What is property registration in Chhattisgarh?

Property registration in Chhattisgarh is the compulsory recording of a sale deed with the Sub-Registrar under the Registration Act 1908, after payment of stamp duty under the Indian Stamp Act as applied in the state. Section 17 makes registration compulsory for any transfer of immovable property worth more than Rs 100, so every sale of land, plot, house or flat in Chhattisgarh falls within it. A sale agreement, a possession letter or a payment receipt does not transfer ownership; only the registered vikray patra does.

The Department of Vanijyik Kar (Registration), Government of Chhattisgarh administers registration, and the state has moved the whole citizen interface onto NGDRS, the National Generic Document Registration System developed under the Department of Land Resources, Government of India; at ngdrs.cg.gov.in. NGDRS is deliberately citizen-first: you create a login, enter the document details yourself, use the fee calculator, book your own appointment, watch the instructional videos and read the user manuals, and raise a grievance through the portal's own module if something goes wrong. Chhattisgarh is one of eleven jurisdictions running on NGDRS, alongside Maharashtra, Punjab, Jharkhand, Goa, Himachal Pradesh, Jammu and Kashmir, Manipur, Mizoram, Dadra and Nagar Haveli and the Andaman and Nicobar Islands.

Who can register a sale deed in Chhattisgarh, and who cannot?

Any adult of sound mind who lawfully owns the property may sell it, and any person or entity legally able to hold immovable property in India may buy it. Both sides need original identity documents, and both must attend the Sub-Registrar office or be represented under a validly registered Power of Attorney.

The following cannot apply for registration without prior clearance:

  • A non-tribal buyer of land held by a Scheduled Tribe owner in a scheduled area cannot register the transfer without the permission the Chhattisgarh Land Revenue Code requires. This is the most important restriction in the state and it defeats a large number of attempted purchases in Bastar, Surguja and other scheduled districts.
  • A seller whose name is not recorded in the Bhuiyan khatauni cannot register the sale until the earlier inheritance or purchase has been mutated.
  • A minor cannot execute a sale deed as seller; a guardian must act, with court permission where required.
  • Agricultural land being sold for residential or commercial use without the diversion order will be registered on the wrong valuation basis and creates a defect later.
  • Government, forest, nazul or otherwise non-transferable land cannot be privately registered.
  • Property under attachment, injunction or an unreleased bank mortgage cannot be transferred clear of that charge.
  • A foreign citizen who is not an NRI or OCI cannot buy immovable property in Chhattisgarh without Reserve Bank of India approval.

What does registering a sale deed cost in Chhattisgarh?

Two charges apply: stamp duty and a registration fee. Both are calculated on the consideration stated in the deed or on the government's notified guideline value for that locality, whichever is higher. Chhattisgarh revises guideline rates periodically, ward by ward and village by village, which means a plot bought at a negotiated price in a fast-developing part of Raipur, Bhilai or Naya Raipur may still be assessed at a considerably higher notified value.

Rather than relying on a quoted percentage, use the Fee Calculator the Chhattisgarh NGDRS portal places in its top navigation. It is open to anyone without login, it applies the current guideline rate and current rate schedule, and it returns both the stamp duty and the registration fee for the exact property you describe. Take a screenshot of that result. Where the state has notified a concession, for example for a female buyer, or for specified categories of transfer. The calculator applies it automatically, which is safer than assuming a rebate exists.

Using ngdrs.cg.gov.in costs nothing. Creating the login, entering the document, running the fee calculator, booking the appointment, reading the manuals and filing a grievance are all free. The only legitimate payments are the stamp duty and registration fee to the government, and a drafting charge if you engage an advocate or deed writer. Nobody may charge you for an appointment slot or for "getting the deed passed"; if someone at the Sub-Registrar complex asks, file it through the portal's grievance module.

How to register a sale deed in Chhattisgarh (step by step)

  1. Verify the land record. Download the B-1 khatauni and P-II khasra for the plot from the Bhuiyan land records portal and confirm the seller is the recorded owner, that the land is not government or tribal-restricted, and that the area matches what is being sold.
  2. Create your NGDRS citizen login. Register at ngdrs.cg.gov.in with your mobile number and Aadhaar-linked details, and sign in to the citizen dashboard.
  3. Run the fee calculator. Enter the district, tehsil, village or ward, land type and area, and the consideration, and note the stamp duty and registration fee the calculator returns.
  4. Enter the deed on the portal. Use the document entry module to record the property details, the buyer, the seller, the witnesses and the consideration, and generate the draft deed for checking.
  5. Pay online. Pay the stamp duty and registration fee through the portal's payment route, or buy an e-Stamp certificate of the calculated value in the buyer's name, and keep the receipt.
  6. Book the appointment. Use the appointment service to select the Sub-Registrar office having jurisdiction over the property and a date and time slot, then check it under View Appointment.
  7. Attend and execute. On the appointment date the seller, the buyer and two witnesses attend with original Aadhaar, PAN, the printed deed, the payment proof and the title documents. The office verifies identity, captures photographs and thumb impressions, and the Sub-Registrar admits the deed to registration and returns it endorsed.

