Mukhyamantri Silai Machine Sahayata Yojana
Chhattisgarh state government scheme
Mukhyamantri Silai Machine Sahayata Yojana is a Chhattisgarh Labour Department scheme that gives a sewing machine, or assistance towards one, to women construction workers registered with the state welfare board. Board registration requires 90 days of construction work in the previous 12 months and an age between 18 and 60. Claims are filed at the district Labour Office.
What is Mukhyamantri Silai Machine Sahayata Yojana?
Mukhyamantri Silai Machine Sahayata Yojana is a sewing machine assistance scheme of the Chhattisgarh Building and Other Construction Workers Welfare Board, administered by the state Labour Department. The scheme places a sewing machine with a registered woman construction worker so that she has an income source that does not depend on daily site work. The scheme appears in Hindi as मुख्यमंत्री सिलाई मशीन सहायता योजना and is sometimes written Mukhyamantri Silai Machine Sahayata Yojna.
Funding comes from the construction cess. The Building and Other Construction Workers Welfare Cess Act 1996 requires 1 per cent of the cost of construction to be collected on building projects and credited to the welfare board's fund. That corpus pays for the Board's education, maternity, marriage, pension, accident and tool schemes, and for this one. Because the fund is cess-financed and earmarked, eligibility is drawn around Board registration rather than around household income.
The logic behind a sewing machine specifically is worth stating plainly. Women on construction sites are concentrated in the lowest-paid tasks; carrying head loads, mixing, cleaning, and their earnings stop entirely in the monsoon and during pregnancy. A machine at home converts idle weeks into stitching income, and it is portable enough to survive the household moves that construction work forces on families.
Who is eligible for Mukhyamantri Silai Machine Sahayata Yojana?
A worker qualifies when:
- She is registered with the Chhattisgarh Building and Other Construction Workers Welfare Board and holds a valid labour card.
- The registration is live on the date of the claim, with renewal up to date.
- She is resident in Chhattisgarh.
- She holds an Aadhaar-seeded bank account, required where the Board pays assistance instead of distributing a machine.
- She has not already received a machine under the scheme.
A worker is not eligible, cannot apply: when:
- She has never registered with the Board. Doing site work is not the same as being registered under Section 12 of the BOCW Act 1996.
- The registration has lapsed and has not been renewed.
- She works outside building and construction — agriculture, factories, shops, domestic work. Those sectors sit outside the construction cess fund.
- She has already drawn the benefit on the same registration number.
- She is registered with another state's board, since registration is not portable for benefit purposes.
How does a woman construction worker register with the Board?
Registration is the gateway, and it is free.
The Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Act 1996 permits registration for a worker aged 18 to 60 who has done at least 90 days of building or construction work in the preceding 12 months. Proof of the 90 days comes from an employer certificate, or from the local body, the contractor or a registered trade union where the employer cannot be traced. The usual position for women hired informally on small sites.
Apply at the district or area Labour Office with Aadhaar, residence proof, a photograph and the 90-day certificate. The card issued carries a registration number, quoted on every later claim, and a validity date that must be renewed.

How to apply for Mukhyamantri Silai Machine Sahayata Yojana
- Verify the labour card is valid, and get it renewed at the district Labour Office first if it has expired. A claim on a lapsed card fails at scrutiny.
- Collect the documents, labour card, Aadhaar, bank passbook, residence proof, with one attested photocopy set, keeping originals for verification.
- Obtain the scheme application form at the district or area Labour Office, or file online through the Labour Department's construction-worker portal where that facility is live in your district. Write the registration number exactly as it appears on the card.
- Submit the form and documents at the Labour Office, or through a CSC or Chhattisgarh Choice Centre offering assisted filing, and take a dated acknowledgement or receipt number before leaving the counter.
- Attend the distribution camp, or watch the bank account. Where machines are distributed in kind, the district office calls beneficiaries and hands over the machine against signature. Where cash assistance applies, the amount is credited by Direct Benefit Transfer.
Filing is free of charge at every one of these counters. No official, agent or centre operator may take money to "pass" a board scheme claim, and no genuine official will ask for a bank OTP.
How to check the status of your application
- Quote the acknowledgement number at the Labour Office where you filed.
- Ask whether the file is at scrutiny, sanction or distribution stage.
- Where assistance is paid in cash, check the passbook of the account named in the form rather than waiting for an intimation letter.
Common reasons a claim is rejected, and the fix
- Lapsed Board registration: renew, then re-file. This is the most frequent single cause across all board schemes.
- Duplicate claim, where a machine was already issued on the same registration.
- Name mismatch between the labour card, Aadhaar and bank records. Fix the underlying document first.
- Bank account not Aadhaar-seeded, or dormant, so a sanctioned payment bounces.
- Weak 90-day proof underlying the original registration, which can be questioned when a claim is scrutinised.
- No acknowledgement retained, leaving no way to prove the date of filing.
Where to raise a grievance
- The Labour Officer of your district, the first appellate authority for board scheme claims.
- The Labour Commissioner, Chhattisgarh, where the district office does not respond within a reasonable period.
- The state services portal sewasetu.cgstate.gov.in, which carries complaint tracking for Chhattisgarh government services.
A note on the benefit value
No rupee figure is quoted in this guide. The value of the machine, or of the assistance paid in its place, is fixed by resolution of the Chhattisgarh Building and Other Construction Workers Welfare Board and revised from time to time, and the current notified figure could not be confirmed on a reachable official source at the time of writing. Ask the district Labour Office for the rate in force before planning around it.

Frequently asked questions
Who can get a sewing machine under this scheme?
A woman construction worker registered with the Chhattisgarh Building and Other Construction Workers Welfare Board can claim the machine. The registration itself is the qualifying condition, so a woman doing site work without a labour card must first get registered at the district Labour Office.
Can a male registered worker claim the sewing machine?
Sewing machine schemes under construction welfare boards are ordinarily framed for women workers, and this one is described as such. If a male registered worker wants to claim, the district Labour Office is the only place that can confirm the current wording of the Board resolution.
Is the machine given free or is money credited?
Board schemes of this kind run either as in-kind distribution at a district camp or as an assistance amount credited by Direct Benefit Transfer. Ask the Labour Office which mode applies this year before you buy a machine yourself, because a purchase made in advance may not be reimbursed.
What is the 90-day registration requirement?
Under the Building and Other Construction Workers Act 1996, a worker aged 18 to 60 may register after at least 90 days of building or construction work in the preceding 12 months. The 90 days are certified by the employer, or by the local body, contractor or a registered trade union where the employer cannot be traced.
Who is not eligible for this scheme?
Workers not registered with the construction welfare board are not eligible, nor are workers whose registration has lapsed. Women working as agricultural labourers, factory hands, shop assistants or domestic help fall outside the construction cess fund and must approach other departments.
Does the applicant need tailoring experience?
A tailoring certificate is not a general condition of the scheme, but carrying one helps where the Labour Office wants to record intended use. The scheme's purpose is a supplementary income source, so evidence that the machine will be used productively rarely hurts an application.
What should I do if the application is not moving?
Return to the district Labour Office with the dated acknowledgement and ask which stage the file has reached, then escalate to the Labour Commissioner, Chhattisgarh, if there is no answer. In-kind schemes often wait for the next district distribution camp, so a delay is not the same as a rejection.
