What is Mukhyamantri Grameen Awas Nyay Yojana?

Mukhyamantri Grameen Awas Nyay Yojana is a state-funded rural housing scheme of the Panchayat and Rural Development Department, Government of Chhattisgarh, launched in 2023 and administered today through the portal gany.cgstate.gov.in, where the department publishes it under the shorter name Mukhyamantri Awas Yojana. In Hindi it is written as मुख्यमंत्री ग्रामीण आवास न्याय योजना, and readers commonly search for it as "Gramin Awas Nyay Yojana" or "GANY".

Mukhyamantri Grameen Awas Nyay Yojana answers a specific and well-documented gap. Pradhan Mantri Awas Yojana – Gramin builds its permanent wait list from the 2011 Socio Economic and Caste Census. Families that became houseless after 2011, families whose entries were wrong, and families that were simply never enumerated had no route into the central list. Chhattisgarh's response was to run its own count and pay for those houses from the state budget. The word nyay, meaning justice, points at that gap.

The scheme therefore behaves differently from a normal welfare scheme in one important way: it is survey-driven, not application-driven. There is no form a family can fill to enter the scheme. Everything follows from the Chhattisgarh Socio-Economic Survey 2023.

How were beneficiaries identified?

According to the scheme portal, the Chhattisgarh government decided to conduct the Chhattisgarh State Socio-Economic Survey 2023 to size the real need. The numbers published are precise:

Stage Figure
Survey period 13 April 2023 to 30 April 2023
Families surveyed 59,79,000 (59.79 lakh)
Families found eligible after verification 10,76,585
Families found houseless 47,090

The 47,090 houseless families form the core beneficiary pool. Alongside them the department prepares separate priority lists for houseless families and for families living in one-room and two-room kutcha houses, and each list goes to the gram sabha for approval.

The single most important operational rule on the portal is this: the gram sabha may delete a family from the list, but may not add a new family to it. Deletion happens when a family is found to already own a pucca house, to have taken an earlier housing benefit, or to have been wrongly enumerated. Addition is not permitted at all. Any agent promising to "get your name added" to this scheme is describing something the rules do not allow.

How much assistance does the scheme give?

Component IAP districts Non-IAP districts
Cash assistance for the house Rs 1,30,000 Rs 1,20,000
MGNREGA man-days 95 90
Toilet assistance (SBM-G / MGNREGA convergence) Rs 12,000 Rs 12,000

Three things follow from that table that beneficiaries routinely misunderstand.

The higher rate is geographic, not personal. IAP stands for Integrated Action Plan, the classification used for districts identified as backward and conflict-affected. Whether a family gets Rs 1.30 lakh or Rs 1.20 lakh depends on which district the house is in, not on caste, family size or income.

The MGNREGA man-days are additional earnings, not part of the cash. The department sanctions the man-days under clause 7.5.5 of the MGNREGA annual master circular for 2022-23, specifically for building a house of at least 25 square metres of plinth area. The family works on its own house and is paid the notified MGNREGA wage rate on top of the Rs 1.20 lakh or Rs 1.30 lakh.

The Rs 12,000 toilet amount is a convergence sanction, released through Swachh Bharat Mission – Gramin or MGNREGA as per entitlement, not from the housing grant.

The construction standard is fixed: a minimum of 25 square metres of plinth area, including one kitchen with a platform. A house built smaller than that does not qualify for full release.

Who is eligible for Mukhyamantri Grameen Awas Nyay Yojana?

A family is covered if:

  • The family is a rural resident of Chhattisgarh. This is a panchayat-route scheme with no urban component.
  • The family was enumerated in the Chhattisgarh Socio-Economic Survey 2023 and verified as eligible.
  • The family is recorded as houseless, or as living in a one-room or two-room kutcha house.
  • The family's name survives gram sabha approval of the priority list.
  • The family holds land on which a 25 square metre house can be built.

