Mukhyamantri Naunihal Chatravriti Yojana
Chhattisgarh state government scheme
Mukhyamantri Naunihal Chatravriti Yojana gives a scholarship of Rs 1,000 to Rs 10,000 a year to the first two children of construction workers registered with the Chhattisgarh BOCW Welfare Board. The scheme has run since 4 March 2010 and covers classes 1 to 12 and beyond. Apply online at shramevjayate.cg.gov.in in the annual window.
What is Mukhyamantri Naunihal Chatravriti Yojana?
Mukhyamantri Naunihal Chatravriti Yojana is the flagship school scholarship of the Chhattisgarh Building and Other Construction Workers Welfare Board, which operates under the Labour Department, Government of Chhattisgarh. Naunihal means a young child, and the scheme exists for one reason the Board states plainly in its scheme literature: children of construction workers dropping out of school because the family cannot fund the year.
According to the Labour Department's scheme table on shramevjayate.cg.gov.in, the scheme has run since 4 March 2010: making it one of the Board's oldest continuously operating schemes, and pays Rs 1,000 to Rs 10,000 as assistance. The department's list shows it as currently operational. The benefit goes to the first two children of a registered construction worker.
The amount is not flat. The Board fixes it by the class or course the child is in, so a child in the primary classes draws at the bottom of the band and a child in higher classes draws nearer the Rs 10,000 ceiling. The Board publishes the range rather than a public slab table, and the exact figure applicable in a given year is shown when the application is filed on the portal. Do not rely on slab tables circulated on private scholarship websites.
The scheme is funded by construction cess, collected under the Building and Other Construction Workers' Welfare Cess Act, 1996. Neither the worker nor the child pays anything into it.
A companion scheme sits alongside it. Since 9 December 2022 the Board has also run a free uniform and books scheme for the same children, paying Rs 1,000 for classes 1 to 8 and Rs 2,000 for classes 9 to 12 towards school uniform and textbooks. The Board's eligibility note for that scheme says explicitly that children eligible for the Naunihal scholarship from class 1 to class 12 are eligible for it, so families should apply for both rather than assuming one replaces the other.
Who is eligible for the Naunihal scholarship?
The Board's stated eligibility is short: the first two children of a registered construction worker.
Your child can get the scholarship if:
- You are registered with the Chhattisgarh BOCW Welfare Board as a construction worker and the registration is live, with renewals up to date.
- The child is your first or second child.
- The child is currently studying and can produce the marksheet of the previous class passed.
- The principal of the school or college will issue the certificate in the format the Board notifies for this scheme.
- You have a bank account into which the scholarship can be credited.
The myScheme entry for the scheme, published by the Ministry of Electronics and Information Technology, adds that the beneficiary should have worked as a construction worker for at least 90 days before the date of application, the standard qualifying period for Board membership in Chhattisgarh, and notes that a scholarship drawn wrongly has to be returned.
Your child cannot apply, or is not eligible, if:
- The child is a third or later child of the same worker. The Board's limit of two children is firm.
- The parent is not registered with the BOCW Welfare Board, or is registered with the Unorganised Workers Board instead, which runs a different scheme list.
- The parent's registration has lapsed for want of renewal. Renewal is free under the Board's free construction worker card scheme, so this is worth fixing before the window opens.
- The child is not studying, or has no previous-class marksheet to show.
- The principal's certificate is not in the notified format.
- The daughter has already taken Mukhyamantri Noni Sashaktikaran Sahayata Yojana in the same financial year. That scheme's rule bars the same academic year's Naunihal scholarship and Noni Babu Medhavi incentive.
What documents are required?
The Board lists seven documents for this scheme.
| Document | Mandatory | Notes |
|---|---|---|
| Principal's certificate in the notified format | Yes | Downloadable from the Board's scheme application page |
| Bank passbook, original scanned copy | Yes | The Board specifies an original scan |
| Worker registration card | Yes | Must be live |
| Aadhaar card of the son or daughter | Yes | The child's Aadhaar, not the parent's |
| Marksheet of the previous class passed | Yes | Proof the child is progressing |
| Employer self-declaration in the prescribed government format | Yes | Downloadable from the Board's application page |
| Self-declaration certificate, original scanned copy | Yes | In the Board's published format |
Three of these are downloadable formats, not documents you already possess: the principal's certificate specific to this scheme, the employer self-declaration, and the scheme self-declaration. All three are linked on the Board's public scheme application page. Print them, get them signed, and scan them before you begin.
How to apply for Mukhyamantri Naunihal Chatravriti Yojana
- Confirm the window is open. The Board runs the scholarship on an annual cycle. For the 2025 cycle the Chhattisgarh government announced 31 December 2025 as the last date to apply, and each year's dates are published afresh on shramevjayate.cg.gov.in and through district public relations offices.
- Check that the parent's registration is live on the Board's public record search: pick your district, enter the new registration number, and confirm the card and renewals are current. Renew first if needed.
- Download the three formats. The Naunihal principal's certificate, the employer self-declaration and the scheme self-declaration β from the Board's scheme application page, and get them completed and signed. The principal's certificate needs the school's signature and seal.
