What is Chief Minister Arogya Arunachal Yojana?

Chief Minister Arogya Arunachal Yojana (CMAAY) is the flagship health assurance scheme of the Department of Health and Family Welfare, Government of Arunachal Pradesh. CMAAY was officially announced on 15 August 2018 and is run through the Chief Minister Arogya Arunachal Society together with the State Health Agency. Local usage often shortens the name to "Arogya Arunachal" or simply "CMAAY card".

CMAAY gives an enrolled family cashless secondary and tertiary hospital treatment worth up to Rs 5,00,000 per family per year at empanelled hospitals. The stated purpose is to reduce out-of-pocket expenditure during major illness and hospitalisation for the indigenous population of the state and for state government employees, and to move Arunachal Pradesh towards "Health for All" by 2030.

Objectives of CMAAY

  • Reduce the financial hardship caused to families in Arunachal Pradesh by disease and hospitalisation.
  • Ensure assured access to quality secondary and tertiary care for bona fide citizens of the state.
  • Give state government employees and their dependants a defined health benefit package.
  • Route claim refunds into individual government hospital accounts so that the public health system becomes more self-reliant.
  • Close the secondary and tertiary care gap inside the state.

Main features

  • Cashless treatment from the moment the patient reports at the empanelled hospital and continuing up to 10 days after discharge.
  • Pre-existing diseases are covered, there is no waiting period.
  • Complications arising during a listed procedure are treated as part of that procedure package.
  • Two package families are available: secondary care and tertiary care.
  • Medical and surgical packages cannot be claimed together for the same patient in the same hospitalisation episode.

Who is eligible for CMAAY in Arunachal Pradesh?

You can enrol if you fall in any of these categories:

  • Arunachal Pradesh Scheduled Tribe (APST) members, on the strength of an APST certificate.
  • Non-APST residents of Changlang, Lohit and Namsai districts who hold a Resident Certificate issued by the competent authority and have permanent land holding documents.
  • Serving state government employees and their dependants, on the strength of a government ID card issued by the competent authority.
  • State pensioners, added as a separate category after the 2nd Governing Body meeting of the Chief Minister Arogya Arunachal Society. The Directorate of Audit and Pension shared the records of 11,415 state pensioners with the State Health Agency for inclusion, and eligibility is verified against the Pensioner ID (PPO) number.

Dependants of a state government employee or a Resident Certificate holder must produce a legal document, usually a birth certificate or a marriage certificate; along with Aadhaar to prove the relationship before being added to the family card.

You cannot apply if:

  • You are not an APST member, not a state government employee or pensioner, and do not hold a Resident Certificate of Changlang, Lohit or Namsai district.
  • You are a non-APST resident of a district other than Changlang, Lohit or Namsai, the RC route is limited to those three districts.
  • You have already opted for Ayushman Bharat PM-JAY cover. Officials have confirmed that dual coverage under CMAAY and PM-JAY is not permitted, so a beneficiary must choose one. Senior citizens above 70 who take the Ayushman Vay Vandana Scheme card fall in this category.
  • You cannot produce Aadhaar for the members you want covered, Aadhaar is the base identity document for every person on the family card.

How to apply for a CMAAY card online

  1. Open the official CMAAY portal at cmaay.com, which now serves the state government's CMAAY site.
  2. Scroll to the Enrolment section on the home page and select Apply Online.
  3. Choose your beneficiary category — APST, Resident Certificate holder of Changlang, Lohit or Namsai, State Government Employee, or State Pensioner.
  4. Fill every mandatory field of the enrolment form with the details of the head of family and each dependant to be covered.
  5. Upload the supporting documents, Aadhaar for each member, plus the APST certificate, Resident Certificate, government ID card or state pension ID card depending on your category.
  6. Submit the form and note the acknowledgement or application reference shown on screen.
  7. After approval, return to the portal and use the CMAAY card download option to save and print your family e-card.

How to enrol for CMAAY offline

  1. Visit the CMAAY help desk at your district hospital with originals and photocopies of Aadhaar and your category proof.
  2. Ask the help desk operator to open a fresh enrolment for your family, or to add a new dependant to an existing family card.
  3. Give the biometric or document verification the operator asks for, and check that the names and Aadhaar numbers on the draft card are spelt exactly as on Aadhaar.
  4. Collect the acknowledgement, and collect or download the e-card once the card is generated.

District administrations have circulated CMAAY enrolment instructions locally, Namsai district, for example, issued a circular on online enrolment for CMAAY on 25 June 2020, which is still published on the district portal.

