What is the Utkrisht Khel Protsahan Yojana for construction workers' children?

Nirman Shramikon Ke Bachchon Hetu Utkrisht Khel Protsahan Yojana is a sports incentive scheme of the Chhattisgarh Building and Other Construction Workers Welfare Board, which functions under the Labour Department, Government of Chhattisgarh. The name translates as the excellent sports encouragement scheme for the children of construction workers.

According to the Labour Department's scheme table on shramevjayate.cg.gov.in, the scheme was launched on 23 May 2017 and is listed as currently operational. It pays assistance of Rs 1,000 to Rs 50,000 to the children of registered construction workers.

The reasoning behind it is straightforward. A construction worker's household rarely has the surplus to fund coaching fees, equipment, travel to competitions or entry costs. A talented child hits a financial wall long before a talent ceiling. The Board's answer is a cash incentive tied to demonstrated sporting achievement, sitting alongside its education schemes, the Naunihal scholarship and the Noni Babu Medhavi merit assistance, rather than replacing them.

The scheme is funded by construction cess collected under the Building and Other Construction Workers' Welfare Cess Act, 1996, which is what pays for the Board's roughly fifty welfare schemes. Nothing is contributed by the worker.

One document defines this scheme. The Board's document list requires an excellence certificate issued by the Sports Department — khel vibhag dwara utkrishtata praman patra. That is what converts a sporting result into an entitlement here. Without it, none of the other paperwork matters.

Who is eligible for the sports incentive scheme?

The Board's published eligibility line for this scheme is short: registered construction worker.

Your child can get this incentive if:

  • You are registered with the Chhattisgarh BOCW Welfare Board as a construction worker, and that registration is live, with renewals up to date.
  • Your child holds an excellence certificate issued by the Sports Department for a competition or achievement.
  • You can produce the employer self-declaration in the government-notified format.
  • You have a bank account into which the incentive can be transferred.

Your child cannot apply, or is not eligible, if:

  • You are not registered with the BOCW Welfare Board. Registration is the gate to every Board scheme.
  • Your registration has lapsed for want of renewal. Renewal costs nothing under the Board's free construction worker card scheme, so this is worth fixing before applying.
  • The child has no Sports Department excellence certificate. A certificate from a school, a private club or a coaching academy is not accepted in its place.
  • You are registered with the Chhattisgarh Unorganised Workers State Social Security Board instead. That is a separate board with a separate scheme list.
  • The child's Aadhaar is not available, since the Board requires the child's own Aadhaar rather than the parent's.

Note that the Board's eligibility line here does not repeat the "first two children" cap that appears in its scholarship schemes. Because the Board publishes the eligibility so tersely, a family with more than two sporting children should confirm the position with the district labour office rather than assume either way.

What documents are required?

The Board lists five documents for this scheme.

Document Mandatory Notes
Board registration certificate Yes Live registration of the parent
Excellence certificate from the Sports Department Yes The defining document; must come from the Sports Department
Bank passbook photocopy Yes For the transfer of the incentive
Aadhaar card of the son or daughter Yes The child's own Aadhaar
Employer self-declaration in the government format Yes Downloadable from the Board's application page

The employer self-declaration is a downloadable format rather than a document you already hold, and it is linked from the Board's public scheme application page along with the general scheme self-declaration format. Print it, fill it and scan it before starting the online application.

How to apply for Utkrisht Khel Protsahan Yojana

  1. Get the excellence certificate from the Sports Department first. Approach the district sports officer with the competition records for the event your child took part in. Nothing else in this application works without this certificate, and it is the step that takes the longest.
  2. Check that the parent's registration is live. On shramevjayate.cg.gov.in, open the public scheme record search, select your district and enter the new registration number. If the card has lapsed, renew it; renewal is free.
  3. Download and complete the employer self-declaration in the notified government format from the Board's scheme application page.
  4. Scan the five documents clearly: the registration certificate, the Sports Department excellence certificate, the bank passbook, the child's Aadhaar and the employer self-declaration.
  5. Open the scheme list on shramevjayate.cg.gov.in, find Nirman Shramikon Ke Bachchon Hetu Utkrisht Khel Protsahan Yojana under the Building and Other Construction Workers Welfare Board, and click Aavedan Karein.
  6. Fill the form in Hindi. The Board prints an explicit warning on the application page that entries must be made in Hindi, failing which the application will be cancelled.
  7. Upload the documents, submit, and save the application number shown on the acknowledgement screen.