A family cannot apply, or is not eligible, if:

  • The family was not enumerated in the 2023 survey. This is the hard boundary of the scheme and no gram sabha can override it.
  • The family already received a house under PMAY-Gramin, PMAY-Urban or an earlier Chhattisgarh housing scheme.
  • The family already owns a pucca house anywhere, including one held by another member of the same household in a different village.
  • The family is an urban household.
  • The family has no land and no panchayat-allotted plot, in which case the patta has to be resolved before construction can be sanctioned.
  • The family falls into the standard rural-housing exclusion categories used across the rural housing programme, such as households owning a motorised four-wheeler or mechanised farm equipment.

There is no age limit and no separate income certificate requirement, because the survey record itself carries the economic assessment. The benefit attaches to the household and is sanctioned in the name of the head of the household.

What documents are required?

Document Mandatory Notes
Aadhaar card Yes Matches the family to the survey record; seeds the bank account
Land record or patta Yes Site proof for the 25 square metre house
Ration card Yes Confirms family composition
Bank passbook Yes Instalments arrive by DBT
MGNREGA job card Recommended Needed to draw the 90 or 95 man-days
Declaration of no earlier housing benefit Yes Core exclusion check
Passport-size photographs Yes For the beneficiary file

How to apply and get your house sanctioned

  1. Check whether your family is on the gram panchayat's priority list. The list is derived from the Chhattisgarh Socio-Economic Survey 2023 and is maintained at the gram panchayat office. This step comes before everything else, because nothing can be done outside the list.
  2. Attend the gram sabha at which the list is read out and approved. Objections are recorded in the minutes here, and this is the only forum where a wrong deletion can be reversed.
  3. Submit the document set to the gram panchayat secretary (sachiv): Aadhaar, land record, ration card and bank passbook, so the beneficiary file can be opened.
  4. Get your bank account Aadhaar-seeded at your branch before sanction, since an unseeded account stops the DBT even after approval.
  5. Cooperate with the site verification by the panchayat secretary, rozgar sahayak or technical assistant, who records the site and the family's housing status.
  6. Begin construction after the sanction letter and first instalment arrive, keeping to the minimum 25 square metre plinth with a kitchen platform.
  7. Get each construction stage inspected and geo-tagged so the next instalment is released, and apply through your MGNREGA job card for wage work on your own house at the same time.

There is no application fee at any stage, and the process is entirely offline through the panchayat.

How to check your sanction and payment status

  • At the gram panchayat office, where the beneficiary register and the instalment record are maintained.
  • At the Janpad Panchayat or Block Development Office, quoting your beneficiary identification, for sanction status.
  • On gany.cgstate.gov.in, the scheme's own portal maintained by the Panchayat and Rural Development Department with a login for departmental users.
  • On the MGNREGA public reports, where the individual house work appears against your panchayat with the beneficiary name and work status.
  • Through your bank passbook or SMS alerts, since each stage release lands as a DBT credit.

Why sanctions get stuck, and what to do about it

  • No land in the family's name. The commonest blocker. Approach the tehsildar or the gram panchayat for a residential patta on government land; several districts run patta drives alongside the housing programme.
  • Wrongly tagged as an existing housing beneficiary. Namesake matches happen. Ask the Block Development Officer to check the PMAY-G database entry against your Aadhaar and correct it.
  • Bank account not Aadhaar-seeded, which stops the DBT even after sanction.
  • Name deleted at the gram sabha without a recorded reason. Demand the minute entry and escalate to the Janpad Panchayat CEO.
  • Construction stalled mid-stage, which freezes further releases. Get the stage inspected and geo-tagged so releases resume.
  • Document mismatch between Aadhaar, ration card and land record, especially spelling and father's-name differences. Correct these before the file goes up.

Key facts to remember

  • Assistance: Rs 1,30,000 in IAP districts, Rs 1,20,000 in non-IAP districts.
  • Wage days: 95 in IAP districts, 90 in non-IAP districts, under MGNREGA.
  • Toilet: Rs 12,000 through SBM-Gramin or MGNREGA convergence.
  • House standard: minimum 25 square metres of plinth with a kitchen platform.
  • Beneficiary pool: 47,090 houseless families from the 2023 state survey.
  • List rule: gram sabha can delete a name, but cannot add one.
  • Portal: gany.cgstate.gov.in.

