What is the free coaching scheme for construction workers' children?

Mukhyamantri Nirman Shramikon Ke Bachon Hetu Nihshulk Coaching Sahaayata Yojana is a scheme of the Labour Department, Government of Chhattisgarh, delivered through the Chhattisgarh Building and Other Construction Workers Welfare Board. The Labour Department introduced the scheme on 1 March 2023. Under it, free coaching assistance is provided to the children of construction workers registered with the Board, so that a family whose income comes from daily construction wages does not have to choose between food and a coaching fee.

According to the Chhattisgarh Labour Department, the coaching is delivered through selected coaching institutes, and the examinations covered are the ones that actually change a family's trajectory: PSC (Public Service Commission), CG Vyapam (the Chhattisgarh Professional Examination Board), SSC (Staff Selection Commission), IBPS banking examinations, Railway recruitment examinations, and police entrance examinations. Which of these a candidate may be coached for depends on their educational qualification.

The provision as written covers construction workers registered under the Board and their children, so an adult registered worker who meets the educational qualification for an examination is not excluded by the scheme's own wording. In practice the scheme is used overwhelmingly by workers' children, which is what the scheme name refers to.

Key features

  • Free coaching at selected institutes: no fee to the family.
  • Introduced on 1 March 2023 by the Chhattisgarh Labour Department.
  • Runs through the Building and Other Construction Workers Welfare Board.
  • The registered worker must have at least one year of regular membership.
  • Limited to the worker's first two children.
  • Covers PSC, CG Vyapam, SSC, IBPS, Railway and police entrance examinations.

Who is eligible for the free coaching scheme?

A family can claim if all of the following are true:

  • The parent is a worker registered under the Chhattisgarh Building and Other Construction Workers Welfare Board.
  • The registered worker has at least one year of regular membership of the Board. Membership must be regular, not lapsed and revived on the day of application.
  • The candidate is among the worker's first two children.
  • The candidate holds the educational qualification required for the competitive examination they wish to be coached for.

A family cannot apply, or will be found not eligible, if:

  • The parent is not registered with the Chhattisgarh Building and Other Construction Workers Welfare Board. Registration is the gateway condition, and there is no route into the scheme without it.
  • The worker's Board membership is less than one year old, or has not been maintained regularly. This is the condition most families miss, because they apply in the same season they register.
  • The candidate is a third or subsequent child of the worker. The two-child cap is absolute.
  • The candidate does not meet the educational qualification for the examination sought. Coaching is allotted against a specific examination, not in general.
  • The registration card, Aadhaar and educational certificates carry mismatched names, which stalls verification.

How to apply for the free coaching scheme

Applications are filed online on the Chhattisgarh Labour Department portal. There are two paths, depending on whether the parent already holds a Board registration.

Step A; registering a construction worker with the Board (if not already registered):

  1. Open the official Chhattisgarh Labour Department website and, on the home page, click Apply under Chhattisgarh Building and Other Construction Workers Welfare Board.
  2. Select Building and Other Construction Workers Welfare Board, set Service to Labour Registration, set What do you want to do to Registration Application, and click Proceed.
  3. Enter the worker's details, name, father's name, Aadhaar number, date of birth and age.
  4. Complete and upload everything asked for in Part 1, Part 2 and Part 3 of the form, then click Submit.
  5. On submission, the registration ID is sent to the worker's mobile number and email. Keep it; every later scheme claim is filed against it.

Step B, applying for the coaching scheme:

  1. Open the Chhattisgarh Labour Department website and click Apply under Chhattisgarh Building and Other Construction Workers Welfare Board.
  2. Select Building and Other Construction Workers Welfare Board, set Service to Scheme, set What do you want to do to Application, and click Proceed.
  3. Select your district and enter the old or new registration number, then click Proceed.
  4. An OTP is sent to the registered mobile number for verification. Enter it.
  5. A dashboard opens showing the worker's name, address, age and caste details already on record.
  6. Select this coaching scheme from the list of schemes, fill in the candidate details and upload the documents — Aadhaar, labour registration card, self-declaration certificate, educational qualification certificate or mark list, and a passport-size photograph.
  7. Click Submit to complete the registration for the scheme.

What documents are required?

Document Mandatory Notes
Labour registration card Yes Board registration of the parent, with one year of regular membership
Aadhaar card Yes Of the worker and of the candidate
Educational qualification certificate or mark list Yes Establishes eligibility for the chosen examination
Self-declaration certificate Yes Declares the relationship and the first-two-children position
Passport-size photograph Yes Of the candidate

Scan each document clearly before starting. The verification step at the district labour office works off these uploads, and an unreadable mark list is a common reason a file is returned rather than approved.

What does the benefit consist of?

The benefit is in-kind, not cash. The Building and Other Construction Workers Welfare Board bears the coaching cost and the candidate attends a selected coaching institute free of charge. Families should therefore not expect a transfer into a bank account under this scheme; the entitlement is a coaching seat.

Because coaching is delivered through empanelled institutes, the institutes available and the batches on offer vary by district and by examination. The district labour office is the right place to ask which institutes are currently selected for your district and which examination batches are running.

How do I check my application status?

  1. Return to the Chhattisgarh Labour Department portal and open the Building and Other Construction Workers Welfare Board section.
  2. Choose the option to view an existing application, enter your district and registration number, and verify with the OTP sent to the registered mobile number.
  3. The dashboard against the registration shows each scheme application filed and the stage it has reached.
  4. If the application shows no movement, follow up at the district labour office with the registration card and the application reference.

Why applications get rejected, and how to avoid it

  • Less than one year of Board membership. The single most common rejection. Register first, keep the membership regular, and apply after a year.
  • Membership lapsed. Regular membership means contributions and renewal kept current. A card that exists but has lapsed does not satisfy the condition.
  • Third child. The first-two-children cap is applied strictly, and the self-declaration certificate is where it is checked.
  • Educational qualification does not match the examination. Apply for a coaching batch the candidate is actually qualified to sit for.
  • Name mismatch across the registration card, Aadhaar and mark list. Align the spellings before applying.
  • Mobile number not current on the registration. The OTP step in the scheme application fails outright if the registered number has changed. Update it at the district labour office first.

Key dates and timelines

  • The scheme has been in operation since 1 March 2023.
  • The scheme itself is open all year, with no annual last date announced; actual coaching admissions follow the batch calendar of the selected coaching institutes, so ask locally about the next intake.
  • The one-year regular membership requirement is measured from the date of Board registration, which makes registering early the practical difference between claiming this year and next.

Grievance redressal and help

  • First step. The district labour office of the Chhattisgarh Labour Department, which handles Board registrations, scheme verification and the empanelled coaching institute list for your district.
  • Portal level, the Chhattisgarh Labour Department portal at shramevjayate.cg.gov.in carries a Contact Us section listing offices under the Labour Commissioner's organisation. The department's scheme listings also give cglabour.nic.in as the official scheme address.
  • Board level. The Chhattisgarh Building and Other Construction Workers Welfare Board, which funds the scheme from construction cess and administers the empanelment of coaching institutes.

Board registration, the scheme application and the coaching itself are all free. No coaching institute, agent or middleman is entitled to charge a construction worker's family a fee under this scheme, and any such demand should be reported to the district labour office.
