Character Certificate (Police) in Chhattisgarh

Chhattisgarh state government scheme

Quick answer

Character Certificate in Chhattisgarh is a police document obtained from the district Superintendent of Police office and the police station covering your address, not from the state's civil certificate portal. Chhattisgarh's e-District service has moved to Sewa Setu at sewasetu.cgstate.gov.in, which carries income, domicile, caste, marriage and trade licence services but does not list a character certificate.

Benefit
An official police character certificate issued by Chhattisgarh Police after verification by your local police station, accepted for jobs, passport, visa, licence and tender purposes
How to apply
Through the district Superintendent of Police office and the police station covering your address; Chhattisgarh Police also runs a citizen portal, so check cgpolice.gov.in for an online route in your district

What is a police character certificate in Chhattisgarh?

A character certificate in Chhattisgarh is Chhattisgarh Police's written statement that its records show nothing adverse against a named person at the address that person declared. Chhattisgarh Police, under the Home Department, is the issuing authority, and the practical route runs through the district Superintendent of Police office together with the police station whose jurisdiction covers your residential address.

The most useful thing to know before you start is where the certificate is not available. Chhattisgarh's e-District service has been consolidated into the state's current citizen portal, Sewa Setu: the old address edistrict.cgstate.gov.in now redirects through cgedistrict.cgstate.gov.in to sewasetu.cgstate.gov.in. The services Sewa Setu displays are the income certificate, domicile certificate, trade licence, marriage certificate, Other Backward Classes certificate, Scheduled Caste and Scheduled Tribe certificate, and land use information. A character certificate is not among them.

That distinction is not an administrative accident. Income, domicile and caste certificates rest on revenue records that a tehsildar or SDM holds. A character certificate rests on criminal records that only the police hold, which is why no revenue officer in Chhattisgarh can issue one in place of the police. Applicants who spend a week hunting for the service on Sewa Setu are looking on the wrong platform.

Employers running background checks, passport and visa processes, arms licence applications, private security agency registrations, contractor and tender empanelment, and several Chhattisgarh recruitment boards ask for this certificate.

Who can and who cannot apply?

You can apply for a Chhattisgarh police character certificate if you reside in Chhattisgarh and can identify the district and police station covering your residential address. There is no income limit, no caste criterion and no age bar. This is a records check, not a welfare benefit, so none of the eligibility tests that govern Chhattisgarh's income, OBC or SC/ST certificates on Sewa Setu apply here.

You cannot apply to Chhattisgarh Police for an address outside Chhattisgarh. A previous address in another state has to be verified by that state's police, and Chhattisgarh Police reports only on the period and area within its own jurisdiction. You are also not eligible for a clean certificate while an FIR or criminal case is pending against you, the certificate reports what the register shows rather than suppressing it.

Applicants who have lived at more than one Chhattisgarh address are eligible, but should expect a longer enquiry, because more than one police station then has to report. Applicants who need the document for foreign immigration should confirm first whether the consulate wants a Regional Passport Office PCC instead; the two are different documents from different authorities.

What documents are required?

Chhattisgarh's police counters are administered district by district, so the exact list is set locally, but every district's enquiry rests on the same three things, who you are, where you live, and what the certificate is for:

  • Proof of identity, a government photo ID in the applicant's name.
  • Proof of the Chhattisgarh address to be verified: ration card, electricity bill, rent agreement or property tax receipt.
  • Passport-size photographs, at least two when applying at a counter.
  • The application form prescribed by your district police.
  • The fee receipt or challan for whatever the counter charges.
  • A letter showing the purpose, if an employer, consulate or licensing authority has issued one.

Carry originals as well as photocopies. The officer who visits from the local police station asks to see something physical that ties you to the address, and producing it on the first visit is the single thing that shortens the enquiry most.

How to get a character certificate in Chhattisgarh

  1. Identify your district Superintendent of Police office and your police station. The address on the application decides both, so establish which station's jurisdiction covers where you actually live before filling anything in. Chhattisgarh Police maintains district pages on cgpolice.gov.in; check whether your district offers an online citizen-portal route before making the trip.
  2. Obtain and fill the prescribed application form. Enter your name exactly as it appears on your identity document, father's name, date of birth, the complete residential address with district, tehsil or ward and the police station covering it, and the purpose — employment, passport, visa, licence or tender. List every Chhattisgarh address you have lived at, not only the current one.
  3. Attach the identity proof, address proof and photographs, and submit the application at the district SP office counter or wherever your district police direct.
  4. Pay the notified fee and take the receipt. Never pay without one. The receipt is your record of exactly what the state charged.
  5. Be present for the police enquiry. Your file goes to the police station covering the declared address, and an officer verifies you there. Keep your phone reachable and stay available at that address through this stage.
  6. Collect the certificate from the SP office once the station has reported and the certificate has been signed, quoting the reference on your receipt.

How do you check the application status?

Follow up at the district SP office counter with the receipt or reference number you were given at submission. Because the substantive step is a police enquiry at your declared address, an application that has not moved for several days is normally waiting with the police station rather than with the SP office, and the station house is the right place to ask next.

