What is the Chief Minister Higher Education Promotion Scholarship Scheme?

Mukhyamantri Uchch Shiksha Protsahan Chhatravritti Yojana. The Chief Minister Higher Education Promotion Scholarship Scheme, gives immediate financial assistance to Scheduled Tribe and Scheduled Caste students of Chhattisgarh who have won a seat at a premier national institution. The scheme is run by the Tribal and Scheduled Caste Development Department (Adim Jati tatha Anusuchit Jati Vikas Vibhag), and district administrations issue the notice and receive applications each year.

The problem the scheme solves is timing. A student from a village in Bastar or Surguja who clears JEE Advanced or NEET has to reach an IIT or an AIIMS campus within weeks, pay the admission fee, arrange hostel deposit, travel and buy equipment, long before any regular post-matric scholarship reaches their account. Families that have never had that expense before often borrow at high interest, and some students give up the seat. This scheme puts money in the student's hands at the point of admission.

According to district notices published for the 2025-26 session, the scheme covers admissions to:

  • IIT: Indian Institutes of Technology
  • AIIMS, All India Institutes of Medical Sciences
  • IIM; Indian Institutes of Management
  • NIT, National Institutes of Technology
  • IIIT; Indian Institutes of Information Technology
  • NLU; National Law Universities
  • MBBS programmes

The department publishes a selection list of students for each year on tribal.cg.gov.in, and lists have been published since at least the 2023-24 session.

Who is eligible for the scheme?

You can be considered if:

  • You belong to a Scheduled Tribe or Scheduled Caste and hold a caste certificate issued by a competent revenue authority in Chhattisgarh.
  • You are a student of Chhattisgarh, the state residence condition applies.
  • You have secured admission in the current academic session to one of the named premier institutions or an MBBS course.
  • You submit within the annual application window notified by the department and your district.
  • You hold an Aadhaar-seeded bank account in your own name for the transfer.

You are not eligible if:

  • You belong to the general or OBC category. This scheme sits with the Tribal and Scheduled Caste Development Department and is limited to SC and ST students.
  • Your admission is to an institution outside the list named in the circular, a state private university or an ordinary college does not qualify, however good the course.
  • Your admission is for an earlier academic session than the one the circular covers. The assistance is tied to fresh admission.
  • You apply after the closing date. Late applications are not entertained, and the window is short — under a month in 2025-26.
  • You cannot produce a Chhattisgarh caste certificate. A certificate from another state does not establish eligibility here.

How to apply for the Chief Minister Higher Education Promotion Scholarship

  1. Watch for the annual notice. The Tribal and Scheduled Caste Development Department publishes the circular on tribal.cg.gov.in, and district collectorates repeat it on their own notice boards. For 2025-26 the window ran 29 September to 26 October 2025, so late September is when to start checking.
  2. Download the current-year circular and application form. The circular is the authority on the assistance amount, the exact list of institutions and any income condition for that year. Read it rather than relying on last year's terms.
  3. Assemble your documents: admission proof, caste certificate, residence certificate, class 12 marksheet, entrance scorecard, Aadhaar copy and bank passbook copy, all self-attested.
  4. Fill the application form completely, entering your bank account number and IFSC code exactly as printed in the passbook.
  5. Submit the file to the Assistant Commissioner, Tribal Development, in your district, within the notified date. Collect a dated receipt.
  6. Follow up on the selection list. The department publishes the list of selected students for each session on tribal.cg.gov.in. Check that your name appears and that your bank details are correct.
  7. Confirm the credit in your bank passbook. Payment is by Direct Benefit Transfer into the student's own account.

How to check your status

  1. Open tribal.cg.gov.in and look under the scheme notices for the selection list for your academic session, lists have been published from 2023-24 onwards.
  2. Check your district collectorate website notice section, which repeats the scheme notice and often the district-level list.
  3. Ask at the Assistant Commissioner, Tribal Development office in your district, quoting the receipt number from your submission.
  4. If your name is on the list but no money has arrived, the usual cause is a bank problem, check that your account is active and Aadhaar-seeded.

Common reasons applications fail

  • Missing the window. The shortest and most common failure. In 2025-26 the window was under four weeks.
  • Caste certificate not from Chhattisgarh, or expired, or in a different spelling of the student's name.
  • Admission proof not showing the current session, for example a provisional allotment letter without a fee receipt.
  • Institution not on the notified list. A private engineering or medical college does not qualify.
  • Bank account in a parent's name. The assistance is paid to the student's own account.
  • Name mismatch across Aadhaar, marksheet, caste certificate and bank record. Fix Aadhaar first, since it is the reference for DBT.

Related Chhattisgarh scholarships worth claiming alongside

  • Post-Matric Scholarship for SC/ST/OBC, the recurring scholarship for the rest of your course, claimed through the Chhattisgarh scholarship portal each year. This scheme does not replace it.
  • Mukhyamantri Gyan Protsahan Yojana, an incentive of up to Rs 15,000 for SC and ST students scoring high marks in the class 10 or class 12 board examination.
  • Medhavi Chhatra Shiksha Protsahan Yojana; state-level merit awards for top board rankers, and an incentive for students entering government ITI, engineering, medical and nursing institutions.
  • Central sector and national fellowship schemes for SC and ST students in higher education, applied for separately on the National Scholarship Portal.

Help and grievance redressal

  • Assistant Commissioner, Tribal Development. The district office that receives and processes applications. The first place to raise any problem.
  • Tribal and Scheduled Caste Development Department, Raipur: tribal.cg.gov.in publishes circulars, selection lists and departmental contacts.
  • District Collector's grievance cell; where the district tribal office does not resolve a case.
  • Chhattisgarh state grievance portal, for a written complaint with a trackable number.

Applying is free. No fee is charged for the form or for inclusion in the selection list, and no agent can secure a place on it; selection follows from the caste certificate, the residence proof and the admission letter alone.
