Chhattisgarh Sarvbhaum PDS (Universal Public Distribution System)
Chhattisgarh state government scheme
Chhattisgarh Sarvbhaum PDS is the near-universal food distribution system run by the state Food and Civil Supplies Department under the Chhattisgarh Food Security Act 2012, delivering subsidised rice, iodised salt and gram to around 58 lakh ration card families through roughly 12,000-plus fair price shops. Ration cards are applied for at the local body or online at fcs.cg.gov.in.
What is the Chhattisgarh Sarvbhaum PDS?
Chhattisgarh Sarvbhaum PDS, the universal public distribution system, called sarvbhaum meaning universal: is the state's food-security programme run by the Food, Civil Supplies and Consumer Protection Department. It supplies subsidised rice, free iodised salt and subsidised gram every month through a network of fair price shops to the large majority of households in the state.
Chhattisgarh got here before the rest of the country. The state legislative assembly passed the Chhattisgarh Food Security Act in December 2012, roughly a year before Parliament passed the National Food Security Act 2013, and in doing so made access to food a legal entitlement for state residents rather than a discretionary welfare handout. The Act's coverage was designed to be near-universal: rather than restricting benefit to families below an income line, the state excluded a defined set of well-off categories and admitted everyone else. That inversion is what the word sarvbhaum refers to, and it is why roughly 58 lakh families hold cards.
Core features of the system
- Near-universal coverage, exclusion-based rather than inclusion-based targeting.
- Rice at a token price, with the Food Security Act framework providing 7 kg per registered family member per month at Re 1 per kg.
- Free iodised salt to 1 kg per card, and 2 kg in scheduled areas where the tribal population is in majority.
- Subsidised gram (chana) for cardholders in scheduled and tribal areas, to add protein to a rice-heavy diet.
- Smart cards and computerised shops; paper cards were replaced with smart cards, and around 12,349 fair price shops were connected with Android tablets and ePoS devices, with about 97 per cent of shops connected.
- One Nation One Ration Card portability, so a migrant worker from Chhattisgarh can draw the family's entitlement at a linked shop anywhere in India.
Which ration card categories exist in Chhattisgarh?
The state operates several card types, and the entitlement printed on the card is what governs:
| Card category | Who it is for |
|---|---|
| Antyodaya Anna Yojana (AAY) | The poorest households; landless labourers, destitute families, households with negligible or no annual income |
| Priority Household (PHH) | The large body of ordinary poor and lower-income families under the NFSA and state Act |
| General / APL | Households outside the priority categories that are still recognised by the state PDS with a lower entitlement |
| Special categories | Cards for particularly vulnerable tribal groups, destitute persons, and other notified groups |
Antyodaya households receive 35 kg of rice per month for the household. Priority and general households receive a per-member quantity. Quantities and issue prices are set by state order and have been revised more than once, so the authoritative figure is the entitlement on your own card and the current notification published on fcs.cg.gov.in.
Who is eligible for a Chhattisgarh ration card?
You can be issued a card if:
- You are a resident household of Chhattisgarh with a verifiable local address.
- Your household does not fall in any notified exclusion category.
- Every member has an Aadhaar number that can be seeded to the card.
- Your household holds no other ration card, in Chhattisgarh or in any other state.
- The card is applied for in the name of the head of the household. The state issues cards in the name of the eldest woman of the family wherever possible.
You cannot apply, or are not eligible, if:
- Your household is an income tax payer.
- A member is in regular service of central or state government, a PSU or a government-aided body in a category above the notified exclusion threshold.
- The household holds land or assets above the notified limits used to define the excluded categories.
- The family already holds a valid ration card elsewhere. Two cards for one household are treated as duplication and the second is cancelled.
- The applicant cannot establish residence in the state.
Exclusion thresholds are set by state notification and have been revised since 2012. If you are close to a line, read the current notification on fcs.cg.gov.in rather than relying on an older figure.
How to apply for a Chhattisgarh ration card
- Collect the documents: Aadhaar cards of every member, proof of residence for the household, a passport-size photograph of the head of the household, and a surrender or deletion certificate if you held a card elsewhere.
- Choose the route. Online, open fcs.cg.gov.in and use the ration card application module. Offline, go to your gram panchayat in a village, the janpad panchayat at block level, or the municipal corporation, nagar palika or nagar panchayat ward office in a town.
- Fill the application form with the household composition, the head of family's details and each member's Aadhaar number, and attach the documents.
- Submit and take the acknowledgement, which carries the application number. Keep it — every status check needs it.
- Complete the field verification. The Food Inspector or the local body verifies residence and household composition, and may visit the address.
- Collect the card from the issuing office once approved, and check that the category, member list and entitlement printed on it are correct.
- Complete Aadhaar e-KYC for every member at the fair price shop ePoS machine before the first transaction.