Is there an offline route in Chhattisgarh?

The physical appearance before the Sub-Registrar is unavoidable — Chhattisgarh has no route by which a sale deed is registered without the parties attending. What can be delegated is the data entry. If you cannot use NGDRS yourself, a Common Service Centre or Lok Seva Kendra will create the entry and book the appointment at the notified service charge, and deed writers at the Sub-Registrar complex draft documents. Guideline rate lists are also displayed at Sub-Registrar offices. The portal's user manuals and videos are worth twenty minutes of your time before you hand the job to anyone else, because doing the entry yourself is what keeps the transaction transparent.

How do I check status and complete the transfer?

The Sub-Registrar returns the registered deed with its registration number, book and year endorsed on it, usually on the appointment day or shortly after. Your NGDRS dashboard shows the status of the document you filed and of your appointment. After registration, check the Bhuiyan land record for namantaran, the mutation entry moving the khatauni into your name. Chhattisgarh initiates mutation from the registered deed, but the entry must actually appear; if it does not, apply to the Tehsildar with a copy of the registered deed. For urban property, also get the municipal property tax record transferred so demand notices come to you.

Why do Chhattisgarh registrations get refused or held up?

  • The land is tribal-held in a scheduled area and the required permission for a non-tribal buyer was never obtained.
  • The consideration is below the notified guideline value, so the deed is under-stamped and impounded.
  • The seller's name does not appear in the Bhuiyan khatauni because an earlier inheritance was not mutated.
  • Agricultural land is sold as a residential plot without a diversion order.
  • The khasra number, patwari halka or area in the deed does not match the P-II record.
  • A required party or witness did not attend, so identity capture could not be completed.
  • The appointment was booked at a Sub-Registrar office that has no jurisdiction over the property.

Where do I complain?

Use the grievance module on ngdrs.cg.gov.in first, it lets you submit and then track the complaint, which gives you a record. The portal also publishes the helpdesk email helpdesk.ngdrs@nic.in for technical problems with the system itself. For conduct or valuation issues, escalate to the District Registrar and then to the Inspector General of Registration under the Department of Vanijyik Kar (Registration). A refusal to register is appealable to the Registrar under the Registration Act 1908, and the Sub-Registrar must record the reason for refusal in writing; ask for that endorsement rather than accepting a verbal "come back later".

Frequently asked questions

Which portal is used for property registration in Chhattisgarh?

Chhattisgarh uses NGDRS — the National Generic Document Registration System — at ngdrs.cg.gov.in, operated by the Department of Vanijyik Kar (Registration). The portal provides citizen registration and login, a fee calculator, appointment booking and viewing, a grievance module, user manuals and instructional videos.

Do I have to create an account before registering a deed?

Yes, NGDRS works on a citizen login — you register on ngdrs.cg.gov.in, then enter the property and party details, calculate the fee and book an appointment from your dashboard. Doing the entry yourself is what removes the need for a middleman at the Sub-Registrar office.

How is the value of the property decided for stamp duty?

Stamp duty is charged on the consideration in the deed or the government's guideline value for that locality, whichever is higher. Chhattisgarh's guideline rates are published by the Registration department and the NGDRS fee calculator applies them automatically once you enter the property details.

How do I know how much I will pay?

Use the fee calculator on the NGDRS Chhattisgarh portal, which sits in the top navigation and is open without login. Enter the property particulars and it returns the stamp duty and registration fee for that transaction — that figure, not a broker's quote, is what you should carry to the counter.

Can I book an appointment with the Sub-Registrar online?

Yes, NGDRS Chhattisgarh has appointment booking and a View Appointment service in the citizen dashboard. Book before you print the deed, so the document date and the appointment date line up.

Do all parties need to attend in person?

Yes, the seller, the buyer and two witnesses attend the Sub-Registrar office together for admission of execution, photographs and thumb impressions. A registered Power of Attorney holder can appear for a party who genuinely cannot attend.

What is namantaran and is it automatic after registration?

Namantaran is mutation of the land record so the property is shown in your name in the Bhuiyan khatauni. Chhattisgarh initiates it from the registered deed, but you should check the Bhuiyan record yourself and follow up with the Tehsildar if the entry does not appear.

How do I raise a complaint about a Chhattisgarh registration?

Use the grievance module on ngdrs.cg.gov.in, which lets you submit a grievance and track it, and the helpdesk email helpdesk.ngdrs@nic.in published on the portal. Escalate an unresolved matter to the District Registrar and then to the Inspector General of Registration, Chhattisgarh.
