Atma Nirbhar Pashu Palan Yojana (ANPPY), Arunachal Pradesh
Arunachal Pradesh state government scheme
Atma Nirbhar Pashu Palan Yojana is the livestock arm of Arunachal Pradesh's Atma Nirbhar Yojana, a credit-linked scheme where the state pays up to 45 per cent of project cost as front-ended subsidy, banks fund up to 45 per cent and the farmer contributes at least 10 per cent. Applications are filed on the Atma Nirbhar Yojana portal.
What is Atma Nirbhar Pashu Palan Yojana?
Atma Nirbhar Pashu Palan Yojana (ANPPY) is the livestock vertical of the Government of Arunachal Pradesh's Atma Nirbhar Yojana, a credit-linked front-ended subsidy programme run for the state's farm and allied sectors. The livestock component sits with the Department of Animal Husbandry, Veterinary & Dairy Development (AHV&DD), while the application platform is hosted by the Department of Agriculture.
According to the Atma Nirbhar Yojana portal, Arunachal Pradesh is "primarily an agrarian economy having five distinct demographical zones with its own climate and ecology", and the state launched a special set of schemes "with specific eligible entity and front ended subsidy structure" to become self-reliant, or Atma Nirbhar, in food chain augmentation. The programme covers five verticals:
| Code | Vertical | Sector |
|---|---|---|
| ANKY | Atma Nirbhar Krishi Yojana | Agriculture |
| ANBY | Atma Nirbhar Bagwani Yojana | Horticulture |
| ANPY | Atma Nirbhar Plantation Yojana | Plantation crops |
| ANPPY | Atma Nirbhar Pashu Palan Yojana | Animal husbandry |
| ANMPY | Atma Nirbhar Matsya Palan Yojana | Fisheries |
The design is the important part. ANPPY is not a grant. It is a bank loan for a livestock project on which the state pays a large slice of the cost as front-ended subsidy, so the farmer ends up servicing a much smaller debt than the project size suggests. That structure is what makes a pig, poultry, goat or dairy unit affordable for a first-generation livestock entrepreneur.
How much support does the scheme give?
The published funding pattern for the Atma Nirbhar Yojana, as set out in the Department of Agriculture's scheme guideline, splits every approved project three ways:
| Component | Share of project cost | Note |
|---|---|---|
| Beneficiary contribution | Minimum 10 per cent | Own or hired labour counts towards this margin money |
| Bank finance | Maximum 45 per cent | Released along with the subsidy component |
| State subsidy | Maximum 45 per cent | Front-ended and adjusted proportionately against each instalment |
Loan and subsidy together make up 90 per cent of the total financial outlay. The state government's commitment takes the form of a guarantee to release the front-ended subsidy through the nodal bank, and only once the District Level Implementation Committee has approved the project and a bank has sanctioned the loan for it.
On collateral, the guideline applies RBI norms directly: no collateral for individual loans up to Rs 1.60 lakh, no collateral for SHG loans up to Rs 10.00 lakh, and land, property or an acceptable guarantee for the full loan amount above those limits.
Unit costs and repayment periods for livestock activities are fixed against the approved scale of finance and the economic life of the asset, and a moratorium is allowed where the income stream begins only after a gestation period, relevant for dairy and piggery units that take months to produce saleable output.
Who is eligible for ANPPY, and who is not eligible?
The following can be considered:
- Individual farmers taking up a livestock rearing project.
- Self-help groups (SHGs), with priority for groups formed for the farm and allied sector.
- Farmer Producer Organisations (FPOs) that are registered, have at least one audited balance sheet and at least 100 shareholders, and whose board members and members are non-defaulters to any bank or financial institution.
You are not eligible and cannot apply if:
- You are a bank defaulter. The guideline states plainly that a bank defaulter cannot avail the scheme, and the screening committee checks CIBIL and credit payment history before the file moves.
- You are a government servant, expressly excluded from the Atma Nirbhar Yojana.
- Your SHG was formed for small-scale industry work such as weaving, knitting, tailoring or general vending. The guideline says such groups "shall not be entertained/qualified".
- Your project is not bankable. The bank must satisfy itself that the project proposal stands up financially before it goes forward.
- You cannot produce a land availability certificate for the site where the livestock unit will be built.
An honest note on the published record: the Atma Nirbhar Yojana portal names ANPPY and lists the documents required for it, and the scheme guideline for the agriculture vertical sets out the funding pattern, eligibility and approval route for the umbrella programme. A separate ANPPY-specific list of livestock unit costs is not published on a public state portal that can be checked today. The unit cost approved for a particular pig, poultry, goat or dairy project is fixed by the District Level Implementation Committee against the department's scale of finance, so ask your District Animal Husbandry and Veterinary Officer for the current figure before you build a project report around a number.
What documents are required for ANPPY?
The Atma Nirbhar Yojana portal publishes a common document checklist covering all five verticals:
| Document | Mandatory | Notes |
|---|---|---|
| Aadhaar card | Yes | Identity and address proof |
| PAN card | Yes | Required before disbursement |
| Bank passbook front page | Yes | Links the account to the project file |
| No due certificate from the bank | Yes | Confirms the applicant is not a defaulter |
| Land availability certificate | Yes | Downloadable format on the portal; separate formats for individuals and SHGs |
| Detailed Project Report (DPR) | Yes | Describes the unit, cost, revenue and repayment |
| Scheduled Tribe certificate | No | Listed as "ST" on the portal; carry it where APST status is claimed |
Group applicants carry more. A registered society or cooperative adds the resolution for opening the account, a copy of the bye-laws and the registration certificate; a producer company adds its memorandum and articles of association, certificate of incorporation and a board resolution.
