Mukhyamantri Ward Karyalay Yojana
Chhattisgarh state government scheme
Mukhyamantri Ward Karyalay Yojana is the Chhattisgarh Urban Administration Department initiative that opened a working municipal office inside each ward of the state's municipal corporations from 2 October 2019, so residents can report sanitation, water supply, street light and drainage complaints in their own ward rather than travelling to the main corporation office. Walk in; no form is needed.
What is Mukhyamantri Ward Karyalay Yojana?
Mukhyamantri Ward Karyalay Yojana is a Chhattisgarh Urban Administration and Development Department initiative that put a working municipal office inside each ward of the state's municipal corporations. Ward offices were started across the corporations on 2 October 2019, the 150th birth anniversary of Mahatma Gandhi, the same day the state launched several other flagship programmes, including the Mukhyamantri Haat-Bazar Clinic Yojana and the Mukhyamantri Suposhan Abhiyan.
The idea behind it is administrative decentralisation rather than a cash benefit. A municipal corporation in Chhattisgarh covers dozens of wards and lakhs of people, and its headquarters is often several kilometres from the neighbourhoods that generate the most routine complaints. A resident with an overflowing drain, an uncollected garbage heap or a dead street light had to lose half a day travelling to the corporation office to report it. The ward office moves that counter into the ward itself.
What the ward office is meant to handle
Government descriptions of the scheme name the everyday civic issues as its core work:
- Cleanliness and solid waste, garbage collection, sweeping, uncollected waste points.
- Water supply: supply interruptions, low pressure, leaking mains, public standposts.
- Street lights: non-functioning lights and dark stretches in the ward.
- Environment and general sanitation: drainage, waterlogging, open drains, mosquito control.
Who can use a Mukhyamantri Ward Karyalay?
You can use the ward office if:
- You live in or own property in a ward of a Chhattisgarh municipal corporation.
- Your problem is a municipal matter, sanitation, water supply, street lighting, drainage, property tax, or another service the corporation delivers.
- You are able to come in person, or send a family member or representative, during municipal working hours.
Who cannot apply or is not eligible:
- Rural residents. Villages are served by the gram panchayat and janpad panchayat, not by municipal ward offices. This initiative was rolled out in municipal corporations.
- Anyone seeking a cash benefit. Mukhyamantri Ward Karyalay Yojana pays no money to anyone. It is a service-delivery arrangement, and any claim that it gives a grant or allowance is false.
- Complaints outside municipal jurisdiction. Electricity supply belongs to CSPDCL, land records to the revenue department, and police matters to the police station. A ward office may forward such a complaint but cannot decide it.
- Residents of a different ward for a ward-specific service. Take the matter to the office of the ward the property actually falls in.
How to apply at your Mukhyamantri Ward Karyalay
Mukhyamantri Ward Karyalay Yojana requires no application form and no enrolment. These are the steps to actually get a civic problem resolved through it.
- Identify your ward and ward office. Your ward number is printed on the property tax receipt and on the voter roll. If you do not know where the ward office sits, ask your ward councillor or the municipal corporation's zone office.
- Go to the ward office during working hours with any papers relevant to your complaint, a property tax receipt for a property matter, a water bill for a supply matter, and a photograph of the problem where one exists.
- Lodge the complaint in writing and ask for it to be entered in the complaint register.
- Take the complaint number and the date. This single step is what makes follow-up possible; a verbal complaint with no number is very hard to chase.
- Follow up after the stated period. Quote the complaint number at the same counter.
- Escalate if nothing happens, first to the zone office, then to the Municipal Commissioner of the corporation, and finally to the Urban Administration and Development Department at urban.cg.gov.in.
How does this fit with Mukhyamantri Mitan Yojana?
Chhattisgarh runs a second, better-documented urban service initiative that is often confused with the ward office scheme. Mukhyamantri Mitan Yojana is a doorstep delivery service: a citizen calls the toll-free number 14545, and a Mitan — literally a friend; visits the home, scans the required documents, and gets the work done without the citizen going to the corporation office at all. Around 25 types of urban services are available through it.
