Trade Licence in Chhattisgarh
Chhattisgarh state government scheme
Trade Licence in Chhattisgarh is granted by the Nagar Palik Nigam, Nagar Palika Parishad or Nagar Panchayat in whose limits your shop stands, under the Chhattisgarh Municipal Corporation Act, 1956 or the Chhattisgarh Municipalities Act, 1961. The Urban Administration and Development Department administers those bodies, the licence is renewed annually, and the fee comes from each municipality's own schedule.
What is a trade licence in Chhattisgarh?
A trade licence in Chhattisgarh is the written permission of an urban local body to carry on a stated trade at a stated premises inside its limits. Chhattisgarh's Nagar Palik Nigams; Raipur, Bhilai, Bilaspur, Korba, Durg, Raigarh, Rajnandgaon, Ambikapur, Jagdalpur, Dhamtari, Chirmiri and Birgaon among them: together with its Nagar Palika Parishads and Nagar Panchayats, grant the licence each for its own area. The Urban Administration and Development Department (UADD), Government of Chhattisgarh, is the state department that administers the whole tier.
Two statutes sit behind the licence, both inherited from undivided Madhya Pradesh and continued in Chhattisgarh after 2000. Inside corporation areas, licensing runs under the Chhattisgarh Municipal Corporation Act, 1956. In Nagar Palika Parishad and Nagar Panchayat towns, the Chhattisgarh Municipalities Act, 1961 applies. Both empower the local body to require a licence before specified trades are carried on, to attach conditions about hygiene, safety, nuisance and hours, and to charge a licence fee that the body itself fixes.
A trade licence is not a business registration and does not replace one. It sits alongside GST registration, the gumasta or shop and establishment registration with the labour department, FSSAI registration for any food business, and Udyam registration for MSME identity. The trade licence is the one that certifies your premises may lawfully host that trade inside that municipal area.
Who can and cannot apply for a Chhattisgarh trade licence?
Any person aged 18 or above who runs, or intends to run, a trade or business from a fixed premises inside a Chhattisgarh urban local body may apply. Sole proprietors, partnership firms, LLPs, private limited companies, societies and trusts are all valid applicants, provided they lawfully occupy the premises named in the form.
You cannot apply, or will not be granted a licence, where:
- You hold no lawful right over the premises: no registry or municipal property record, no valid rent or lease agreement, and no owner's consent.
- The property is in arrear of municipal property tax. The licence branch checks the tax position before it examines the rest of the file.
- The premises fall outside every Nagar Palik Nigam, Nagar Palika Parishad and Nagar Panchayat limit, in which case the gram panchayat and not the municipality is the local authority, and a municipal trade licence is not the right document.
- The building's sanctioned use does not permit that trade at that address.
- The trade is regulated and you lack the prior approval it needs — FSSAI registration or licence for a food business, a drug licence for a chemist, a fire NOC for a larger or hazardous premises, or Chhattisgarh Environment Conservation Board consent for a polluting process.
- The activity is mobile street vending, which is handled under separate street-vendor provisions rather than as a fixed-premises trade licence.
How to apply for a trade licence in Chhattisgarh
- Identify the urban local body covering the shop address. Find your Nagar
Palik Nigam, Nagar Palika Parishad or Nagar Panchayat and its licence branch,
using the Urban Administration and Development Department pages linked from
the Chhattisgarh state portal
cgstate.gov.in. A file lodged with a body that has no jurisdiction over the address cannot be decided at all. - Check whether that body accepts the application online. Chhattisgarh runs e-municipality services for property tax and water charges, but the trade licence form is not uniformly online in every town. Confirm on your municipality's own page, or at the licence or revenue branch counter, before you start.
- Clear the property tax on the premises. Pay any outstanding sampatti kar and keep the receipt. An unpaid property is the commonest reason a Chhattisgarh licence file stalls before examination.
- Fill the application form completely. Enter the trade name, the exact nature of the trade, the constitution of the business, the full premises address with the property or ward number, the floor area used for the trade, the number of workers, and the proprietor's or partners' details exactly as they appear on the identity proof.
- Attach or upload the documents. Identity proof, premises proof, the latest property tax receipt, the owner's NOC where the shop is rented, constitution documents for a firm or company, photographs, and any sector approval the trade needs.
- Pay the fee the municipality demands and keep the receipt. The amount comes from that body's own schedule, usually by trade category and area. Pay at the official cash counter or through the official online payment screen, never as cash to an individual, and always against a receipt.
- Note the acknowledgement number and follow the file. Use it to chase progress, answer any objection raised by the licence branch, and finally collect or download the licence. Check the trade description, address and validity printed on it before you accept it.
How do I apply offline at the municipal office?
- Go to the licence or revenue branch of the Nagar Palik Nigam, Nagar Palika Parishad or Nagar Panchayat in whose area the shop stands.
- Collect the trade licence application form and fill it in full.
- Attach self-attested copies of identity proof, premises proof, the latest property tax receipt, the owner's NOC where the shop is rented, and any trade-specific approval.
- Submit at the counter and insist on a dated, stamped acknowledgement carrying a diary or application number.
- Pay the fee at the cash counter and keep the printed receipt.
- Be present at the premises when the sanitary inspector or licence inspector verifies the trade and the area you declared.
