Widow / Destitute Certificate in Chhattisgarh
Chhattisgarh state government scheme
Widow / Destitute Certificate in Chhattisgarh is not a separate service among the 126 services on the state Sewa Setu portal, formerly e-District, at sewasetu.cgstate.gov.in. Chhattisgarh instead recognises widow and deserted status through the Sukhad Sahara Yojana, sanctioned at Rs 350 a month for BPL widows aged 18 to 39 and deserted women aged 18 and above.
Widow / Destitute Certificate in Chhattisgarh is a document readers look for by name and will not find. Chhattisgarh runs its citizen services through the state Sewa Setu portal, the renamed e-District system at sewasetu.cgstate.gov.in, and the portal states that 126 services are currently made available through it. Those services cover caste, income, domicile, residence, birth, death and marriage certificates. There is no widow certificate and no destitute certificate in that list. Chhattisgarh handles widow and deserted status differently: it records the status inside the welfare scheme file rather than issuing a standalone certificate for it.
What does Chhattisgarh do instead of issuing a widow certificate?
Chhattisgarh's Social Welfare Department runs Sukhad Sahara Yojana, a state scheme launched to give financial assistance to widows and deserted women living below the poverty line. District administrations publish its terms plainly. Eligibility runs to a native of Chhattisgarh who is either a widow aged between 18 and 39 years or a deserted woman aged 18 years or above, who is listed in the Below Poverty Line list, and who is not receiving pension benefits under any other government scheme. The state scheme benefit is Rs 350 per month.
Two things follow from that design. First, the fact of widowhood is proved by the husband's registered death certificate, which Chhattisgarh issues online through the same e-District system, and not by any separate certificate. Second, and this matters more for a deserted woman, Chhattisgarh recognises desertion as a qualifying status in its own right. Most states have no route at all for a deserted or abandoned woman who is not a widow. Chhattisgarh names her in the scheme itself, at 18 years and above with no upper age limit stated, and lets the panchayat record establish her circumstances.
Who can and who cannot apply?
A native of Chhattisgarh who is a widow aged 18 to 39 and listed Below Poverty Line can apply for Sukhad Sahara Yojana. So can a deserted woman aged 18 or above on the same BPL condition.
A woman aged 40 or above is outside Sukhad Sahara's stated widow age band. She should ask instead about the Indira Gandhi National Widow Pension Scheme, which the Chhattisgarh Social Welfare Department publishes on sw.cg.gov.in and administers alongside its own schemes under the National Social Assistance Programme. Asking about the wrong scheme for your age is one of the most common wasted trips to a Chhattisgarh Janpad office.
A woman not listed Below Poverty Line cannot apply under Sukhad Sahara, because the BPL listing is the eligibility test rather than a separate income certificate. If your household should be on the BPL list and is not, that correction has to happen first, through the food and civil supplies route, before the pension file can move.
A woman already receiving a pension under another government scheme cannot draw this one as well, because the scheme conditions exclude those already benefiting from another government pension.
A woman who is not a native of Chhattisgarh cannot apply here. The scheme is a state scheme and the domicile or residence certificate, itself an e-District service, is what establishes that.
A woman whose husband's death was never registered cannot prove widowhood on the papers she holds. Registration comes first, and the death certificate is available through the same e-District portal, so it can be done in the same visit to the Lok Seva Kendra.
How to apply for widow or deserted-woman assistance in Chhattisgarh
- Register the husband's death if it has not been registered, and obtain the death certificate through the e-District service at sewasetu.cgstate.gov.in or at a Lok Seva Kendra. A deserted woman skips this step, because she has no death to register.
- Check that your household appears in the Below Poverty Line list, and get the BPL ration card or the extract that shows it. Sukhad Sahara Yojana turns on that listing.
- Obtain a domicile or residence certificate for Chhattisgarh if you do not already have one. It is one of the certificate services published on the e-District portal and can be applied for online or through a CSC.
- Open a single-holder bank account in your own name and have Aadhaar seeded to it. The pension is paid into the beneficiary's own account, and a joint account or one still in the late husband's name will block payment after sanction.
- File the application at your gram panchayat, or through the ward office in an urban body. Chhattisgarh's published process is that village panchayats and urban bodies submit applications upward, so the panchayat is the correct entry point rather than the district office.
- Apply online at sewasetu.cgstate.gov.in, or have the application filed at any Common Service Centre or at the Lok Seva Kendra in the Collectorate or a tehsil office, if you prefer the assisted route.
- Follow the file to the Janpad Panchayat or Urban Local Body, which reviews the panchayat recommendation and approves or rejects it. That is the deciding stage, so if the file stalls, that is the office to visit.
- Note your application reference number and track the application on the portal, downloading the sanction or certificate from the same account once it is issued.
What does it cost, and who should you pay?
