What is Mukhyamantri Noni Babu Medhavi Shiksha Sahayata Yojana?

Mukhyamantri Noni Babu Medhavi Shiksha Sahayata Yojana is the merit-based education scheme of the Chhattisgarh Building and Other Construction Workers Welfare Board, run under the Labour Department, Government of Chhattisgarh. In Chhattisgarhi noni means a daughter and babu a son, so the name literally means merit education assistance for the daughters and sons of construction workers.

According to the Labour Department's scheme table on shramevjayate.cg.gov.in, the scheme was launched on 6 January 2012 and is currently operational. It pays assistance of Rs 5,000 to Rs 1,00,000, and for study abroad an amount of Rs 50,00,000, payable at the updated currency rate fixed for that country. The benefit goes to the first two children of a construction worker registered with the Board at least 90 days before the application.

That Rs 1,00,000 ceiling is what sets the scheme apart. Most construction worker scholarships in India top out in the low tens of thousands. This one is built to carry a worker's child through professional and higher education, and the foreign study provision is unusual for a state welfare board.

The scheme is merit-based, and the Board means it. The document list demands both a marksheet and a merit list, two separate proofs. A pass certificate alone will not do. The amount within the band is fixed by the Board according to the course and the level of achievement, and the applicable figure is determined during scrutiny rather than published as a public slab table. Families should not rely on slab charts circulated on private scholarship sites.

Funding comes from construction cess collected under the Building and Other Construction Workers' Welfare Cess Act, 1996. Nothing is contributed by the worker or the student.

Who is eligible for the Noni Babu Medhavi scheme?

The Board's stated eligibility is: the first two children of a construction worker registered 90 days earlier.

Your child can get this assistance if:

  • You are registered with the Chhattisgarh BOCW Welfare Board, and that registration is at least 90 days old and live, with renewals current.
  • The child is your first or second child.
  • The child has passed the qualifying examination and can produce both the marksheet and the supporting merit list.
  • The principal of the institution will issue the certificate in the format the Board notifies for this specific scheme.
  • You have a bank account for the transfer.

Your child cannot apply, or is not eligible, if:

  • The child is a third or later child of the same worker.
  • The parent's registration is under 90 days old on the date of application. Ninety days is the qualifying period for Board membership in Chhattisgarh and it is not waived.
  • The registration has lapsed for want of renewal. Renewal is free under the Board's free construction worker card scheme.
  • There is no merit list to support the marksheet.
  • The parent is registered with the Chhattisgarh Unorganised Workers State Social Security Board rather than the construction workers Board. These are two different boards with two different scheme lists.
  • The daughter has already drawn Mukhyamantri Noni Sashaktikaran Sahayata Yojana in the same financial year, which the Board's rules bar from combining with this incentive for the same academic year.

What documents are required?

The Board lists eight documents for this scheme, the longest list of any of its education schemes.

Document Mandatory Notes
Marksheet Yes Of the qualifying examination; the core merit proof
Principal's certificate in the notified format Yes Scheme-specific format, downloadable from the Board's page
Merit list Yes Separate from the marksheet; supports the merit claim
Bank passbook photocopy Yes For the transfer
Worker registration card Yes At least 90 days old and live
Aadhaar card of the child, original scan Yes The child's own Aadhaar
Self-declaration certificate, original scan Yes In the Board's published format
Employer self-declaration in the government format Yes Downloadable from the Board's application page

Three items are downloadable formats: the principal's certificate specific to this scheme, the scheme self-declaration, and the employer self-declaration. The Board's public scheme application page links all three. Note that the principal's certificate for this scheme is a different form from the one used for the Naunihal scholarship, using the wrong one causes rejection.

How to apply for Mukhyamantri Noni Babu Medhavi Shiksha Sahayata Yojana

  1. Check the application window. The Board opens the education schemes on an annual cycle and publishes the dates on shramevjayate.cg.gov.in and through district public relations offices. Applying outside the window achieves nothing.
  2. Verify the parent's registration on the Board's public record search: select your district and enter the new registration number. Confirm the card is live and the 90-day qualifying period is complete.
  3. Download the three formats โ€” the Noni Babu Medhavi principal's certificate, the scheme self-declaration and the employer self-declaration; from the Board's scheme application page. Get the principal's certificate signed and sealed by the institution.
  4. Assemble the merit documents: the marksheet of the qualifying examination and the merit list. Both are mandatory and one does not substitute for the other.
  5. Scan everything clearly; registration card, child's Aadhaar from the original, bank passbook, marksheet, merit list and the three signed formats.
  6. Open the scheme list on shramevjayate.cg.gov.in, find Mukhyamantri Noni Babu Medhavi Shiksha Sahayata Yojana in the Building and Other Construction Workers Welfare Board table, and click Aavedan Karein.
  7. Fill the form in Hindi. The Board prints an explicit warning on its application page that entries must be in Hindi, failing which the application will be cancelled.
  8. Upload, submit and save the application number from the acknowledgement.

How to apply offline

  1. Take the full document set to a Choice Centre, a Shram Mitra or the district labour office. The Board's Shram Mitra scheme pays Rs 50 per sanctioned registration or scheme application, so assisted filing is a formal part of the delivery system.
  2. Have the operator enter the details in Hindi while you verify the child's name, the course, the marks and the bank account number on screen.
  3. Collect the acknowledgement with the application number before leaving.

