Dr Khubchand Baghel Swasthya Sahayata Yojana (DKBSSY), Chhattisgarh
Chhattisgarh state government scheme
Dr Khubchand Baghel Swasthya Sahayata Yojana is a Chhattisgarh Health Department health assurance scheme that gives cashless hospital treatment of up to Rs 5 lakh a year to Antyodaya and Priority ration card families and up to Rs 50,000 a year to other ration card families. Enrolment is free at any empanelled hospital or Ayushman centre.
What is Dr Khubchand Baghel Swasthya Sahayata Yojana?
Dr Khubchand Baghel Swasthya Sahayata Yojana, usually shortened to DKBSSY, is the health assurance scheme of the Health and Family Welfare Department, Government of Chhattisgarh. The scheme is named after Dr Khubchand Baghel, the farmer-leader and founder of the Chhattisgarh Mahasabha, and is written locally as डॉ. खूबचंद बघेल स्वास्थ्य सहायता योजना.
DKBSSY brought Chhattisgarh's earlier health insurance arrangements and the central Ayushman Bharat Pradhan Mantri Jan Arogya Yojana together into a single state entitlement. Under it, a family is identified not by a survey list but by the ration card it already holds under the Chhattisgarh Food Security Act. That design decision is what makes the scheme unusually wide: families left out of the central SECC-based list are still covered by the state.
According to the state's DKBSSY portal at dkbssy.cg.nic.in, treatment is cashless at empanelled hospitals. The patient does not pay and then claim; the hospital raises a pre-authorisation, treats the patient, and claims the package amount from the State Nodal Agency.
In 2024 the Chhattisgarh government announced that the state health assurance scheme would be carried forward under the name Shaheed Veer Narayan Singh Ayushman Swasthya Yojana. The entitlement, hospital network and card remain the same, so readers who hold a DKBSSY or Ayushman card should continue to use it.
How much cover does DKBSSY provide?
| Ration card category | Cover per family per year |
|---|---|
| Antyodaya Anna Yojana (AAY) | Rs 5 lakh |
| Priority household | Rs 5 lakh |
| Families in the Ayushman Bharat PM-JAY list | Rs 5 lakh |
| Other ration card categories | Rs 50,000 |
The cover is a family floater, the amount is shared by everyone named on the ration card, not given per person. It resets each policy year.
Reported coverage expanded the protected population from roughly 42 lakh families to about 56 lakh families across the state when the schemes were merged.
Which treatments are covered?
DKBSSY works on a defined package list rather than open-ended billing. The package list covers, among others:
- Cardiology and cardiac surgery
- Oncology, surgical, medical and radiation cancer care
- Organ transplants, including kidney, liver and lung
- Haemophilia and aplastic anaemia
- Cochlear implants for children in the early years, where the state has set an age limit
- General surgery, orthopaedics, neurosurgery, urology, obstetrics and other standard specialties
- Rare diseases, which require clearance by a designated state committee
Out-patient consultation, diagnostics taken without admission, most cosmetic procedures and treatment outside the package list are not covered.
Who is eligible for DKBSSY?
You can be covered if:
- Your family holds a valid Chhattisgarh ration card issued under the state Food Security Act.
- You are a resident of Chhattisgarh and your name appears on that card.
- You have, or can get made, a free Ayushman card with Aadhaar e-KYC.
You cannot apply or are not eligible if:
- Your family holds no Chhattisgarh ration card, the card is the entry document for the scheme.
- You seek reimbursement for treatment at a hospital that is not empanelled. Only empanelled hospitals can raise a claim.
- The procedure is outside the approved package list or is purely out-patient.
- You are covered as a serving government employee under a separate state employee health scheme, where that scheme is the applicable route.
There is no age limit, no waiting period for pre-existing conditions, and no cap on family size under the scheme.
What documents are needed at the hospital?
| Document | Mandatory | Notes |
|---|---|---|
| Chhattisgarh ration card | Yes | Establishes the family and the cover slab |
| Aadhaar card of the patient | Yes | For e-KYC and identity verification |
| Ayushman card | Yes | Free; can be generated at the hospital desk |
| Registered mobile number | No | For OTP e-KYC when fingerprint capture fails |
| Doctor's admission advice | No | Helps the hospital choose the right package |
How to apply for and use DKBSSY treatment
- Get your Ayushman card made. Take the ration card and Aadhaar of each family member to an empanelled hospital's Ayushman Mitra desk, a Choice or Common Service Centre, or an Ayushman camp in your ward or panchayat. The card is free.
- Complete Aadhaar e-KYC by fingerprint or by OTP on the mobile number linked to Aadhaar. The card is generated the same day in most cases.
- Choose an empanelled hospital. Check the hospital list on dkbssy.cg.nic.in or ask the district hospital which private hospitals near you are empanelled for the treatment you need.
- Report to the Ayushman Mitra desk at that hospital with the Ayushman card, ration card and Aadhaar before admission, and get the beneficiary verified.