- Collect and scan the rest: the worker registration card, the child's Aadhaar, the previous class marksheet and an original scan of the bank passbook.
- Open the scheme list on shramevjayate.cg.gov.in, find Mukhyamantri Naunihal Chatravriti Yojana under the Building and Other Construction Workers Welfare Board, and click Aavedan Karein.
- Fill the form in Hindi. The Board's application page carries a printed warning that entries must be made in Hindi, failing which the application will be cancelled. Transliterating names into English is the single easiest way to lose a valid claim.
- Upload the documents, submit, and save the application number from the acknowledgement screen.
How to apply offline
- Take the documents to a Choice Centre, a Shram Mitra, or the district labour office. The Board formally recognises Shram Mitras and pays them Rs 50 per sanctioned registration or scheme application, so assisted filing is part of the system.
- Have the operator file the application on the portal in Hindi while you check the entries on screen: particularly the child's name, the class, and the bank account number.
- Collect the printed acknowledgement with the application number.
Applications can also be lodged through the Mukhyamantri Shramik Sahayata Kendra network the Board set up in 2022 to answer registration and scheme queries, and the Board's mobile registration van scheme takes registrations and scheme applications at construction sites themselves.
How do I check my scholarship status?
- Go to the public scheme record search on shramevjayate.cg.gov.in, choose your district, and enter the new registration number. The result shows the applications filed against that registration.
- Watch the bank passbook for the credit. Districts sometimes announce a short correction window after scrutiny; Chhattisgarh district administrations have publicised such windows for scholarship payment corrections, so respond quickly if the school or labour office tells you a detail needs fixing.
- Use the Board grievance form and its grievance status page on the Labour Department portal for anything the record search does not resolve.
- Call the Mukhyamantri Shramik Sahayata Kendra on 0771-3505050.
Why do Naunihal scholarship applications get rejected?
- The form was filled in English. The Board's warning is explicit and the cancellation is automatic.
- The parent's registration has lapsed, so the card is not live on the date of application.
- The principal's certificate is not in the notified format or is unsigned or unsealed.
- The previous class marksheet is missing, illegible, or does not match the class claimed in the form.
- A third child was applied for. Only the first two children qualify.
- Bank details are wrong, or the passbook scan is a photocopy of a photocopy rather than an original scan.
- The window had closed by the time the application was filed.
- A conflicting benefit was drawn. A daughter who took Noni Sashaktikaran help the same financial year cannot take this scholarship for that academic year.
Where do I complain?
Use the Board grievance route on shramevjayate.cg.gov.in first and track it on the grievance status page. Escalate to the BOCW Welfare Board office at Office Complex, Block A, First Floor, Ekatm Path, Sector 24, Atal Nagar, Raipur, phone 0771-2971063, or to the Office of the Labour Commissioner Chhattisgarh, Khand-3, Second Floor, Indravati Bhawan, Atal Nagar, Raipur, phone 0771-2443515.
Registration, renewal and scholarship applications are free. Anyone demanding money to "get the scholarship sanctioned" is not acting for the Board, and the scholarship is credited only to the account submitted with the application.

Frequently asked questions
How much scholarship does Mukhyamantri Naunihal Chatravriti Yojana give?
Mukhyamantri Naunihal Chatravriti Yojana gives between Rs 1,000 and Rs 10,000 a year, according to the Chhattisgarh Labour Department's scheme table. The exact amount depends on the class or course the child is studying in, with the higher slabs reserved for higher classes.
Who is eligible for the Naunihal scholarship?
The first two children of a construction worker registered with the Chhattisgarh Building and Other Construction Workers Welfare Board are eligible. The parent's registration must be live, and the child must be studying and able to produce the previous class marksheet.
Who cannot get the Naunihal scholarship?
A third or subsequent child of the same worker is not eligible, nor is any child whose parent is not registered with the Board or whose registration has lapsed. Children who are not studying, and children who cannot produce the principal's certificate in the notified format, are also not eligible.
What is the last date to apply?
The Board announces an annual window. For the 2025 cycle the Chhattisgarh government publicised 31 December 2025 as the last date to apply. Check the current year's dates on shramevjayate.cg.gov.in before assuming the window is open.
Does the scheme cover school uniforms and books too?
Yes, through a companion scheme. The Board runs a separate free uniform and books scheme that pays Rs 1,000 for classes 1 to 8 and Rs 2,000 for classes 9 to 12, and it is expressly open to children eligible for the Naunihal scholarship.
Can a daughter take both Naunihal scholarship and Noni Sashaktikaran help?
No, not in the same financial year. The Board's rule for Mukhyamantri Noni Sashaktikaran Sahayata Yojana states that a daughter who takes the Rs 20,000 empowerment help in a financial year is ineligible for the Naunihal scholarship and the Noni Babu Medhavi education incentive for that same academic year.
How is the money paid?
The scholarship is transferred into the bank account submitted with the application, which is why the Board asks for an original scanned copy of the passbook rather than a photocopy.
Why do Naunihal applications get cancelled?
The most common reasons are filling the form in English instead of Hindi, which the Board warns will cause cancellation, a lapsed parent registration, a principal's certificate not in the notified format, a missing previous-class marksheet, and applying for a third child.
