Mukhyamantri Mitan Yojana (Doorstep Delivery of Government Services), Chhattisgarh
Chhattisgarh state government scheme
Mukhyamantri Mitan Yojana is a Chhattisgarh doorstep service scheme launched on 3 May 2022 under which a citizen calls the toll-free number 14545, and a trained "Mitan" visits the home to collect documents and deliver certificates such as birth, death, income, caste, domicile and marriage certificates. The service began in 14 municipal corporations.
What is Mukhyamantri Mitan Yojana?
Mukhyamantri Mitan Yojana is a doorstep public-service scheme of the Government of Chhattisgarh, launched on 3 May 2022. The word "mitan" is Chhattisgarhi for friend, and the scheme is written locally as Mukhyamantri Mitaan Yojana (मुख्यमंत्री मितान योजना). Instead of the citizen travelling to a tehsil office, municipal corporation or ward office for a certificate, a trained field agent. The Mitan: travels to the citizen's home.
The route into the scheme is a single toll-free number: 14545. A caller states which certificate is needed, gives an address, and picks a convenient time. The call centre assigns a Mitan for that slot. On the visit, the Mitan carries a tablet, checks the original documents, photographs or scans them, uploads them to the state portal, and issues a printed acknowledgement with an application number. The department concerned processes the file, and the finished certificate is delivered back to the same doorstep.
Main features
- One phone number to 14545 to replaces separate visits to different offices.
- Free home visit, both to collect documents and to deliver the certificate.
- Digital verification at the door, so paperwork is not carried away and lost.
- Trackable application number printed on the receipt and searchable at cgmitaan.in.
- Launched in 14 municipal corporations, later extended to more urban local bodies in the state.
Which services can a Mitan bring to my door?
The scheme began with a core set of high-volume certificate services. The services commonly available include:
- Birth certificate
- Death certificate
- Marriage registration and marriage certificate
- Income certificate
- Caste certificate
- Residence / domicile certificate
- Land record copies (khasra, B-1)
- Shop and establishment registration
- Correction and duplicate copies of the above
The list has been expanded over time and varies slightly between cities. Confirm the exact service you need with the 14545 call centre before booking, because a Mitan can only accept an application for a service on the approved list for that municipality.
Who is eligible for Mukhyamantri Mitan Yojana?
You can use the scheme if:
- You are a resident of Chhattisgarh.
- Your address falls inside a municipal corporation or municipality where the Mitan service has been rolled out.
- The service you want is on the approved Mitan service list for your city.
- You hold the original supporting documents the certificate requires.
You cannot apply or are not eligible if:
- Your address is outside the covered urban local bodies. The scheme was designed for urban areas and has not been notified for every gram panchayat.
- You are not a resident of Chhattisgarh and are seeking a state certificate you do not qualify for on merits.
- The service is a central government service such as a passport, PAN card or driving licence, which cannot be routed through a Mitan.
- The underlying eligibility fails. A Mitan can carry your income certificate application to the tehsil, but the tehsildar still decides it on the evidence.
Being eligible to book a Mitan is not the same as being eligible for the certificate. The Mitan is a delivery channel; the sanctioning authority remains the department that issues the document.
What documents should I keep ready?
| Document | Mandatory | Notes |
|---|---|---|
| Aadhaar card | Yes | Shown to the Mitan for every service |
| Ration card | No | Family and address proof for income/residence certificates |
| Hospital birth report | No | Only for a birth certificate |
| Death report | No | Only for a death certificate |
| Marriage proof and couple's photographs | No | Only for marriage registration |
| Old caste certificate or revenue record | No | Supporting evidence for a caste certificate |
| Passport-size photograph | No | Needed for several certificates |
Keep the originals at hand. The Mitan scans them on the spot and returns them immediately — nothing is taken away.
How to apply through Mukhyamantri Mitan Yojana
- Call 14545 from any phone. The call centre operates through the working day; published service hours have been 8 AM to 8 PM.
- Tell the operator which certificate you need, and give your full address with a landmark and your ward number.
- Choose a slot for the home visit and note the reference the operator gives you.
- Keep the original documents ready on the day, and be present at the address at the booked time.
- Let the Mitan verify and scan your papers on the tablet. Check the spellings on screen before the upload is submitted.
- Take the printed receipt with the application number and keep it safe, it is the only way to track the file.
- Receive the certificate at your door when the department has issued it, or download it from the portal if a digital copy is offered.
How to apply if the Mitan service is not available in your area
- Visit the e-District portal, edistrict.cgstate.gov.in, and register with a mobile number to apply online for the same certificates.
- Use a Common Service Centre (CSC) or a Lok Seva Kendra in your tehsil, which handles the same applications for a notified fee.
- Apply in person at the tehsil office, municipal ward office or gram panchayat, depending on which authority issues the certificate.
How do I check my Mitan application status?
- Open cgmitaan.in in a browser.
- Select Track Application Status.
- Enter the application number printed on the Mitan's receipt.
- Submit to see whether the file is pending with the department, approved, or ready for delivery.
If the portal shows nothing against the number, call 14545 and quote the number and the date of the visit. The call centre can trace the file from the Mitan's device log.
Why do Mitan applications get delayed or rejected?
- Incomplete supporting documents. The department returns the file for a missing report or affidavit, and the Mitan has to make a second visit.
- Name or date mismatch between Aadhaar and the supporting record.
- Applicant not present at the booked slot, so identity cannot be verified.
- Service not notified for that municipality, meaning the request had to be redirected to the e-District portal.
- Merits of the case, an income or caste certificate rejected by the tehsildar for want of evidence is a departmental decision, not a Mitan error.
The fix in most cases is to re-book a visit on 14545 with the missing paper in hand, quoting the earlier application number so the same file is completed rather than a fresh one started.
Where do I complain about the Mitan service?
- 14545 call centre, the first line for a missed slot, a delayed certificate or a Mitan who did not arrive.
- Municipal Commissioner / Chief Municipal Officer of your urban local body, which supervises the Mitans working in that city.
- Collector's public grievance cell at the district collectorate for unresolved complaints.
- Chhattisgarh public grievance portal for a written complaint with the application number attached.
A Mitan visit is free. Report immediately on 14545 if anyone asks for money beyond the statutory certificate fee shown on the receipt.
