Nava Raipur Atal Nagar Mukhyamantri Awas Yojana
Chhattisgarh state government scheme
Nava Raipur Atal Nagar Mukhyamantri Awas Yojana is the Chhattisgarh Housing Board's EWS and LIG flat scheme, started in 2015 and now merged with Pradhan Mantri Awas Yojana. EWS buyers get a Rs 1 lakh state grant and LIG buyers Rs 50,000, on top of central assistance. Flats in Sectors 16, 30 and 34 sell online, first come first served.
What is Nava Raipur Atal Nagar Mukhyamantri Awas Yojana?
Nava Raipur Atal Nagar Mukhyamantri Awas Yojana is an affordable housing scheme run by the Chhattisgarh Housing and Infrastructure Development Board, better known as the Chhattisgarh Housing Board or CGHB, under the state's Housing and Environment Department. In Hindi it appears in Housing Board advertisements as नवा रायपुर अटल नगर मुख्यमंत्री आवास योजना, and increasingly as मुख्यमंत्री आवास योजना सह प्रधानमंत्री आवास योजना.
According to the Chhattisgarh Housing Board's own scheme page, the Atal Nagar Mukhyamantri Awas Yojana was started by the state government in 2015 and was later merged under the central Pradhan Mantri Awas Yojana. That merger is the single fact that explains most confusion around this scheme. Buyers today are purchasing a flat that carries both a central PMAY component and a Chhattisgarh state grant, which is why Housing Board notices name the two schemes together.
The scheme is confined geographically to Nava Raipur Atal Nagar, the planned capital city being developed east of Raipur. The Prime Minister inaugurated the model house of the Atal Nagar Mukhyamantri and Pradhan Mantri Awas Yojana on 21 February 2016, and construction has proceeded in phases since.
Unlike a cash-transfer welfare scheme, this is a property purchase scheme. The Housing Board builds the flat, the two governments reduce the price through grants, and the buyer pays the balance and takes registered ownership.
Where are the flats and how many are there?
The Chhattisgarh Housing Board is building EWS and LIG prakoshth bhawan (flats) in Sectors 16, 30 and 34 of Nava Raipur Atal Nagar. The affordable housing project across these three sectors was planned at a total of about 6,600 units, of which EWS units make up roughly 37.7 per cent of the stock, with the balance in LIG and other categories.
Housing Board advertisements for Sectors 16, 30 and 34 were carried on cghb.gov.in through 2026, confirming that unsold inventory remains available.
How much subsidy does a buyer get?
| Component | EWS unit | LIG unit |
|---|---|---|
| Chhattisgarh state grant | Rs 1,00,000 | Rs 50,000 |
| Central PMAY assistance (as budgeted for this project) | About Rs 1,50,000 | Applied as per PMAY-U norms |
| Annual household income ceiling | Up to Rs 3 lakh | Up to Rs 6 lakh |
Two clarifications matter here.
The subsidy reduces the price of the flat; it is not paid to you as cash. The state grant of Rs 1 lakh per EWS unit and Rs 50,000 per LIG unit is a sanction against the dwelling unit. The buyer sees it as a lower payable cost, not as a credit in a savings account.
EWS and LIG are income categories, not building types. An EWS flat is smaller and cheaper than an LIG flat, and the two carry different eligibility ceilings. Applying in the wrong category is a common cause of rejection at document verification.
Who is eligible for a flat under this scheme?
You can be allotted a flat if:
- You are a resident of Chhattisgarh and can produce residence or domicile proof.
- Your annual household income is up to Rs 3 lakh for the EWS category, or up to Rs 6 lakh for the LIG category.
- No member of your household owns a pucca house anywhere in India, the standard PMAY condition, since the central component applies.
- You are an adult applying in your own name, with Aadhaar and PAN.
- You can pay the registration amount and the instalment schedule for the flat, since only part of the cost is met by grant.
You cannot apply, or are not eligible, if:
- Your household already owns a pucca house in any part of India.
- Your annual income exceeds Rs 6 lakh, which places you outside both the EWS and LIG subsidised categories. You may still buy Housing Board property, but without the EWS or LIG grant.
- You are not a resident of Chhattisgarh.
- Your household has already taken a benefit under Pradhan Mantri Awas Yojana elsewhere.
- You are applying for a subsidised unit as an investment rather than for self-occupation. The subsidised categories are for the buyer's own residence.

How to apply for a flat under Atal Nagar Mukhyamantri Awas Yojana
- Open the Chhattisgarh Housing Board website at cghb.gov.in and go to the Book Property Online or Beneficiary Portal link on the home page.
- Register as a new user with your name, mobile number and email, and verify the OTP sent to your mobile.
- Select the Nava Raipur Atal Nagar project and the sector to 16, 30 or 34, and the category of unit, EWS or LIG, that matches your income certificate.
- Fill the online application form with your personal, income, address and bank details exactly as they appear on your documents.