Where to complain

  • Gram sabha, the first and most effective forum, because objections go into the minutes.
  • Block Development Officer or Janpad Panchayat CEO — for sanction and instalment delays.
  • District Panchayat CEO. The next escalation level.
  • Scheme office; Mukhyamantri Awas Yojana, first floor, Vikas Bhawan, Sector 19, Atal Nagar, Nava Raipur 492002. Phone 0771-2512389, email rd.pmaycg@gmail.com.
  • CM Helpline 1076, the Chhattisgarh government's general grievance line.

No payment is due to any official or middleman at any stage. The entire Rs 1.20 lakh or Rs 1.30 lakh is meant to reach the beneficiary's own bank account.

Documents required

Aadhaar card of the head of the household
Used to match the family against the Socio-Economic Survey 2023 record and to seed the bank account for DBT.
Land record or patta for the construction site
The house must be built on land the family holds. Landlessness is the single most common practical obstacle.
Ration card
Establishes family composition against the survey entry.
Bank account passbook
The Rs 1.20 lakh or Rs 1.30 lakh is released in stage-wise DBT instalments, so the account must be active and Aadhaar-seeded.
MGNREGA job cardoptional
Not required to be selected, but required to draw the 90 or 95 man-days of wage work on your own house.
Declaration of no earlier housing benefit
A family that already received a house under PMAY-Gramin or an earlier state housing scheme is excluded.

Frequently asked questions

How much money does Mukhyamantri Grameen Awas Nyay Yojana give?

Mukhyamantri Grameen Awas Nyay Yojana gives Rs 1,30,000 per family in IAP (Integrated Action Plan) districts and Rs 1,20,000 in non-IAP districts, according to the scheme portal gany.cgstate.gov.in. Separately, the family gets 95 MGNREGA man-days in IAP districts or 90 in non-IAP districts, and Rs 12,000 for a toilet through convergence with Swachh Bharat Mission - Gramin.

Can I fill a new application form for this scheme?

No. The scheme portal states plainly that the gram sabha can delete names from the priority list but cannot add new families. The beneficiary pool is frozen to the families recorded in the Chhattisgarh Socio-Economic Survey 2023, so there is no open application form for someone whose name was never surveyed.

How many families are covered by the scheme?

47,090 families are covered. The Chhattisgarh Socio-Economic Survey 2023 covered 59.79 lakh families between 13 April and 30 April 2023, of whom 10,76,585 were found eligible after verification, and 47,090 of those were found to be houseless.

What size of house must be built?

A minimum of 25 square metres of plinth area, and it must include one kitchen with a platform. The 25 square metre standard is the same minimum used under the national rural housing programme, and the MGNREGA man-days are sanctioned specifically against a house of that size.

Who runs Mukhyamantri Grameen Awas Nyay Yojana?

The Panchayat and Rural Development Department, Government of Chhattisgarh, runs the scheme. The scheme office is at the first floor, Vikas Bhawan, Sector 19, Atal Nagar, Nava Raipur 492002, and delivery is through gram panchayats, Janpad Panchayats and district panchayats.

Is the money paid in one instalment?

No, the assistance is released in stage-wise instalments by Direct Benefit Transfer. Each release follows verification and geo-tagging of the construction stage reached, so a stalled build freezes the next instalment.

My family has land but no house and our name is not on the list. What can I do?

Raise a written objection in the gram sabha and ask for it to be entered in the minutes, then escalate to the Janpad Panchayat CEO. Be aware that a gram sabha cannot itself add a new family to this scheme's list, so the practical route for a genuinely missed family is the PMAY-Gramin Awas Plus survey rather than this scheme.

What is the difference between this scheme and Pradhan Mantri Awas Yojana - Gramin?

Mukhyamantri Grameen Awas Nyay Yojana is funded entirely by the Chhattisgarh state budget and exists for families the central list missed, while PMAY-Gramin is a centrally sponsored scheme built on the 2011 Socio Economic and Caste Census and its Awas Plus additions. A family already benefited under PMAY-G cannot take this state house.
