Chief Minister's Krishi Samuh Yojana is a scheme of the Arunachal Pradesh Department of Agriculture, launched in 2020, that builds 50 Farmer Producer Organisations in the state. Each FPO gets a revolving fund of Rs 4 lakh plus Rs 2.5 lakh in formation support covering registration, office set-up, mobilisation and training. Apply offline through your District Agriculture Officer.
What is Chief Minister's Krishi Samuh Yojana?
Chief Minister's Krishi Samuh Yojana, abbreviated CMKSY and known locally by its transliterated name Krishi Samuh Yojana, is a scheme of the Department of Agriculture, Government of Arunachal Pradesh, launched in 2020. The scheme does something different from most farm schemes: instead of paying an individual farmer, it builds an institution, a Farmer Producer Organisation, and funds that institution so a group of farmers can buy, process and sell together.
Chief Minister's Krishi Samuh Yojana targets 50 Farmer Producer Organisations in the state, formed either as societies or as producer companies. Its stated objectives are to empower farmers through a cooperative approach by institutionalising farmer producers, and to support good agricultural practices and timely marketing interventions so that farmers realise a better price and move towards doubling their income.
The problem the scheme addresses is specific to Arunachal Pradesh. More than 70 per cent of the state's population depends on agriculture, spread across 3,863 villages in a geographical area of 83,743 square kilometres with a population density of only 17 people per square kilometre. Individual holdings are small and scattered, roads are long, and a lone farmer with two quintals of produce has no bargaining power at a market that may be a day's drive away. Aggregation through an FPO is the practical answer, and CMKSY pays for the aggregation to happen.
How much money does Chief Minister's Krishi Samuh Yojana give?
The financial assistance is split into two clear parts.
1. Revolving fund; Rs 4 lakh per FPO. Each Farmer Producer Organisation, society or equivalent body receives Rs 4 lakh as a revolving fund. A revolving fund is working capital that the FPO uses and replenishes, buying inputs in bulk for members, aggregating produce before a sale, or bridging the gap between when a member delivers and when the buyer pays.
2. Formation support, Rs 2.5 lakh per FPO, broken down as:
| Component | Amount |
|---|---|
| Training and management of the governing body | Rs 0.9 lakh |
| FPO registration cost | Rs 0.2 lakh |
| FPO office set-up | Rs 0.4 lakh |
| Mobilisation of the Farmer Interest Group / FPO | Rs 1 lakh |
The largest single line after mobilisation is training. That is deliberate: a registered FPO with an untrained governing body typically fails within two seasons because nobody knows how to keep books, negotiate a contract or hold an annual general meeting.
Note that Rs 4 lakh and Rs 2.5 lakh are per-organisation figures, not per-farmer. A 100-member FPO receives the same Rs 4 lakh revolving fund as a 30-member one, so the value of membership rises with the discipline of the group rather than its size alone.
Who is eligible for Chief Minister's Krishi Samuh Yojana?
You can take part if:
- You are a resident of Arunachal Pradesh.
- You are a farmer of any category, marginal, small, medium or large. The scheme does not restrict itself to smallholders.
- You are part of a Farmer Producer Organisation formed as a society or as a company, or of a Farmer Interest Group that intends to become one.
- Your FPO has an active bank account maintained for at least six months, duly authenticated by the concerned branch manager.
You are not eligible if:
- You are not a resident of Arunachal Pradesh.
- You are applying as an individual seeking a personal cash benefit. Chief Minister's Krishi Samuh Yojana funds groups; there is no individual grant under it. An individual farmer should look at Atma Nirbhar Krishi Yojana, Chief Minister's Krishi Rinn Yojana or Chief Minister's Agriculture Mechanisation Programme instead.
- Your FPO's bank account is newer than six months or the statement is not authenticated by the branch manager. This is the condition that most often stops a file.
- The 50-FPO ceiling for your district's allocation is already filled in the current cycle.
