expire?
An Arunachal Pradesh birth certificate never expires, because it certifies a permanent entry in the register of births kept under the Registration of Births and Deaths Act 1969. An office asking for a "recent" copy is asking for a fresh certified extract of the same entry, which the District Statistical Office issues again at the counter fee.
