Saraswati Cycle Yojana
Chhattisgarh state government scheme
Saraswati Cycle Yojana gives 1 free bicycle to every eligible girl student entering class 9 in a government or government-aided school in Chhattisgarh, so that the distance between home and high school does not end her education. SC, ST and BPL girls qualify. No online form is needed, the school headmaster enrols her.
What is Saraswati Cycle Yojana?
Saraswati Cycle Yojana is a school education scheme of the Government of Chhattisgarh that hands a free bicycle to a girl student when she enters class 9 in a government or government-aided school. The scheme is run by the School Education Department through District Education Officers and school headmasters, and the bicycle is supplied in kind, not as cash.
The reason the scheme exists is geographic. In Chhattisgarh, primary and middle schools are spread across villages, but high schools are far fewer and often sit several kilometres away in a larger village or block headquarters. That single jump in distance, at exactly the age when a girl turns 14, is where girls have historically dropped out. Saraswati Cycle Yojana attacks that one point in the education pipeline rather than spreading a small benefit across all classes.
The scheme is often written locally as Saraswati Saikil Yojana, and the state's own evaluation literature refers to it as the Saraswati Bicycle Supply Scheme (Free). All three names describe the same programme.
Main features
- One bicycle per eligible girl, given once at entry to class 9.
- Benefit is in kind, supplied through the school, with no cash transfer.
- Target group is SC, ST and BPL girl students.
- No online application; the school compiles the list.
- Distribution normally happens as a school function at the start of the session.
Who is eligible for Saraswati Cycle Yojana?
A girl student qualifies if:
- She is a permanent resident of Chhattisgarh.
- She has taken admission in class 9 in the current academic session.
- The school is a government school or a government-aided non-government school in Chhattisgarh.
- She belongs to a Scheduled Caste or Scheduled Tribe family, or her family is below the poverty line and holds a BPL ration card.
A student is not eligible if:
- The student is a boy. The scheme is restricted to girl students.
- She is studying in any class other than class 9. Class 8 and class 10 students do not receive a cycle, and a class 9 student who already received one in an earlier year cannot receive a second.
- She is enrolled in an unaided private school. Only government and government-aided schools are covered.
- She belongs to a general-category family that is not below the poverty line, since the scheme targets SC, ST and BPL households.
- She is not a resident of Chhattisgarh, even if she studies in the state.
- She has already received a bicycle under this or a comparable government bicycle scheme.
What documents are required?
| Document | Mandatory | Notes |
|---|---|---|
| Permanent residence certificate | Yes | Chhattisgarh domicile |
| Caste certificate | Yes for SC/ST claims | Issued by the revenue authority |
| BPL ration card | Yes for BPL claims | Used where the claim is on poverty status |
| Class 9 admission or school certificate | Yes | From the school where she is enrolled |
| Aadhaar card | Yes | Identifies the student on the school register |
| Photograph | No | Some schools attach one to the register |
Because the scheme runs through the school, most of these documents are already in the school admission file. In practice, parents are asked to hand over a copy of the caste certificate or BPL card at the time of class 9 admission, and nothing more.
How to apply for Saraswati Cycle Yojana
- Take admission in class 9 in a government or government-aided school in Chhattisgarh at the start of the academic session.
- Meet the headmaster of the school and state that you want the girl's name included in the Saraswati Cycle Yojana list for the year.
- Submit copies of the residence certificate, caste certificate or BPL ration card, Aadhaar card and the class 9 admission record to the school office.
- Confirm the name appears on the school's list before it is forwarded. Ask the class teacher or headmaster to show you the entry.
- The headmaster forwards the consolidated list to the Block Education Officer and District Education Officer, who sanction supply for the district.
- Collect the bicycle at the school on the distribution date, and sign the distribution register. Keep the acknowledgement slip if one is issued.
There is no online portal and no separate application form to download. Any website that asks for a fee to "register" a girl for the Chhattisgarh cycle scheme is not a government site.
Who can I approach if the school does not act?
