Mukhyamantri Yuva Swarojgar Yojana (MMYSY)
Chhattisgarh state government scheme
Mukhyamantri Yuva Swarojgar Yojana is a Chhattisgarh Industries Department scheme that helps unemployed youth set up their own unit with bank loans of up to Rs 25 lakh for manufacturing, Rs 10 lakh for service and Rs 2 lakh for trading, supported by a margin money grant, interest subsidy and guarantee fee cover. Applications go through the District Trade and Industry Centre.
Mukhyamantri Yuva Swarojgar Yojana, generally shortened to MMYSY and written in Hindi as "मुख्यमंत्री युवा स्वरोजगार योजना", is the Government of Chhattisgarh's flagship route for turning an unemployed young person into the owner of a small unit. Launched in 2017 and run by the Directorate of Industries and Commerce through the District Trade and Industry Centre in every district, Mukhyamantri Yuva Swarojgar Yojana arranges a bank loan for a new manufacturing, service or trading venture and then softens that loan with a margin money grant, an interest subsidy and cover for the credit guarantee fee.
What is Mukhyamantri Yuva Swarojgar Yojana?
Mukhyamantri Yuva Swarojgar Yojana exists because the barrier for a first-time entrepreneur in Chhattisgarh is rarely the idea. It is the margin money the bank demands up front, the collateral the applicant does not have, and the interest burden in the first two years when the unit is not yet profitable. MMYSY attacks all three at once.
Mukhyamantri Yuva Swarojgar Yojana therefore has four moving parts rather than one:
- The bank loan. The core finance for machinery, equipment and working capital, sanctioned by a commercial, regional rural or cooperative bank.
- The margin money grant. A state contribution towards the promoter's share of the project cost, which is what usually stops a first-time applicant from clearing bank appraisal.
- The interest subsidy. A state contribution towards the interest on the loan, reducing the effective cost of borrowing in the early years.
- Training and handholding. Entrepreneurship development training organised through the District Trade and Industry Centre, plus follow-up support after the unit starts.
Mukhyamantri Yuva Swarojgar Yojana is run alongside, and sometimes in place of, other state self-employment programmes. Chhattisgarh has periodically restructured its self-employment schemes and folded them into unified programmes, so an applicant should always confirm at the District Trade and Industry Centre which scheme window is currently open for their district in the current financial year.
Who is eligible for Mukhyamantri Yuva Swarojgar Yojana?
Mukhyamantri Yuva Swarojgar Yojana is open to an applicant who meets these conditions:
- The applicant must be a permanent resident of Chhattisgarh, evidenced by a domicile or residence certificate.
- The applicant must be within the age band the scheme prescribes for youth, with the relaxation available to SC, ST, OBC, women and other reserved categories where the guidelines allow it.
- The applicant must meet the minimum educational qualification laid down for the activity chosen. Different activities carry different minimums, and the District Trade and Industry Centre holds the current list.
- The proposed unit must be a new venture, set up in Chhattisgarh, in the manufacturing, service or trading category recognised by the scheme.
- The applicant must be able to put together a credible project report the bank can appraise.
The following applicants are not eligible and cannot apply:
- Anyone who is not a permanent resident of Chhattisgarh.
- Anyone recorded as a defaulter with a nationalised bank, a financial institution, a regional rural bank or a cooperative bank. This is an explicit bar in the scheme's own conditions.
- Anyone who has already received the benefit of this scheme or of another government self-employment subsidy scheme for the same purpose. The benefit is once per person.
- Applicants proposing to take over or expand an existing established unit rather than start a new one, since the scheme is aimed at new ventures.
- Applicants outside the prescribed age band, unless a category relaxation applies to them.
How much support does MMYSY give?
Mukhyamantri Yuva Swarojgar Yojana sets the project ceiling by sector:
- Manufacturing: project cost up to Rs 25 lakh.
- Service: project cost up to Rs 10 lakh.
- Trading or business: project cost up to Rs 2 lakh.
Collateral security is not required for projects up to Rs 4 lakh, which is the band most first-time applicants fall into. For those loans, the credit guarantee arrangement stands in place of security and the state supports the guarantee fee.
On top of the loan, the scheme provides a margin money grant expressed as a percentage of the project cost, with a higher percentage for applicants from reserved categories and for women, and an interest subsidy for a defined number of years. The exact percentages and ceilings are set in the scheme guidelines and have been revised over the years, so an applicant should read the current guideline PDF on the Industries Department portal or ask the District Trade and Industry Centre for the figure applying in the current financial year rather than relying on a number quoted on a third-party website.
The loan itself is repayable. Only the margin money and interest subsidy components are non-repayable state support.
How to apply for Mukhyamantri Yuva Swarojgar Yojana
Mukhyamantri Yuva Swarojgar Yojana accepts applications both online and offline. Follow these steps:
- Decide the activity and the sector. Establish whether your venture falls under manufacturing, service or trading, because the ceiling, the qualification requirement and the bank's appraisal approach all differ by sector.
- Prepare a project report. Set out the machinery and equipment cost with quotations, the working capital needed, the premises arrangement, the expected monthly production or sales and the repayment projection. This document decides whether the bank sanctions you.
- Register and file the application online on the Chhattisgarh Industries Department portal at industries.cg.gov.in, or collect and fill the physical form at the District Trade and Industry Centre (Jila Vyapar Evam Udyog Kendra) of your district.