What documents are required?
| Document | Mandatory | Notes |
|---|---|---|
| Aadhaar card of members and office bearers | Yes | Identity proof |
| Permanent Residence Certificate | Yes | Proves residence in Arunachal Pradesh |
| Bank account statement of the FPO | Yes | Account at least six months old, authenticated by the branch manager |
| List of member farmers with land details | Yes | Establishes the membership base |
| FPO or society registration certificate | No | Needed before the revolving fund is released; the Rs 0.2 lakh registration cost is reimbursable |
| Governing body resolution | No | Authorises office bearers to apply and operate the account |
How to apply for Chief Minister's Krishi Samuh Yojana
- Form or identify your group. Bring together the farmers who will be members and constitute a Farmer Interest Group or Farmer Producer Organisation. Agree on office bearers before you approach the department.
- Open the FPO bank account early. The account must be active for a minimum of six months before the application is considered, so this is the step to do first, not last.
- Contact the nearest agriculture officer, the District Agriculture Officer, the Agriculture Development Officer or the Agriculture Field Assistant. All three are named entry points.
- Obtain the Chief Minister's Krishi Samuh Yojana application form from that officer.
- Fill in every field completely. The group's name and legal form, the member list with landholdings, the crops you intend to aggregate, the office bearers and the bank account details.
- Attach all the necessary documents, including the branch-manager authenticated bank statement and the Permanent Residence Certificates.
- Submit the completed application to the same officer and keep an acknowledgement.
- Wait for verification. The concerned officer verifies the application and the group.
- Receive intimation of approval from the concerned officer, after which registration support, training and the revolving fund follow.
How do I check the status of my application?
Chief Minister's Krishi Samuh Yojana has no public online status tracker for the scheme itself. Follow up like this:
- The officer who received your form — District Agriculture Officer, Agriculture Development Officer or Agriculture Field Assistant. Quote your acknowledgement and the group's name.
- District Agriculture Office, for whether the file has been forwarded to the directorate and whether district slots remain open.
- Directorate of Agriculture, Krishi Bhavan, D-Sector, Naharlagun, the state headquarters of the department, for escalation.
The state farmers portal at agri.arunachal.gov.in carries a Scheme Management module, a Farmer Database and the department's published scheme guidelines. Registering your group on the farmer database is worth doing anyway, because several other departmental schemes are routed through it.
Why applications get rejected, and how to fix it
- Bank account less than six months old. Open the FPO account and wait out the six months; there is no way around this condition.
- Bank statement not authenticated by the branch manager. A downloaded statement is not enough. Get it stamped and signed at the branch.
- Incomplete member list. A list without landholding details or without signatures does not establish a real group.
- Group exists only on paper. Verification looks for actual meetings, actual produce and actual members. A group formed the week before the application is easy to spot.
- Missing Permanent Residence Certificates. Every office bearer should have one on file.
- Applying as an individual. The scheme has no individual benefit line; redirect to an individual-farmer scheme instead.
What can an FPO do with the money?
The scheme's own objective: "good agricultural practices and timely marketing interventions for better price realization": points to how the revolving fund is meant to be used:
- Bulk input purchase. Buying seed, planting material and fertiliser for 60 members at once costs materially less per unit than 60 separate purchases.
- Aggregation before sale. Holding members' produce until there is a truck load worth moving out of the district, which changes who you can sell to.
- Bridge payments. Paying a member on delivery while the FPO waits for the buyer, which is often the only reason a farmer sells through the group rather than to a passing trader.
- Grading and basic processing, where the group has the space for it.
Chief Minister's Krishi Samuh Yojana also sits alongside the central Formation and Promotion of 10,000 FPOs programme, and an Arunachal FPO created under CMKSY can go on to access central FPO support, PM-RKVY funding and the National Bamboo Mission or Millet and Buckwheat Mission lines that the Department of Agriculture implements in the state.
Help and grievance redressal
- Agriculture Field Assistant in your circle. The closest official and the easiest first contact.
- District Agriculture Officer, for the application, its status and district slot availability.
- Directorate of Agriculture, Krishi Bhavan, D-Sector, Naharlagun, Arunachal Pradesh 791110. The department headquarters.

There is no fee to apply under Chief Minister's Krishi Samuh Yojana. No agent can charge a group for "getting the FPO sanctioned", and the Rs 0.2 lakh registration cost is itself reimbursable under the scheme.