The Mukhyamantri Shramik Sahayata Kendra network, set up by the Board in November 2022 to resolve worker problems and explain scheme applications, is the other walk-in route, and the Board's official CG Labour Android app mirrors the portal services.

How much will my child actually receive?

The Labour Department publishes a range, not a fixed figure: Rs 5,000 to Rs 1,00,000 for study in India. The amount within that band is set by the Board according to the course and the level of merit, and it is determined when the application is scrutinised.

For study abroad, the department's table records Rs 50,00,000, payable at the updated currency rate fixed for that country. The Board does not publish a public country-wise or course-wise slab table, so an applicant planning to use this provision should speak to the district labour office and the Board secretariat before making commitments abroad, rather than relying on the headline figure.

Payment is made into the bank account submitted with the application, which is why the passbook is a mandatory document and why the account should be in a name that matches the records.

How do I check my application status?

  • Use the public scheme record search on shramevjayate.cg.gov.in: pick your district, enter the new registration number, and view the applications filed against that registration.
  • Watch the passbook for the credit. District administrations in Chhattisgarh periodically announce short correction windows for scholarship payment details after scrutiny, so act at once if you are told to correct something.
  • Raise unresolved issues on the Board grievance form, and follow them on the grievance status page of the Labour Department portal.
  • Call the Mukhyamantri Shramik Sahayata Kendra on 0771-3505050.

Why do applications get rejected?

  • The form was filled in English. The Board's warning is printed on the application page and the cancellation follows automatically.
  • The registration is under 90 days old, or has lapsed for want of renewal.
  • No merit list was attached, only a marksheet. The Board asks for both.
  • The wrong principal's certificate format was used, the Naunihal form instead of the Noni Babu Medhavi form.
  • A third child was applied for. Only the first two children qualify.
  • The marksheet is illegible or the marks do not match what the form claims.
  • Bank details do not match the applicant's name, or the account is dormant.
  • A conflicting benefit was drawn in the same year, specifically Noni Sashaktikaran Sahayata Yojana for a daughter.

Where do I complain?

Board-related grievances go through the Grievance form on shramevjayate.cg.gov.in and can be tracked on the grievance status page. Beyond that, the BOCW Welfare Board office sits at Office Complex, Block A, First Floor, Ekatm Path, Sector 24, Atal Nagar, Raipur, phone 0771-2971063, and the Office of the Labour Commissioner Chhattisgarh at Khand-3, Second Floor, Indravati Bhawan, Atal Nagar, Raipur, phone 0771-2443515.

Registration, renewal and scheme applications are free of cost. No agent can charge a share of the assistance, and the money reaches only the account submitted with the application.

Frequently asked questions

How much does Mukhyamantri Noni Babu Medhavi Shiksha Sahayata Yojana pay?

Mukhyamantri Noni Babu Medhavi Shiksha Sahayata Yojana pays assistance of Rs 5,000 to Rs 1,00,000 according to the Chhattisgarh Labour Department's scheme table, and for study abroad an amount up to Rs 50,00,000, payable at the current exchange rate fixed for that country.

Who is eligible for the Noni Babu Medhavi scheme?

The first two children of a construction worker registered with the Chhattisgarh BOCW Welfare Board at least 90 days before the application are eligible. The scheme is merit-based, so the child must produce a marksheet and a supporting merit list.

Who cannot apply for this scheme?

A third or later child of the same worker is not eligible, nor is a child whose parent's Board registration is less than 90 days old or has lapsed, nor a child who cannot produce a marksheet and merit list. Children of workers registered only with the Unorganised Workers Board are also not eligible.

How does the Rs 50 lakh foreign study benefit work?

The Labour Department's scheme table records that for study abroad an amount of Rs 50,00,000 is payable at the updated currency rate fixed for that country. The Board does not publish the country-wise or course-wise slabs publicly, so the applicable figure is determined by the Board when the application is scrutinised.

What is the difference between this and the Naunihal scholarship?

Naunihal Chatravriti Yojana is a broad school scholarship of Rs 1,000 to Rs 10,000 for the first two children of any registered worker, while Noni Babu Medhavi Shiksha Sahayata Yojana is a merit scheme with a far higher ceiling of Rs 1,00,000 that requires a marksheet and a merit list.

Can a daughter take this along with Noni Sashaktikaran Sahayata Yojana?

No, not in the same year. The Board's rule for Mukhyamantri Noni Sashaktikaran Sahayata Yojana says a daughter who takes the Rs 20,000 empowerment help in a financial year is ineligible for the Naunihal scholarship and this education incentive for that academic year.

When did the scheme start?

The Chhattisgarh BOCW Welfare Board launched the scheme on 6 January 2012, and the Labour Department's scheme list still shows it as currently operational.

Why do applications get cancelled?

Filling the form in English rather than Hindi causes automatic cancellation, as the Board warns on its application page. Other frequent causes are a lapsed or under-90-day registration, a missing merit list, a principal's certificate not in the notified format, and applying for a third child.
