Atal Vihar Yojana
Chhattisgarh state government scheme
Atal Vihar Yojana is the Chhattisgarh Housing Board's flagship affordable housing scheme, under which the Board is building one lakh houses across the state. EWS buyers with income up to Rs 3 lakh a year get Rs 80,000 subsidy and LIG buyers with income up to Rs 6 lakh get Rs 40,000. Register online at cghb.gov.in and pick a project.
What is Atal Vihar Yojana?
Atal Vihar Yojana is the flagship affordable housing scheme of the Chhattisgarh Housing and Infrastructure Development Board, the body most people still call the Chhattisgarh Housing Board (CGHB), working under the state's Housing and Environment Department. In Hindi the scheme is written as ΰ€ ΰ€ΰ€² ΰ€΅ΰ€Ώΰ€Ήΰ€Ύΰ€° ΰ€―ΰ₯ΰ€ΰ€¨ΰ€Ύ.
According to the Housing Board's own scheme page, Atal Vihar Yojana was launched with the objective that the Board will construct one lakh houses in the state. Under the scheme, houses of different models are built for different income groups at an affordable price, and the Board states that it holds to the completion timelines set for these houses without compromising on quality.
Atal Vihar Yojana is not a cash-transfer scheme. It is a buy-a-house scheme: the Housing Board builds the stock, the state government reduces its cost through two levers, and a qualifying household buys a unit at the reduced price.
The two cost levers are worth stating precisely, because they explain why an Atal Vihar house is cheaper than a comparable private flat:
- Land at Rs 1 per square foot. Under the state-sponsored Atal Vihar Yojana, the state government provides land to the Chhattisgarh Housing Board at the rate of Rs 1 per foot, based on the availability of government land. Land is normally the largest single component of an urban house price, and this removes almost all of it.
- A direct subsidy per beneficiary. Rs 80,000 for an EWS beneficiary and Rs 40,000 for an LIG beneficiary, sanctioned by the state government.
How much benefit does Atal Vihar Yojana give?
| Category | Annual family income | Subsidy per beneficiary |
|---|---|---|
| Economically Weaker Section (EWS) | Below Rs 3 lakh | Rs 80,000 |
| Lower Income Group (LIG) | Below Rs 6 lakh | Rs 40,000 |
Note what the subsidy is and is not. The Rs 80,000 or Rs 40,000 is set off against the price of the house, so a buyer sees it as a reduced payable amount in the allotment letter and the instalment schedule. It does not arrive as a Direct Benefit Transfer into a bank account, and it cannot be claimed separately from the purchase.
Beyond the subsidy, buyers benefit from the Rs 1 per square foot land rate that is already built into the sale price of the unit, and from the fact that the Housing Board constructs planned colonies with internal roads, drainage, water and electricity provision rather than bare plots in most projects.
Chhattisgarh Housing Board figures indicate the state also announced construction of 1,650 LIG and MIG houses in the Raipur area under the wider "housing for all" push around Atal Vihar Yojana, with the Chief Minister launching seven Housing Board residential projects at one event.
Where are Atal Vihar projects located?
Atal Vihar Yojana projects appear on the Housing Board's e-registration system across the state rather than in one city. Projects listed by the Board include:
- Bodri, Bilaspur
- Pulgaon, Durg
- Sihad, Dhamtari
- Kohka Tilda, Raipur
- Bhurkoni, Raipur
- Arang, Raipur
- Gurur, district Balod
- Janjgir-Champa
- Kunkuri, Jashpur, where the Board announced 97 houses forming the town's first modern planned residential colony
Coverage reported for the scheme extends to roughly 14 locations across 12 districts, from Rajnandgaon in the west to Dantewada in the south. Because projects are added and closed continuously, the authoritative list at any moment is the project drop-down on the Housing Board's e-registration portal, not any third-party list.
Who is eligible for Atal Vihar Yojana?
You can apply if:
- You are a resident of Chhattisgarh and can produce residence or domicile proof.
- Your annual family income is below Rs 3 lakh (EWS category) or below Rs 6 lakh (LIG category), evidenced by a current income certificate.
- You are an adult applying in your own name, with Aadhaar and PAN.
- Your household does not already own a pucca house, which is the standard condition for subsidised categories.
- You can meet the registration amount and instalment schedule, since only part of the cost is met by subsidy.
You cannot apply, or are not eligible for the subsidy, if:
- Your annual family income exceeds Rs 6 lakh. You remain free to buy Housing Board property under the General Housing Scheme, but the EWS and LIG subsidy does not apply.
- Your household already owns a pucca house and you are seeking a subsidised EWS or LIG unit.
- You are not a resident of Chhattisgarh.
- You are buying purely as an investment rather than for self-occupation. The subsidised categories exist for the buyer's own residence, and Housing Board allotment terms restrict early transfer.
- You cannot produce a valid income certificate from the competent revenue authority. A self-declaration is not accepted in place of the certificate.
There is no upper age limit, and no caste or gender restriction, though joint applications and women's names on allotment are encouraged in line with general housing policy.