- Upload the scanned documents listed above, keeping each file within the size limit the portal specifies.
- Pay the registration amount online through the portal's payment gateway and save the transaction receipt and application number.
- Complete document verification at the Housing Board office when called, and accept the allotment letter and payment schedule.
- Pay the instalments as scheduled and complete registration of the flat in your name, after which you take possession through the allottee portal.
Because booking is on a first come first served basis, an application filed early against available inventory is decided faster than one filed after a sector sells out. There is no draw or lottery in the current process.
How to check your application and payment status
- On the Chhattisgarh Housing Board beneficiary portal at cghb.gov.in, using the application number and registered mobile number.
- On the allottee portal on the same site, once a flat is allotted, for instalment dues and maintenance charges.
- At the Housing Board office in Raipur, or the divisional office covering Nava Raipur and Atal Nagar, quoting the application number.
- Through your bank statement, to confirm the registration amount and each instalment has been debited and receipted.
Why applications get rejected, and what to fix
- Income certificate above the category ceiling. Applying in the EWS category with income above Rs 3 lakh is the most frequent mismatch. Reapply in the LIG category if your income is between Rs 3 lakh and Rs 6 lakh.
- An existing pucca house in the household. The PMAY component disqualifies such households, and the check is done against Aadhaar-linked records.
- Income certificate expired or issued by the wrong authority. Get a fresh certificate from the competent revenue authority.
- Name mismatch between Aadhaar, PAN and the income certificate. Correct the spelling before uploading; mismatches stall verification.
- Registration amount not paid within the window, which releases the unit back into the available pool.
- Instalment default after allotment, which can lead to cancellation of the allotment under the Housing Board's terms.
Other Chhattisgarh Housing Board schemes worth knowing
The Housing Board runs several parallel schemes, and knowing which is which prevents a wasted application:
- Atal Vihar Yojana, the statewide affordable housing programme under which the Board is building one lakh houses, with Rs 80,000 EWS and Rs 40,000 LIG subsidy.
- Atal Awas Yojana. An earlier state scheme under which 8,897 houses were built, with Rs 50,000 subsidy per EWS family.
- Deen Dayal Awas Yojana — about 17,512 houses built for LIG and economically weaker sections at subsidised rates.
- Kushabhau Thakre Awas Yojana: started in 2006 for the middle income group, with a 600 square foot design on a 1,000 square foot plot and a 25 per cent concession on supervision charges.
- General Housing Scheme: unsubsidised Housing Board stock for all other income groups.
Nava Raipur Atal Nagar Mukhyamantri Awas Yojana is the only one of these tied to the new capital city and to the joint state-plus-central subsidy structure.

Frequently asked questions
What subsidy do buyers get under Atal Nagar Mukhyamantri Awas Yojana?
The Chhattisgarh government sanctions a grant of Rs 1 lakh per EWS dwelling unit and Rs 50,000 per LIG dwelling unit under the Nava Raipur project, according to the Chhattisgarh Housing Board. That state grant sits on top of central Pradhan Mantri Awas Yojana assistance, budgeted at about Rs 1.5 lakh per EWS unit for this project.
Where are the flats located?
The flats are in Sectors 16, 30 and 34 of Nava Raipur Atal Nagar. The Chhattisgarh Housing Board is constructing EWS and LIG flats in these three sectors and is selling them online on a first come first served basis.
Who is eligible for an EWS or LIG flat?
EWS applicants must have annual household income up to Rs 3 lakh and LIG applicants up to Rs 6 lakh, and the household must not already own a pucca house in India. The applicant must be a resident of Chhattisgarh and apply in an adult member's own name.
Is the scheme still separate from Pradhan Mantri Awas Yojana?
No, it is now run jointly. Atal Nagar Mukhyamantri Awas Yojana was started by the state government in 2015 and was later merged into the central Pradhan Mantri Awas Yojana, which is why Housing Board advertisements describe the flats as being under "Mukhyamantri Awas Yojana sah Pradhan Mantri Awas Yojana".
How do I book a flat?
Register on the Chhattisgarh Housing Board beneficiary portal at cghb.gov.in, select the Nava Raipur project, complete the application, upload documents and pay the registration amount online. Booking is on a first come first served basis rather than by lottery.
Is there a lottery or waiting list?
No. The state government simplified the rules so that unsold Nava Raipur units are sold online on a first come first served ("pehle aao, pehle paao") basis, to speed up occupation of the built stock rather than hold it for draw cycles.
Can someone from outside Chhattisgarh buy one of these flats?
No. The scheme is for residents of Chhattisgarh, and a Chhattisgarh domicile or residence proof is part of the mandatory document set for the subsidised EWS and LIG categories.
Whom do I contact about a booking problem?
Contact the Chhattisgarh Housing Board head office in Raipur on 0771-2512121, or the Additional Commissioner in charge of Nava Raipur and Atal Nagar on 0771-2512130. The Housing Board also runs an allottee portal for payment and maintenance queries.
