Mukhyamantri Nirman Shramik Awas Sahayata Yojana
Chhattisgarh state government scheme
Mukhyamantri Nirman Shramik Awas Sahayata Yojana is a Chhattisgarh Labour Department scheme that helps construction workers registered with the state welfare board build or complete a house. Board registration under the BOCW Act 1996 needs 90 days of construction work in the previous 12 months. Claims are filed at the district Labour Office.
What is Mukhyamantri Nirman Shramik Awas Sahayata Yojana?
Mukhyamantri Nirman Shramik Awas Sahayata Yojana is a housing assistance scheme of the Chhattisgarh Building and Other Construction Workers Welfare Board, run by the state Labour Department. The scheme helps a registered construction worker build or complete a house of their own. It appears in Hindi as मुख्यमंत्री निर्माण श्रमिक आवास सहायता योजना, and nirman shramik simply means construction worker.
The scheme is financed from the construction cess corpus. Under the Building and Other Construction Workers Welfare Cess Act 1996, a cess of 1 per cent of the cost of construction is levied on building projects and credited to the welfare board's fund, which the Board then spends on registered workers and their families. Housing sits alongside the Board's education, maternity, marriage, pension, tool and accident schemes.
There is an obvious and often-noted irony the scheme exists to answer: Chhattisgarh's construction workers build the state's houses, offices and roads while frequently living in temporary shelters, rented rooms or on-site tents. Assistance tied to a worker's own plot is the Board's attempt to close that gap for at least the registered part of the workforce.
Who is eligible for Mukhyamantri Nirman Shramik Awas Sahayata Yojana?
A worker qualifies when:
- The worker is registered with the Chhattisgarh Building and Other Construction Workers Welfare Board, holding a valid labour card.
- The registration is live on the date of the claim, with renewals up to date under the Board's rules.
- The worker holds the plot on which the house is to be built, evidenced by a patta, registry or panchayat or municipal record.
- The family does not already own a pucca house.
- The worker is resident in Chhattisgarh and holds an Aadhaar-seeded bank account for the instalment credits.
A worker is not eligible, cannot apply; when:
- The worker has never registered with the Board under Section 12 of the BOCW Act 1996.
- The registration has lapsed and has not been renewed.
- The family already owns a pucca house, in which case the housing need the scheme addresses does not arise.
- The worker has no land or plot in their own name, since assistance is released against construction on a specific plot.
- The worker is employed outside building and construction, or is registered with another state's welfare board.
Because housing assistance is a large-value benefit, verification is stricter here than for tool or transport schemes. Expect the Labour Office to check the land record independently and to inspect the site.
How does a construction worker register with the Board?
Board registration is prior to everything else in this guide.
The Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Act 1996 allows a worker aged 18 to 60 who has completed at least 90 days of building or construction work in the previous 12 months to register. Proof of those 90 days comes from an employer certificate, or from the local body, the contractor or a registered trade union where the employer cannot be traced.
Registration is done at the district or area Labour Office. The card carries a registration number to be quoted on every claim, and a validity period that must be renewed on time. Housing claims in particular are often rejected because a card lapsed during the long construction period, so renew before each stage inspection.

How to apply for Mukhyamantri Nirman Shramik Awas Sahayata Yojana
- Renew or confirm the labour card, because a housing claim runs over months and a registration that lapses midway stalls the remaining instalments.
- Put the land record in order. Get the patta, registry or panchayat record updated in your own name before filing. A plot recorded in a parent's or sibling's name is the most common reason a housing file stops at scrutiny.
- Collect the document set — labour card, land proof, Aadhaar, bank passbook, residence proof and the no-pucca-house declaration, with one attested photocopy set.
- File the application at the district or area Labour Office, or online through the Labour Department's construction-worker portal where enabled, or with assistance at a CSC or Chhattisgarh Choice Centre. Collect the dated acknowledgement.
- Cooperate with the site inspection, and start construction only after the sanction is communicated, unless the office advises otherwise. Assistance is released against verified stages, so building ahead of sanction can leave you unable to evidence a stage that has already been covered over.
- Request each stage inspection as the work reaches plinth, lintel and roof level, keeping dated photographs of your own as a backup record.
How to check the status of your application
- Quote the acknowledgement number at the Labour Office where you filed.
- Ask which stage inspection the file is waiting on; housing files stall on inspections far more often than on sanction.
- Check the passbook of the Aadhaar-seeded account named in the form for each instalment credit.
Common reasons a housing claim fails, and the fix
- Labour card lapsed during construction. Renew and inform the office immediately.
- Land not in the applicant's name. Get the record mutated before filing, not after.
- Existing pucca house found on verification, which defeats the declaration and can trigger recovery of any amount already paid.
- Stage inspection not requested, so the next instalment is never triggered. The onus is usually on the beneficiary to call for it.
- Bank account not Aadhaar-seeded or dormant, so a sanctioned instalment bounces back.
- Double benefit flagged against another housing scheme for the same dwelling.
Where to raise a grievance
- The Labour Officer of your district, the first appellate point for board scheme claims and for delayed stage inspections.
- The Labour Commissioner, Chhattisgarh, where the district office does not respond.
- The state services portal sewasetu.cgstate.gov.in, for complaint tracking on Chhattisgarh government services.
Keep every dated acknowledgement, inspection slip and photograph. In housing claims the dispute is almost always about when a stage was completed and when it was reported, and a beneficiary with dated records wins that argument.
A note on the assistance amount
This guide does not state a rupee figure. Housing assistance under the Chhattisgarh Building and Other Construction Workers Welfare Board is fixed by Board resolution and revised periodically, and the current notified amount and instalment split could not be confirmed on a reachable official source at the time of writing. Ask the district Labour Office for the sanctioned amount and the stage-wise release pattern in writing before you commit to a construction budget.

Frequently asked questions
Who can claim housing assistance under this scheme?
A construction worker registered with the Chhattisgarh Building and Other Construction Workers Welfare Board can claim, provided the family does not already own a pucca house. The labour card must be valid on the date of the claim, since the entire scheme is funded from the construction cess collected for registered workers.
Do I need to own the land before applying?
Yes. Housing assistance is released against construction on a plot the applicant holds, so a patta, registry or panchayat or municipal record in the applicant's name is a core document. A worker without land should pursue a plot allotment or a housing scheme with a land component first.
How is the assistance paid?
Housing assistance under welfare board schemes is released in instalments by Direct Benefit Transfer, tied to verified stages of construction such as plinth, lintel and roof, rather than as a single lump sum. Inspection at each stage is what triggers the next release.
Can I claim this along with PM Awas Yojana?
Do not assume both are available for the same house. Governments routinely bar double benefit for one dwelling, and the district Labour Office is the authority that can tell you whether the Board's scheme may be combined with a central housing scheme or whether it is meant only for workers left out of those schemes.
Who is not eligible?
Workers not registered with the construction board are not eligible, nor are workers with a lapsed registration or families that already own a pucca house. Agricultural labourers, factory workers, shop employees and domestic workers fall outside the construction cess fund entirely.
Why do housing instalments stop midway?
The usual cause is that the next stage of construction has not been verified, so the release is held rather than cancelled. Ask the Labour Office to schedule the stage inspection and keep dated photographs of the work as it stands.
Is there any fee for applying?
No. Filing at a district Labour Office, CSC or Chhattisgarh Choice Centre is free of charge, and no official or agent may demand money to sanction a board scheme. Report any such demand to the Labour Officer.