If nothing moves at all, put the request in writing to the Superintendent of Police for the district, quoting the reference number and the date of filing. A written escalation, not a second application, is what restarts a stalled file, a duplicate application simply gives the same station two files to dispose of.

Why do character certificate applications get delayed in Chhattisgarh?

  • The applicant was not found at the declared address when the verifying officer visited, and no neighbour could confirm residence.
  • The address on the form falls under a different police station than the one the file was sent to, so it has to be reallocated.
  • Name, father's name or date of birth on the form does not match the identity document attached.
  • A previous Chhattisgarh address was left off the form and surfaced during enquiry.
  • The application went to Sewa Setu or a tehsil counter instead of the police, and was returned.
  • A pending FIR or criminal case exists, which the certificate then has to record.

How long is a Chhattisgarh character certificate valid?

A character certificate states what police records showed on the date it was issued, so it carries no open-ended validity. Employers, licensing authorities and consulates set their own acceptance window in practice: commonly six months from the date of issue, and ask for a fresh certificate after that. There is no renewal procedure: you make a fresh application when you need a current certificate.

What does it cost, and what about agents?

Chhattisgarh charges the fee its district police counter notifies, and that amount, backed by a receipt, is the entire legitimate cost. Nobody at a police station or an SP office is entitled to a rupee beyond it, and a demand for money on the side belongs in a written complaint to the Superintendent of Police or, above that, the Inspector General of the range.

Agents who promise a Chhattisgarh character certificate "in two days" for a few thousand rupees are selling a queue position that does not exist. The file still reaches the same police station and the same verifying officer. Be equally sceptical of private websites offering to "apply online" for a character certificate in Chhattisgarh: the state's own portal, Sewa Setu, does not list the service at all, so any site claiming to file it online for a fee is not an official channel. For genuine Sewa Setu services, the portal publishes sewasetu.helpline@cgchips.in, a WhatsApp contact on 9203406400, and an office at the 3rd Floor, State Data Centre Building, opposite New Circuit House, Civil Lines, Raipur 492001, but for the character certificate itself, the police channel is the only one.

Documents required

Proof of identity
A government photo identity document in the applicant's name. Carry the original to the SP office counter and keep it at home for the verifying officer's visit.
Proof of the Chhattisgarh address to be verified
The address decides which police station enquires, so it must be where you actually live — ration card, electricity bill, rent agreement or property tax receipt.
Passport-size photographs
Carry at least two when applying at a counter; one is affixed to the application and one is often retained on the file.
Application form as prescribed by the district police
Chhattisgarh's forms and counters are administered district by district, so ask the SP office or check your district police page for the current form.
Fee receipt or challan
Whatever the district counter charges must come with a receipt. That receipt is your proof of exactly what the government charged.
Letter showing the purpose of the certificateoptional
An employer's letter, visa requirement or licensing authority's letter.

Frequently asked questions

Who issues a character certificate in Chhattisgarh?

Chhattisgarh Police issues it, through the district Superintendent of Police office, after the police station covering your declared address verifies you. A tehsildar or SDM cannot issue it, because only the police hold the criminal records the certificate speaks to.

Can I get a character certificate on the Chhattisgarh e-District portal?

No — Chhattisgarh's e-District service now redirects to Sewa Setu at sewasetu.cgstate.gov.in, and the services it displays are income, domicile, trade licence, marriage, OBC and SC/ST certificates and land use information. A character certificate is not among them, so applications have to go through the police channel.

What is Sewa Setu and why does edistrict.cgstate.gov.in send me there?

Sewa Setu is Chhattisgarh's current citizen service portal, and the old edistrict.cgstate.gov.in address now redirects through cgedistrict.cgstate.gov.in to sewasetu.cgstate.gov.in. Bookmarks and third-party links to the old e-District URL still work but land you on the new portal.

What does a Chhattisgarh character certificate cost?

Ask the district police counter for the notified fee and insist on a receipt, because the receipt is your proof of exactly what the government charged. Chhattisgarh administers this counter district by district, so confirm the amount with your own district SP office rather than relying on a figure quoted for another district.

Can Chhattisgarh Police verify an address in another state?

No — Chhattisgarh Police verifies only addresses within Chhattisgarh, and a previous address in another state has to be verified by that state's police. Declare the out-of-state address on the form rather than omitting it, because it surfaces at the enquiry stage anyway.

Will a pending FIR appear on the certificate?

Yes — a character certificate reports what the police record shows, so a pending FIR or criminal case appears on it. Concealing it on the application form is itself a ground for rejection.

Is a character certificate the same as a police clearance certificate?

Not always — a PCC required for foreign immigration is usually issued by the Regional Passport Office rather than the state police, while a police character certificate serves employment, licence and tender purposes. Ask the employer or consulate which one they actually want before applying.

Whom do I contact if a Sewa Setu service, not the police service, is stuck?

Sewa Setu publishes sewasetu.helpline@cgchips.in as its contact address, a WhatsApp number 9203406400, and an office at the 3rd Floor, State Data Centre Building, opposite New Circuit House, Civil Lines, Raipur 492001. Those handle the civil certificates on that portal, not police enquiries.