What documents are required for CMAAY?

Document Mandatory Notes
Aadhaar card Yes For every member added to the family card
APST certificate For APST applicants Proves Scheduled Tribe status of Arunachal Pradesh
Resident Certificate For non-APST of Changlang, Lohit, Namsai Issued by the competent authority
Government ID card For state employees Issued by the competent authority
State pension ID card (PPO) For pensioners Used to match the pensioner record shared by the Directorate of Audit and Pension
Birth or marriage certificate For new dependants Proves the relationship of a newly added family member

How does treatment work under CMAAY?

CMAAY is a cashless scheme, so the enrolled family does not pay the empanelled hospital and claim later. At admission, the beneficiary presents the CMAAY card along with Aadhaar at the hospital registration counter or the CMAAY help desk inside the hospital. The hospital raises the pre-authorisation against the relevant secondary or tertiary care package, treats the patient, and settles the claim with the State Health Agency.

Cover runs from the time of reporting at the hospital until 10 days after discharge, which is intended to absorb immediate follow-up costs. The Rs 5,00,000 limit is an annual family limit, so treatment taken by one member reduces the balance available to the rest of the family in that year.

For state pensioners, ward entitlement is decided by the last pay scale drawn at the time of retirement, in line with the notification that extended CMAAY to retired employees.

Why CMAAY enrolments and claims get rejected

  • Aadhaar name mismatch. The name on the enrolment form does not match the Aadhaar record for that member.
  • Wrong category chosen, for example a non-APST applicant of a district other than Changlang, Lohit or Namsai enrolling on the Resident Certificate route.
  • Category proof not uploaded or illegible, such as a blurred APST certificate or an expired government ID card.
  • Dependant relationship not proved, where the birth or marriage certificate linking the dependant to the employee or RC holder is missing.
  • Dual coverage. The applicant is already active under Ayushman Bharat PM-JAY, which is not allowed alongside CMAAY.
  • Treatment at a non-empanelled hospital, which cannot be settled cashlessly under the scheme.

The fix in almost every case is the same: correct the document at source, then re-upload it through the portal or take it to the district hospital help desk.

Where to get help with CMAAY

  • The CMAAY help desks at district hospitals handle enrolment, card correction and admission queries in person.
  • For the state pensioner category, the state government publicised assistance numbers 8956048405 and 9373905275 at the time the category was opened.
  • Grievances that the hospital help desk cannot settle should be taken to the State Health Agency under the Department of Health and Family Welfare, Government of Arunachal Pradesh.

CMAAY enrolment is free. There is no premium and no agent fee, and no official will ask for money to make or renew a CMAAY family card.

How to check your CMAAY application status

CMAAY does not run a separate public "track application" number the way some Ayushman Bharat-style portals do. Status has to be checked through the channel you actually applied on, or through the hospital where treatment is being taken.

If you enrolled online at cmaay.com:

  1. Log back in to cmaay.com with the mobile number or credentials you used at the time of enrolment.
  2. Look for your family record under the enrolment or beneficiary section. A completed record will show the members added and let you use the CMAAY card download option, this download becoming available is itself the confirmation that enrolment has gone through.
  3. If the portal still shows the application as pending after several days, do not resubmit a fresh form, since a duplicate entry can confuse the record. Instead follow up in person as below.

If you enrolled at a district hospital help desk:

  1. Return to the same CMAAY help desk at the district hospital with your acknowledgement slip or the reference details you were given.
  2. Ask the operator to pull up your family's record on the enrolment system and confirm whether the card has been generated, is still under verification, or was rejected for a document reason.
  3. State pensioners can also quote their Pensioner ID (PPO) number to the desk, since pensioner eligibility is matched against the list the Directorate of Audit and Pension shared with the State Health Agency, and a mismatch here is a common reason a pensioner record shows as unverified.

Checking the status of a hospital claim (not a fresh enrolment):

Once a patient has been admitted and treated cashlessly, there is no separate claim number the family needs to track, the settlement runs directly between the empanelled hospital and the State Health Agency and does not require the beneficiary to follow up. The only thing worth confirming before discharge is that the hospital's CMAAY help desk has actually raised the pre-authorisation under the correct package, since an unraised or wrongly coded pre-authorisation is what later shows up as a rejected or reduced claim, and this is far easier to correct while the patient is still admitted than after discharge.

If a family's card shows as active but a hospital is refusing cashless treatment, the correct next step is to ask the hospital's own CMAAY help desk to verify the card status on the spot rather than assuming the enrolment itself has lapsed.