How to check your ration card and entitlement online
- Open fcs.cg.gov.in, the Food and Civil Supplies Department portal, which is where the older khadya.cg.nic.in address now redirects.
- Open the ration card information module and search by ration card number, or by district, block and gram panchayat or ward.
- Read the card page, it shows the category, the member list, and the entitlement.
- Open the transaction or distribution register for your card to see which month's ration has been drawn and by whom.
The portal also publishes fair price shop-wise allocation and stock, so you can check whether your shop has received the month's rice before you make the trip.
What to do when the shop refuses or short-changes you
Fair price shop problems are the most common complaint in any PDS. In Chhattisgarh the ePoS system gives you evidence, because every genuine issue is recorded against a biometric authentication.
- Shop says stock has not arrived. Check the shop-wise allocation on fcs.cg.gov.in. If stock is shown as allotted and received, report it.
- Less than the printed quantity given. Insist on weighing in front of you. Every shop must display an accurate weighing scale and the entitlement chart.
- Money demanded above the issue price. The issue price is fixed by notification and printed publicly. Anything above it is illegal.
- Biometric authentication fails. Repeated fingerprint failure is usually an Aadhaar seeding or e-KYC problem, or worn fingerprints in older or manual-labour households. Ask for the exception route rather than accepting a refusal.
- Card shows a transaction you did not make. This is a diversion complaint and should go in writing to the District Food Officer immediately.
Where to complain:
- Toll-free consumer helpline 1967.
- Food Inspector for the area, then the District Food Officer at the collectorate.
- Online grievance module on fcs.cg.gov.in.
- Vigilance committee at the fair price shop. The Act provides for community monitoring of each shop.
Why ration card applications get rejected
- Duplicate household. A member's Aadhaar already appears on another card.
- Aadhaar mismatch, name or date of birth differ between Aadhaar and the application.
- Residence not verified, the address could not be confirmed on field visit.
- Exclusion category triggered; income tax filing or government service by a household member.
- Incomplete member details. A missing Aadhaar for one member holds up the whole card.
- No surrender certificate for a card held at a previous address.
Most of these are curable. Correct the record and resubmit at the same office; a rejection is not permanent.
Keeping the card active
Chhattisgarh, like other states, periodically runs e-KYC drives and deletes members who cannot be authenticated. Three things keep a card safe: complete e-KYC for every member, transact at least once in the period the department specifies so the card is not treated as dormant, and report births, deaths, marriages and migration so the member list on the card matches the household as it actually is. Adding a newborn and deleting a member who has moved out are both done through the same local body counter that issued the card.

Frequently asked questions
What is special about Chhattisgarh's PDS?
Chhattisgarh made food a legal right before the country did. The state assembly passed the Chhattisgarh Food Security Act in December 2012, ahead of the National Food Security Act 2013, and built a near-universal system that covers around 58 lakh families rather than only the poorest.
How much rice does a ration card get in Chhattisgarh?
An Antyodaya household receives 35 kg of rice a month for the household, while priority and general households receive a per-member quantity — the Chhattisgarh Food Security Act framework set 7 kg per member per month at Re 1 per kg for a registered family. Exact quantities and issue prices are revised by state order, so check the entitlement printed on your card and the current notification on fcs.cg.gov.in.
Do I get anything besides rice?
Yes. Free iodised salt is supplied — 1 kg free per card, and 2 kg in scheduled areas — and subsidised gram (chana) is distributed to cardholders in scheduled and tribal areas.
How do I apply for a Chhattisgarh ration card?
Apply at your gram panchayat, janpad panchayat or municipal body with Aadhaar cards of all members, address proof and a photograph of the head of household, or start the application online at fcs.cg.gov.in. The card is issued after verification by the food inspector.
Who cannot get a ration card in Chhattisgarh?
Households in the notified exclusion categories are not eligible — typically income tax payers, families with a member in regular government or PSU service, and households above the notified land or asset limits. Anyone already holding a valid ration card elsewhere also cannot hold a second one.
Is Aadhaar e-KYC compulsory now?
Yes, in practice. Every member must complete Aadhaar e-KYC for the card to remain active, because ration is issued against biometric authentication on the ePoS machine at the fair price shop.
Can I draw ration in another state?
Yes. Chhattisgarh implements One Nation One Ration Card, so a portable ration card can be used at any linked fair price shop in the country using biometric authentication.
What documents do I need to apply for a ration card?
You need Aadhaar cards of all household members, proof of residence in Chhattisgarh, and a passport-size photograph of the head of household. A surrender or deletion certificate is needed only if the family held a ration card elsewhere.
What do I do if the fair price shop refuses to give me ration?
Call the toll-free consumer helpline 1967, or file a written complaint with the Food Inspector and the District Food Officer. The state also runs an online grievance module on fcs.cg.gov.in, and every fair price shop must display its stock position publicly.