How to apply for Atma Nirbhar Pashu Palan Yojana
- Talk to your District Animal Husbandry and Veterinary Officer first. The AHV&DD department's own guidance says the District Animal Husbandry & Veterinary Officer and the veterinary officers of blocks and dispensaries will guide a farmer in establishing a livestock farm, and will help prepare a project to submit to a financial institution.
- Prepare the Detailed Project Report for your unit; number of animals or birds, shed and equipment cost, feed, veterinary cover, expected revenue and repayment plan.
- Get the land availability certificate made out in the format published on the Atma Nirbhar Yojana portal, and obtain a no-due certificate from your bank.
- Register and apply on the Atma Nirbhar Yojana portal at agri.arunachal.gov.in/atmanirbhar_yojana, selecting ANPPY as the vertical, and upload the Aadhaar card, PAN card, passbook page, no-due certificate, land availability certificate and DPR. The prescribed form can also be obtained and submitted offline through the district officers.
- Face the district screening committee, which includes bank branch managers and subject-matter specialists from the department or the Krishi Vigyan Kendra. The committee checks technical feasibility, financial viability and your credit record, and may make a field visit.
- Get approval from the District Level Implementation Committee (DLIC), headed by the Deputy Commissioner. The DLIC interviews the applicant on the revenue stream, capacity to invest the own contribution and knowledge of the activity.
- Complete the bank formalities. The financing bank sanctions the loan, the state places the subsidy with the nodal bank, and the loan plus subsidy is disbursed in instalments against verified progress on the ground.
How the money actually reaches you
Atma Nirbhar Yojana subsidy never lands in a beneficiary's hands as cash. The Government of Arunachal Pradesh places the total subsidy with a designated nodal bank, implementing banks claim against it after sanctioning a loan, and the nodal bank is expected to remit the subsidy to the financing bank within two working days. The subsidy is then adjusted proportionately against each instalment of the loan, which is what "front-ended" means in practice — it reduces the debt from day one instead of arriving as a refund at the end.
Where machinery or equipment is bought as part of a project, the bank releases the amount directly to the vendor or dealer, and procurement is done under the technical supervision of the concerned department officers.
How to check the status of your application
- Log in to the Atma Nirbhar Yojana portal with the credentials created at registration and open your application record.
- Ask the District Animal Husbandry and Veterinary Officer whether your file has cleared the screening committee and been listed for the DLIC meeting.
- Ask your financing bank branch whether the loan has been sanctioned and whether the subsidy claim has been lodged with the nodal bank.
Three separate offices touch the file, the department, the DLIC and the bank, so a stalled application is usually stuck at one identifiable point rather than lost.
Common reasons an ANPPY application fails
- Defaulter status or a weak credit history, caught during CIBIL scrutiny at the screening stage.
- Applicant is a government servant, which is an outright exclusion.
- No land availability certificate, or a certificate not in the prescribed format.
- A thin or unrealistic DPR that the bank does not consider bankable.
- SHG formed for a non-farm activity, which the guideline excludes.
- Collateral not offered for a loan above Rs 1.60 lakh for an individual or Rs 10.00 lakh for an SHG.
Where to get help
- District Animal Husbandry & Veterinary Officer of your district, and the veterinary officers at block and dispensary level, the department's own first point of contact for setting up a livestock farm.
- Director, Department of Animal Husbandry, Veterinary & Dairy Development, Government of Arunachal Pradesh to 8132859348, published on the department's contact page.
- Department of AHV&DD office, Itanagar Capital Region, Nirjuli, Papum Pare, Pin 791109.
- Atma Nirbhar Yojana portal, agri.arunachal.gov.in/atmanirbhar_yojana, for registration, forms and the document checklist.
Applying is free. No agent can secure a DLIC approval or a bank sanction for a fee, and any such demand should be reported to the District Animal Husbandry and Veterinary Officer.

Frequently asked questions
What is Atma Nirbhar Pashu Palan Yojana?
Atma Nirbhar Pashu Palan Yojana (ANPPY) is the animal husbandry vertical of the Government of Arunachal Pradesh's Atma Nirbhar Yojana, a credit-linked front-ended subsidy programme for livestock rearing projects. It is one of five verticals alongside ANKY for agriculture, ANBY for horticulture, ANPY for plantation and ANMPY for fisheries.
How much subsidy does the state give under the Atma Nirbhar Yojana?
The state gives a front-ended subsidy of up to 45 per cent of project cost. The published funding pattern is a minimum 10 per cent beneficiary contribution, a maximum 45 per cent bank loan and a maximum 45 per cent state subsidy, with the bank releasing 90 per cent of the total financial outlay as loan plus subsidy.
Where do I apply for ANPPY?
Apply on the Atma Nirbhar Yojana portal at agri.arunachal.gov.in/atmanirbhar_yojana, which carries the login and the document checklist for all five verticals. The prescribed application form is also issued offline by district agriculture and animal husbandry offices.
Who cannot apply for the scheme?
Bank defaulters and government servants cannot avail the Atma Nirbhar Yojana, according to the scheme guideline published by the Department of Agriculture. SHGs formed for small-scale industry work such as weaving, knitting or tailoring are also not entertained.
Do I need collateral for the bank loan?
Not for smaller loans. Under RBI norms applied in the guideline, collateral is not required for individual loans up to Rs 1.60 lakh, or for SHG loans up to Rs 10.00 lakh. Loans above those limits need land, property or an acceptable guarantee for the full loan amount.
Is the subsidy paid to me in cash?
No. The subsidy is front-ended, meaning the state places it with the nodal bank and it is adjusted proportionately against each instalment of the loan. The beneficiary never receives it as free cash.
Who approves my project?
A district screening committee first scrutinises the application, and the District Level Implementation Committee (DLIC), headed by the Deputy Commissioner, gives the final approval before the bank sanctions the loan.
