Mukhyamantri Nirman Shramik Pension Sahayata Yojana
Chhattisgarh state government scheme
Mukhyamantri Nirman Shramik Pension Sahayata Yojana is a Chhattisgarh Labour Department scheme that pays a monthly pension to construction workers registered with the state welfare board once they cross 60 years of age. Registration under the BOCW Act 1996 requires 90 days of construction work in the previous 12 months, and pension claims are filed at the district Labour Office.
What is Mukhyamantri Nirman Shramik Pension Sahayata Yojana?
Mukhyamantri Nirman Shramik Pension Sahayata Yojana is the old-age pension scheme of the Chhattisgarh Building and Other Construction Workers Welfare Board, administered by the state Labour Department. The scheme pays a monthly pension to a construction worker who was registered with the Board and has crossed 60 years of age. In Hindi the scheme is written मुख्यमंत्री निर्माण श्रमिक पेंशन सहायता योजना.
The scheme is paid for out of the construction cess. Under the Building and Other Construction Workers Welfare Cess Act 1996, 1 per cent of the cost of construction is collected on building projects and credited to the Board's fund, and the Board spends that money only on registered workers and their families.
The need for the scheme follows directly from how construction work ends. A mason, carpenter, bar-bender or helper has no provident fund, no gratuity and no employer to retire from. Physical capacity falls away well before 60, and site work simply stops being offered. Registration under the BOCW Act itself ends at 60, so without a board pension a worker's connection to the welfare system would end at exactly the point they most need it.
Who is eligible for Mukhyamantri Nirman Shramik Pension Sahayata Yojana?
A worker qualifies when:
- The worker was registered with the Chhattisgarh Building and Other Construction Workers Welfare Board as a building and construction worker.
- The worker has attained 60 years of age.
- The registration was maintained without lapse for the qualifying period the Board prescribes, with contributions or renewals paid as required.
- The worker is resident in Chhattisgarh.
- The worker holds an Aadhaar-seeded, active bank account for the monthly credit.
A worker is not eligible: cannot apply; when:
- The worker never registered with the Board under Section 12 of the BOCW Act 1996. Long years of site work without a labour card do not create pension rights.
- The registration lapsed before the worker turned 60 and was never restored. This is the single most damaging mistake in a construction worker's welfare record, because it is discovered only at the pension stage.
- The worker is below 60, in which case other board schemes remain open but the pension does not.
- The worker was engaged outside building and construction, or was registered with another state's welfare board.
- The worker draws another government pension that the Board treats as barring this one.
Why renewals matter more for pension than for any other board scheme
A cycle or a sewing machine claim that fails because of a lapsed card can be re-filed after renewal, and little is lost. A pension claim is different: the qualifying condition is continuous membership up to 60, so a gap in the middle of a working life cannot be repaired at 59.
The practical advice that follows is simple and worth acting on years early. Check the validity date printed on the labour card, renew it at the district Labour Office before it expires, and keep every renewal receipt in the same folder as the card. A worker who can produce an unbroken chain of renewal receipts almost never has difficulty at the pension stage; one who cannot will spend months reconstructing the record.

How to apply for Mukhyamantri Nirman Shramik Pension Sahayata Yojana
- Check the membership record before turning 60. Take the labour card and renewal receipts to the district Labour Office and ask them to confirm the registration is unbroken and that you meet the qualifying period. Fix gaps while you still can.
- Assemble the documents — labour card, age proof, Aadhaar, bank passbook and residence proof, with one attested photocopy set.
- Obtain and fill the pension application form at the district or area Labour Office, or file through the Labour Department's construction-worker portal where online filing is enabled. Enter the registration number exactly as printed on the card.
- Submit the application at the Labour Office, or through a CSC or Chhattisgarh Choice Centre, and collect a dated acknowledgement or receipt number.
- Complete verification, where the Labour Inspector checks age, membership history and bank details against the Board's records.
- Submit the life certificate when it falls due after the pension begins, every period the Board specifies, so the monthly credit continues without a break.
Applying is free. No official, agent, CSC operator or Choice Centre may charge a fee to sanction or restart a pension, and no genuine official will ask a pensioner for a bank OTP.
How to check your pension status
- Quote the acknowledgement number at the district Labour Office counter where you filed.
- Ask whether the file is at verification, sanction or payment stage.
- Once sanctioned, check the passbook of the Aadhaar-seeded account each month rather than waiting for a letter. A pension credit arrives silently.
Common reasons a pension stops or is refused
- Life certificate not submitted on time, the commonest cause of a pension that starts and then stops. Submit it and arrears are usually released.
- Registration lapsed before 60, breaking the qualifying membership period.
- Bank account dormant or not Aadhaar-seeded, so the monthly DBT fails. Accounts of elderly pensioners go dormant easily through non-use.
- Age mismatch between the Aadhaar record and the age recorded at registration.
- Another pension already drawn, where the Board treats the two as overlapping.
- Death of the pensioner not reported, after which payments must be stopped and the survivor's claim filed separately with the death certificate.
Where to raise a grievance
- The Labour Officer of your district, the first appellate point for pension sanction and for stopped payments.
- The Labour Commissioner, Chhattisgarh, where the district office does not act.
- The state services portal sewasetu.cgstate.gov.in, for complaint tracking on Chhattisgarh government services.
An elderly pensioner should ideally send a family member with the labour card, the acknowledgement and the passbook rather than making repeated trips, and should insist on a written response where a pension has been stopped rather than accepting a verbal explanation at the counter.
A note on the pension amount
This guide does not state a monthly rupee figure. Pension rates under the Chhattisgarh Building and Other Construction Workers Welfare Board are fixed by Board resolution and revised periodically, and the current notified rate, the minimum qualifying membership period and the survivor pension rate could not be confirmed on a reachable official source at the time of writing. Ask the district Labour Office for all three in writing before relying on any figure quoted informally.

Frequently asked questions
At what age does the construction worker pension start?
Pension under welfare board schemes starts at 60, the age at which registration as a building and construction worker itself ends under the BOCW Act 1996. A worker below 60 cannot claim the monthly pension, though other board schemes remain open to them.
Who can claim this pension?
A worker who was registered with the Chhattisgarh Building and Other Construction Workers Welfare Board and has reached 60 can claim. Continuous membership for a minimum period is normally required, and the district Labour Office is the authority that confirms the qualifying period in force for your card.
What happens to the pension if the worker dies?
Welfare boards ordinarily provide for a family or survivor pension at a reduced rate to the spouse. The exact provision is set by Board resolution, so the surviving spouse should approach the district Labour Office with the death certificate and the worker's labour card rather than assume payments simply stop.
Why does the pension stop after a few months?
A missed life certificate is the most common reason a pension stops. Board pensions require periodic proof that the pensioner is alive, and payment is suspended until it is submitted; the arrears are usually released once the certificate is filed.
Who is not eligible for the pension?
Workers who never registered with the construction welfare board are not eligible, and neither are those whose registration lapsed before they reached 60 without being restored. Agricultural labourers, factory workers and domestic workers fall outside the construction cess fund and must look to other pension schemes.
Can this pension be drawn along with another government pension?
Do not assume it can. Governments commonly bar drawing two pensions for the same person, and the application form usually asks for a declaration of any other pension. Declare it honestly; concealment leads to recovery.
How is the pension paid?
The pension is credited monthly by Direct Benefit Transfer into the pensioner's Aadhaar-seeded bank account. Nothing is paid in cash at the Labour Office, and no agent may charge a fee to start or continue a pension.