Mitan Yojana was extended to all 44 municipalities of the state, and on 24 August 2023 the Uttar Pradesh government gave it an award in the Outstanding Project in Digital Innovation category for making urban services accessible through a digital medium.
The two initiatives solve the same problem from opposite ends. The ward office shortens the distance you travel; Mitan Yojana removes the journey entirely. In practice a resident should use Mitan Yojana for document-based services, certificates, ration card work, records, and the ward office for place-based civic complaints, because a garbage point or a broken street light needs someone with local jurisdiction to be told where it is.
What a ward office cannot do for you
Being clear about the limits saves wasted trips:
- A ward office cannot overrule the corporation. It is a service counter and a first point of contact, not an appellate authority.
- It cannot sanction money or works beyond what the corporation's budget and its officers have already approved for the ward.
- It cannot settle a private property dispute between neighbours; that is a civil matter for the courts.
- It cannot issue revenue documents such as land records or a caste certificate. Those come through the tehsil and the e-District system.
Where to escalate a civic complaint in urban Chhattisgarh
- Ward office of your ward. The first stop, with a written complaint and a complaint number.
- Ward councillor (parshad). The elected representative for your ward.
- Zone office of the municipal corporation.
- Municipal Commissioner of the corporation for unresolved or repeated failures.
- Mukhyamantri Mitan Yojana, toll-free 14545, for document-based urban services delivered at home.
- Urban Administration and Development Department at urban.cg.gov.in for departmental escalation.
A note on what is and is not verifiable about this scheme
Mukhyamantri Ward Karyalay Yojana is a genuine Chhattisgarh initiative announced on 2 October 2019, but unlike the state's health and nutrition flagships it has very little published documentation: no scheme guidelines PDF, no beneficiary count, no budget figure and no dedicated portal in the public domain. This page therefore states only what can be traced to government-sourced descriptions: the launch date, the department, the roll-out across municipal corporations, and the categories of civic problem the ward offices were set up to handle. Anything beyond that, including ward-office counts, timings and service charters, varies by municipal corporation and should be confirmed with your own corporation.
No fee is payable for lodging a complaint at a ward office. Statutory municipal charges, property tax, water connection deposits, licence fees; remain payable as notified, and should always be paid against a printed receipt.

Frequently asked questions
What is a Mukhyamantri Ward Karyalay?
A Mukhyamantri Ward Karyalay is a municipal office located inside an individual ward, opened under a Chhattisgarh Urban Administration Department initiative from 2 October 2019 so that residents can lodge civic complaints and get routine municipal work done without travelling to the main corporation headquarters.
When was the scheme launched?
Ward offices were started across the state's municipal corporations on 2 October 2019, the 150th birth anniversary of Mahatma Gandhi, the same day Chhattisgarh launched several other flagship schemes including the Haat Bazar Clinic Yojana and the Suposhan Abhiyan.
What kind of problems can I take to the ward office?
Everyday civic problems are the ward office's core work — cleanliness and garbage collection, water supply, street lights, drainage and general environmental sanitation in the ward.
Do I need to apply or register for this scheme?
No. Mukhyamantri Ward Karyalay Yojana is not a benefit you apply for. It is a service arrangement — you walk into the ward office in your own ward and lodge your complaint or request.
Is there a fee?
No fee is charged for lodging a complaint. Statutory municipal charges still apply where the service itself carries one, such as property tax, a water connection deposit or a certificate fee.
What is the difference between this and Mukhyamantri Mitan Yojana?
Mukhyamantri Ward Karyalay Yojana brings the municipal office closer to you; Mukhyamantri Mitan Yojana brings the service to your door. Under Mitan Yojana a citizen calls the toll-free number 14545 and a Mitan visits the home to collect documents for around 25 types of urban services.
My ward office is not functioning — what do I do?
Escalate to the zone office and then to the Municipal Commissioner of your corporation, and if it is still unresolved to the Urban Administration and Development Department. Keep the complaint number from your original visit.
Does the scheme cover villages?
No. Ward offices under this initiative are an urban arrangement in municipal corporations. Rural residents take civic matters to the gram panchayat and janpad panchayat instead.
