Minimata Mahtari Jatan Yojana - Chhattisgarh
Chhattisgarh state government scheme
Minimata Mahtari Jatan Yojana pays a one-time maternity grant of Rs 20,000 to registered women construction workers in Chhattisgarh after childbirth, limited to the first 2 deliveries. Applications are filed on the Labour Department portal shramevjayate.cg.gov.in using the worker's Building and Other Construction Workers Welfare Board registration number.
What is Minimata Mahtari Jatan Yojana?
Minimata Mahtari Jatan Yojana is a maternity assistance scheme of the Labour Department, Government of Chhattisgarh, delivered through the Chhattisgarh Building and Other Construction Workers Welfare Board. The scheme pays a one-time grant of Rs 20,000 to a registered woman construction worker after she gives birth, so that she can afford to stop work around delivery without the household income collapsing.
The scheme is named after Minimata, the social reformer and Chhattisgarh's first woman member of Parliament. Readers who search for it in Hindi will find it as Minimata Mahtari Jatan Yojana, and older documents still carry the previous name, Bhagini Prasuti Sahayata Yojana. The renaming took effect on 12 May 2022; the benefit and the administering board did not change.
The money comes from the construction workers' welfare cess, a levy collected on the cost of construction under the Building and Other Construction Workers' Welfare Cess Act, 1996. That is why the scheme is confined to registered construction workers rather than being open to all women in the state: the fund belongs to the construction workforce.
Main features
- One-time cash grant of Rs 20,000 per qualifying delivery.
- Payable for a maximum of two children.
- Paid directly into the woman worker's own bank account by NEFT or RTGS.
- Administered district by district through the labour offices and the Welfare Board, with online filing through the state labour portal.
Who is eligible for Minimata Mahtari Jatan Yojana?
You can claim if:
- You are a woman construction worker registered with the Chhattisgarh Building and Other Construction Workers Welfare Board and hold a valid labour card.
- Your registration is live, meaning the annual contribution or renewal is not in arrears on the date of the claim.
- Your registration pre-dates the childbirth by the qualifying period the Board requires. Published summaries of the scheme state both a 90-day minimum membership rule and, for maternity claims specifically, a requirement of about one year of registration before delivery. Because the two figures circulate together, confirm the current rule at your district labour office before you file.
- The delivery is your first or second childbirth.
- You have a bank account in your own name.
You are not eligible if:
- You are not registered with the Welfare Board, or your card has lapsed and has not been renewed. An unregistered woman working at a construction site cannot apply; she must first get registered, and registration does not work retrospectively for a delivery that has already happened.
- The claim is for a third or later child.
- You are the wife of a registered male worker but are not registered yourself. Family members cannot apply on the mother's behalf under this particular scheme.
- You are employed in a category outside construction work as defined by the Act, for example a factory worker or a shop employee, since Welfare Board registration is restricted to building and other construction work.
- You file the claim after the permitted window following delivery.
What documents are required?
| Document | Mandatory | Notes |
|---|---|---|
| Welfare Board registration certificate / labour card | Yes | Must be current, not lapsed |
| Child's birth certificate | Yes | From the municipal body, gram panchayat or hospital |
| Mother and Child Protection card | Yes | The ANM-issued MCP card showing the delivery |
| Aadhaar card | Yes | Of the mother, name must match the bank account |
| Bank passbook copy | Yes | Account in the worker's own name for NEFT/RTGS |
| Self-declaration | Yes | Number of living children and construction work status |
| Employer declaration | Yes where applicable | In the prescribed format, confirming days worked |
Keep photocopies of every page you submit. District labour offices commonly ask for a second set when the file moves to the Welfare Board for sanction.
How to apply for Minimata Mahtari Jatan Yojana
- Open the Chhattisgarh Labour Department portal at shramevjayate.cg.gov.in/shramik/ and go to the Building and Other Construction Workers section.
- Choose Minimata Mahtari Jatan Yojana from the scheme list and click the apply link.
- Select your district and enter your Welfare Board registration number. The portal pulls up your registration record.
- Verify the OTP sent to the mobile number recorded against your registration. If that mobile number has changed, update it at the district labour office first, otherwise you will not get past this step.
- Fill the claim form with the delivery date, the child's details and your bank account number and IFSC code.
- Upload scans of the birth certificate, MCP card, Aadhaar, bank passbook and the declarations.
- Submit and save the acknowledgement number shown on screen. Use it to track the claim.
Applying offline
- Visit the district labour office or the nearest Shram Anugrah / labour facilitation centre with your labour card and original documents.
