Mukhyamantri Awas Nyay Yojana (Mukhyamantri Grameen Awas Nyay Yojana)
Chhattisgarh state government scheme
Mukhyamantri Awas Nyay Yojana is a Chhattisgarh Panchayat and Rural Development Department housing scheme launched in 2023 for rural families left out of the central housing list. Beneficiaries get Rs 1,20,000 in plain areas and Rs 1,30,000 in hilly or hard-to-reach areas, plus 90 to 95 days of MGNREGA wage work. Apply offline through the gram panchayat.
What is Mukhyamantri Awas Nyay Yojana?
Mukhyamantri Awas Nyay Yojana: published in full as Mukhyamantri Grameen Awas Nyay Yojana; is a state-funded rural housing scheme of the Panchayat and Rural Development Department, Government of Chhattisgarh, launched in 2023.
Mukhyamantri Awas Nyay Yojana exists to fix one specific injustice. Chhattisgarh identified a large number of rural families who are genuinely homeless or living in kutcha houses, but whose names never made it onto the Pradhan Mantri Awas Yojana – Gramin (PMAY-G) permanent wait list, largely because that list was built from the 2011 Socio Economic and Caste Census. Those families were stuck: poor enough to need a house, invisible to the central scheme. The word nyay (justice) in the scheme's name refers exactly to that gap.
Under the scheme the state pays for the house from its own budget, on the same technical pattern as the central rural housing programme, a pucca house of at least 25 square metres with a separate kitchen, and adds MGNREGA wage days so the family earns while it builds.
The scheme is written in Hindi as मुख्यमंत्री ग्रामीण आवास न्याय योजना and is commonly searched as "CG Awas Nyay Yojana". Its works appear in the MGNREGA public records under the label "मुख्यमंत्री आवास न्याय योजना आवास निर्माण", which is a useful way to confirm that a sanctioned house in your village is real.
How much assistance does the scheme give?
| Area type | Cash assistance | MGNREGA wage days |
|---|---|---|
| Plain areas (non-IAP) | Rs 1,20,000 | 90 days |
| Hilly and inaccessible areas (IAP) | Rs 1,30,000 | 95 days |
Three things follow from this table that applicants routinely get wrong:
- The cash is not a lump sum. It is released in instalments by Direct Benefit Transfer, tied to construction stages. Money for the next stage arrives only after the previous stage is verified on site.
- The MGNREGA days are additional income, not part of the Rs 1,20,000. The beneficiary family is entitled to unskilled wage work on its own house construction, paid at the notified MGNREGA rate.
- The higher Rs 1,30,000 rate is geographic, not personal. It depends on whether your block is classified as hilly or difficult, not on family size or category.
The house standard is a minimum of 25 square metres of plinth area with a separate cooking space. Toilet construction is normally converged with the Swachh Bharat Mission, and drinking water and electricity connections with the respective departmental schemes.
Who is eligible for Mukhyamantri Awas Nyay Yojana?
A family can apply if:
- The family is a permanent resident of rural Chhattisgarh.
- The family is homeless, or lives in a kutcha or dilapidated house.
- The family was left out of the PMAY-Gramin list, this is the defining condition of the scheme.
- The family holds land on which the house can be built, with a patta, revenue record or panchayat record to prove it.
- The family's name is verified and approved by the gram sabha and included in the survey list prepared by the panchayat.
A family cannot apply, or is not eligible, if:
- The family has already received a house under Pradhan Mantri Awas Yojana, Gramin or Urban, or under an earlier state housing scheme.
- The family already owns a pucca house anywhere in the state.
- The family has no land and no panchayat-allotted plot on which to build. Landlessness has to be resolved first through a land patta, and this is the single most common practical obstacle.
- The applicant is an urban resident — this is a rural scheme, delivered through panchayats.
- The family is not resident in Chhattisgarh.
- The family falls into the standard rural-housing exclusion categories, such as households owning motorised four-wheelers, mechanised farm equipment, a government job holder in the family or income above the notified threshold.
There is no separate application-level age limit. The benefit attaches to the household, not to an individual, and is normally sanctioned in the name of the head of the household, with women's names recorded in line with the rural housing programme's practice of joint or female ownership.

How to apply for Mukhyamantri Awas Nyay Yojana
- Go to your gram panchayat office and ask the secretary or sachiv for the Mukhyamantri Awas Nyay Yojana application form. You can also approach the Block Development Officer (BDO) or the Janpad Panchayat office.
- Check whether your family is already on the survey list. Panchayats prepare a list of homeless and kutcha-house families for the scheme; if your name is missing, that is the first thing to correct.
- Fill the application form with the family's details, the land record for the proposed house site, the ration card number and the bank account details.
- Attach the documents listed above, including the declaration that the family has not received a house under any earlier scheme.
- Submit the form at the gram panchayat and take a dated acknowledgement.
- Attend the gram sabha at which the list is read out and approved. The gram sabha's endorsement is a real step, not a formality, and objections raised there are recorded.
- Cooperate with the site verification by the panchayat secretary, rozgar sahayak or the technical assistant, who confirms the site and the family's housing status.
- Start construction once the sanction and first instalment arrive, and get each stage inspected so the next instalment is released. Apply for MGNREGA work on your own house through the job card at the same time.
Applications are offline. There is no fee, and no agent has the power to add a name to a gram sabha–approved list.
How to check your application and payment status
- At the gram panchayat, where the beneficiary register and instalment records are maintained.
- At the Janpad Panchayat or Block Development Office, quoting your acknowledgement number, for the sanction status.
- On the MGNREGA public portal (nrega.nic.in and the state report pages), where individual works are listed with the beneficiary's name and the work status; approved, ongoing or completed. Searching for "Mukhyamantri Awas Nyay Yojana Awas Nirman" against your panchayat shows sanctioned houses by name.
- On gany.cgstate.gov.in, the Grameen Awas Nyay Yojana portal maintained by the department.
- Through your bank passbook or SMS alerts, since each instalment lands as a DBT credit.
Why applications get rejected, and what to do about it
- No land in the family's name. The commonest reason. Apply to the tehsildar or the gram panchayat for a residential patta on government land first; several districts run patta drives alongside the housing scheme.
- Already recorded as a PMAY beneficiary. Sometimes a family is wrongly tagged. Ask the BDO to check the PMAY-G database entry against your Aadhaar and get it corrected if it is a namesake.
- Family already owns a pucca house, including a house in another village held by a member of the same household.
- Name not in the gram panchayat survey list. Raise it in the gram sabha and ask for it to be minuted; a written objection in the gram sabha register is far more effective than a verbal request.
- Bank account not Aadhaar-seeded, which stops the DBT instalment even after sanction. Get the seeding done at your bank branch.
- Construction stalled at an intermediate stage, which freezes further instalments. Get the stage inspected and geo-tagged so the release can resume.
- Document mismatches between the Aadhaar, ration card and land record. Correct spellings and father's-name entries before resubmitting.

Where to complain
- Gram sabha. The first and most effective forum for a list dispute, because objections are recorded in the minutes.
- Block Development Officer / Janpad Panchayat CEO, for sanction and instalment delays.
- District Panchayat CEO, the next level for an unresolved block-level complaint.
- Scheme office: the helpline published for the Grameen Awas Nyay Yojana is 0771-2512389, with the scheme office at Vikas Bhawan, Nava Raipur.
- CM Helpline 1076. The Chhattisgarh government's general grievance line.
No payment is due to any official or middleman at any stage. Every rupee of the Rs 1,20,000 or Rs 1,30,000 is meant to reach your bank account and be spent on the house.
