Vishesh Shiksha Sahayata Yojana
Chhattisgarh state government scheme
Vishesh Shiksha Sahayata Yojana is a Chhattisgarh Labour Department scheme, in force since 1 July 2018, that issues a Special Registration Card to the first 2 children of a registered construction worker who dies at least 1 year after registration. The card keeps those children eligible for the Welfare Board's education schemes. Apply offline at the district labour office.
What is Vishesh Shiksha Sahayata Yojana?
Vishesh Shiksha Sahayata Yojana is a welfare scheme of the Labour Department, Government of Chhattisgarh, run through the Chhattisgarh Building and Other Construction Workers (BOCW) Welfare Board. According to the scheme list published on the department's portal, shramevjayate.cg.gov.in, the scheme has been in force since 1 July 2018.
Vishesh Shiksha Sahayata Yojana answers a narrow but painful problem. Almost every welfare benefit for a construction worker's family in Chhattisgarh is attached to the worker's own registration with the BOCW Welfare Board. When the registered worker dies, that registration lapses, and the children, who were drawing scholarships as dependants: fall out of the system in the same year they lose a parent's income.
Vishesh Shiksha Sahayata Yojana closes that gap. The Board issues a Special Registration Card to the first two children of the deceased worker. The card substitutes for the parent's lapsed registration, so the children remain eligible for the Board's education schemes and can keep drawing them for the rest of their schooling or course.
The scheme is sometimes written in Hindi as विशेष शिक्षा सहायता योजना and searched in transliteration as "Vishesh Shiksha Sahayata Yojana Chhattisgarh" or "CG Shramik Vishesh Shiksha Sahayata Yojana". All refer to the same BOCW Board scheme.
Which education schemes does the Special Registration Card unlock?
Vishesh Shiksha Sahayata Yojana is a gateway, not a standalone cash transfer. Once the card is issued, the child is treated as an eligible dependant under the Chhattisgarh BOCW Welfare Board's education schemes, which include:
- Mukhyamantri Naunihal Chhatravriti Yojana. The Board's general scholarship for the school-going children of registered construction workers, with the amount rising with the class studied.
- Mukhyamantri Noni Babu Medhavi Shiksha Sahayata Yojana, the merit-based education assistance scheme for children who score well in board examinations.
- The Board's technical and higher education assistance schemes, support for children admitted to technical, professional and higher education courses.
Because the value of the benefit depends on which of these schemes the child qualifies for and at what stage of study, this scheme carries no single fixed rupee figure. The Chhattisgarh Labour Department publishes the rates for each linked scheme separately, and those rates are revised from time to time. Treat any figure quoted by an agent as unverified until you have seen it on shramevjayate.cg.gov.in or at the district Labour Office.
Who is eligible for Vishesh Shiksha Sahayata Yojana?
You can apply if all of the following are true:
- The parent was a registered construction worker with the Chhattisgarh Building and Other Construction Workers Welfare Board.
- The parent's registration was completed at least 1 year before the date of death. A registration taken a few weeks or months before death does not qualify.
- The applicant is the son or daughter of that deceased registered worker.
- The child is among the first 2 children of the worker.
- The application is made within 1 year of the date of death.
- The family is resident in Chhattisgarh and the child is studying.
You are not eligible, and cannot apply, if:
- The deceased parent was never registered with the BOCW Welfare Board, or the registration had lapsed and was not renewed at the time of death.
- The registration was less than one year old on the date of death.
- The child is the third or a later child of the deceased worker.
- The surviving parent is also a valid registered construction worker with the Board. In that case the children already qualify as dependants of a live registration and the Special Registration Card is not issued.
- The application is filed more than a year after the death.
- The worker was engaged in work that does not fall within the definition of building and other construction work under the BOCW Act, for example a factory worker or a shop employee, who is covered by different labour schemes.
There is no separate income ceiling published for this scheme beyond the eligibility rules of the BOCW registration itself, which is meant for manual construction workers.
What documents are required for Vishesh Shiksha Sahayata Yojana?
| Document | Mandatory | Notes |
|---|---|---|
| Death certificate of the registered worker | Yes | Fixes the date from which the one-year application window runs |
| Labour registration card of the deceased worker | Yes | Must show registration completed at least one year before death |
| Aadhaar card of the child | Yes | Identity and age; prevents duplicate cards |
| Bank passbook of the child | Yes | Linked scheme payments are made by DBT |
| Passport-size photograph of the child | Yes | One recent photo per child |
| Registration card of the surviving parent | If applicable | If the surviving parent is a valid registered worker, the children are not eligible |
| Self-declaration form | Yes | Confirms the relationship and the number of children |
| School or college bonafide certificate | Recommended | Needed anyway when claiming the linked education schemes |
Carry originals as well as photocopies. The Labour Office verifies the registration number of the deceased worker against the Board's own database before the file moves forward, so a mismatch in the name or registration number between the labour card and the death certificate is worth correcting before you apply.
How to apply for Vishesh Shiksha Sahayata Yojana
- Collect the death certificate of the registered construction worker from the municipal body or gram panchayat. Do this first. The one-year clock runs from the date of death printed on it.
- Trace the worker's BOCW registration number from the labour card. If the card is lost, the district Labour Office can retrieve the record from the Board's database using the worker's name, father's name and village.
