What is Mukhyamantri Shramik Siyan Sahayata Yojana?

Mukhyamantri Shramik Siyan Sahayata Yojana is a welfare scheme of the Chhattisgarh Building and Other Construction Workers Welfare Board, which functions under the Labour Department, Government of Chhattisgarh. The word siyan is Chhattisgarhi for an elder, and the scheme is built around a single idea: a construction worker approaching the end of working life gets a lump sum to fall back on.

According to the Labour Department's scheme table on shramevjayate.cg.gov.in, the scheme was launched on 12 May 2022 and pays Rs 20,000 ekmusht, a single one-time payment. The department's list marks it as currently operational.

The Board that runs it is financed by the cess collected on construction works under the Building and Other Construction Workers' Welfare Cess Act, 1996. That cess money is what funds the Board's roughly fifty welfare schemes, of which this is one. There is no separate contribution demanded from the worker.

Why the narrow age band matters. The Board's other old-age instrument, Mukhyamantri Nirman Shramik Pension Sahayata Yojana, begins at 60 years of age and requires 10 years of registration, paying Rs 1,500 a month for life with 50 per cent family pension of Rs 750 to the surviving spouse. Siyan Sahayata sits immediately before that, in the year running from 59 to 60, and asks for only 3 years of registration. It is the bridge payment for a worker who is about to stop doing heavy site work.

Who is eligible for Mukhyamantri Shramik Siyan Sahayata Yojana?

The Board states the eligibility in one line: construction workers of the 59 to 60 age group who were registered at least 3 years earlier.

You can get this benefit if:

  • You are a construction worker aged between 59 and 60 years.
  • You are registered with the Chhattisgarh BOCW Welfare Board, and that registration is at least 3 years old as on the date of application.
  • Your registration is live, meaning renewals are up to date and the card has not lapsed.
  • You can produce the employer self-declaration in the government-notified format.
  • You hold a bank account in your own name for the transfer.

You cannot apply, or are not eligible, if:

  • You are under 59 or have already crossed 60. The window is a single year and it does not reopen.
  • Your Board registration is less than 3 years old, however genuine your work history.
  • Your registration has lapsed because renewal was missed. Renew first; the Board's free card scheme makes registration and renewal cost-free, so there is no financial reason to let it lapse.
  • You are a construction worker but have never registered with the Board. Registration is the gate to every Board scheme, not just this one.
  • You are registered with the Unorganised Workers State Social Security Board rather than the construction workers Board. They are two different boards with two different scheme lists.

Because the age band is only a year wide, the practical advice is simple: put in the application in the month you complete 59, not in the month you approach 60.

What documents are required?

The Board's own document list for this scheme names five items.

Document Mandatory Notes
Board registration certificate (panjiyan praman patra) Yes Must show a live registration at least 3 years old
Aadhaar card of the beneficiary Yes Age on Aadhaar decides the 59-to-60 band
Copy of self-declaration certificate Yes In the format the Board publishes for download
Bank passbook Yes Own-name account for DBT
Employer self-declaration in the prescribed government format Yes Downloadable from the Board's scheme application page

Two of these are downloadable forms rather than documents you already hold. The Board's scheme application page carries direct downloads for the employer self-declaration notification format and the scheme self-declaration format. Download and fill those before you start the application, because the upload step will not wait.

How to apply for Mukhyamantri Shramik Siyan Sahayata Yojana

  1. Check your registration first. Open shramevjayate.cg.gov.in, go to the public scheme application page, select your district and enter your new registration number to confirm the registration is live and at least 3 years old. If it has lapsed, renew it before doing anything else: renewal is free under the Board's free construction worker card scheme.
  2. Download and fill the two declaration formats from the Board's scheme application page: the employer self-declaration in the notified government format, and the scheme self-declaration.
  3. Scan the five documents — registration certificate, Aadhaar, self-declaration copy, bank passbook and employer self-declaration, in clear, readable copies.
  4. Open the scheme list at shramevjayate.cg.gov.in, find Mukhyamantri Shramik Siyan Sahayata Yojana in the Building and Other Construction Workers Welfare Board table, and click Aavedan Karein (Apply).
  5. Fill the form in Hindi. The Board prints an explicit warning on the application page that entries must be made in Hindi, failing which the application will be cancelled. This single instruction accounts for a large share of avoidable rejections.
  6. Upload the documents and submit, then note down the application number shown on the acknowledgement.

How to apply offline

  1. Visit your district labour office, or the Mukhyamantri Shramik Sahayata Kendra set up under the Board's own worker help-centre scheme.
  2. Alternatively, approach a Shram Mitra or a Choice Centre. The Board runs a Shram Mitra scheme that pays the Shram Mitra Rs 50 per sanctioned registration or scheme application, so assisted filing is a recognised route and not a favour.
  3. Carry the original registration card, Aadhaar, bank passbook and the two filled declaration formats, and have the operator file the application online on your behalf.
  4. Collect the acknowledgement with the application number before you leave.