- Collect the licence from the same branch once it is granted.
A Common Service Centre or Chhattisgarh Online kiosk operator can fill and file the form for you. Any charge for that help is the centre's own service charge, separate from and additional to the municipal fee: ask the amount beforehand and insist on a receipt.
How do I check my trade licence application status in Chhattisgarh?
Take the acknowledgement number back to the licence or revenue branch that received the file, or use the tracking screen in your municipality's online module where one exists. Ask specifically whether an objection has been raised, because an unanswered objection is the commonest reason a file sits still. If the branch will not answer, put the question in writing to the Commissioner or Chief Municipal Officer, quoting the acknowledgement number and the date of filing.
Renewal, validity and changes
A Chhattisgarh trade licence is an annual permission tied to the financial year. Renew it before it expires: municipalities levy late fees on delayed renewals, and running a licensable trade on an expired licence exposes you to penalty and closure proceedings under the Municipal Corporation Act, 1956 or the Municipalities Act, 1961.
Apply to amend the licence, rather than waiting for the next renewal, whenever a material detail changes, the trade actually carried on, the floor area used, the constitution of the firm, or the ownership of the business. Shifting the shop to a new address needs a fresh application, because the licence attaches to one premises.
Why Chhattisgarh trade licence applications get rejected
- Property tax arrear on the premises.
- Wrong urban local body, or an address that in fact falls under a gram panchayat.
- Address mismatch between the registry or rent agreement and the address typed into the form.
- Expired rent agreement, or no owner's NOC for commercial use.
- Missing sector approval, no FSSAI registration for a food business, no drug licence for a chemist, no pollution consent for a polluting process.
- Trade not permitted by the building's sanctioned use or by the ward's zoning.
- Illegible uploads or copies, especially tax receipts where the property number cannot be read.
- Objection left unanswered, after which the licence branch closes the file.
Grievance route, and a warning about agents
Raise a stalled or wrongly rejected file first with the Commissioner of the Nagar Palik Nigam, or the Chief Municipal Officer of the Nagar Palika Parishad or Nagar Panchayat, in writing and quoting the acknowledgement number. If that produces nothing, escalate to the Urban Administration and Development Department, which is the administrative department for every Chhattisgarh urban local body, and keep a copy of the letter you send.
Pay only the fee the municipality officially demands, at the official counter or through the official payment screen, and take a receipt every single time. No agent or "licence consultant" can make a municipal file move faster than it moves, and nobody in the licence branch is entitled to cash on the side for granting a licence. File the application yourself, keep copies of everything you submit, and complain the moment somebody asks for money that no receipt will cover.

Frequently asked questions
Who issues a trade licence in Chhattisgarh?
The urban local body covering the premises issues it — a Nagar Palik Nigam such as Raipur, Bhilai, Bilaspur, Korba, Durg, Raigarh or Jagdalpur, or the Nagar Palika Parishad or Nagar Panchayat of a smaller town. The Urban Administration and Development Department is the state department that administers all of them.
Which law requires a trade licence in Chhattisgarh?
Two statutes apply — the Chhattisgarh Municipal Corporation Act, 1956 inside Nagar Palik Nigam areas, and the Chhattisgarh Municipalities Act, 1961 in Nagar Palika Parishad and Nagar Panchayat towns. Both empower the local body to require a licence for specified trades, attach conditions, and charge a fee it fixes itself.
Can I apply for a Chhattisgarh trade licence online?
It depends on your municipality, because Chhattisgarh has not put one statewide trade licence form on a single portal the way it has for property tax and water charges in its e-municipality systems. Larger Nagar Palik Nigams run online modules for municipal services; smaller bodies still take the form at the licence or revenue branch counter.
How much does a trade licence cost in Chhattisgarh?
The fee is fixed by each Nagar Palik Nigam, Nagar Palika Parishad or Nagar Panchayat from its own schedule, normally by trade category and floor area, so there is no single statewide amount. Pay only the amount on the official demand or portal payment screen, and take a receipt every time.
How long does a Chhattisgarh trade licence stay valid?
A Chhattisgarh trade licence is an annual permission tied to the financial year and has to be renewed rather than left to lapse. Renew before expiry, because municipalities charge late fees on delayed renewals and an expired licence gives no protection during an inspection.
Is a trade licence the same as a gumasta or shop registration?
No — a trade licence is municipal permission to carry on a trade at a premises, while the gumasta or shop and establishment registration under the Chhattisgarh Shops and Establishments Act is a labour department registration about working hours and employment. Most Chhattisgarh shops need both, plus GST registration once turnover crosses the GST threshold.
Do I need a separate trade licence for each shop in Chhattisgarh?
Yes — a Chhattisgarh trade licence attaches to one premises and one trade, so a branch at a different address needs its own application even when the owner and the trade are the same. Moving the shop to a new address also needs a fresh application rather than a correction on the old licence.
What should I do if my Chhattisgarh trade licence file does not move?
Write to the Commissioner of the Nagar Palik Nigam, or the Chief Municipal Officer of the Nagar Palika Parishad or Nagar Panchayat, quoting the acknowledgement number and the date of filing. If nothing happens, escalate to the Urban Administration and Development Department, which is the administrative department for every Chhattisgarh urban local body.
