Minimata Amrit Dhara Nal Yojana (Free Tap Water Connection Scheme), Chhattisgarh
Chhattisgarh state government scheme
Minimata Amrit Dhara Nal Yojana is a Chhattisgarh Public Health Engineering Department scheme started in 2019 that gives free household tap water connections to BPL families, with an initial budget of about Rs 10 crore and more than 40,000 free domestic connections reported. Families apply through the gram panchayat or the PHE sub-division office.
What is Minimata Amrit Dhara Nal Yojana?
Minimata Amrit Dhara Nal Yojana is a drinking water scheme of the Public Health Engineering Department (PHED), Government of Chhattisgarh, started in 2019. The scheme gives free household tap water connections to Below Poverty Line families, so that a poor household is not kept off a newly laid piped supply simply because it cannot pay the connection charge.
The scheme is named after Minimata, the first woman Member of Parliament from the region that became Chhattisgarh, and is written locally as मिनीमाता अमृत धारा नल योजना. Reported implementation figures record more than 40,000 free domestic tap connections given under the scheme, against an initial budget of about Rs 10 crore, with the pilot launched in village Samoda of Durg block.
The Public Health Engineering Department is the technical department created on 1 November 2000 that plans, builds and maintains rural and urban water supply schemes in Chhattisgarh. PHED is also the state nodal agency for the central Jal Jeevan Mission, which funds Functional Household Tap Connections in rural India. In practice the two work together: Jal Jeevan Mission builds the source, the overhead tank and the distribution network, and Minimata Amrit Dhara Nal Yojana removes the cost barrier for the poorest households at the last metre.
Main features
- Free household tap connection for BPL families. The connection charge is waived.
- Priority for rural and tribal habitations (वनवासी बसाहटें), where safe drinking water access was lowest.
- Executed by the PHE sub-division through the gram panchayat or the urban local body.
- No cash is paid to the beneficiary; the benefit is the connection itself.
Who is eligible for Minimata Amrit Dhara Nal Yojana?
You can get a free connection if:
- Your family is a Below Poverty Line family in Chhattisgarh and holds the corresponding ration card.
- You live in a village or ward where a piped water supply scheme has been commissioned or is being commissioned, so a distribution line runs near your house.
- The house to be connected is one you own or lawfully occupy, with a house number or panchayat record.
- Your household does not already hold a functioning tap connection at the same premises.
You cannot apply or are not eligible if:
- Your family is above the poverty line, you may still take a connection, but at the normal notified connection charge rather than free.
- Your habitation has no distribution pipeline yet. Until the scheme for that village or ward is commissioned, no household connection can be given, and the correct step is to ask the panchayat to have the habitation included in the next scheme.
- You are seeking a connection for a commercial or industrial premises, which falls outside a domestic drinking-water scheme.
- You already have a domestic connection at the same house and are asking for a second free one.
What documents are required?
| Document | Mandatory | Notes |
|---|---|---|
| BPL ration card | Yes | Establishes below-poverty-line status |
| Aadhaar card | Yes | Identity of the head of household |
| Residence proof for the premises | Yes | House number, property record or panchayat house-tax receipt |
| Passport-size photograph | No | Asked for on some local application forms |
| Bank account passbook | No | Useful only where a deposit refund arises |
Carry the originals along with one photocopy of each. The panchayat secretary or the ward clerk attests the copies before the file goes to the PHE sub-division.
How to apply for a free tap connection
- Confirm the pipeline exists. Ask the gram panchayat secretary, or the ward office in a town, whether the distribution line for the water supply scheme has reached your street, and when household connections are being released.
- Collect the household connection application form from the gram panchayat office, the urban local body ward office, or the PHE sub-division office for your block.
- Fill the form and attach documents, BPL ration card, Aadhaar and proof of residence at the premises, and state clearly that you are claiming the free connection for a BPL family under Minimata Amrit Dhara Nal Yojana.
- Submit the form at the panchayat or ward office and take a dated acknowledgement with an inward number. Keep this receipt.
- Let the PHE sub-engineer inspect the site to fix the point where the service line will be tapped and where the stand post or tap will be placed.
- Get the connection laid. The PHE contractor lays the service pipe and fits the tap. Sign the completion register maintained by the panchayat.
- Ask for your entry in the connection register so that the household is on record for future maintenance and for any user-charge assessment.
How to apply if the panchayat route is not working
- Approach the Sub-Divisional Officer (PHE) for your block directly with a copy of the application and the acknowledgement.
- Escalate to the Executive Engineer, PHE division at the district headquarters if the sub-division does not act.
- Raise the matter in the gram sabha, which reviews village water supply works, and have it minuted.
- File a written grievance with the District Collector's public grievance cell if the file is still not moving.
How do I check the status of my application?
- Quote the inward number on your acknowledgement at the gram panchayat or ward office and ask where the file stands.
- Ask the PHE sub-division office whether the site inspection has been done and whether the connection is on the current work order.
- Check the Jal Jeevan Mission dashboard at jaljeevanmission.gov.in, which publishes village-wise household tap connection coverage for Chhattisgarh: useful to see whether your village is recorded as covered.
- Ask for the village connection register at the panchayat, which lists the households already connected.
Why do applications for a free connection get rejected or delayed?
- BPL status not established — the ration card category on record does not show a below-poverty-line household, so only a paid connection can be given.
- No distribution line at the habitation. This is the most common reason. The application waits until the scheme for that habitation is commissioned.
- Name and address mismatch between the ration card, Aadhaar and the house record.
- Disputed premises, the house is on land where ownership or occupancy is contested, so the connection cannot be sanctioned in one name.
- A connection already exists at the same premises in another family member's name.
- Source not yet functional. A scheme with a completed pipeline but an incomplete source or pump house cannot release connections.
Fixing a document mismatch is usually a matter of correcting the ration card at the food department office and resubmitting. Where the pipeline itself is missing, the effective step is a gram sabha resolution asking PHED to include the habitation in the next phase.
Where do I complain about water supply under the scheme?
- Gram panchayat secretary / sarpanch, the first point for a village.
- Ward office and municipal engineer. The first point in a town.
- Sub-Divisional Officer, PHE for the block, and above him the Executive Engineer, PHE division at the district.
- Engineer-in-Chief, Public Health Engineering Department, Government of Chhattisgarh, for state-level escalation.
- District Collector's grievance cell for complaints that stay unresolved.
The connection itself is free for an eligible BPL family. No panchayat functionary, contractor or fitter may charge money to sanction or to lay it, and any such demand should be reported in writing to the Executive Engineer, PHE.