How to apply offline

  1. Take the documents to a Choice Centre, a Shram Mitra, or your district labour office. The Board's Shram Mitra scheme pays Rs 50 per sanctioned registration or scheme application, so assisted filing is part of the system rather than an informal workaround.
  2. Have the operator file the application on the portal in Hindi while you check the child's name, the event details and the bank account number on screen.
  3. Collect the printed acknowledgement with the application number.

The Mukhyamantri Shramik Sahayata Kendra network, which the Board set up in November 2022 to answer registration and scheme queries, is the other walk-in route. The Board's official CG Labour Android application mirrors the portal services for workers who prefer a phone.

How much will my child receive?

The Labour Department publishes a band, not a fixed number: Rs 1,000 to Rs 50,000. The figure within that band is decided by the Board according to the level of the sporting achievement recorded in the Sports Department certificate, and it is settled during scrutiny of the application. The Board does not publish a public level-wise slab table for this scheme, so any chart circulating on private websites claiming exact amounts for district, state or national level should be treated with caution.

Payment is made into the bank account submitted with the application. That is why the passbook is mandatory and why the account should be live and in a name matching the other records.

How do I check my application status?

  • Use the public scheme record search on shramevjayate.cg.gov.in: choose your district from the dropdown and enter the new registration number. The page lists the scheme applications filed against that registration.
  • Watch the bank passbook for the credit rather than waiting for a letter.
  • Raise anything unresolved on the Board grievance form on the Labour Department portal, and follow it on the grievance status page.
  • Call the Mukhyamantri Shramik Sahayata Kendra on 0771-3505050, the worker helpline the Labour Department displays across its portal.

Why do applications get rejected?

  • The form was filled in English. The Board's warning is printed on the application page and cancellation follows automatically.
  • The excellence certificate is not from the Sports Department. School certificates, club certificates and academy certificates do not qualify.
  • The parent's registration has lapsed or was never completed.
  • The child's Aadhaar is missing, or only the parent's Aadhaar was uploaded.
  • The employer self-declaration is absent or is not in the notified format.
  • Bank details do not match the applicant's name, or the account is dormant.
  • Illegible scans, especially of the excellence certificate, where the event, level and date must all be readable.

Where do I complain?

Board-related grievances go through the Grievance form on shramevjayate.cg.gov.in and are tracked on the grievance status page. Complaints about Labour Commissioner offices use the separate OTP-verified complaint route on the same portal. The offices on record are the Chhattisgarh Building and Other Construction Workers Welfare Board, Office Complex, Block A, First Floor, Ekatm Path, Sector 24, Atal Nagar, Raipur, phone 0771-2971063, and the Office of the Labour Commissioner Chhattisgarh, Khand-3, Second Floor, Indravati Bhawan, Atal Nagar, Raipur, phone 0771-2443515.

Registration, renewal and scheme applications under the Board are free of cost. No agent can take a cut of the incentive, and the money reaches only the bank account submitted with the application.

Frequently asked questions

How much does the sports incentive scheme for construction workers' children pay?

Nirman Shramikon Ke Bachchon Hetu Utkrisht Khel Protsahan Yojana pays assistance of Rs 1,000 to Rs 50,000, according to the Chhattisgarh Labour Department's scheme table. The amount within that band is fixed by the Board according to the level of the sporting achievement.

Who is eligible for the sports incentive scheme?

Children of construction workers registered with the Chhattisgarh Building and Other Construction Workers Welfare Board are eligible, provided the child holds an excellence certificate issued by the Sports Department. The parent's registration must be live.

Who cannot apply for this scheme?

Children whose parent is not registered with the Board, or whose registration has lapsed, are not eligible. A child without a Sports Department excellence certificate is also not eligible, however good the performance, and certificates from private clubs or academies are not accepted in its place.

What kind of certificate does the Sports Department have to issue?

The Board's document list names an excellence certificate issued by the Sports Department (khel vibhag dwara utkrishtata praman patra). Get it from the district sports officer for the event or competition concerned before you file the application.

When did the scheme start?

The Chhattisgarh BOCW Welfare Board launched the scheme on 23 May 2017, and the Labour Department's scheme list continues to show it as operational.

Is there a limit on how many children can apply?

The Board's published eligibility for this scheme says only "registered construction worker", without stating the two-child cap that its scholarship schemes carry. Confirm the position for your case with the district labour office before applying for more than one child.

Is there any fee?

No. Registration and renewal of the construction worker card are free under the Board's free card scheme, and the scheme application carries no fee. A Choice Centre may charge the notified service fee for typing and uploading.

Why do applications get cancelled?

Filling the form in English rather than Hindi causes automatic cancellation, as the Board warns on its application page. A lapsed registration, a missing or non-Sports-Department excellence certificate, and mismatched bank details are the other common causes.