- Let the hospital raise the pre-authorisation for the treatment package. Approval is granted electronically by the State Nodal Agency.
- Take the treatment cashless. Sign the discharge summary and keep a copy; do not pay cash for a covered package.
How to apply offline in an emergency
- Reach the nearest empanelled hospital and tell the emergency desk you are a DKBSSY / Ayushman beneficiary.
- Give the ration card number and Aadhaar at the Ayushman Mitra desk; card generation can be done after admission where the patient is critical.
- Call 104, the Chhattisgarh health helpline, if the hospital refuses to admit you under the scheme, and record the complaint number.
How do I check my eligibility and card status?
- Open dkbssy.cg.nic.in and use the beneficiary search option.
- Search by ration card number, or by Aadhaar / mobile number where the portal allows it.
- The result shows whether your family is listed, which slab applies, and which members already have a card generated.
- Where a member is missing, take the ration card and that person's Aadhaar to an Ayushman card-making point and ask for the member to be added.
The national Ayushman beneficiary portal and the Ayushman app offer the same lookup and card download for families already in the PM-JAY list.
Why do DKBSSY claims get rejected?
- Name not on the ration card used for identification, or the card is cancelled or surrendered.
- e-KYC not completed, so the beneficiary cannot be verified biometrically.
- Aadhaar name mismatch with the ration card entry.
- Non-empanelled hospital — treatment there cannot be claimed at all.
- Procedure outside the package list, or a package claimed that does not match the recorded diagnosis.
- Annual cover exhausted. A family that has used its Rs 5 lakh or Rs 50,000 in the year has to wait for the cover to reset.
- Pre-authorisation not raised before a planned admission.
Most rejections trace back to card and identity issues, which are fixed by updating the ration card at the food department office and redoing e-KYC.
Where do I complain about DKBSSY?
- 104, the Chhattisgarh health helpline for scheme complaints, including a hospital demanding cash for a covered package.
- 14555, the Ayushman Bharat national helpline.
- Ayushman Mitra desk and hospital grievance register at the treating hospital, as the first written record.
- Chief Medical and Health Officer (CMHO) of your district, who supervises empanelled hospitals locally.
- State Nodal Agency through the grievance link on dkbssy.cg.nic.in.
Making an Ayushman card is free and treatment under a covered package is cashless. No agent, broker or hospital staff member may charge for card generation or for "arranging" approval.

Frequently asked questions
How much treatment cover does Dr Khubchand Baghel Swasthya Sahayata Yojana give?
Antyodaya and Priority ration card families get cashless treatment of up to Rs 5 lakh per family per year, and families holding other categories of ration card get up to Rs 50,000 per family per year. The cover is shared across all members of the family on the card.
Who is eligible for Dr Khubchand Baghel Swasthya Sahayata Yojana?
Every Chhattisgarh family holding a valid ration card issued under the state Food Security Act is eligible, including families that do not appear in the central SECC list used for Ayushman Bharat. There is no separate income test beyond the ration card category.
Has the scheme been renamed?
The Chhattisgarh government announced in 2024 that the state health assurance scheme would run under the name Shaheed Veer Narayan Singh Ayushman Swasthya Yojana. Hospitals, cards and the treatment entitlement remain the same, so an existing card continues to work.
Do I have to pay anything at an empanelled hospital?
No. Treatment under an approved package at an empanelled hospital is cashless — the hospital claims from the state nodal agency. Ask for a written explanation and complain on 104 if a hospital demands cash for a covered package.
Who cannot use this scheme?
Families without a Chhattisgarh ration card are not eligible, and treatment taken at a hospital that is not empanelled cannot be claimed. Out-patient consultation, most cosmetic procedures and treatment outside the approved package list are also not covered.
How do I get my Ayushman card made under this scheme?
Take your ration card and Aadhaar to any empanelled hospital's Ayushman Mitra desk, a Choice or Common Service Centre, or an Ayushman camp, and ask for the card. The card is free; complete Aadhaar e-KYC by fingerprint or OTP and the card is generated the same day.
Which illnesses are covered?
Coverage runs on a package list that includes cardiac treatment, cancer care, organ transplants such as kidney and liver, haemophilia, aplastic anaemia and cochlear implants for young children, along with a wide range of general surgical and medical admissions.
How do I check if my family is covered under DKBSSY?
Open dkbssy.cg.nic.in and use the beneficiary search option, searching by ration card number, or by Aadhaar or mobile number where the portal allows it. The result shows whether your family is listed, which cover slab applies, and which members already have a card generated.
What if my treatment costs more than the cover?
Chhattisgarh runs a separate assistance route, Mukhyamantri Vishesh Swasthya Sahayata Yojana, for a defined list of serious illnesses beyond the DKBSSY ceiling. Ask the hospital's Ayushman Mitra to route the case through that channel with the required committee approval.
