What is Mukhyamantri Sayakal Sahayata Yojana?

Mukhyamantri Sayakal Sahayata Yojana is a bicycle assistance scheme of the Chhattisgarh Building and Other Construction Workers Welfare Board, run by the state Labour Department. The scheme puts a cycle in the hands of a registered construction worker so that the daily journey to a work site does not consume a day's wage in fares. Sayakal is the local rendering of "cycle"; the scheme is also written as Mukhyamantri Cycle Sahayata Yojana and in Hindi as मुख्यमंत्री सायकल सहायता योजना.

The scheme is funded from the construction cess corpus. Under the Building and Other Construction Workers Welfare Cess Act 1996, 1 per cent of the cost of construction on building projects is collected as cess and paid into the welfare board's fund. The Board spends that fund exclusively on registered workers and their families, through schemes covering education, maternity, marriage, tools, pension, accident relief and transport support. Mukhyamantri Sayakal Sahayata Yojana sits in that last group.

The practical problem it addresses is real and easy to underestimate. Construction sites move. A mason or helper who worked in one ward last month may be on a site eight kilometres away this month, with no fixed bus route and daily wages that make a shared-auto fare a meaningful deduction. A cycle turns that distance from a cost into a commute.

Who is eligible for Mukhyamantri Sayakal Sahayata Yojana?

A worker qualifies when:

  • The worker is registered with the Chhattisgarh Building and Other Construction Workers Welfare Board and holds a valid labour card.
  • The registration is live on the date of the claim, with renewals up to date under the Board's rules.
  • The worker is resident in Chhattisgarh.
  • The worker holds an Aadhaar-seeded bank account, needed where the Board pays assistance rather than distributing a cycle.
  • The worker has not already received a cycle under the scheme.

A worker is not eligible: cannot apply: when:

  • The worker has never registered with the Board. Working on a site is not registration; the card must actually have been issued under Section 12 of the BOCW Act 1996.
  • The registration has lapsed and has not been renewed.
  • The worker is employed outside building and construction. Agricultural labourers, factory workers, shop employees, drivers and domestic workers are not covered by the construction cess fund and have separate boards or departments.
  • The worker has already drawn the benefit on the same registration.
  • The worker is registered in another state, since board membership is not portable across states for benefit purposes.

How does a construction worker register with the Board?

Registration is the step that unlocks every other Board scheme, this one included.

The Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Act 1996 allows a worker aged 18 to 60 to register after 90 days of building or construction work in the previous 12 months. The 90 days are proved by an employer certificate, or; where the employer cannot be traced, which is normal on small residential sites; by a certificate from the local body, the contractor or a registered trade union.

Apply at the district or area Labour Office. The card issued carries a registration number that must be quoted on every subsequent claim, and it has a validity period, so diarise the renewal.

How to apply for Mukhyamantri Sayakal Sahayata Yojana

  1. Check that your labour card is valid. If it has expired, get the renewal done at the district Labour Office before filing anything, because a claim against a lapsed registration is rejected at scrutiny rather than held.
  2. Assemble the documents — labour card, Aadhaar, bank passbook and residence proof, with one attested photocopy set.
  3. Get the application form from the district or area Labour Office, or file through the Labour Department's construction-worker portal where online filing is enabled in your district. Enter the registration number exactly as printed on the card.
  4. Submit the form at the Labour Office, or through a CSC or Chhattisgarh Choice Centre where assisted filing is offered, and collect the dated acknowledgement or receipt number.
  5. Attend the distribution camp or check the bank credit. Where the Board distributes cycles in kind, the district office calls beneficiaries to a camp and the cycle is handed over against signature. Where assistance is paid in cash, the amount is credited by Direct Benefit Transfer to the account in the form.

Do not buy a cycle first and expect reimbursement unless the Labour Office confirms in writing that the scheme is running in reimbursement mode in your district. Board schemes vary in delivery mode between years.

How to check the status of your application

  1. Quote the acknowledgement number at the counter where you filed.
  2. Ask specifically whether the file is at scrutiny, sanction or distribution stage, "pending" alone tells you nothing useful.
  3. Where cash assistance applies, check the passbook of the account named in the form; DBT credits arrive without a separate letter.

Common reasons a claim is rejected, and the fix

  • Lapsed registration, the single most common cause. Renew first, re-file after.
  • Duplicate claim where the worker already received a cycle on the same registration number.
  • Name mismatch between the labour card, Aadhaar and the bank account. Correct the underlying record; the Board does not waive the mismatch.
  • Account not Aadhaar-seeded or dormant, so a sanctioned DBT payment fails.
  • Weak 90-day proof at the original registration stage, which can surface as a problem only when a claim is scrutinised.
  • Missing acknowledgement, leaving the applicant unable to show the file was ever submitted. Always take the receipt.

Where to raise a grievance

  • The Labour Officer of your district, the first point of appeal for board scheme claims.
  • The Labour Commissioner, Chhattisgarh, where the district office does not act.
  • The state services portal sewasetu.cgstate.gov.in, for complaint tracking on Chhattisgarh government services.

A note on the benefit value

This guide does not quote a rupee value for the cycle or the assistance. The Chhattisgarh Building and Other Construction Workers Welfare Board fixes these by resolution and revises them periodically, and the current notified figure for Mukhyamantri Sayakal Sahayata Yojana could not be confirmed on a reachable official source at the time of writing. Ask your district Labour Office for the figure in force, and treat any amount quoted by an agent as unreliable.

Frequently asked questions

Who can get a cycle under Mukhyamantri Sayakal Sahayata Yojana?

A construction worker registered with the Chhattisgarh Building and Other Construction Workers Welfare Board can get the cycle. Registration is the gateway condition — an unregistered labourer, however genuine the work, is not eligible until the labour card is issued.

Is the cycle given free or is money paid?

Chhattisgarh welfare board schemes of this type are run either as an in-kind distribution at a camp or as an assistance amount credited by Direct Benefit Transfer, and the Board decides the mode. Ask your district Labour Office which mode is in force before you buy a cycle yourself, so you are not left with a purchase the Board will not reimburse.

Can more than one member of a family get a cycle?

The benefit attaches to the registered worker, not to the household, so each separately registered construction worker is assessed on their own card. It is a one-time benefit per worker and cannot be claimed twice on the same registration.

What is the 90-day rule?

The Building and Other Construction Workers Act 1996 allows registration only for a worker aged 18 to 60 who has done at least 90 days of building or construction work in the preceding 12 months. That 90-day record, proved by an employer, local body or trade union certificate, is what makes every board scheme available to you.

Who cannot apply for this scheme?

Workers who are not registered with the construction board are not eligible, and neither are workers whose registration has lapsed. Agricultural labourers, factory workers, shop employees and domestic workers fall outside the construction cess fund entirely and must look to other departments.

Is there a fee to apply?

No. Filing at a district or area Labour Office is free, and no official, agent, CSC operator or Choice Centre may charge for getting a board scheme sanctioned. Report any demand for money to the Labour Officer.

How long does the process take?

Timelines are not uniformly published, and in-kind schemes usually wait for the next distribution camp in the district rather than being processed case by case. Keep the dated acknowledgement and follow up at the Labour Office rather than assuming rejection after a few weeks of silence.
