What was Rajiv Gandhi Gramin Bhoomihin Krishi Majdoor Nyay Yojana?

Rajiv Gandhi Gramin Bhoomihin Krishi Majdoor Nyay Yojana was a Chhattisgarh state cash-transfer scheme for rural families that owned no agricultural land. Chhattisgarh announced it in the 2020-21 state budget and rolled it out from the 2021-22 financial year, positioning it as the landless counterpart of the Rajiv Gandhi Kisan Nyay Yojana, which paid input subsidy to farmers who did own land. Locally the scheme is still spoken of as the "bhoomihin nyay yojana".

The logic behind the scheme was simple. Chhattisgarh's earlier income-support programmes were tied to landholding, so the poorest rural households, those who worked other people's fields, or who lived on traditional village occupations: received nothing. Rajiv Gandhi Gramin Bhoomihin Krishi Majdoor Nyay Yojana was designed to close that gap with a flat annual cash payment that did not depend on crop, acreage or yield.

Important status note. Rajiv Gandhi Gramin Bhoomihin Krishi Majdoor Nyay Yojana is no longer open. After the change of government in December 2023, the Chhattisgarh government restructured the programme. On 18 January 2025 the state launched the Deendayal Upadhyay Bhoomihin Krishi Majdoor Kalyan Yojana, which covers the same landless rural households and pays a higher amount of Rs 10,000 per family per year. Anyone looking for this benefit today should read the successor scheme. This page is kept as a record of what the earlier scheme paid, because lakhs of families received money under it and still ask about their old instalments.

How much did Rajiv Gandhi Gramin Bhoomihin Krishi Majdoor Nyay Yojana pay?

Rajiv Gandhi Gramin Bhoomihin Krishi Majdoor Nyay Yojana began with an annual grant of Rs 6,000 per registered family. In the 2022-23 financial year Chhattisgarh raised the amount to Rs 7,000 per family per year.

Payment characteristics:

  • The grant was per family, not per adult. Two working members of the same household did not each draw the amount.
  • Money moved only by Direct Benefit Transfer into an Aadhaar-seeded bank account. No cash was paid at the panchayat.
  • The annual amount was released in instalments through the year, with releases usually timed to state functions and to the agricultural calendar.
  • The final instalment planned for the 2023-24 cycle was delayed in October 2023 because the model code of conduct came into force for the assembly election.

The successor scheme, Deendayal Upadhyay Bhoomihin Krishi Majdoor Kalyan Yojana, raised the figure to Rs 10,000 a year and, according to the state government, covers roughly 5.62 lakh landless labour families across Chhattisgarh.

Who was eligible for Rajiv Gandhi Gramin Bhoomihin Krishi Majdoor Nyay Yojana?

A family could be registered if:

  • The family was a resident of a rural area of Chhattisgarh, enrolled through its gram panchayat.
  • No member of the family had agricultural land recorded in their name in the revenue records. This was the central test.
  • The family's main livelihood came from manual labour: agricultural wage work, MGNREGA work, or a traditional village occupation.
  • The head of the family was an adult, at least 18 years of age.
  • The family had a bank account seeded with Aadhaar to receive the transfer.

The scheme deliberately went beyond farm labour. District administrations enrolled barbers, blacksmiths, washermen, cobblers, potters, carpenters, priests, shepherds, fishermen and collectors of minor forest produce. The traditional rural service occupations that also hold no farmland. Caste was not a criterion; landlessness was.

A family was not eligible if:

  • Any agricultural land stood recorded in the name of any family member, however small the holding.
  • The family was not resident in Chhattisgarh or could not be traced to a gram panchayat in the state.
  • The household was already drawing the benefit through another registered member; one family, one payment was strictly enforced through Aadhaar de-duplication.
  • The family's principal income came from a salaried job, pension or business rather than manual labour.

Homestead land. The plot a house stands on: did not by itself disqualify a family. Only agricultural land in the revenue record did.

How to apply under the current landless labour scheme

Rajiv Gandhi Gramin Bhoomihin Krishi Majdoor Nyay Yojana no longer accepts applications. The steps below are the live route to the Rs 10,000 benefit under the Deendayal Upadhyay Bhoomihin Krishi Majdoor Kalyan Yojana, run by the same Revenue and Disaster Management Department.

  1. Confirm you are not already registered. Families carried over from the old Rajiv Gandhi scheme were migrated automatically. Check the beneficiary listing at revenue.cg.nic.in/ddubkmky, choosing the rural (gramin) or urban (nagariya) option, before filing anything new.
  2. Collect your documents, Aadhaar card, Aadhaar-seeded bank passbook, a residence proof and a ration card showing your family members.
  3. Apply at the gram panchayat (or the ward office of your urban body). The panchayat secretary records the family in the scheme register and forwards it for verification.
  4. Sit through patwari verification. The patwari checks the revenue record to confirm that no agricultural land stands in the name of any family member. Keep a copy of your acknowledgement until this is done.
  5. Wait for the gram sabha reading. The draft list of landless families is read out in the gram sabha so that objections can be recorded, then the final list is approved at the tehsil level.
  6. Check that your name appears in the published beneficiary list and that your bank account shows as Aadhaar-seeded. Payment follows by DBT.

How to check status and payments

  1. Open revenue.cg.nic.in/ddubkmky and go to the registration information (reginfo) page.
  2. Choose whether your family is in a rural or urban area.
  3. Drill down by district, tehsil and gram panchayat to find your village list.
  4. If your name is missing, take your acknowledgement to the panchayat secretary or the tehsildar's office rather than filing a duplicate application.

For old payments under the Rajiv Gandhi scheme, the bank passbook entry is the record of what was credited. Districts do not maintain a separate public payment-search tool for the discontinued scheme.

Why applications were rejected

  • Land found in the revenue record in the name of a family member, often land inherited but never mutated out of a parent's name.
  • Bank account not Aadhaar-seeded, so the DBT credit failed and bounced back.
  • Name mismatch between the Aadhaar card and the bank record.
  • Duplicate family entry, where two adults of one household registered separately.
  • Family not traced to the gram panchayat claimed, usually in cases of migration.

Most rejections were fixable. A land record wrongly showing a holding could be corrected through a mutation application at the tehsil office; a failed DBT was usually solved by getting the bank branch to complete Aadhaar seeding.

Key dates

  • 2020-21; announced in the Chhattisgarh state budget at Rs 6,000 a year.
  • 2021-22 — first full year of payment to registered landless families.
  • 2022-23, annual amount raised to Rs 7,000 per family.
  • October 2023. An instalment deferred because of the assembly election model code of conduct.
  • 18 January 2025: Deendayal Upadhyay Bhoomihin Krishi Majdoor Kalyan Yojana launched at Rs 10,000 a year, superseding this scheme.

Where to raise a grievance

Chhattisgarh routes landless labour scheme grievances through the revenue hierarchy rather than a dedicated helpline. In order:

  • Gram panchayat secretary, for missing names and correction of family details.
  • Patwari and revenue inspector, for disputes about whether land stands in your name.
  • Tehsildar, for rejection of a claim after verification.
  • Sub-Divisional Officer (Revenue) and then the District Collector. The appellate levels.
  • Chhattisgarh Public Grievance portal and the state Jansampark offices, for written complaints that get no response locally.

There is no fee at any stage. No official or middleman can charge money to add a family name to a landless-labour beneficiary list, and any such demand should be reported to the tehsildar in writing.
