What is Atma Nirbhar Matsya Palan Yojana?

Atma Nirbhar Matsya Palan Yojana (ANMPY) is a credit-linked subsidy scheme of the Department of Fisheries, Government of Arunachal Pradesh, launched in 2021. It is one of the Atma Nirbhar schemes. The transliterated name Atmanirbhar Matsya Palan Yojana is used interchangeably, that the state runs across agriculture, horticulture, plantation, animal husbandry and fisheries on a single common funding formula.

Atma Nirbhar Matsya Palan Yojana finances the construction of new grow-out fish ponds. A grow-out pond is where fingerlings are stocked and reared to table size, so the scheme is aimed at building actual production capacity rather than at one-time input handouts. Arunachal Pradesh imports a large share of the fish it consumes, and ANMPY exists to shift that demand to ponds inside the state.

The scheme follows the same 45:45:10 pattern as the rest of the Atma Nirbhar family: 45% of the project cost is a government subsidy, 45% is a bank term loan, and 10% is the beneficiary's own contribution. On a Rs 2 lakh pond, the farmer's own cash outgo is around Rs 20,000.

Main features

  • 45% state subsidy on the cost of constructing a new grow-out fish pond.
  • 45% bank loan; collateral-free up to Rs 1.60 lakh for individuals and up to Rs 10 lakh for Self Help Groups.
  • 10% beneficiary contribution as margin money.
  • Repayment moratorium of 12 months to 4 years, decided by the financing bank.
  • Single online portal shared with the other Atma Nirbhar schemes.
  • Participating banks: State Bank of India, Arunachal Pradesh Rural Bank and the Arunachal Pradesh State Cooperative Apex Bank.

Who is eligible for Atma Nirbhar Matsya Palan Yojana?

You can apply if:

  • You are a permanent resident of Arunachal Pradesh with a valid Permanent Residential Certificate.
  • You are a fish farmer, or a member of a registered Self Help Group or a Farmer Producer Organisation engaged in fish farming.
  • You are willing to establish a new grow-out fish pond and can show a site suitable for excavation with a dependable water source.
  • You hold a land document for the pond site, ownership, a Gaon Bura certificate, or a registered lease of sufficient duration.
  • You can put in the 10% margin money and are bankable for the 45% loan.

You cannot apply if:

  • You are a bank defaulter, since the scheme is credit-linked and no fresh loan can be sanctioned against an overdue account.
  • You are not a permanent resident of Arunachal Pradesh.
  • You have no land title or lease for the proposed pond site.
  • You are seeking money only to renovate or restock an existing pond; ANMPY is written around new grow-out pond construction.

What documents do I need for ANMPY?

Document Mandatory Notes
Permanent Residential Certificate Yes From the DC or Circle Officer
Aadhaar card Yes Identity and bank seeding
Land document for the pond site Yes Ownership, Gaon Bura certificate or registered lease
Project proposal Yes Pond area, excavation, inlet/outlet, seed and feed cost
Bank passbook Yes Account with a participating bank
Passport-size photograph Yes Recent photograph
SHG / FPO registration No Only for group applicants

A workable proposal states the water spread area of the pond in hectares, the excavation quantity, the cost of embankment and inlet-outlet structures, and the first cycle's seed and feed requirement. That total is what the 45:45:10 split is applied to.

  4. Be present for the site inspection by the fishery officer.
  5. Take the approval letter to your bank branch to complete the loan sanction.

How do I check my ANMPY application status?

Log back into the Atma Nirbhar Yojana portal and open the application dashboard, where each application shows its current stage against the acknowledgement number. Applicants who filed offline should follow up with the District Fishery Development Office quoting the receipt number and the date of submission.

The subsidy under Atma Nirbhar Matsya Palan Yojana is back-ended. It is adjusted against the bank loan account after the pond is constructed and verified, rather than paid out in advance as cash. Beneficiaries should therefore expect to see the credit in the loan statement, and should keep bills and photographs of the excavation work for the verification visit.

What does the 45:45:10 split mean in rupees?

Working the formula through on a concrete figure makes the scheme easier to judge. On a pond project appraised at Rs 2,00,000:

  • The state subsidy at 45% is Rs 90,000.
  • The bank loan at 45% is Rs 90,000, which is well inside the Rs 1.60 lakh collateral-free ceiling for an individual, so no security is required.
  • The beneficiary contribution at 10% is Rs 20,000.

On a Self Help Group project appraised at Rs 20,00,000, the loan leg is Rs 9,00,000, again inside the Rs 10 lakh collateral-free ceiling for groups, the subsidy is Rs 9,00,000, and the group puts in Rs 2,00,000.

Two points follow from this arithmetic. First, the size of your benefit is decided by your project cost, not by a fixed scheme amount, so the proposal you submit is the single most important document in the file. Second, the collateral-free ceilings translate into a practical project ceiling of about Rs 3.5 lakh for an individual and about Rs 22 lakh for a group, above which the bank will start asking for security on the loan portion.

Why do ANMPY applications get rejected?

  • Unsuitable site: no assured water source, or terrain where a pond cannot hold water. This is the most common ground for rejection at inspection.
  • No valid land document for the site, or a lease too short to justify a permanent structure.
  • Incomplete project proposal with no component-wise costing.
  • Defaulter status at the bank, which blocks the 45% loan leg.
  • Missing Permanent Residential Certificate, or a PRC in a relative's name.
  • Bank account not Aadhaar-seeded, which delays subsidy adjustment.

Help and grievance redressal

  • Directorate of Fisheries, Itanagar: 0360-2212515
  • District Fishery Development Officer for site inspection, status and document queries
  • Your financing bank branch for the loan sanction, moratorium and subsidy adjustment

There is no fee to apply under Atma Nirbhar Matsya Palan Yojana. The only money a beneficiary pays is the 10% own contribution, and that is deposited with the bank against a receipt, never in cash to an individual.