Chhattisgarh does not publish rupee service fees for these applications on the pages consulted for this guide, so this guide quotes none. It does publish one useful fact about cost: downloading a certificate directly from the portal is free, while getting a printed certificate at a service centre carries minimal printing charges. That single sentence is the best defence you have against being overcharged. If you can download it, it costs nothing, and if you cannot, you are paying for paper and ink and not for the certificate.
There is no widow certificate to buy in Chhattisgarh, so anyone offering to arrange one is charging for a document the state does not issue. The government channels for the real process, the gram panchayat, the Common Service Centre, the Lok Seva Kendra at the tehsil office and the Collectorate, all exist so that a woman without internet access is still served by government and not by a middleman. Pay only what the counter charges and take the receipt. Never hand over your Aadhaar, BPL card or bank passbook to an agent.
How do I check my application status?
Use the status option on sewasetu.cgstate.gov.in with the reference number issued when you applied. For the pension sanction itself, the deciding authority is the Janpad Panchayat or the Urban Local Body, so if the portal shows the application forwarded and nothing has moved for weeks, that is where to ask in person, quoting the same reference number.
How long is it valid and what keeps the payment running?
Widowhood does not lapse and a death certificate does not expire. What can interrupt the payment is a change in the underlying facts. Sukhad Sahara Yojana excludes women receiving a pension under another government scheme, so becoming eligible for a different pension can end this one. Crossing into a different age band moves a widow toward the central widow pension instead. Remarriage ends eligibility. And a bank account that goes dormant, loses its Aadhaar seeding or is closed will stop the transfer even though the sanction is intact, which is by far the most common reason a woman reports that her pension "stopped" when in fact only the payment channel broke.
Why do these applications get rejected in Chhattisgarh?
The absence of a BPL listing is the leading cause, because eligibility is drawn from that list rather than from an income certificate the applicant can obtain on request. A widow aged 40 or above applying under Sukhad Sahara rather than the central widow pension is the second, and it is a scheme-choice error rather than a genuine ineligibility. An unregistered death stops a widow's file dead. A name spelt differently across the Aadhaar, the ration card and the death certificate stalls verification. An existing pension under another scheme disqualifies. And a file that never got the gram panchayat's forwarding recommendation simply never reaches the Janpad Panchayat that has to decide it.
Where do I complain or get help?
For problems with the portal, a login that fails, an upload that will not go through, a certificate that will not download, Chhattisgarh publishes the Sewa Setu helpdesk on 0771-2992035 and the CHiPS main office on 0771-4014158, with the email edistrict.helpline@cgchips.in. The Sewa Setu office address published on the portal is Third Floor, State Data Center Building, opposite New Circuit House, Civil Lines, Raipur 492001.
For problems with the application itself, start at the gram panchayat or ward office that forwarded it, then go to the Janpad Panchayat or Urban Local Body that decides it, and then to the District Social Welfare Office, which is the administering department for these schemes at district level. Take the reference number and a copy of every document you submitted, and ask for the reason for rejection in writing rather than accepting a verbal refusal at the counter.

Frequently asked questions
Does Chhattisgarh issue a separate widow certificate?
No widow certificate or destitute certificate is published among the 126 services on the Chhattisgarh Sewa Setu portal, which carries caste, income, domicile, residence, birth, death and marriage certificates. Chhattisgarh records widow and deserted status inside the Sukhad Sahara Yojana pension file rather than issuing a certificate of status.
What is Sukhad Sahara Yojana?
Sukhad Sahara Yojana is the Chhattisgarh Social Welfare Department scheme that pays Rs 350 a month as a state scheme to widows aged 18 to 39 and deserted women aged 18 and above who are listed Below Poverty Line. It was created so that women below the central widow pension's age threshold are not left without support.
Who approves the application?
Village panchayats and urban bodies submit applications to the Janpad Panchayat or the Urban Local Body, which reviews and then approves or rejects the recommendation. The Social Welfare Department is the administering department at district level.
What has the portal been renamed to?
Chhattisgarh's e-District portal now runs as Sewa Setu at sewasetu.cgstate.gov.in, and the old cgedistrict.cgstate.gov.in address redirects there permanently. Use the current address rather than an old bookmark.
What does it cost?
No rupee fee is quoted in this guide because the portal does not publish one for these services. Chhattisgarh does state that downloading a certificate directly from the portal is free, while obtaining a printed certificate at a service centre carries minimal printing charges.
Where can I apply if I have no internet?
Apply through any Common Service Centre, or through the Lok Seva Kendra at the Collectorate and at tehsil offices, which are the assisted counters Chhattisgarh runs for e-District applications.
Is there a helpline?
Yes. The Sewa Setu helpdesk number is 0771-2992035 and the CHiPS main office number is 0771-4014158. The email address for portal problems is edistrict.helpline@cgchips.in.
Can a widow over 39 get help in Chhattisgarh?
Sukhad Sahara Yojana's stated age band is 18 to 39 for widows, so a widow of 40 or above should ask about the Indira Gandhi National Widow Pension Scheme instead, which the Chhattisgarh Social Welfare Department also runs and publishes on sw.cg.gov.in.