How to apply for Atal Vihar Yojana online
- Open the Chhattisgarh Housing Board portal at cghb.gov.in and choose Book Property Online or the e-registration link on the home page.
- Register as a new user with your name, mobile number and email address, and verify the OTP sent to your mobile.
- Browse live Atal Vihar Yojana projects by district and open the project you want; each project page shows the unit types, sizes and prices on offer.
- Select the EWS or LIG category that matches your income certificate. Choosing a category above your entitlement is the commonest cause of rejection.
- Fill in the application form with personal, income, address and bank details exactly as they appear on your documents.
- Upload the scanned documents listed above, within the file size limits shown on the portal.
- Pay the registration amount online through the payment gateway and save both the transaction receipt and the application number.
- Attend document verification at the divisional Housing Board office when called, then accept the allotment letter and the instalment schedule.
- Pay instalments as scheduled, complete registration of the property in your name, and take possession through the allottee portal.
Applications for a project close when its advertised window ends or its units are exhausted. The Housing Board issued fresh Atal Vihar advertisements in March, April and June 2026 and further residential and commercial notices in August 2026, so a project that is closed today may reopen in a later phase.
How to check your application and payment status
- On the Chhattisgarh Housing Board portal, logging in with the registered mobile number and application number.
- On the allottee portal at cghb.gov.in once a unit is allotted, which also handles maintenance charge payments.
- At the divisional Housing Board office covering your project, Raipur, Durg, Bilaspur, Ambikapur, Jagdalpur or Nava Raipur.
- Through your bank statement, to confirm the registration amount and each instalment has been debited and receipted correctly.
Why applications get rejected, and what to do about it
- Income above the category ceiling. Applying as EWS with income over Rs 3 lakh fails verification. Reapply in the LIG category if your income sits between Rs 3 lakh and Rs 6 lakh.
- Stale or improperly issued income certificate. Get a fresh one from the competent revenue authority; certificates from unauthorised issuers are rejected.
- Existing pucca house in the household, which disqualifies the subsidised categories.
- Name or date-of-birth mismatch across Aadhaar, PAN and the income certificate. Correct these before uploading.
- Registration amount not paid within the advertised window, after which the unit returns to the available pool.
- Instalment default after allotment, which can trigger cancellation. Contact the Chief Estate Officer before missing a payment, since rescheduling is sometimes possible.
- Applying to a closed project. Check the live project list rather than an old advertisement or a third-party website.
How Atal Vihar Yojana compares with other CGHB schemes
- Atal Awas Yojana, an earlier state-sponsored scheme under which 8,897 houses were built, with Rs 50,000 subsidy per EWS family.
- Deen Dayal Awas Yojana: about 17,512 houses built for LIG and economically weaker sections at subsidised rates.
- Kushabhau Thakre Awas Yojana: started in 2006 for the middle income group, with a 600 square foot design on a 1,000 square foot plot and a 25 per cent concession on supervision charges.

Frequently asked questions
How much subsidy does Atal Vihar Yojana give?
Atal Vihar Yojana gives Rs 80,000 to each selected EWS beneficiary and Rs 40,000 to each selected LIG beneficiary, according to the Chhattisgarh Housing Board. The subsidy is applied against the price of the house rather than paid out as cash to the buyer.
What are the income limits for Atal Vihar Yojana?
EWS applicants must have annual family income below Rs 3 lakh and LIG applicants below Rs 6 lakh. The income certificate you upload decides which category you fall into and therefore which subsidy amount applies.
How many houses will be built under Atal Vihar Yojana?
One lakh houses are planned across Chhattisgarh under Atal Vihar Yojana. The Chhattisgarh Housing Board builds them in different models for different income groups, in projects spread across districts including Raipur, Durg, Bilaspur, Dhamtari, Balod, Janjgir-Champa and Jashpur.
How do I apply for Atal Vihar Yojana?
Register online on the Chhattisgarh Housing Board portal at cghb.gov.in, select a live Atal Vihar project, complete the application form, upload your documents and pay the registration amount. There is no offline-only route for the initial booking.
Who runs Atal Vihar Yojana?
The Chhattisgarh Housing and Infrastructure Development Board, commonly called the Chhattisgarh Housing Board, runs the scheme under the state's Housing and Environment Department. The head office is in Raipur and divisional offices cover Raipur, Durg, Bilaspur, Ambikapur, Jagdalpur and Nava Raipur.
Why are Atal Vihar houses cheaper than the market?
Because the state government supplies government land to the Housing Board at Rs 1 per square foot for this scheme, subject to land availability. That near-zero land cost, plus the Rs 80,000 or Rs 40,000 subsidy, is what brings the price down.
Can I buy an Atal Vihar house if I already own a house?
No, the subsidised EWS and LIG categories are meant for households that do not already own a pucca house. A household that already owns one may still buy Housing Board property under the General Housing Scheme, but without the EWS or LIG subsidy.
What happens if I stop paying instalments after allotment?
The allotment can be cancelled under the Chhattisgarh Housing Board's terms, and refunds are made after the deductions specified in the allotment letter. Contact the Chief Estate Officer on 0771-2512141 before defaulting, since rescheduling is sometimes possible.
