What is Mukhyamantri Noni Sashaktikaran Sahayata Yojana?

Mukhyamantri Noni Sashaktikaran Sahayata Yojana is a welfare scheme of the Chhattisgarh Building and Other Construction Workers Welfare Board, administered by the state Labour Department. The scheme provides a one-time empowerment grant for the daughter of a registered construction worker. In Chhattisgarhi, noni simply means daughter, and the scheme is often written as Mukhyamantri Noni Sashaktikaran Sahayata Yojna or in Hindi as मुख्यमंत्री नोनी सशक्तिकरण सहायता योजना.

The money behind the scheme does not come from ordinary tax revenue. Under the Building and Other Construction Workers Welfare Cess Act 1996, a cess of 1 per cent of the cost of construction is collected on building projects and paid into the welfare board's fund. The Board then runs education, maternity, marriage, pension, tool and accident schemes for registered workers and their families out of that corpus. Mukhyamantri Noni Sashaktikaran Sahayata Yojana is one of those cess-funded schemes, which is why eligibility is drawn so tightly around Board registration rather than around income alone.

The intent is specific. Construction is migratory, seasonal and informally paid, and daughters in such households are the first to be pulled out of education or married early when money runs short. A direct grant attached to the daughter, paid into a bank account rather than handed over in cash, is the Board's answer to that pattern.

Who is eligible for Mukhyamantri Noni Sashaktikaran Sahayata Yojana?

A family qualifies when:

  • The parent is a construction worker registered with the Chhattisgarh Building and Other Construction Workers Welfare Board, holding a valid and unexpired labour card.
  • The registration is live on the date of the claim: renewals under the Board's rules must be up to date.
  • The claimant is the worker's daughter, with the relationship provable through a birth certificate or the family's ration card entry.
  • The family is resident in Chhattisgarh.
  • The daughter has an Aadhaar-seeded bank account, or a joint account with the parent where she is a minor.

A family is not eligible, cannot apply; when:

  • The worker has never registered with the Board. Doing construction work is not enough on its own; registration under Section 12 of the BOCW Act 1996 is the gateway.
  • The registration has lapsed and has not been renewed.
  • The parent works in a sector outside building and construction, for example a factory worker, farm labourer, shop employee or domestic worker. Those workers have separate boards and separate schemes.
  • The same daughter has already drawn the grant, since it is a one-time benefit.
  • The family lives outside Chhattisgarh, or the worker is registered with another state's board.

The Board also caps the number of daughters per registered worker who may benefit under family-linked schemes of this type. Confirm the current limit at your district Labour Office before assuming a second daughter is covered.

How does a construction worker register with the Board?

Board registration is the step most families miss, and without it nothing else in this guide applies.

Under the Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Act 1996, a worker may register if they are between 18 and 60 years old and have worked at least 90 days as a building or construction worker in the previous 12 months. The 90-day requirement is proved with an employer certificate, or with a certificate from the local body, contractor or a registered trade union where the employer is untraceable, which is common on small sites.

Registration is done at the district or area Labour Office. Once approved, the worker receives an identity card recording the registration number and validity. That number is quoted on every later claim, including this one.

What documents are required?

Aadhaar of worker and daughter Yes Identity and bank seeding
Bank passbook Yes Aadhaar-seeded, for DBT
Chhattisgarh residence proof Yes Ration card or domicile certificate

Take originals for verification and one attested photocopy set for the file. The Labour Office returns originals the same day.

How to apply for Mukhyamantri Noni Sashaktikaran Sahayata Yojana

  1. Confirm the worker's Board registration is valid. Take the labour card to the district Labour Office and get the renewal done first if it has lapsed. A claim filed against a lapsed card is rejected at scrutiny.
  2. Collect the document set listed above — birth certificate, Aadhaar of both the worker and the daughter, bank passbook and residence proof, and get photocopies attested where the office asks for it.
  3. Obtain the scheme application form from the district or area Labour Office, or from the Labour Department's construction-worker portal where online filing is enabled for your district. Fill in the worker's registration number exactly as printed on the card.
  4. Submit the form with the documents at the district or area Labour Office, or through a CSC or Chhattisgarh Choice Centre where assisted filing is offered, and collect a dated acknowledgement or receipt number. Do not leave without it.
  5. Follow up after scrutiny. The Labour Inspector verifies registration, relationship and bank details. Once sanctioned, the amount is credited by Direct Benefit Transfer to the account given in the form.