- Visit the district or area Labour Office of the Chhattisgarh Building and Other Construction Workers Welfare Board that covers your area, and ask for the Vishesh Shiksha Sahayata Yojana application form.
- Fill the form with the child's details, the deceased worker's registration number and date of death, and attach the documents listed above along with the self-declaration form.
- Submit the file at the Labour Office and take a dated acknowledgement or receipt number. Do not leave without written proof of submission.
- Wait for verification. Labour Department staff verify the registration period, the date of death and the number of children against the Board's records.
- Collect the Special Registration Card once approved, and then apply for the specific education scheme — Naunihal Chhatravriti, Noni Babu Medhavi Shiksha Sahayata or the technical education scheme, for which the child qualifies in that academic year.
Applications under this scheme are offline. Anyone offering to file it online for a fee is charging you for a service that does not exist.
How to check your application status
- At the Labour Office, quote the acknowledgement number given at submission. This is the most reliable route for a pending file.
- On shramevjayate.cg.gov.in, use the reports and beneficiary sections to confirm the worker's registration status and to see the Board's scheme-wise beneficiary lists.
- On the CG Labour mobile app published by the department on the Play Store, which mirrors the portal's registration and scheme information.
- By phone on 0771-3505050, the Labour Department helpline, for general queries about which stage a scheme file is at.
Why applications get rejected, and how to fix it
- Registration less than one year old at death. This is the most common hard rejection and cannot be cured. Check the registration date on the labour card before applying.
- Registration lapsed for non-renewal. BOCW registration must be renewed periodically. If it had lapsed at the time of death, the claim usually fails; raise it with the district Labour Officer with any renewal receipts you hold.
- Application filed after one year. File as soon as the death certificate is issued, not after the school year ends.
- Third or later child applying. Only the first two children qualify. Order of birth is verified from birth records and the family's ration card.
- Name mismatch between the labour card, the death certificate and the child's Aadhaar. Get the spelling corrected at the issuing office first.
- Surviving parent holds a valid registration. Not a defect in the application, apply for the education schemes directly on the strength of the surviving parent's own registration instead.
Key dates to remember
- 1 July 2018, the date from which the scheme has been in force, per the Chhattisgarh Labour Department scheme list.
- 1 year before death, the minimum period for which the parent's BOCW registration must have been in place.
- 1 year after death. The outer limit for filing the application.
- Academic year, the linked education schemes follow the school and college calendar, so apply for them soon after admission each year.
Where to complain if the application is stuck
- Chhattisgarh Labour Department helpline: 0771-3505050, published on shramevjayate.cg.gov.in.
- The complaint and suggestion section of shramevjayate.cg.gov.in, for written grievances against a district office.
- The District Labour Officer, who is the first appellate point for a rejected or delayed BOCW Welfare Board claim.
- The Chhattisgarh Public Service Guarantee Act, 2011, the Labour Department has notified BOCW Welfare Board services under this Act, which sets time limits for disposal and gives you an appeal if the limit is breached. The notification is published on the department's portal.
No fee is payable to any agent for this scheme. Registration, renewal and scheme applications under the Chhattisgarh BOCW Welfare Board are free at the Labour Office.

Frequently asked questions
What does Vishesh Shiksha Sahayata Yojana actually give a child?
Vishesh Shiksha Sahayata Yojana gives a Special Registration Card, not a direct one-time cash payment. The card records the child as a dependant of a deceased registered construction worker and keeps them inside the Chhattisgarh BOCW Welfare Board's education schemes — such as the Mukhyamantri Naunihal Chhatravriti Yojana, the Mukhyamantri Noni Babu Medhavi Shiksha Sahayata Yojana and the Board's technical education assistance schemes — whose payments depend on the class or course studied.
Who is eligible for Vishesh Shiksha Sahayata Yojana in Chhattisgarh?
Only the first two children of a construction worker who was registered with the Chhattisgarh Building and Other Construction Workers Welfare Board for at least one year before dying are eligible. The child must be a resident of Chhattisgarh and must be studying.
When did Vishesh Shiksha Sahayata Yojana start?
Vishesh Shiksha Sahayata Yojana has been in force since 1 July 2018, according to the scheme list published by the Chhattisgarh Labour Department on shramevjayate.cg.gov.in.
Is there a deadline to apply after the worker's death?
Yes. The application must be filed within one year from the date of death of the registered worker. A claim brought after that window is normally rejected as time-barred, which makes the death certificate the first document to arrange.
Can more than two children of the same worker get the card?
No. The scheme is limited to the first two children of the deceased registered worker. A third or later child cannot be issued a Special Registration Card under this scheme.
Can I apply online for Vishesh Shiksha Sahayata Yojana?
No, the application is offline. Forms are submitted at the district or area Labour Office that covers the worker's registration, with the original documents carried for verification. The Labour Department portal shramevjayate.cg.gov.in is used to check scheme details, registration status and beneficiary reports, not to file this particular claim.
What happens if the surviving parent is also a registered construction worker?
The children are then not eligible under this scheme. The logic is that the family still has a live registration with the Welfare Board, so the children already qualify for the Board's education schemes as dependants of a serving registered worker and do not need a Special Registration Card.
Which helpline covers this scheme?
The Chhattisgarh Labour Department helpline 0771-3505050, published on shramevjayate.cg.gov.in, covers labour welfare schemes including this one. The district Labour Office that holds the worker's registration file is the right place for case-specific questions.