The escalation order is short and worth knowing:
- School headmaster; compiles and forwards the list. First stop for inclusion.
- Block Education Officer (BEO) — handles school-level refusals and consolidates block lists.
- District Education Officer (DEO), the sanctioning authority for the district, and the officer named in scheme documentation as the person a parent may approach directly.
Take the caste certificate or BPL card with you at every step. Almost every dispute over inclusion turns on whether the certificate was produced in time.
Why does a girl's name get left out?
- Certificate not submitted at admission. The list is compiled quickly and a name without proof of category is dropped.
- Caste certificate in a different spelling from the school register, so the name does not match at verification.
- Admission taken late, after the school list has gone to the block office. In this case ask the headmaster to send a supplementary list.
- Transfer between schools mid-session, which can leave the student on neither list. The new school must include her and note the transfer.
- Duplicate entry, where the same student appears from two schools. One entry is cancelled at district level.
- School is unaided private, which makes the student ineligible regardless of category.
Most of these are fixable within the same session if the parent raises them early. Waiting until the distribution function is over is the mistake that costs a family the benefit for good, because the bicycle is issued once and only in class 9.
When are the bicycles distributed?
Distribution is tied to the academic session, not to a fixed calendar date announced statewide. Schools compile lists after class 9 admissions close, supply orders are placed at district level, and cycles are handed out at a school function, usually in the first half of the session. Because the timing shifts by district and by year, the practical advice is to get the name on the list immediately after admission and then ask the headmaster for the expected distribution date.
What the scheme is trying to change
The State Council of Educational Research and Training, Chhattisgarh, has published an evaluation study of the free bicycle supply scheme examining whether the cycles reached the intended girls and whether attendance improved. Studies of this kind are the reason the scheme has stayed narrow, one class, one benefit, one gender, rather than being diluted across all school years. For a family, the practical effect is simple: a girl who would otherwise walk five kilometres each way, or not go at all, reaches high school on her own.

Frequently asked questions
Who gets a free bicycle under Saraswati Cycle Yojana?
Girl students admitted to class 9 in a government or government-aided school in Chhattisgarh, belonging to Scheduled Caste, Scheduled Tribe or below-poverty-line families, receive one free bicycle. The benefit is given once, at entry to class 9, and is not repeated in class 10.
Is there an online form for Saraswati Cycle Yojana?
No. Enrolment is done through the school. The headmaster of the school prepares the list of eligible class 9 girl students and sends it up to the District Education Officer, who arranges supply. Parents should approach the headmaster, not a website.
Do boys get a bicycle under this scheme?
No. Saraswati Cycle Yojana is a girl-child scheme, created specifically to cut the dropout rate among girls at the transition from middle school to high school. Boys are not eligible under it.
How many bicycles does one girl get?
One. The bicycle is issued once, on entry into class 9, and the same student cannot claim a second cycle in a later class or after changing schools.
Is the bicycle really free, or is there a payment?
The bicycle is supplied free of cost in kind by the School Education Department. No parent should pay any amount to a school, a supplier or an agent for it. If money is demanded, report it to the District Education Officer.
What if the school did not include my daughter's name?
Ask the headmaster to add the name to the list first, carrying the caste or BPL certificate. If the school refuses or the list has already gone up, approach the Block Education Officer and then the District Education Officer, who is the sanctioning authority for the district.
Does a girl in a private school qualify?
No. The scheme covers government schools and government-aided non-government schools. A girl in an unaided private school is not eligible.
What documents are needed for Saraswati Cycle Yojana?
A permanent residence certificate of Chhattisgarh, a caste certificate for SC or ST claims or a BPL ration card for BPL claims, a school certificate or admission proof for class 9, and an Aadhaar card. Most of these are already in the school's admission file.
When does the school hand out the bicycles?
Distribution is tied to the academic session rather than a fixed statewide date. Schools compile lists after class 9 admissions close, and cycles are usually handed out at a school function in the first half of the session, so ask the headmaster for the expected date after admission.