- Attach the documents: domicile certificate, Aadhaar, education certificates, age proof, caste certificate if claiming a category benefit, bank passbook and the project report, and submit. Take an acknowledgement with a number and a date.
- Attend the district task force committee scrutiny. The committee, convened under the District Collector with the General Manager of the District Trade and Industry Centre, examines applications and recommends cases to banks against the district's annual target.
- Complete the entrepreneurship development training arranged for you and follow up with the bank branch to which your case is forwarded. Provide any further papers the branch asks for during appraisal.
- After sanction, complete documentation at the bank, take disbursement, buy the assets against bills and start the unit. The margin money and interest subsidy are adjusted through the loan account as per the scheme's terms.
How do I check my application status?
Status under Mukhyamantri Yuva Swarojgar Yojana is checked at the District Trade and Industry Centre using the acknowledgement number issued at submission; applicants who filed online can log in to the same portal account they created. Once the case has been forwarded to a bank, the relevant status is with that branch, and the applicant should deal directly with the branch manager. Keep the name of the branch and the date of forwarding, this is the handover point where files most often go quiet, and knowing exactly where the file is prevents weeks of loss.
Why do applications get rejected, and how do you fix it?
Mukhyamantri Yuva Swarojgar Yojana rejections repeat a familiar pattern:
- Weak project report. A report with no quotations, an unrealistic turnover projection or a cost that does not match the activity is the leading cause of bank rejection. Rebuild it with real quotations and conservative numbers.
- Existing default. Any outstanding default with a bank or cooperative society is a hard bar. Settle it and obtain a no-dues letter before reapplying.
- Missing domicile certificate. Residence proof of the wrong type — a ration card where a domicile certificate is required, sends the file back. Obtain the certificate from the tehsil.
- Qualification shortfall. Applying for an activity whose prescribed minimum education you do not hold. Choose an activity that matches your certificates, or complete the qualification.
- Duplicate benefit. Having already taken a state self-employment subsidy disqualifies the second claim. There is no fix other than accuracy at the outset.
- Incomplete documents at scrutiny. Files with gaps are deferred rather than approved, and a deferred file can miss the district's annual target for that year. Submit a complete set the first time.
Where do I complain if something goes wrong?
Grievances under Mukhyamantri Yuva Swarojgar Yojana go first to the General Manager of the District Trade and Industry Centre in writing, since that office owns the scheme at district level. If the issue is not resolved there, escalate to the Directorate of Industries and Commerce through the Chhattisgarh Industries Department, and to the District Collector who chairs the district task force committee. Where the problem is a bank refusing to act on a recommended case without a written reason, ask for that reason in writing. A bank must record it, and take it to the branch's controlling office, and then to the state level bankers' committee route through the District Trade and Industry Centre. Keep dated copies of every submission.
Key dates and current status
Mukhyamantri Yuva Swarojgar Yojana has run since 2017 and operates against annual district targets rather than a single statewide deadline, so there is no published last date to apply. The practical consequence is different from an open-ended scheme: once a district's annual target is exhausted, later applications wait for the next financial year. Applying early in the financial year materially improves the chance of being placed within the year's target. Because Chhattisgarh has restructured its self-employment schemes more than once, confirm at your District Trade and Industry Centre that MMYSY is the currently active window for your district before you invest time in a project report.

Frequently asked questions
How much loan can I get under Mukhyamantri Yuva Swarojgar Yojana?
Mukhyamantri Yuva Swarojgar Yojana supports projects of up to Rs 25 lakh in the manufacturing sector, up to Rs 10 lakh in the service sector and up to Rs 2 lakh in the trading or business sector. The money is a bank loan, not a government cash transfer.
Is the money under MMYSY free?
No — the main component is a repayable bank loan. What the state gives free is the support layer around it: a margin money grant, an interest subsidy on the loan and cover for the credit guarantee fee. The principal must be repaid to the bank.
Who cannot apply for Mukhyamantri Yuva Swarojgar Yojana?
Applicants who are not permanent residents of Chhattisgarh cannot apply. Anyone recorded as a defaulter with a nationalised bank, a financial institution or a cooperative bank is not eligible, and neither is someone who has already taken the benefit of this or a similar state self-employment subsidy scheme.
Do I need collateral security for an MMYSY loan?
Collateral security is not required for projects up to Rs 4 lakh under the scheme's terms, because those loans are covered by the credit guarantee arrangement whose fee the state supports. Larger projects are subject to the lending bank's normal security norms.
Where do I apply for Mukhyamantri Yuva Swarojgar Yojana?
Apply through the District Trade and Industry Centre (Jila Vyapar Evam Udyog Kendra) of your district, or online through the Chhattisgarh Industries Department portal at industries.cg.gov.in. The District Trade and Industry Centre is the office that forwards your case to a bank.
How long does MMYSY approval take?
Approval runs on two clocks — the district task force committee that recommends the case and the bank that sanctions the loan. Applicants should expect the process to run over several weeks, and the single biggest determinant of speed is whether the project report and documents were complete at submission.
Does MMYSY include training?
Yes. The scheme provides entrepreneurship training and handholding support alongside the finance, arranged through the District Trade and Industry Centre. Completing the training is normally expected before the loan is disbursed.