There is no application fee. Nobody at a Labour Office, CSC or Choice Centre may charge for "getting the scheme sanctioned", and no official will ask for your bank OTP.

How to check the status of your claim

  1. Quote the acknowledgement or receipt number at the district Labour Office counter where you filed.
  2. Ask the office to confirm which stage the file is at, scrutiny, sanction, or payment order.
  3. Once the sanction is issued, check the passbook of the account named in the application rather than waiting for a letter. DBT credits usually arrive without any separate intimation.

Common reasons a claim is rejected, and the fix

  • Lapsed Board registration, renew at the Labour Office and re-file.
  • Name mismatch between Aadhaar, the birth certificate and the bank account. Correct the Aadhaar or bank record first; the Board will not overlook it.
  • Bank account not Aadhaar-seeded or dormant, so the DBT fails even after sanction. Seed the account at the branch and inform the Labour Office.
  • 90-day work proof missing at the registration stage, so the underlying registration itself is weak or was never completed.
  • Relationship not documented, where no birth certificate exists. Obtain one from the municipal body or gram panchayat, or use the ration card entry the office accepts.
  • Duplicate claim for a daughter who has already received the one-time grant.

Where to raise a grievance

  • The Labour Officer of your district, who is the first appellate point for Board scheme claims.
  • The Labour Commissioner, Chhattisgarh, where the district office does not respond.
  • The state services portal sewasetu.cgstate.gov.in, which carries the complaint-tracking facility for Chhattisgarh government services.

Keep the dated acknowledgement from the day you filed. Almost every grievance about a Board scheme turns on being able to prove when the application was submitted.

A note on the benefit amount

This guide deliberately does not state a rupee figure. Grants under the Chhattisgarh Building and Other Construction Workers Welfare Board are fixed by Board resolution and revised periodically, and the current notified amount for Mukhyamantri Noni Sashaktikaran Sahayata Yojana could not be confirmed on a reachable official source at the time of writing. Ask the district Labour Office for the rate in force, in writing, before you plan around it, and treat any amount quoted by an agent, rather than by the office, as unreliable.

Frequently asked questions

Who can get Mukhyamantri Noni Sashaktikaran Sahayata Yojana?

The daughter of a construction worker registered with the Chhattisgarh Building and Other Construction Workers Welfare Board can get the grant. The worker's own registration, not the daughter's circumstances, is the gateway condition, so an unregistered labourer's family cannot claim anything under this scheme until registration is done.

How much money does the scheme give?

The amount is set by resolution of the Chhattisgarh Building and Other Construction Workers Welfare Board and is revised from time to time. This guide does not quote a figure because the current notified amount could not be confirmed on a reachable official source; ask your district Labour Office for the rate in force before you apply.

Is the scheme available to daughters of all workers in Chhattisgarh?

No. Mukhyamantri Noni Sashaktikaran Sahayata Yojana is funded from the construction-cess corpus, so it is limited to families of registered building and construction workers. Factory workers, farm labourers, shop employees and domestic workers are not eligible under this particular scheme.

How does a construction worker register with the Board?

Apply at the district or area Labour Office with proof of at least 90 days of construction work in the preceding 12 months, as required under the Building and Other Construction Workers Act 1996. The worker must be between 18 and 60 years of age. An employer certificate or a certificate from the local body or trade union is normally accepted as the 90-day proof.

How is the money paid?

The grant is paid by Direct Benefit Transfer into an Aadhaar-seeded bank account. Nothing is paid in cash at the Labour Office, and no official or middleman may charge a fee to process the claim.

What is the most common reason a claim is rejected?

A lapsed registration is the most common reason. Board membership must be renewed as the rules require, and a claim filed while the labour card is inactive is rejected at scrutiny even when the family is otherwise entitled. Renew first, then file.

What documents are needed to apply for Mukhyamantri Noni Sashaktikaran Sahayata Yojana?

You need the parent's construction worker registration card, the daughter's birth certificate, Aadhaar cards of both the worker and the daughter, a bank account passbook, and Chhattisgarh residence proof. An education certificate or marksheet may also be asked for.

Where do I complain if the application is stuck?

Take the matter to the Labour Officer of your district, and then to the Labour Commissioner, Chhattisgarh, if there is no response. The Board's grievance route runs through the same district Labour Office that receives the application, so keep the dated acknowledgement.