- Ask for the maternity assistance claim form and fill it with the help of the labour inspector on duty.
- Attach the birth certificate, MCP card, Aadhaar copy and bank passbook copy, and obtain a stamped receipt.
The offline route matters here because many construction workers move between sites and districts and may not have the registered mobile number in hand for OTP verification.
How is the payment released and how do I check it?
The claim is verified at the district level — the labour inspector checks that the registration is live, that the birth certificate is genuine and that this is not a third-child claim, and then goes to the Welfare Board for sanction. On sanction, Rs 20,000 is credited by NEFT or RTGS to the account given in the form.
To check progress, log back into shramevjayate.cg.gov.in with your registration number and open the application status page, or call the Chhattisgarh Labour Welfare Board office on 0771-2443809. Keep the acknowledgement number ready. If your bank account details were entered wrongly, the transfer fails and the claim sits in a returned state until you correct the account at the district office, the portal will not usually explain this in plain words, so a phone call is faster.
Why claims get rejected, and how to fix them
- Lapsed registration. Renew the labour card first. The Welfare Board treats a lapsed card as no card, and the claim fails at the first check.
- Name mismatch. The mother's name on Aadhaar, on the bank passbook and on the birth certificate must agree. A married name on one and a maiden name on another is the single most common reason a file is returned.
- Third-child claim. Not curable; the two-child cap is absolute.
- Bank account in the husband's name. The grant is paid to the woman worker; a joint or spouse account is rejected.
- Late filing. File as soon as the birth certificate is issued. Waiting for a convenient trip to the district headquarters is what pushes most claims past the window.
- Missing employer declaration. Workers on informal sites often cannot get one; ask the labour inspector what substitute self-declaration the district accepts rather than abandoning the claim.
Grievance route
- Chhattisgarh Labour Welfare Board, Praveen Bhawan, near Chopra Complex, 31/520, Raipur, phone 0771-2443809.
- District labour office of the district where you are registered, for verification-stage problems.
- The Labour Department's own grievance link on shramevjayate.cg.gov.in for written complaints against a pending file.
No fee is charged for registering under the Welfare Board scheme or for filing a maternity claim. Nobody has authority to charge a commission on the Rs 20,000 grant, and any demand for a cut should be reported to the district labour officer.

Frequently asked questions
How much money does Minimata Mahtari Jatan Yojana give?
Minimata Mahtari Jatan Yojana gives a one-time payment of Rs 20,000 after childbirth. The amount is transferred by NEFT or RTGS into the registered woman worker's own bank account. It is a lump sum, not an instalment benefit, and it is paid separately for each of the first two deliveries.
Who is eligible for Minimata Mahtari Jatan Yojana?
A woman construction worker registered with the Chhattisgarh Building and Other Construction Workers Welfare Board is eligible. Registration must be live and must pre-date the delivery by the period the Board specifies, commonly stated as at least 90 days and in Board circulars as one year for maternity claims. Verify the current requirement with your district labour office before applying.
Is the benefit limited to a certain number of children?
Yes, the benefit is limited to two children. Minimata Mahtari Jatan Yojana is payable for the first delivery and the second delivery only; a third or later childbirth does not attract the grant.
Was the scheme called something else earlier?
Yes. The scheme was earlier known as Bhagini Prasuti Sahayata Yojana and was renamed Minimata Mahtari Jatan Yojana on 12 May 2022, in memory of Minimata, Chhattisgarh's first woman parliamentarian.
Can a male construction worker claim for his wife?
No. Minimata Mahtari Jatan Yojana pays the registered woman worker herself, so the mother must hold the labour card. A male worker's wife who is not registered with the Welfare Board cannot apply under this scheme, though the Board runs separate schemes for workers' families.
How do I apply for Minimata Mahtari Jatan Yojana online?
Open shramevjayate.cg.gov.in, go to the Building and Other Construction Workers section, choose the scheme, enter your district and Welfare Board registration number, verify the OTP sent to your registered mobile, fill the form and upload the birth certificate, MCP card, Aadhaar and bank passbook.
Why do maternity claims get rejected?
The most common reasons are lapsed Welfare Board registration, a birth certificate that does not match the Aadhaar name, a bank account not in the mother's own name, a claim for a third child, and a delay beyond the permitted filing window after delivery.
Where do I complain if the payment does not arrive?
Contact the Chhattisgarh Labour Welfare Board office in Raipur on 0771-2443809, or take the acknowledgement receipt to the district labour office where the claim was verified. Payment normally follows district verification and sanction by the Welfare Board.