The Board also publishes an official Android application, listed on Google Play under the CG Labour package, which mirrors the portal services.

How much money will I get and when?

The benefit is Rs 20,000, paid once. It is not an annual payment, not a monthly pension, and it cannot be claimed a second time. Payment is made into the worker's own bank account by transfer, which is why the passbook is a mandatory document and why the account must be live and correctly spelled.

Sanction timelines vary by scheme in the Board's system. The Board's application documentation records turnaround commitments for several of its schemes ranging from 72 hours to a week for the fastest heads, so a well-documented Siyan Sahayata file that reaches the district labour office complete should not sit for months. Where it does, the Sahayata Kendra number is the right escalation.

How do I check my application status?

  • Open shramevjayate.cg.gov.in, go to the public scheme record search (Yojana hetu record khoje), pick your district from the dropdown and enter your new registration number. The page returns the scheme applications filed against that registration.
  • For complaints about a Board scheme, use the Board grievance form on the Labour Department site, and track it on the grievance status page.
  • Call the Mukhyamantri Shramik Sahayata Kendra on 0771-3505050, which the Labour Department displays as its worker helpline across the portal.
  • The BOCW Welfare Board office at Office Complex, Block A, First Floor, Ekatm Path, Sector 24, Atal Nagar, Raipur can be reached on 0771-2971063.

Why do applications get rejected?

  • The form was filled in English. The Board warns in bold on the application page that entries must be in Hindi or the application will be cancelled.
  • Registration is less than 3 years old on the date of application.
  • Age falls outside 59 to 60, most often because the applicant waited until after the sixtieth birthday.
  • Registration lapsed for want of renewal, so the card is not live.
  • The employer self-declaration is missing or is not in the government-notified format. A plain letter from a contractor is not a substitute.
  • Bank details do not match the name on the registration and Aadhaar, or the account is dormant.
  • Illegible scans, particularly of the registration certificate.

Where do I complain?

Board-related grievances go through the Grievance form on shramevjayate.cg.gov.in and can be tracked on the grievance status page. Complaints about the Labour Commissioner's offices go through the separate OTP-verified complaint route on the same site. For anything unresolved, the addresses on record are the Office of the Labour Commissioner Chhattisgarh, Khand-3, Second Floor, Indravati Bhawan, Atal Nagar, Raipur, phone 0771-2443515, and the BOCW Welfare Board at 0771-2971063.

Registration, renewal and scheme applications under the Board are free. No agent can charge a commission on the Rs 20,000, and the amount is paid only into the worker's own account.

Frequently asked questions

How much does Mukhyamantri Shramik Siyan Sahayata Yojana pay?

Mukhyamantri Shramik Siyan Sahayata Yojana pays Rs 20,000 as a single lump-sum amount. The Chhattisgarh Labour Department's scheme table records the benefit as "Rs 20,000 ekmusht", meaning one-time, credited to the worker's bank account.

Who is eligible for Mukhyamantri Shramik Siyan Sahayata Yojana?

Construction workers in the 59 to 60 year age group who have been registered with the Chhattisgarh Building and Other Construction Workers Welfare Board for at least the previous 3 years are eligible. Both conditions must hold together on the date of application.

Who cannot apply for this scheme?

Workers below 59 or above 60 years of age are not eligible, nor are workers whose Board registration is under 3 years old, whose registration has lapsed for want of renewal, or who were never registered as construction workers in Chhattisgarh at all.

When did the scheme start?

The Chhattisgarh Building and Other Construction Workers Welfare Board launched the scheme on 12 May 2022, and the Labour Department's scheme list still shows it as currently operational.

Can I get this and the construction worker pension both?

They are separate schemes at separate ages. Siyan Sahayata is a one-time Rs 20,000 in the 59 to 60 band, while Mukhyamantri Nirman Shramik Pension Sahayata Yojana pays Rs 1,500 a month from age 60 to workers with 10 years of Board registration. Taking the one-time help does not by itself bar the pension, but the 10-year registration condition for the pension is separate and stricter.

Does it cost anything to apply?

No. Registration and renewal of the construction worker card are free under the Board's free card scheme, and the scheme application itself carries no fee. A Choice Centre may charge the notified service fee for typing and uploading.

Why was my application rejected?

The most frequent causes are an application filled in English rather than Hindi, a registration that is less than 3 years old, an age outside the 59 to 60 window, a lapsed registration, or a missing employer self-declaration in the prescribed format.

Where do I check my application?

Use the public scheme record search on shramevjayate.cg.gov.in, where you select your district and enter your new registration number. The Board's grievance status page and the Mukhyamantri Shramik Sahayata Kendra on 0771-3505050 handle anything the record search does not answer.
